Abstract

The leader is someone who is elected either by acclamation or democracy, who is then trusted as the captain to lead a ship. Leaders will influence someone in their actions in an association or organization. A good leader will be better able to protect his members. An organization will run as expected by its members if the leader is not only an errand boy like a boss, but is able to participate in encouraging his members to do something. Leadership is the basis of the main abilities and skills to organize and influence other people in an organization, to carry out tasks and authority well. It is the same with UKM PMK which has a leader with a leadership type in carrying out his duties as a leader. There are eight styles of leadership that can be carried out according to the situation and conditions of the organization being run.

Abstract

This research departs from the number of MSMEs in Solok City that have fallen and experienced a decline in income due to the Covid-19 pandemic in Solok City. This type of research is qualitative with a descriptive procedure. In this research, the writer uses the procedure and purposive sampling method. The results of this research are 1. The Role of Disperindag in Efforts to Develop Micro, Small and Medium Enterprises in Solok City during the Covid-19 Pandemic, namely a. Abstract

The purpose of this study is first, to describe the quality of health services at Rao Health Center in terms of reliability, tangibles, responsiveness, assurance and empathy. Second purpose is to describe the quality of the Covid-19 vaccination service at the Rao Health Center in terms of reliability, tangibles, responsiveness, assurance and empathy. This research used a semi-qualitative research commonly called mixed research. The data in this study was collected by using both of interviews and documentation. Data was analyzed by using data reduction, data presentation and conclusion drawing (evidence). Based on the results of the study, it can be concluded that the quality of health services and Covid-19 vaccination services at Rao Health Center has not been optimal in its implementation and the response of health workers at Rao Health Center in serving patients has not met patient expectations.

Abstract

This study aims to determine the effectiveness of the application of the Online Job Exchange (BKOL) application at the Solok City Investment and One-Stop Integrated Service Office, and the supporting and inhibiting factors in the application of the Online Job Exchange application at the Investment Office and One Stop Services in Solok City. This research was conducted in Solok City using qualitative analysis techniques with descriptive methods withi, interviews,  obserpations and documentation studies. The results of this study indicate that the Effectiveness of the Application of the Online Job Exchange application at the DPMPTSP Solok City according to the indicators, it can be said that three indicators are generally effective including satisfaction with the program, achievement of goals, input and output levels, while overall, target success, input and output levels, and satisfaction with the program in general its implementation has not been effective. The supporting and inhibiting  factors in the Application of the Online Job Exchange Application of the Investment Service One Stop Service in Solok City consist of two, namely internal obstacles in the form of the absence of cooperation between DUKCAPIL and DMPTSP, such as when job introduction officers enter the NIK of unregistered job seekers, and external in the form of low public understanding in the use of this application, it can be seen that there are still job seekers who choose to come to the Solok City DMPTSP office.

Abstract

The purpose of this paper is to describe the findings related to the role of cooperatives and the SME sector in the management of traditional markets in Padang Kaduduak Payakumbuh City. The methods used in this study are qualitative and descriptive. Therefore, the research informant is the target sample. Data collection techniques are carried out through interviews, observations and literature reviews, and of data presentation so that accurate conclusions can be drawn from the data. The findings suggest that the role of cooperatives and SMEs in managing traditional markets in Padang Kaduduk Payakumbuh is still missing, and the public still lacks interest in shopping at traditional markets.

Abstract

The purpose of this study is to analyze the factors constraining the Online Single Submission System (OSS) in the UMKM program in Pasar Ambacang Village, Padang City. The background of this study explains that UMKM is still not developing because there is no review carried out by the Office of the development of UMKM groups in Pasar Ambacang Village, Padang City. This research was conducted using a descriptive qualitative approach. Test the validity of the data with triangulation techniques. Collecting data through interviews, documentation. The data analysis technique that the researcher uses is the manual data analysis procedure (MDAP). The results of the study explain that there are several obstacles experienced by the community related to this OSS policy, namely the community's understanding of technology is still low and there is still a lack of socialization of the OSS system from the kelurahan so that it is necessary to increase socialization by the Pasar Ambacang Village.  thus this OSS system can be used by easy for the people.

Abstract

This study aims to describe the implementation of the Batusangkar Market Levy E Program in Increasing Local Revenue (PAD) of Tanah Datar Regency and to identify the factors that influence the implementation of the Batusangkar Market E-Retribution Program. The type of research used in this research is descriptive qualitative research, namely the data collected in the form of words, pictures, and not numbers. Implementation of the Batusangkar Market E-Retribution Program in Increasing Local Revenue (PAD) of Tanah Datar Regency, adjusting to the George C. Edward III implementation model, among them: Communication, Resources, Disposition and Organizational Structure. Based on the results of research conducted by researchers regarding the Implementation of the E-Retribution Program in Batusangkar Market in Increasing Local Revenue (PAD) of Tanah Datar Regency, the authors can draw the conclusion that the implementation of the e-retribution program at the Batusangkar Market has been implemented, but in its implementation it has not been optimally appropriate. with the factors that affect the implementation of policies or programs according to George C. Edward III.

Abstract

This study aims to determine the performance of the Padang City Civil Service Police Unit in controlling homeless people and beggars in Padang City. To find out the strengths, opportunities, weaknesses, and threats faced by the Civil Service Police Unit in controlling beggars and homeless people in Padang City. And to find out what efforts or things need to be improved in the performance of the Satpol PP for controlling beggars and homeless people in the city of Padang. This type of research is qualitative research. The results of this study are: 1) Implementation of the performance of the Padang City Civil Service Police Unit in controlling homeless people and beggars has been carried out as much as possible and in accordance with Padang City Regulation No. 1 of 2012; 2) In controlling the sprawl, the Padang City Satpol PP has the power to patrol every day. Opportunity is that mobile members carry out patrols. The weakness is the lack of facilities and infrastructure. And the threat is that there are still sprawl from outside the city of Padang; 3) The efforts or things that need to be improved in the performance of the Satpol PP for controlling beggars and homeless people in Padang City, such as: Communication with the people of Padang City, facilities and infrastructure, cooperation with related OPD, and inadequate Padang City Satpol PP personnel.

Abstract

Policies that are present have contributed to driving the nation's economy. With Presidential Regulation Number 91 of 2017 the government issued a policy to speed up and facilitate business services by using the Electronically Integrated Business Licensing System (Online Single Submission). The problems with the Online Single Submission (OSS) at the Tanjungpinang City Investment and One-Stop Integrated Services Service are, first, the network at the center is often disturbed so that it is difficult for regions to access OSS. The licensing database in OSS has not been clearly classified, so regions have to sort out data again and enter data manually which causes the process of issuing a permit to take a long time. The purpose of this study is to provide an explanation in the government network which is a form of public sector collaboration. The method used is qualitative based on two sources of primary and secondary data in the form of interviews, institutional databases, websites, and previous research. The results show that the OSS system in Tanjungpinang City has had a positive impact on business actors, with the convenience offered by the OSS system, many Micro Enterprises have been built using the OSS system management service. However, there are still obstacles, such as the absence of a Regional Regulation that regulates in more detail the application of the system, so there is a need for an in-depth analytical study so that the use of the OSS system can be used more effectively with more binding derivative rules.

Abstract

Tourism  is one of the Government's mainstay sectors in an effort to improve the economy. One sector that attracts visitors is the Ekang Tourism Village in Bintan Regency. Seeing that the position of the village is very strategic and beautiful in its natural beauty, so this tourist village must be able to use its strength to take advantage of opportunities in developing tourist villages. This is evidenced by the state of the power of the uniqueness and enchanting natural beauty. Besides that, the beautiful environment is also one of the strengths in the region. To further support its development, competent human resources (HR) are needed, intensive partnership or cooperation patterns, promotive government activities in villages. This study aims to see how the roles of stakeholders are involved and the development strategy of Ekang Bintan Regency. The result of the research is that stakeholders have an interrelated role in the development and how the government pattern in developing regions will have an impact on the progress of the region concerned. In this case, Bintan Regency implements Collabrative Governance in developing its tourism sector.
