Abstract

Every human being in living his life always has various kinds of needs and interests. To be able to fulfill the needs and interests of their lives, sometimes humans collaborate with each other, but sometimes they also clash with each other. To avoid these dangerous clashes, human life needs to be regulated and controlled in order to create security, order and justice. Such regulation and control is carried out through the application of principles. The existence of rules for human life is absolutely necessary, because they can serve as guidance or guidance for humans in living their personal, social, national and state lives. Not only citizens must comply with these principles, but the state (government) in exercising its power must comply with these principles, so that there will be no arbitrariness (absolute or authoritarian) in exercising its power.

Abstract

This article is entitled The Role of Ethics in the Work Environment. In a work environment, a person is expected to have a strong work ethic. A strong work ethic is a set of values or norms that are closely held by everyone as an employee or as a manager, which regulates the regulations at work. Ethical standards differ from the core values of one organization to another. Ethical standards can be a true reference for the progress of an organization or work environment. Abstract

Villages are an important part of the country. The progress of a country is determined by the progress of the village. The village is an important measurement tool in national development. Ironically, the village has not received much attention either from the government or from other stakeholders. The purchasing power and selling power of people in rural areas is still minimal in developing the quality of life of the community. Currently, the paradigm of village economic development is only seen from the aspects of infrastructure and physical development. However, the paradigm of village economic development has not been seen much in terms of the quality of life of the community is guaranteed, the village is independent and sustainable, as well as the welfare of body and soul. The problem of village development has so far been focused on economic growth and improvement. This is a gap in the village. The purpose of this research is to explore and explore the paradigm of village economic development based on One Person One Product, One Village One Product, One Village One Corporation. This research method by conducting theoretical studies and field studies conducted in Yogyakarta. Abstract

The results of the performance carried out by the government require an accountability report from the government in order to see the success made by the government in carrying out the performance which is to make the community prosperous. In this study, it looks at what are the factors that influence the performance accountability process of government agencies and the factors seen in this study, namely from organizational culture and compliance with laws. In this study using qualitative analysis which is assisted by analysis using Nvivo12 plus. The results of this research using Nvivo12 plus are that in two related institutions the results are different, such as in Bappeda Sleman the factors used by organizational culture are very significant, namely 66% of the influence on the performance accountability process of government agencies and for compliance with legislation the effect is 33%. And for the Bantul secretariat itself from the organizational culture, namely 58% influence on the organizational performance accountability process and for compliance with legislation, namely 41% influence in the organizational performance accountability process. So in this research, from the two factors that influence the process of organizational performance accountability, it can be seen that quite significant results from these two factors can affect the results of performance accountability which makes the performance process increase in its implementation

Abstract

Separatist conflicts in Indonesia have occurred in Aceh and are still volatile in Papua. The separatist conflict has entered into a vertical conflict involving the state and separatist groups carrying out rebellions. Rebellions in Aceh were instigated by the Free Aceh Movement (GAM) to gain independence from Indonesia between 1976 and 2005. Riots in Papua also occurred as a result of rebellions by armed separatist groups, the Free Papua Organization (OPM). Various steps have been taken by the government to resolve the conflict. One of the ways that the government has done is by implementing an asymmetric decentralization system. Asymmetric decentralization imposes special powers on certain regions because it is considered to be an alternative to solve problems in the relationship between the central government and local governments. Abstract

The development of information technology encourages the development of the Smart City model in various major cities in Indonesia. The city of Tangerang is trying to develop the Smart City through various programs that are starting to be developed by the Tangerang City Government. The Smart City concept promoted by the City of Tangerang is Tangerang LIVE. This concept has been launched since December 2013 and was implemented in 2014. This study aims to determine how the City Government realizes the concept of Smart City in Tangerang City and the obstacles that arise in it. implementation of programs from the Smart City Concept in Tangerang City. This research was conducted using a qualitative method with a focus on the Tangerang City Information and Communication Office as the main data source. The results showed that the strategy and implementation carried out by the Office of Communication and Information Technology was implemented based on Perwal no. 2 of 2016 which is guided by the RPJMD which has been compiled to support the concept of Smart City which is wrapped through Tangerang LIVE, but in the implementation of this Smart City it cannot be said to be optimal due to the lack of socialization carried out by the Communication and Informatics Office and the lack of awareness and readiness of SKPD and community to run programs from the Smart City so that it can hinder the implementation process of the Smart City

Abstract

This research is related to the development of MSMEs in Bintan Regency. Until now, the establishment of business units on the scale of MSMEs in Indonesia has been very rapid. UMKM is expected to be the foundation for future economic growth in Indonesia. Bintan Regency is an area that has huge natural resource potential. In line with the potential of Bintan Regency, the quantity of MSMEs in Bintan Regency also continues to increase. Various policies have been formulated by the government to build a good business climate. However, the large quantity of MSMEs in Bintan Regency does not necessarily make a positive contribution to economic growth in Bintan Regency. This study wants to see how the portrait of the benefits of the MSME assistance policy in Bintan Regency. This research uses descriptive quantitative method. The results of the study prove that the degree of benefit of the MSME assistance policy in Bintan Regency is still relatively low. This is evidenced by 34.6% of respondents who stated that the MSME assistance provided by the government did not provide benefits in business development. This conclusion is also reinforced by the indicators that the development of MSMEs that have received assistance tends to be slow, namely 44.9% of respondents who stated that their business has been running as usual. Inequality of socialization and monitoring carried out by the government also hampers the maximum benefits received by MSME actors in developing their business

Abstract

Good governance constantly updates every policy, one of which is the mandatory implementation of non-cash transactions. The Bandung Regency Government is one of the ones that started implementing a non-cash transaction system carried out in stages in early 2018 which includes revenue and expenditure transactions. Where the implementation is based on the Bandung Regent Regulation Number 22 of 2018 concerning the Implementation of Non-Cash Transactions in the Bandung Regency Government Environment. The purpose of this research is to study, analyze and understand in depth. This research uses qualitative research methods (Qualitative Research). In examining the implementation of non-cash transaction policies in regional financial management at the Regional Secretariat of Bandung Regency, the author uses the theory proposed by Grindle that two groups of main factors influence the success of policy implementation, namely: content of policy and policy context variables (context). of implementation). Abstract

The implementation of policies for managing state assets and assets at the Institute for Internal Administration of the Jatinangor Campus has experienced several problems that have made its implementation not yet optimal. These problems have an impact on every stage of the management of state assets and assets, namely planning, administration, maintenance and processing, monitoring and evaluation as well as reporting of state-owned equipment and goods. Qualitative research methods will be used to analyze these problems. The purpose of this research is to analyze how the implementation of the policies for managing State Assets and Assets in IPDN Jatinangor Campus. The problems faced by the Equipment and Management Section of State Property are the lack of good communication in the implementation of policies for managing assets and assets owned by the state, lack of apparatus resources, there are still unscrupulous users of state property. and state property and bureaucratic structures that still need to be repaired and restructured in order to optimize the performance and distribution of tasks for managing state assets and assets in IPDN

Abstract

This research is motivated by the large distortion of development inequality between villages and cities, in addition to the strengthening of the village's position as the spearhead of national development based on Law Number 6 of 2014 concerning Villages. In implementing village governance, there are many crucial problems, such as the lack of use of village funds which is oriented towards accelerating the capacity of human resources (HR), neglect of these conditions has an effect of underdevelopment. In addition, the lack of community empowerment efforts by the village government, this condition is exacerbated by the weak skills of village apparatus human resources in the implementation of financial management even though they have complete facilities. This study uses the basis of the capacity analysis proposed by Kapucu (2012) which consists of aspects of organizational aspirations, strategy, organizational skills, human resources, infrastructure, organizational structure, and culture. The results showed that the capacity of Aji Kuning Village based on the aspirations aspect went well because there was a clear vision and mission that could be implemented in development programs based on community participation, then the strategic capacity was more oriented towards strengthening infrastructure and implementing village government compared to community empowerment efforts. This is in line with the weakness of networking as a result of weak human resources in the position of village financial affairs, this condition has an impact on the excessive workload delegated to village officials even though they have their own duties and functions. In addition, the organizational cultural capacity of Aji Kuning Village emphasizes the principle of equality and transparency in various village financial governance plans (APBDes)
