Abstract

The paradigm of last ivic education washeavi ly orientated to the development of moral valueswhichdiet not have a clear knowledge basis, aandintended tosupport the New Order regime (status­quo). Abstract

The fanners who so far have been liing in adcspreate condition undergone worse conditionbecause they have to face the impact of economiccrisis \vhich has be gun since the decrease of rupiahexchange towards theUSA $, because the price ofterti Iizer is so high that the farmers can not buy it. Thegovernlnent policy by increasing the basic prices ofagricultural production, especially the basic price ofrice 'Hake farm~r's condition is more difficult becausethey do not have bargaining position. Part ofIndonesian farmers are the lower who have anarrow land, lower incolne, and less education thatanakc thenl live in poverty.I n order to increase their welfare, the farmersshould try to find alternative sources at income byclnpowcnnent so that they will be able to use and toJcvelop this agricultural sectors. Empowennent theI~arnlers so select the cOlll0dity of agriculturalproduction wichis oriented to market need, such aswith developing the agrindustry.In fact, theagricultural sectorin the nationally economic decreasehas resistence for supporting the farmer's life,although it is not Inuch pospective.
