Abstract

Corona virus disease (Covid-19) pandemic had resulted in a deep anxiety for the whole world, including Indonesia. A number of cross sectorial effort had been conducted to overcome this disaster by the government, including in the low sector by rearranging a lot of regulation to speed up the effort on overcoming the Covid-19 Pandemic. Instead of slowing down, the spread of Covid-19 has been relatively increasing. According to the data per 18 Mei 2020 showed by BBC Indonesia, out of 18.010 cases, it is noted that the addition of the total number of the cases reached 500-600 cases per day; it was a big number compared to what happened on 200-300 cases per day. In addition, the policy of handling Covid-19 pandemic invite a lot of comments because it resulted in some problems due to the weakness of the public leader integrity. The miss-distribution of the aid, the abuses of power among special presidential officer (stafsus), and the corruption of pandemic handling budget were the empiric picture of the problems. The method of this study was juridical and comparative. This study aimed to describe the urgency to realize integrated public leadership in a law state during Covid-19 pandemic. The result of this study was one of the important factors that could influence the handling of non-natural disaster, including Covid-19 pandemic, the integrity of public leader. Public integrity is defined as honest and sincere attitudes to do what is right and fair in every situation so as to sharpen his decisions and actions within the framework of public service.

Abstract

Soeharto's thoughts in the repertoire of Indonesian political thought tend not to be found much, however, as President of the Republic of Indonesia for approximately 32 years, Suharto has instilled an economic and political foundation in Indonesia that cannot be separated from the current conditions. The policies and political decisions Soeharto took were influenced by the political culture that lay behind his personal life. Political socialization that developed into a political culture in Soeharto was seen in his political struggle leading to the construction of a feudalistic political system, thus influencing Indonesia's political culture. As a leader, Suharto understood what was tried and thought for the nation and the survival of its people, all of which were extracted from Javanese cultural thinking. This all resulted from how he could adapt Javanese cultural thinking which incidentally contained a philosophy of prosperity and national welfare.

Abstract

This article discusses the behavior of Members of the Republic of Indonesia's Representative Council (DPR RI) in the 2014-2019 period in exercising their powers. DPR members for the 2014-201 period were 17 sentenced to imprisonment by the Corruption Court (Corruption), and involved Provincial Government Officials, Local Government Officials and Entrepreneurs. The question is how is the relationship model of DPR RI members, Local Government Officials, and Entrepreneurs doing corruption? What environment supports the ongoing corruption of DPR members. Forms of corruption DPR members receive money from Local Government Officers of Maluku Province, North Maluku Province, and Local Government Officials of Deiyai Regency, Papua Province. The Model of Relationship between Members of the DPR and Local Government Officials, and the relations between Regional Officials and Entrepreneurs are mutually beneficial. Members of the House of Representatives receive money for their services to fight for regional government development projects. Local Government officials are willing to give money to DPR members, approval of the proposed development project is approved by the DPR according to his proposal. Local Government Official money comes from Entrepreneurs who will carry out regional development projects.The environment that supports the corrupt behavior of DPR members comes from the environment of DPR members who mutually support and cooperate in obtaining money, the process of becoming a DPR member who needs a lot of money, hidden support from party elites, the interests of Provincial Government Officials to obtain development budgets according to their proposals, support indirectly from the entrepreneur.

Abstract

Congestion in the capital city of Indonesia, Jakarta, is getting worse and acute. The data of Metro Jaya Police Department shows that the addition number of new cars reaches 250 units per day on average while motorcycle reaches 1.250 units per day. The total number of vehicles until the end of year 2014 di Jakarta is 17.523.967 units dominated by two wheeled vehicles which is up to 13.084.372 units. It was followed by car, 3.226.009 units, goods carrier car 673.661 units, bus 362.066 units, and specific purpose car 137.859 units. Therefore, in order to overcome those problems, Jakarta, the capital city of Indonesia, applied Electronic Road Pricing (ERP) aiming to charge vehicles passing through certain road in certain specific time. The character of this study is normative with constitutional approach and a study of Jakarta Governor Regulation No. 149 Year 2016. The result showed that the substance of Jakarta Governor Regulation No. 149 Year 2016 about electronic road pricing traffic control was qualified as against the principle of act and regulation formation as what has been regulated by act No. 12 Year 2011 especially related to the kind of charging, the amount of the charge, and the penalty of the violation toward the ERP. The legal steps by changing to adapt related regulation about the amount of the charge and the penalty refers to constitution and / or conducting the trial to the Supreme Court to judge the regulation.

Abstract

Detik.com is an online news portal that prioritizes speed with accurate, credible, balanced and trusted news content. In this study, discussing the detik.com reporting strategy in spreading viral news on the website www.detik.com. The purpose of this research is to find out how the news strategy carried out by detik.com in spreading viral news on the website www.detik.com. This study uses qualitative methods and descriptive research types. Primary data were obtained from in-depth interviews with one Key informant and one informant, while secondary data was obtained through documentation and literature study. The key informant in this study was the Managing Editor, and the informant in this study was the journalist DetikNews.The theory that is relevant to this research is the POAC theory from George R Terry. And the concept of this research is news strategy, news dissemination, and website. The results of this study indicate that the detik.com reporting strategy in spreading viral news on the www.detik.com website is: holding meetings, reporting to the field, conducting a selection strategy for many developing issues, by verifying data and writing strategies by journalists covering in the field, write based on available facts.

Abstract

This study examines the Legal Review of the Relationship between the Village Government and the Village Consultative Body in Village Development (Case Study in the Kedung Waringin Timur Village, Bogor Regency). The village as a government that directly touches the community is the main focus in government development, this is because most of Indonesia's territory is in the countryside.The problem of this research is how the relationship between the Village Government and the Village Consultative Body in development in the Village of Kedung Waringin, Bogor Regency and what factors are hampering the Village Government and the Village Consultative Body in carrying out development in the Kedung Waringin village, Bogor Regency. Based on Law No. 6 of 2014 concerning villages, each village is expected to be able to increase Human Resources for village development. The research method used is a normative jurisdiction of qualitative analysis. Sources of data obtained are primary data and secondary and tertiary data.The results showed that the pattern of cooperative relations between the Village Consultative Body and the village government had been established by the Regional Regulation of the South Minahasa District Number 3 of 2016 on the Village, where the pattern of the working relationship between the BPD and the Village Head was a pattern of partnership relations in carrying out the tasks of village government. The creation of a working relationship between the Village Consultative Body and the Village Government in the village of Kedung Waringin is very important and is able to create a working partner relationship, not the opposition especially the collusion partners between the Village Head and the Village Consultative Body. The Village Consultative Body is a people's representative whose main function is to control the implementation of the Village Government given the importance of the Functions of the Village Consultative Body, it must be supported by efforts to constantly remind the quality of its members so that they are able to carry out their functions in the oversight of the administration to the maximum.

Abstract

With the main reference of the article "The History and Mystery of the Merger Wave: A UK and US Perspective" and relating it to the situation in Indonesia, the following policy implications are worth mentioning, among others: That mergers and acquisitions are essentially unexpected cases, because the company was established with a clear vision, mission and goals. However, due to various changes in the internal and external environment, the events of mergers and acquisitions are inevitable. However, because mergers and acquisitions have aspects that have a wide impact on all stakeholders, mergers and acquisitions should not be used as the primary choice in overcoming the difficulties of the policy implications of the merger and acquisition, so mergers and acquisitions can only be made if: (1) the company is in a state healthy and intends to improve his health through mergers and acquisitions, as an effort to encourage internal growth, (2) not the company due to environmental changes. With the extent of conflicting with the interests of all company stakeholders, namely the board of directors, employees, government and society, (3) consider and comply with legal aspects of legality, and have social responsibility so that its implementation does not cause unfair business competition and kill its competitors in the form of monopile, (4) placing mergers and acquisitions as strategic policies so that they must be done transparently, with the right procedures and stages and through careful preparation by adhering to the principle of prudence in business (prudencial principle).

Abstract

This research based on the problem of organizational commitment and job satisfaction of employees in the Bantargebang Sub-district environment of Bekasi City, which allegedly the two variables have a causal relationship. Referring to the opinion of Locke, Luthans and Gilmer (in Robbins, 2007), and Allan & Meyer (in Sudarmanto (2009), with a sample of 41 respondents in the Bantargebang Subdistrict environment, the conclusion is that there is a strong enough and significant influence on organizational commitment to job satisfaction staff in Bantargebang Sub-district environment. If each organizational commitment is increased by 1%, there will be an increase in employee job satisfaction by 0.541%.

Abstract

Based on those statistical hipothesis testing result, the human resources management strategy and training would much influenced the level of employees commitment and competency in doing their tasks and responsibilities.. The higher the employees commitment and competency in serving their customer, and the higher the level of customer satisfaction consequently in these the intellectual capital. The level of intellectual capital would significantly influence the company performance, and then determining of the companies profitability.
