Human Resources is such an important part in an organization, includes regional government organization. This research used a comparison method between actual condition and Human Resources management ideal in strategic management perspective of Human Resources. The result is, so far, the management of Human Resources in regional government is still administrative and did not reach the strategic management of Human Resources, yet.

Abstract

The present paper provides a review of the literature focusing relationship between human capital and performance essentially at firm level. The implement of review existing literature permitted to uncover three major neglected issues: 1). Defining and measuring the intelligence and human capital, 2). the analysis of human capital – firm performance relationship; and 3). Human resources management. A growing number of studies have attempted to show the link between human resources and firm performance.

Abstract

Penelitian ini dimaksudkan untuk mengungkap ketepatan penerjemahan simile dan menentukan strategi apa saja yang digunakan oleh penerjemah. Untuk menetukan sejauh mana keakuratan data, penelitian ini menggunakan metode deskripsi qualitatif untuk menganalisis data berdasarkan kamus dan teori-teori yang relevan. Data yang dimaksudkan di sini adalah simile yang menggunakan comparison markers “like”, “as”, “as though”, “as if”, “as...as”. Beberapa ‘topics’ dan ‘images’ dari simile terasa asing bagi pembaca. Oleh karena itu, penelitian ini mencoba untuk menemukan kata-kata umum agar mudah dipahami.

Abstract

Penelitian ini bertujuan mendeskripsikan kata seru yang digunakan dalam komik Scooby-Doo Where Are You. Penelitian ini menggunakan metode deskriptif kualitatif. Sumber data adalah komik Scooby-Doo  Where Are You dalam bahasa Inggris. Hasil penelitian sebagai berikut. Pertama, berdasarkan jenis kata seru yang digunakan dalam komik tersebut, ditemukan 20 kata seru primer dan 10 kata seru sekunder. Kedua, berdasarkan artinya, kata seru dibedakan menjadi empat (emotive, cognitive, conative, phatic). Ketiga, dari keempat kata seru tersebut, emotive menempati posisi teratas (17), diikuti oleh cognitive (8), conative (4) dan phatic (1).

Abstract

Penelitian ini bertujuan mendeskripsikan teknologi tinggi pada abad ke -21 di Amerika Serikat  yang tercermin di dalam film Her karya Spikee Jonze. Penelitian ini menggunakan metode deskriptif kualitatif. Sumber data adalah teks film Her dalam bahasa Inggris. Hasil penelitian sebagai berikut. Pertama,  tokoh  utama adalah  Theodore Twombly, tokoh yang memiliki intensitas keterlibatan penuh dalam karya tersebut. Kedua, latar sosial menunjukkan tingginya penggunaan teknologi tinggi di berbagai bidang, baik di rumah maupun di tempat bekerja.  Ketiga, karya sastra menggambarkan atau mencerminkan tingginya penggunaan teknologi tinggi di Amerika Serikat pada abad ke-21.

Abstract

Shifting (pergeseran) di dalam penerjemahan tidak mungkin dapat dihindari karena perbedaan budaya dan struktur kalimat di setiap bahasa yang ada, sehingga perlu pendalaman pemahaman teori di dalam melakukan proses penerjemahan. Penelitian ini bertujuan untuk mengungkap bagaimana Translation Shifts terjadi di dalam novel dan mendeskripsikan masalah-masalah apa saja yang muncul di dalam penerjemahan. Translation Shifts yang diteliti dibagi menjadi tiga bagian, yakni: 1) Level Shifts – perubahan dari bentuk positif ke negatif dan sebaliknya; 2) Structure Shifts – perubahan dari bentuk pasif ke aktif dan sebaliknya; 3) Unit Shifts atau Rank Shifts – perubahan dari satu kata menjadi sebuah frasa atau sebaliknya

Abstract

Penelitian ini bertujuan mendeskripsikan struktur dan motivasi dalam mengungkap tema film “The Blind Side” karya John Lee Hancock. Penelitian ini menggunakan metode deskriptif kualitatif. Sumber data adalah teks film The Blind Side dalam bahasa Inggris. Hasil penelitian sebagai berikut. Pertama, aspek sintaksis mengungkap alur cerita. Kedua, semantik mengungkap tokoh, penokohan, dan tema. Ketiga, Motivasi mengungap lima kebutuhan menurut teori Abraham Maslow. Keempat, struktur dan motivasi mendukung pengungkapan tema.

Abstract

The capital in a country plays a very strategic role. This is because the capital in a country can be multifunctional in addition to its main function as the Central Government, which will greatly affect other fundamental sectors of law, politics, business and economy, as well as all centers that characterize the overall character of a country. Broadly speaking, it can be concluded that the picture of a country can be seen from how its capital is. The discourse conveyed by President Joko Widodo in his State Speech on August 16, 2019, to move the Capital of the Unitary State of the Republic of Indonesia from Jakarta to Kalimantan Island received mixed reactions from many parties both legally and politically, in this case the authors prioritize the analysis of differences (Mutatis Mutandis) the legal strategic that can be taken by the Government in this case President Joko Widodo is by revising the Law, namely Law Number 29 of 2007 concerning the Provincial Government of the Special Capital Region as the Capital of the Unitary State of the Republic of Indonesia or by Referendum in accordance with Law Number 5 of 1985 concerning Referendum in making a right decision.
