Abstract

Abstract: Analysis of Strategy Implementation Forestry Plan in Provincial Level (RTKP) Special Region of Yogyakarta. Sustainable use of forest resources need to establish a forestry management plan. The purposes of this study are to describe and analyze: First, the extent of RKTP is feasible to solve the forestry problems at the provincial level, the strategy and implementation andthe role of stakeholders in the implementation of RKTP DIY. The research method uses qualitative descriptive approach. The results of this study shows RKTP is feasible to provide direction for overcoming forestry problems, the strategy and policy that have been set should be in accordance with vision, conditions and evolving strategic issues Ana stakeholders involved in the implementation of RKTP is DIY Province Forest Service, Local Government Forest Services in DIY Province, UPTD of Forestry, Technical Unit of Ministry of Forestry, Private Sectors, Civil Society, Academics, Legislative and Local Development and Planning Agency. Key words: RKTP, Strategy, Implementation, DIY Abstrak: Analisis Strategi Implementasi Rencana Kehutanan Tingkat Provinsi (RKTP) Provinsi Daerah Istimewa Yogyakarta. Rencana pengelolaan kehutanan perlu disusun untuk menjamin pemanfaatan sumberdaya hutan yang berkelanjutan. Tujuan penelitian ini mendiskripsikan dan menganalisis bagaimanakah RKTP dapat berpeluang menjadi solusi bagi permasalahan kehutanan, strategi dan implementasi RKTP dan peran para pemangku kepentingan dalam implementasi RKTP DIY. Metode penelitian menggunakan pendekatan kualitatif dengan jenis deskritif. Hasil penelitian ini adalah RKTP Provinsi DIY sejauh ini berpeluang mampu menjadi solusi permasalahan kehutanan di tingkat provinsi, srategi dan kebijakan RKTP harus mengarah pada pencapaian visi dan misi yang telah ditetapkan, dan stakeholder yang terlibat dalam implementasi RKTP adalah Dishutbun Provinsi DIY, SKPD Kabupaten yang mengurusi kehutanan, UPTD kehutanan, UPT Kementerian Kehutanan, swasta, masyarakat serta Akademisi, Bappeda dan DPRD.   Kata Kunci: RKTP, implementasi, strategi, DIY

Abstract

Abstract: The Role of National Interest as the Driving and Obstructing Factor in the International Commitment viewed by Morgenthau’s Theories of  International Relations. International commitment needs every party states to comply with the international treaty or convention. However, while the agreements and treaties already constructed, the implementation of these decision are much more difficult to implemented.  Hans Morgenthau presents his theory about the national interests while implemented in the international relations. In his realism approach, there is no powerful country can make the international relations based on their idea and they must respect the others. Such cases of national policy and ideology defended by country therefore ignore the counterparts requirement. Finally, the national interest is likely weaken the consensus rather than to make it closer cooperation. Keywords: Agreements and Treaties, International Law, National Interest. Abstrak: Peran Kepentingan Nasional sebagai Faktor Pengendali dan Penghalang dalam Komitmen Internasional dilihat oleh Teori Morgenthau tentang Hubungan Internasional. Perjanjian internasional mewajibkan komitmen bagi setiap negara peserta. Tetapi, jika perjanjian itu disepakati, penerapannya masih memerlukan negosiasi. Kepentingan nasional para pihak seringkali mengabaikan peserta lain dan pertimbangan kepentingan nasional ini umumnya mempersulit terjadinya kesepakatan bersama.   Kata Kunci: perjanjian, hukum internasional dan kepentingan nasional.

Abstract

Abstract: Effectiveness Study of Forestry Development Planning in Strategic Planning Perspective. The research method used in this research is descriptive research with a qualitative approach. The results showed that the first, dominated forestry development planning top-down technocratic approach. Factors that support forestry development planning is a geographical conditions, the field staff/extension forestry and the farmer groups. Medium inhibiting factor is the lack of data and the limited number of field personnel. Forestry development planning has not been effective because there is no harmony between a top down approach with the bottom-up. Planning is dominated by the top-down approach tehnokratik. In addition, there are plans that are not through the mechanism musrenbang. Similarly, in terms of the formulation of the vision and mission results in the preparation of planning documents.   Key words: Effectiveness, Planning and Development, Forestry Development, Strategic Planning Abstrak: Kajian Efektivitas Perencanaan Pembangunan Kehutanan Dalam Perspektif Perencanaan Strategis. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa, perencanaan pembangunan kehutanan didominasi oleh pendekatan teknokratik yang bersifat top down. Faktor pendukung dalam perencanaan pembangunan kehutanan adalah kondisi geografis, adanya tenaga lapangan/penyuluh kehutanan dan adanya kelompok tani. Sedangkan faktor penghambatnya adalah keterbatasan data dan keterbatasan jumlah tenaga lapangan. Perencanaan pembangunan kehutanan belum efektif karena belum ada keselarasan antara pendekatan top down dengan bottom up. Selain proses perencanaan lebih didominasi dengan pendekatan tehnokratik-top down, juga terdapat perencanaan yang tidak melalui mekanisme musrenbang.   Kata-kata kunci: Efektivitas, Perencanaan Pembangunan, Pembangunan Kehutanan, Perencanaan Strategis

Abstract

Abstract: The Policy of Civil Servant Recruitment from Non-Permanent Employee. This study is designed to analyze the implementation of Government Regulation Number 48 Year 2005 on the Recruitment of Civil Servants from Non-Permanent Employee in (Temanggung Regency), Indonesia. Research method of this study is the qualitative method. For data collection, the researcher conducted field work and used multiple sources of evidence such as documents, web site, and in depth interview with relevant subjects from BKD of Temanggung. The research results show that Government Regulation Number 48 Year 2005 did not follow Act Number 8 Year 1974 on Public Personnel Principles and Government Regulation Number 98 Year 2000 on the Recruitment of Civil Servant. Lastly, the researcher provides recommendations such as: in terms of recruitment of civil servant, Indonesia Government should apply the principle of good governance and merit.   Key words: Recruitment of Civil Servant, Non-Permanent Employee, Good Governance, Merit System. Abstrak: Kebijakan Perekrutan Pegawai Negeri Sipil dari Karyawan Tidak Tetap. Studi ini dilakukan untuk menganalisa implementasi Peraturan Pemerintah Nomer 48 Tahun 2005 tentang Pengangkatan Tenaga Honorer Menjadi CPNS (di Kabupaten Temanggung) Indonesia. Metodologi penelitian yang digunakan adalah metode kualitatif. Pengumpulan data bersumber dari dokumen, web site, dan wawancara dengan pejabat (kepala) BKD Kab. Temanggung. Bedasarkan penelitian dapat disimpulkan bahwa PP No. 48 Tahun 2005 kurang selaras dengan UU No. 8 Tahun 1974 tentang Pokok-pokok Kepegawaian dan PP No. 98 Tahun 2000 tentang Pegadaan Pegawai Negeri Sipil. Untuk memperoleh CPNS yang berkualitas maka dalam penerimaan CPNS, pemerintah harus menerapkan prinsip-prinsip good governance dan merit.   Kata kunci: Pengadaan PNS, Tenaga Honorer, Governance, Merit System.

Abstract

Abstract: Does Fiscal Decentralization Increase the Capital Spending on Infrastructure? This study examines the relation between capital spending on infrastructure and fiscal decentralization in East Java, Indonesia. The need for this research based on the fact that most of capital spending’ budget is spent for infrastructure, and local government’s executive, Bupati/Walikota, tends to abuse his power to win the next election. This investigation, based on the theory of political business cycle uses data from 38 kabupaten/kota in East Java Province to estimate how far is the impact. In finding out the relationship between capital spending and fiscal decentralization, I select five bakorwil as representative. They are Bakorwil Madiun, Bojonegoro, Malang, Pamekasan and Surabaya. Finding that there is relationship between capital spending and fiscal decentralization, in which kabupaten/kota will increase their capital spending during  the local election. The pattern is the same, that in average of 6-year observation in the five bakorwil, most of kabupaten/kota spend their capital spending on roads, irrigation and installation, but the difference is in distribution. Keywords: capital spending, fiscal decentralization, political business cycle Abstract: Apakah Desentralisasi Fiskal Meningkatkan Belanja Modal Infrastruktur?. Penelitian ini menelaah lebih dalam hubungan belanja modal di sektor infrastruktur dan desentralisasi fiscal di Jawa Timur, Indonesia. Target dari penelitian ini berdasar pada data banyaknya belanja modal yang dialokasikan di sektor infrastruktur, selain itu Bupati cenderung untuk menyalahgunakan jabatannya untuk memenangkan pemilihan berikutnya. Investigasi ini berdasar pada teori “political business cycle” dengan data dari 38 Kabupaten/kota di Jawa Timur guna mengukur sejauh mana dampaknya. Untuk menemukan hubungan antara belanja modal dan desentralisasi fiskal, saya mengelompokkannya dalam lima bakorwil, yaitu Bakorwil Madiun, Bojonegoro, Malang, Pamekasan and Surabaya. Disimpulkan bahwa belanja modal di sektor infrastruktur meningkat signifikan menjelang/selama pilkada di lima bakorwil, namun distribusi besarnya berbeda dalam belanja modal jalan, irigasi dan instalasi. Abstract: Farmer’s Training Centre and Its Contribution to Succeed Indonesian OVOP (One Village-One Product) In Attaining Household Food Security. Government has a program, OVOP (one village–one product) can encourages local communities to develop their village with emphasize on optimizing their potential resources and to utilize this globalization. This paper will discover what the Ministry of Agriculture contribution for succeeding this program is. Talking about the relationship between FTC (the agent of the MoA extension) and OVOP, it has been recognized that each FTC has its specialization. In the other word, FTC is a supporting infrastructure of the OVOP implementation. However it must be evaluated because of some endogenous problems. Here, it will be deeply discussed through the primary data. The benefit of this research is the recommendations for government how to support OVOP movement through FTC.   Key words: food security, OVOP and FTC   Abstrak: Pusat Pelatihan Petani dan Kontribusi Sukses OVOP Indonesia (One Village One Product-) Dalam Mencapai Ketahanan Pangan Rumah Tangga. Pemerintah membuat suatu program yang dinamakan OVOP (satu desa satu produk) yang dapat mendorong ekonomi daerah dengan memanfaatkan proses globalisasi. Di paper ini akan dibahas lebih jauh mengenai bentuk dukungan pemerintah untuk program ini, khususnya Kementerian Pertanian (Kementan), dikarenakan produk OVOP lebih banyak produk pangan. Untuk mendorong program ini, Kementan bekerjasama dengan P4S yang dianggap dapat menjadi starter atau faktor pendukung utama dalam pelaksanaan OVOP di pedesaan. Penelitian ini dilakukan untuk melihat sejauh mana efektivitas kinerja lembaga ini untuk mendukung program tersebut dan meningkatkan perekonomian anggotanya.   Kata kunci: ketahanan pangan, OVOP dan P4S

Abstract

Abstract: The Implementation of Reforestation Clean Development Mechanism in Bromo Tnegger Semeru National Park. This research used to a qualitative method. Data are collected through field work and used multiple sources of evidence, namely, documentations, archival records, direct and participant observation, and open-ended interviews with relevant respondents from the parties involving in the project. This study focuses on the role of policy content and actors in the implementation and the social, economic and political condition which affect the implementation.  The results show that while the implementation of A/R CDM in BTSNP especially In field work (planting and maintenance) relative success, the administration of the project still face some problems.  During three years of its implementation 310 ha areas have been planted. The A/R CDM plantation can be well implemented because of the content of the policy, the involved actors as well as support of social, economic and political condition. Innovative policy and the strategy which use to implement it resulted in the high degree of plantation survival rate.   Keyword: Analyze the CDM Policy, implementation, innovative Abstrak: Implementasi Pelaksanaan Mekanisme Pembangunan Bersih Reboisasi di  Taman Nasional Bromo Tengger Semeru. Penelitian ini menggunakan metode kualitatif. Data dikumpulkan melalui studi lapangan dan menggunakan beberapa sumber bukti, yaitu, dokumentasi, catatan arsip, observasi dan partisipasi langsung, dan wawancara terbuka dengan responden yang relevan. Penelitian ini memfokuskan pada peran konten kebijakan dan aktor dalam pelaksanaan dan kondisi sosial, ekonomi dan politik yang mempengaruhi pelaksanaannya. Hasil menunjukkan bahwa disaat pelaksanaan A/R CDM di BTSNP terutama dalam kerja lapangan (penanaman dan pemeliharaan) relatif sukses, administrasi proyeknya masih menghadapi beberapa masalah. Selama tiga tahun pelaksanaannya sudah 310 ha daerah yang telah ditanami. Perkebunan A/R CDM dapat dilaksanakan dengan baik karena isi dari kebijakan tersebut, aktor yang terlibat serta dukungan kondisi sosial, ekonomi dan politik. Kebijakan yang inovatif dan strategi yang digunakan untuk menerapkannya menghasilkan tingkat yang tinggi dalam kelangsungan hidup tanaman. Abstract: Participatory Planning in the Kelurahan and the Village. The research aimed at describing, analyzing, interpreting and comparing the: musrenbang that reflected the participatory development wholly, factors that influence the differences and similarities of participatory development plan; identifying, proving and finding the participatory development  plan according to the participatory  planning principle at Kelurahan Cepokomulyo, sub district Kepanjen and Sumberkerto village of Pagak sub district, Malang Regency. The research used qualitative approach. The approach was used to obtain real and deep picture  about participatory development plan at Kelurahan and village. The results showed that at Kelurahan Cepokomulyo, the musrenbang process  is participative, while at Sumberkerto village the process is not participative yet.   Keywords: Participatory Planning, Village Planning, Village Participation Abstrak: Perencanaan Pembangunan Partisipatif di Kelurahan dan Desa. Penelitian ini bertujuan untuk mendeskripsikan, menganalisis, menafsirkan dan membandingkan: musrenbang yang mencerminkan pembangunan partisipatif sepenuhnya, faktor yang mempengaruhi perbedaan dan persamaan rencana pembangunan partisipatif, identifikasi, membuktikan dan menemukan rencana pembangunan partisipatif sesuai dengan prinsip perencanaan partisipatif di Kelurahan Cepokomulyo, Kecamatan Kepanjen dan Desa Sumberkerto Kecamatan Pagak, Kabupaten Malang. Penelitian ini menggunakan pendekatan kualitatif. Pendekatan ini digunakan untuk memperoleh gambaran nyata dan mendalam mengenai rencana pembangunan partisipatif di Kelurahan dan desa. Abstract

Abstract: The Implementation of Sister Province Cooperation: aCase Study Of Yogyakarta. The rapid development of the sister city/province cooperation is becoming increasingly interesting to study, especially to see how far the resultant impact of the cooperation towards resolving various social and economic development problems. Studies about sister province cooperation in local government provide as much knowledge to know how local government executes their policy, and how far that implementation supports the local government development. In conducting the implementation, it demands cooperation and participation of all the institutions. Besides, good ability and capability of the implementers also gives contribution to achieve the policy objectives. My study concerns about the implementation of sister province cooperation in Yogyakarta, which covers such implementation aspects as human resources, organizational structure, cooperation procedures, fund allocation, equipment and facilities. This study also explained the supporting and constraining factors in implementation of sister province cooperation in Yogyakarta, which included potencies, leadership, and culture. Pesatnya perkembangan kerjasama antar kota/provinsi diluar negeri menjadi semakin menarik untuk dikaji, khususnya untuk melihat seberapa jauh dampak yang dihasilkan dari kerjasama menuju penyelesaian berbagai masalah pembangunan sosial dan ekonomi. Studi tentang kerjasama antar provinsi di pemerintah daerah memberikan pengetahuan yang banyak tentang bagaimana pemerintah daerah menjalankan kebijakan mereka, dan seberapa jauh pelaksanaannya mendukung pembangunan di daerah. Dalam implementasi kebijakan, menuntut kerjasama dan partisipasi dari semua institusi. Selain itu, kemampuan yang baik dari pelaksana juga memberikan kontribusi untuk mencapai tujuan kebijakan. Studi saya tentang implementasi kerjasama antar provinsi di Yogyakarta meliputi aspek-aspek pelaksanaan seperti sumber daya manusia, struktur organisasi, prosedur kerjasama, alokasi dana, peralatan dan fasilitas. Penelitian ini juga menjelaskan faktor-faktor pendukung dan penghambat dalam pelaksanaan kerjasama provinsi adik di Yogyakarta, yang termasuk potensi, kepemimpinan, dan budaya.   Kata kunci: kerjasama antar provinsi, implementasi kebijakan, pemerintah daerah

Abstract

Abstract: The Implementation of Tourism Policy in Preserving Local Culture: a Comparative Study Between Yogyakarta Special Region (Indonesia) and Kyoto Prefecture (Japan). This paper discussed about tourism policy in relation with globalization and sustainability of culture. It examines and compares the implementation of tourism policy particularly in preserving local culture between Yogyakarta Special Region, Indonesia and Kyoto Prefecture, Japan. Looking at the benefit and challenge of tourism in globalization era, it is argued that as long as the government has a good policy and strategies to harmonize the interest of tourism business and preservation of local culture supported by every stakeholder particularly community, the dilemma in tourism can be overcomed.This study identifies some strategies, supporting and constraining factors in the implementation process, and lessons for further improvement. Key words: Globalization, Tourism Policy, Preservation of   local Culture Abstrak: Implementasi Kebijakan Pariwisata dalam Melestarikan Budaya Lokal: Studi Perbandingan Antara Daerah Istimewa Yogyakarta (Indonesia) dan Prefecture Kyoto (Jepang). Paper ini membahas tentang kebijakan pariwisata dalam kaitannya dengan globalisasi dan upaya pelestarian budaya lokal. Adapun tujuannya adalah untuk menganalisa dan membandingkan pelaksanaan kebijakan pariwisata khususnya dalam melestarikan budaya lokal antara Daerah Istimewa Yogyakarta, Indonesia dan Prefektur Kyoto, Jepang. Melihat manfaat dan tantangan pariwisata di era globalisasi, paper ini berpendapat bahwa selama pemerintah memiliki kebijakan dan strategi yang tepat untuk menyelaraskan kepentingan bisnis pariwisata dan pelestarian budaya lokal serta didukung oleh semua stakeholder khususnya masyarakat, dilema di bidang pariwisata dapat diatasi.Penelitian ini mengidentifikasi beberapa strategi, faktor pendukung dan penghambat dalam proses pelaksanaan kebijakan, dan pelajaran yang dapat diambil untuk perbaikan lebih lanjut.
