Abstract

The success or failure of the plan is ultimately determined by the evaluation is to see how far the existing plan can be implemented. With the results of these evaluations will be feedback for better planning. Sustainability in the implementation of those plans need to be evaluated to determine the extent of the development of successful land redistribution, especially in the poor district land office, because many cases of land reform object is endless. The purpose is to describe the implementation of Planning Land Redistribution  Object Landreform in accordance with the procedures appropriate to the target, determine the role of stakeholders in planning land redistribution object landreform, and to determine the barriers and support in carrying out plan land redistribution object landreform. This type of descriptive research using a qualitative approach, which is a type of research that revealed the problem it is in accordance with the reality on the ground. The results showed that in principle the implementation of landreform Object Land Redistribution in Malang in 2010 - June 2012, an increase in farmers income, budgets and the need for adequate human resources.

Abstract

Development planning in regional autonomy era has given vast authority to built its region in accord with regional ability. Planning in animal husbandry as strategic sector to support national development planning should involved stakeholders from the government, private and community. These involvement within the frame of good governance would ensure planning based on available potential, appropriate planning process and knowing existing barriers, therefore eventually would produce plans in accord with regional needs. Ideas in study of this discipline has been giving description of good governance implementation in regional area.

Abstract

The rise of the information society has led to major changes in citizen expectations and organizational structures, cultures and working processes. Governments will have to follow suite and adopt information society tools and working practices if they are to remain responsive to citizen needs. E-government – once a bold experiment and now an important tool for public sector transformation – has progressed to the point where it is now a force for effective governance and citizen participation, both at national and local levels. In our initial enthusiasm for e-government during the late 2002s, Indonesia tended to view e-government as a tool to improve the quality of government. Many governments in central and local levels, have been trying to utilize the advances of Information and Technology for serving the public. Some of the developments resulted as success stories, while many others resulted in failures, or not optimally utilized. Regarding the above facts, a research has been conducted in order to analyze the e-government developments in Kudus Local Government. What is the uniqueness of Kudus Local Government in developing the e-government? What are the strength and weakness within the organization, and what are the opportunity and threat outside the organization? Using qualitative analysis method in answering the questions, a field research has been done in Kudus Local Government through in-depth interviews, documents, and observations in several focuses of research, namely: leadership, human resources, organizational structure, vision and missions of organization, development control, and maintenance system. All data findings then analyzed to find the best solution for the future development of e-government. In this research, the SWOT Analysis combined with qualitative approach is used as a strategy for e-government development in the future. The result of this research shows us, that e-government development in Kudus Local Government could be improved in the future by using the precise analysis over several problems and conditions in the development process to create the best strategic plans based on the analysis . The result of this research could be used as an insight to develop a new system more effective and efficient in the future. This research also presents some suggestions for short, middle, and long-term planning for Kudus Local Government in developing e-government in the future, to shape the good governance for public service. `vga+P>secondly to analyze the utilization of the IP4T’s results in the land management planning process in East Java.  This research used qualitative method with descriptive approach. The conclusions obtained, Execution / implementation of IP4T in East Java Province, has been running well in quantity has been largely imposed to meet the target over the years, but planning activity from the activity IP4T land in East Java Province, it can be said the less successful as a result of these activities IP4T less fully utilized

Abstract

Indonesia is endeavouring to boost its economic growth by improving business climate. However, facts (from Doing Business 2012): Indonesia ranked poorly, 129th in Ease of Doing Business, 155th in Starting Business among 183 economies; 19th and 21st in East Asia and Pacific (out of 24 economies). Establishing One Stop Service (a center to obtain various business licenses) in every region is one of the ways to improve the business climate. One of such centres has been implemented in Batam. But facts (from Doing Business 2012) indicated that Batam ranked 15th in Starting Business among 20 regions in Indonesia. On the other hand, Singapore having an integrated online system of business licensing service called Online Business Licensing Service has been ranked by the same measurement 1stin Ease of Doing Business and 4th in Starting Business. The two types of business licensing services are different in their implementation. Implementation is an important stage in policy analysis. Besides, by analysing the implementation of a policy, constraining and supporting factors may be found. Thus, this paper seeks to analyse the implementation of Batam’s OSS and look into the successful implementation of Singapore’s OBLS which can be taken as lessons for the future improvement of Batam’s OSS Implementation.

Abstract

This study aims to obtain the information about the impact of Primatani program in accelerating transfer of agricultural technology. Generally, farmers who assisted in Primatani could experience the impact of technology introduction although they did not get intense assistance from Bali AIAT. By the formation of working groups within the farmer group could improve the efficiency, especially in terms of providing farming inputs. Unfortunately, the impact cannot be really experienced by non-targeted farmers although they have ever heard about technologies introduced. For local government, the adoption of technology and concept of Primatani supported Bali Provincial Government in realizing their vision “Bali Mandara” named Integrated Farming System (Simantri). Replication of Primatani concept in a massive level has been carried out by local government since 2009 at various villages. For field extension agents, the impact of Primatani could be felt by the utilization of introduced technologies as a program material.

Abstract

The research described and analyzed the areas of food security planning in Kabupaten Pasuruan. The research used a descriptive method and qualitative approach. Data sources were derived from informants and documents. The data collecting technique used interview and documentations. Data were analyzed using an interactive model. The results of this study were the field of food security development planning in Kabupaten Pasuruan shows that it is dominated by a top down approach. Planning mechanisms through forums musrenbang and technocratic had generally been in accordance with the planning cycle of Conyers and Hills. Kelompok Tani Nelayan Andalan (KTNA) was less involved in planning where many of their proposals were proposed through agricultural extension workers (PPL). so"es +Pe:JA;mso-bidi-language:HE>The result of this research could be used as an insight to develop a new system more effective and efficient in the future. Abstract

The purposes of this research are : first, describing communication, resources, disposition, bureaucracy structure, and content of the plan factors in implementing the plan of Poverty Response Accelerating Program in the Town of Batu; second, describing the implementation of Poverty Response Accelerating Program in the Town of Batu; third, analyzing how far the factors of communication, resources, disposition, bureaucracy structure, and content of the plan are collectively related towards the implementation of Poverty Response Accelerating Program in the Town of Batu; fourth, analyzing how far the factors of communication, resources, disposition, bureaucracy structure, and content of the plan are partially related towards the implementation of Poverty Response Accelerating Program in the Town of Batu. Research method used is quantitative approach with explanatory research type. The respondents are the Coordinating Team for Poverty Response of the Town of Batu. Data has been analyzed by using double linear regression model. Based on the test result of double linear regression, it is concluded that the factors of communication, resources, disposition, bureaucracy structure, and content of the plan are collectively influencing the implementation of Poverty Response Accelerating Program in the Town of Batu with adjusted F value of 55,6%. Other than that, the factors of communication, resources, disposition, bureaucracy structure, and content of the plan are partially influencing the implementation of Poverty Response Accelerating Program in the Town of Batu. The correlations shown by β of each of variables are communication is 0,395; resources is 0,377; disposition is 0,251; bureaucracy structure is 0,254; and content of the plan is0,278 . It can be concluded that the communication factor is the most dominant factor in influencing the implementation of Poverty Response Accelerating Program in the Town of Batu.

Abstract

Implementation of Agropolitan Area Development Program policy in Bangkalan is the one of the rural development strategies to increase the income of farmers, agricultural productivity, and investment in order to reduce the gap between urban and rural areas. The purpose of this study is to describe and analyze the implementation of Agropolitan Area Development Program policy in Bangkalan Regency, the results achieved from the implementation and the factors that support and hinder the policy implementation. The results of this study shows: (1) Implementation of the Agropolitan Area Development Program in Bangkalan Regency is still less than optimal. There has been some increases in terms of the welfare of farmers, agricultural productivity, as well as investment in public,  but in a very small percentage, which is an average of less than one percent per year. (2) Factors supporting implementation include: implementers staff resources are in sufficient quantities and attitudes of implementers and community, especially the farmer groups as the target of program, support the running of the program. (3) Factors inhibiting the implementation include: the ability of implementers staff is unequal, communication and coordination among institution and the community are not good, insufficient funds, and implementer bureaucratic structures that are too long.

Abstract

Rencana Kerja  Pembangunan Daerah (RKPD) have not been able address the needs of the community,  lead apposite planning pattern as Surat Edaran Menteri Dalam Negeri No. 50 Tahun 2008 and combined all substance of the document planning, to respond new paradigm and adapt planning approach methodology,  for instance, top-down planning to bottom-up planning and guided participatory to active participatory. On the contrary, the process to arrange RKPD are follow stages as sub-systems that enrol to be systematic blueprint. The objectives of research are considered: to describe the arrangement process of RKPD viewed and analyzed by Soft Systems Methodology approach. The method of the research is qualitative with descriptive approach. Data collection technique is interviews, observations, and document study. Data analysis tool is interactive model qualitative. The result of the research is indicate that the arrangement process of RKPD have complexity problem. This was seen through from Musrenbang in Kelurahan, Musrenbang in Kecamatan, SKPD arbitration, and Musrenbang in Kota. To understanding the complexity of the problem and discover the solution, this research is conducted by soft systems methodology approach. The phase of this methodology divides into three stages; structure the problem, defines the problem and defines the problem and build a conceptual model.

Abstract

The decrease of maternal mortality rate as one of the goals in the MDGs, also becomes the top priority in the strategic plan of Health Department of Polewali Mandar. The variety of resource constraints in the implementation of the strategic plan make the government sets some efficiency actions, one of them is involving many parties and forming networks with both communities and the private sector. This study aims to describe, analyze and interpret various forms of cooperation network from many actors involved in the implementation of the strategic plan of Health Department of Polewali Mandar in improving maternal health. The research method used is descriptive qualitative approach. The results indicate the implementation of the strategic plan is not fully engaged all potential actors. The low awareness, commitment and involvement of village leaders  in effort to prevent and resolve health problems is one of the obstacles especially in improving maternal health in the  that district. uage:ZHCmo)`+guage:AR-SA>.
