Abstract

The maritime potential of the Fisheries Managemen Area of Indonesia (FMA) 711, particularly in the small pelagic capture fisheries sector is very large, it encourages the occurrence of illegal fishing conducted by Indonesian and foreign fishing boats, thereby reducing the production of legal fish catches. This study aims to estimate economic losses due to illegal fishing and the benefits of economic management by staying based on the sustainability of fishery resources, using primary data and secondary data. Primary data were obtained through interviews, fishermen questionnaire results and marine supervisors from July to November 2016. Secondary data, in the form of production statistics and small pelagic capture fishery effort in FMA 711 from Directorate General of Capture Fisheries, MMAF-Indonesia, illegal fishing catch data from the Fisheries Resources Monitoring Station Pontianak, the Indonesian Navy, the Water Police Unit, and Bakamla. The data series of 2005 to 2016 were also analyzed. Estimates of established models, including bio-economic analysis using the Gordon Schaefer model, and for economic benefit analysis using Fox's surplus production model. The results show the production amount 15,361 tons and effort 4,592 units, with economic rent of Rp 293.93 billion per year. While the economic losses due to illegal fishing are the difference between legal and illegal fishing estimates, ie production of 604 tonnes and rents of Rp 12.89 billion. This illustrates that the production and efforts of small pelagic capture fisheries in WPPNRI 711 can still be improved to reach the optimum level.

Abstract

AbstractThis study analysed the suitability of land use for community forestry in the semi-arid region on the island of West Timor, exactly on the border between Indonesia and East Timor. The purpose of this study is to determine the most suitable location for community forest management based on the specified parameters. The analytical method used is the Multi Criteria Evaluation (MCE). The MCE employing five parameters and determine the criteria for each of the parameters through preliminary surveys, namely: rainfall, land slope, soil type, distance to local roads, and the distance from the state border.  Weight for each parameter is determined using process hierarchy analysis (PHA) with expert opinion, then integrated the results from PHA into GIS to determine the location of lands eligible for community forest management. The results of analysis showed there is an area of 4,943 ha (6.7%) eligible to be managed by the community in the border region in North Central Timor.  The lands spread across 43 villages and are in various size. Small-scale, simple and economical forest management can be introduced in these 43 villages. It is projected that this initiative can have significant poverty alleviation effect.  The initiative can enable people in 11 villages (27%) to move out of national poverty standard and people in 4 villages (12%) to move out of international $2PPP poverty standard.

Abstract

Failure in degraded forest rehabilitation was caused by using chosen species without pay attantion on site characterictics. Species selection by looking at site limiting factor, will increase success in degraded forest rehabilitation. This research aims to study the influence of physical and chemical soil properties on growth of Shorea leprosula Miq, Shorea palembanica Miq, dan Shorea mecisopteryx. Data was analyzed using multiple linear regression analysis with mean annual increment (MAI) of height and diameter as dependent variable and soil properties as independent variable. The results showed that growth increment of S.palembanica was the most species that influnced by soil perperties with R2 adjusted value for MAI-diameter and MAI-height repectively, 0.946 and 0.674 whereas others two Shorea have R2 adjusted value < 0.5. The research also showed that available P content was the limiting factor of the three species. There was a difference of each species in respond to the available P content. MAI-height on S. mecisopteryx and MAI-diameter and MAI-height on S. pelambanica will increase in line with decreasing available P content while S. leprosula required P available increasing in order to increase of MAI-diameter. This indicates that each species have specific response on certain soil properties content.

Abstract

This study analyzed the implementation of discretion in forest and land rehabilitation policy (RHL) on street-level bureaucracy (SLB). The study conducted at Forest Management Unit (KPHL) Rinjani Barat, used Michael Lipsky's conception about street-level bureaucracy and discretion in the forest management. The result shows the history and forest tenure problem become a forest management framework for SLB. Because of that, forest management from top down system has changed to participatory between SLB and communities. The result of RHL policy is sucess story, good forest management and community welfare.

Abstract

Natural regeneration of Dipterocarpaceae depends on the availability of the mother trees, flowering cycle, and favorable site conditions. Potential seed of Shorea leprosula in Haurbentes Forest Research, Jasinga District, Bogor, should be supported with sufficient regeneration ability. This research aims to identify the condition of regeneration of Shorea leprosula, environmental conditions and soil conditions that support for the sustainability of the S. leprosula regeneration in Haurbentes Forest Research, Jasinga, Bogor district. The results of the vegetation analysis showed that condition of the forest regeneration S. leprosula in KHDTK Haurbentes quite sufficient for seedling which are found quite a lot and dominating on every block of observations. However, seedlings are experiencing obstacles in resuming its growth to the level of sapling and poles. This can be seen by the existence of another species that dominates at the level of the sapling and the least amount of poles found. The existence of competition with other species and lack of space grows to regeneration due to the dominance of mature trees suspected that caused the regeneration S. leprosula on blocks of thisplant disturbed. Environmental conditions and soil conditions sufficiently support growth of S. leprosula. However, the lack of light intensity that goes into the stands is suspected to be one of the barriers to regeneration of S. leprosula.

Abstract

Abstract. Cirebon regency is one of the regencies supplying marine products in West Java Province. However, there are now many issues concerning the degradation of the quality of the waters that are sourced from community activities that dump their waste into the waters. This study aims to determine the quality of waters (water and sediments) of Cirebon Regency in terms of physical and chemical parameters. The method used in this study is quantitative descriptive analysis using primary data and secondary data designed to describe the physical and chemical conditions of the waters. For the status of pollutants using the STORET method. The results showed that the measurement of physical and chemical condition of waters TSS and BOD has exceeded the quality standard for marine biota (Kepmen-LH No. 51 Year 2004). While the results of heavy metals measurements on sediment concentrations of Pb and Cd have exceeded the CCME quality standard (Canadian Council of Ministers of Environment). The pollutant status of Cirebon Regency is categorized as sterile until polluted fallow.
