This study aims to value air quality from the urban housing market in Yogyakarta City. It is also provides estimation of marginal willingness to pay for the air quality improvement and estimation of the consumer surplus due to reduce of air quality. The methodological framework for estimation is based on a hedonic price model. The result of hedonic price method concludes that by adopting a two-stage estimation procedure to estimate the relationship between air quality and property value, on the average, an increase in the level of O3 by one percent will increases the property price by 0.063 percent. By using a health production function and demand function mitigation can be seen that the medical history of the individual has effect on the number of working days lost. Meanwhile, O3 pollution has positive effect on the amount of medical expenses for mitigation. Decreasing in O3 pollution causes a decrease in the level of medical expenses to mitigate. Therefore, it is important to reduce the negative impacts of air pollution.

The development of new trade theory which incorporates the interaction between trade and international capital flows indicates if the possibility of changes in a countrys comparative advantage due to the opening of international capital flows. International capi tal flows allow for changes in the industrial structure of a country depends on the composition of the products produced in that coun try. More capital-intensive types of products produced by a country, the greater the need for capital and the higher marginal rate of capital that can be given to attract greater international capital flows. Therefore, a comparative advantage should be seen as dynamic rather than static. As a country with large population, Indonesia tends to specialize in labor -intensive products. The other hand, efforts to attract foreign direct investment are very intensively conducted. The estimation results indicate if there was a shift in the pattern of industrial specialization Indonesia, from labor âintensive tends toward capital intensive.

In Indonesia, the climate change and the global warming like changes in the pattern and distribution of the rainfall give impacts on agricultural production at large, especially in the food crops. These also cause droughts, floods, landslides, forest fires, rising temperatures in urban areas, and rising sea levels. The above impacts are felt by the farmers because those can lead to a decrease in production even the crop failure. This research aims to develop an empowerment strategy of the food crop farmers in anticipating the climate change in Central Java. The data used is the primary data obtained through in-depth interviews with key-person and the Focus Group Discussion (FGD). The Analysis Hierarchy Process (AHP) is conducted to determine the program priorities and strate gies. The result of research shows that anticipating the climate change should be synergistically conducted in four aspects: human resources, technology, institutional and production, by involving various groups in the society. Various groups can be grouped into academics, businessmen / private sectors, government and community of food crop farmers / society.
