Abstract

The increase in the marriage rate is related to the administrative order of ownership of a marriage certificate for the people of Buleleng Regency. This study aims to determine the quality of ownership of a marriage certificate in an orderly population administration at the Population and Civil Registry Office of Buleleng Regency. The research used a qualitative approach with descriptive research. Collecting data in this study using the method of observation, interviews and documentation. The results show that the service quality of marriage certificates in orderly population administration has shown a good increase, seen from the satisfaction of the community in providing services, but there are still obstacles in the process of service delivery for marriage certificates that are carried out offline / online. in the Disdukcapil Office namely on the reliability aspect, the responsivisness aspect, the assurance aspect, then the empathy aspect, finally the tangibles aspect. Abstract

The Rice Farming Insurance Program (AUTP) in Mengwi District is a form of government concern in providing protection to farmers who often experience losses due to crop failure. This study analyzes effectiveness of AUTP in Mengwi by using the effectiveness of Duncan which consists of indicators of goal achievement, integration, and adaptation. This research is descriptive qualitative. This research based on effectiveness of Duncan analysis shows that the AUTP program in Mengwi has not been fully effective because there are still several obstacles such as limited operational costs, low participation of AUTP with a premium of 20% paid by farmers, the minimum criteria for claiming is too high, benefits of AUTP have not been felt by all farmers, socialization has not been optimal, and there is a shortage of implementing officers. Abstract

LPD Desa Adat Palaktiying is a village financial institution which aims to improve the welfare of rural communities through economic empowerment of the Desa Adat Palaktiying villagers by providing various credit and savings programs. The research method used in this research is descriptive qualitative method. The technique of determining the informants used in this study is purposive sampling. The data sources used are primary data sources obtained through semi-structured interviews and secondary data sources obtained through documents related to research. While the data collection techniques used were observation, interviews, and documentation. The data analysis technique used is to carry out the stages of data analysis consisting of data reduction, data presentation, and verification. Based on a study using Henry Minzberg's role theory, the results showed that of the three indicators, which is the interpersonal role, the role related to information, the decision-making role, it could run well. Abstract

(KRURA) is able to make the community more prosperous. However, as time goes by and the business activities of the Kedonganan Traditional Village LPD grow, the trust of the local customs and customers continues to grow. Kedonganan who wants to have his own house. Then the Krama Housing Credit (Krura) program was launched by the Kedonganan Traditional Village LPD. In addition, this Krura also aims to save or Bali's palemahan from foreign investor and outsiders. The three concepts will lead to three goals, namely trust, integrity and professionalism. With strong trust, LPD can be strong. Trust is a social capital for the Kedonganan Traditional Village LPD. The integrity of the LPD management and employees must be directed at the progress of the institution and the village, so that community integrity is expected to emerge towards the LPD. While professionalism is the key to the birth of trust and integrity.

Abstract

Market E-Retribution in Galiran Market is an effort by the Klungkung Regency Government to prevent fraud in the absorption of market retribution income. The implementation of e-retribution gives hope for the realization of improvements in terms of accountability, transparency, and effectiveness, which are some of the principles of implementing good governance. However, in reality there are problems arises in some of these principles. The purpose of this research is to find out how the market e-retribution in Galiran Market is in the perspective of good governance. The theory used is theory of good governance according to Mardiasmo’s indicators, there are: accountability and transparency, participation, then effectiveness and efficiency. This research uses qualitative methods. The results of research show the market e-retribution Galiran Market has not optimally indicated the implementation of good governance, because indicator of accountability and transparency have not implemented optimally and indicator of participation have not implemented properly.

Abstract

DLHK has initiated an innovative program to tackle this problem where people can dispose of waste in a more safe manner. The program “Pesan Gadis” is a door-to-door large garbage collection service for the people of Denpasar city, and free of charge. The purpose of this study to determine the performance of the Denpasar City Environment and Hygiene Service in Managing Large Waste through “Pesan Gadis” program. The theory used is the Performance Theory from Dwiyanto, which contains five indicators, namely Productivity, Service Quality, Responsiveness, Responsibility, and Accountability. This research uses descriptive qualitative methods.The results showed that the performance of the Denpasar DLHK in Managing Large Waste through the “Pesan Gadis” program had been going well but not yet optimal due to the lack of facilities and infrastructure, an ineffective work task system, and socialization has not embraced the community so that the “Pesan Gadis” program looks passive.

Abstract

The background of the research is Presidential Instruction No. 3 of 2003 which requires all government agencies to implement E-government. The Denpasar City Manpower and Competency Certification Office implement an online job fair E-government website. The purpose of this research is to look at the implementation and obstacles in implementing the Denpasar City online job fair website using six key indicators for the success of policy implementation. The results of this study indicate that the implementation of E-government can be said to run quite smoothly. This can be seen from the six indicators used, namely bureaucratic compliance, smooth routines and no problems, performance, support, capacity have been running well, but values ??have not been fully run optimally. It can be seen from the graph in 2017 and the lack of website updates so that website visitors decrease and make the implementation of E-government less than optimal.

Abstract

Abstract This article describes the performance of the public servants, namely the bureaucracy in serving the public in Bali. The main problem proposed in this article is how the public servants in Bali in the bureaucratic reform era are and what ethic underlies the running of this service. The data were collected through the interviews, observation, and documentation. Data analysis was done by the public service theory. The results of the study present that the public services in Bali are strongly influenced by Hinduism culture especially the spirit of Sewaka Dharma manifested in the government bureaucrats. The concept of Sewaka Dharma is in line with the values echoed in the bureaucratic reform. Abstract

Klungkung Regency as one of the regencies in Bali that has land and islands, the problem faced is the low coverage of ownership documents. Therefore, the Klungkung Regency Population and Civil Registry Service implements the Program to Accelerate Increasing Scope of Population Document Ownership, the policy being an innovative step in overcoming population services in Klungkung Regency. Based on these problems, in this study we want to analyze community perceptions of service performance in the P3CKDK in Klungkung Regency. The method used in this study is the mix methods, namely using quantitative methods in public perception then proceed with qualitative methods to explore existing data. Based on the results of the analysis show that the service performance that gets the highest public response (tends to strongly agree) is the empathy index. While other indices in service performance also received a positive response from the public. Furthermore, public perceptions related to program performance from various indices tended to strongly agree. The index that gets the highest rating is the program access index. Correlation between service performance and program performance results in a positive correlation which means that if one indicator increases the associated indicator will also increase. Based on the tests conducted, it shows that service responsiveness with program performance produces the highest correlation, while the lowest correlation is assurance with program performance.

Abstract

ABSTRAK Korupsi di Indonesia bukan hanya persoalan hukum atau sebuah penyimpangan perilaku. Lebih daripada itu, korupsi merupakan persoalan etika politik. Segala bentuk gratifikasi demi kepentingan pribadi merupakan sebuah bentuk korupsi. Dari sudut pandang etika birokrasi, korupsi berkembang karena kelemahan sistem penegakan hukum atauu kurangnya orientasi kepentingan publik baik dalam praktik maupun dalam kebijakan politik. Oleh karena itu, menguatkan internalisasi etika birokrasi menjadi cara yang paling efektif untuk mengatasi korupsi sampai ke akarnya. Etika politik yang dimaksud tidak dapat berjalan sendiri dan hanya mengedepankan kebebasan politik yang seringkali melindungi hak dan kepentingan pribadi, melainkan harus dibangun dan dikembangkan sejalan dengan demokratisasi. Lebih dari itu, korupsi harus diberantas dengan memperkuat etika politik kewarganegaraan, tanggung jawab kehidupan bernegara, semangat berkorban untuk negara, keadilan dan representasi sumber daya manusia dan pembentukan kepentingan publik serta penegakkannya dalam praktek politik dan determinasi kebijakan sebagai upaya dominan untuk mencegah korupsi. Kata kunci: Etika Birokrasi, Sumber Daya Manusia, Pencegahan Korupsi ABSTRACT Corruption in Indonesia is not only a matter of law or deviant behavior. But, more than that, it is a problem of political ethics. Any public use for the gratification of self-interest is a form of corruption. From bureaucratic ethics standpoint, corruption develops because the weaknesses of system reinforcement or lack of public interests formation in practice and political policy. Therefore, strengthening bureaucratic ethics internalization is the most effective way to overcome corruption from its roots. Such political ethics must be established and developed together with the ongoing democratization, not just to let it alone and only emphasizing the political freedom that often protect the rights and private interests. But, more than that, it must be eroded by strengthening the political ethics of citizenship, responsibility of life as a state, a sense of sacrifice for the country, equality and representation of human resources and public interest formation and its enforcement in political practice and policy determination as dominant effort to prevent corruption.
