Abstract

ABSTRACT Service giving for the public is a major obligation of the government. However, the public still feel the performance and management of public service was being still un-optimal especially in the Integrated Licensing Service of Badung regency, so that public services generally become target of criticism and unsatisfaction of the public who was recieved the services which until certain limits put themselves as consumers of the public service. Viewed from the complaints submitted by public, this study aims to find out the form of the complaint management that  submitted by the public in making of building permit (IMB) by the Integrated Licensing Service of Badung regency. This study is qualitative descriptive method. This study is qualitative descriptive method. To obtain the data, researcher was conducted observations the phenomenon at site directly and conduct in-depth interviews with sources associated with public complaints in the Integrated Licensing Service of Badung regency. Abstract

ABSTRACT The advances of information and communication technology were developed so rapidly in the world, included in Indonesia. Advances in information technology are also touched government areas. The government developed the concept based on electronic government or known as e-government. The government of Klungkung regency launched the official website as part of the implementation of this concept. Application of the website is a means to be able to make government transparent and open the public information. In practice, there are several factors supporting and inhibiting, among others, the strong commitment from Bupati of Klungkung and based website on usher friendly concept. That constrain the budget problem is still lacking, resource experts in the IT field who have not met, and there are rules of law which overshadow the existence of the website. This study used descriptive qualitative research method. In obtaining the data, author conducted interviews with sources that are directly related to the study topics that author did. In addition, the author also conducted observations to obtain primary data and did documents study in order to obtain secondary data. The conclusion of this study is the government of Klungkung regency’s website has contains information relating to the principles of transparency and public disclosure. But the problem that must be addressed is the provision of information on a regular basis so that the information is accessible to the public can be assured the newness of the data. Abstract

ABSTRACT   Indonesia has been worldwide known as a high risk country for natural disaster. Any potential natural disasters can happen in this country. However, in the disaster management,  especially in  the  prevention  and  preparedness,  Indonesia  is  a  low  category  country.  Following  that problem,   the  writer  interested   in  doing  a  research   with  the  subjuct   “Evaluation   to  the Performance  of BPBD  -   Prevention  and Preparedness  Section  at Badung  Regency  of Bali Province in the year of 2014.  This research use the qualitatif descriptive methodology. And this research is using the Performance Theory by Agus Dwiyanto. To Obtain the data, the writer do some direct observation on fields and also do some deeply interviews with the reliable source which  related  to  the  performance   of  the  BPBD  Badung.  From  the  Observation  and  the interviews, the writer found that generally the performance  of BPBD Badung is good. It works well because  of the great supporting  elements  but it is unavoidable  there are some resister elements. Comes from that, BPBD Badung was expacted to be more creative and innovatif in increasing their performance. They also need to increase their productivity, quality service, responsivity,  responsibility  and  accountability  to obtion  excellent  performance  in accordance with LAKIP BPBD Kabupaten Badung. The use of any available resource is expected to be well and wisely. So finally the disaster reduction with society based achieved and to create a tough and reliable Badung.   Keywords: Evaluation, Performance, Disaster prevention and preparedness.

Abstract

ABSTRACT Regulation of the Board of Directors Number: PD-12/DIR/2012  servers regulations used by PT. TASPEN  (Persero)  as guidelines  for the implementation  of main duties and their functions to manage   Pension   Program   including   Retirement   Saving   Program,   and   Participant   Data Management  to Retired  Civil Servants.  Regulation  of the Board  of Directors  is also used to recommend   the  success  and  failure  of  service  regulations  established   by  PT.  TASPEN (Persero) related to post-retirement reforms (pensions). This study used a qualitative descriptive method. With the interactive model analysis by Milles and Huberman (1992), which consists of three  components  of analysis,  namely  the analysis  of data reduction,  data presentation  and drawing  of a conclusion.  The  writer  conducted  direct  interviews  and  observation  by looking directly   at  the  phenomena   that  occured   in  the  field.  The  results   of  the  study   is  the implementation of program services and superannuation pension run by PT. TASPEN (Persero) Branch  of Denpasar  has been going well and in accordance  with the policies  set out in the Directors  Rule Number:  PD-12/DIR/2012.  However,  implementation  has encountered  several obstacles that hindered the implementation of services to participants such as pension file management and participant data management. The role TASPEN in providing solutions related to constraints  that occur is through some form of socialization  strategies  that direct services, socialization  with the use of electronic  and printed media, external and internal reconciliation routine  as  well  as  financial  reconciliation  and  ease  of  service  benefit  from  their  services customers visits, e-banking, MOBTAS services, and 1 hour services.   Keywords: Policy Implementation  of Service Regulations, Retirement Management,  Regulation of the Board of Directors Number: PD-12/DIR/2012 PT. ABSTRACT Management asset instructed can guarantee development of going concern capacities of local government, so that claimed to be can develop or  optimal of exploiting of area asset utilize to improve earnings of area genuiness. To be able to be optimal of asset property of area, hence require to be conducted by exploiting of asset, where this matter is happened at Government Sub-Province of Badung with Government Town of Denpasar. Such as those which have been known, that in this time Government Town of Denpasar is exploiting building real property property of Government Sub-Province of Badung which located in Lumintang, where which we know that the farm unifinished previously for no exploiting it. To see the the problems hence intention of this research is to know management pattern exploiting of area asset switchover of building function in environment Governmental Sub-Province of Badung. This research use method of descriptive qualitative. Where to get data, researcher conduct observation seen directly phenomenon that happened field and also circumstantial interview with guest speaker related to Management Asset Area (Analyse switchover of building function in environment Government Sub-Province of Badung).Obtained conclusion of this research is Government Sub-Province of Badung not yet too is applying of principle of akuntabilitas and transparency in area asset management, where this matter proven by there is still its is problem of related to used exploiting form between Government Sub-Province of Badung with Government Town of Denpasar in exploiting of asset of ex-Center Governance of Sub-Province of Badung and also there is still its of resistances that happened in management of asset in Sub-Province of Badung so that government cannot give accurate information and detailed about assets property of Government Sub-Province of Badung especially regarding asset remain to property of Government Sub-Province of Badung to society   Keyword : Management Asset Area, Exploiting of Asset

Abstract

ABSTRACT     Participation is manifestation from Governance characterized for through best performance by government. Once of manifestation from society participation is the involvement from women whose making Pararem from Desa pakraman. There is like women activity in  Desa Pakraman Panjer, Kecamatan Denpasar Selatan whose made they have rights for giving their opinions. With this problems patterns, this research is aim for knowing how far the participation from women within process for making Pararem in  Desa Pakraman Panjer, Kecamatan Denpasar Selatan. This research using descriptive qualitative method through collect the data from direct observation for looking the phenomenon and doing interview with interviewees which involving in makin Pararem in Desa Pakraman Panjer, Kecamatan Denpasar Selatan. This research conclude, the woman involvement in process for making Pararem just giving their opinions like talking about  something which  they want or adding in Pararem. Within the process for making Pararem can be found four phases which planning phase, framing phase, ratification phase and socialization phase. The women involvement in process for making Pararem just can be found in planning phase, and socialization phase. The women involvement can be seen in process from making Pararem which related with women’s right and obligations in Upakara things, while they have asked about their opinions but the framing phase is doing by men. Abstract

ABSTRACT Mendoyo sub-districts is the most extensive sub-districts in the district of Jembrana. Therefore this sub-districts very potentially give high crime action. High crime rate that occurred in the sub-districts Mendoyo start making people wroth, so that people begin to make a reaction to eradicate the problem of criminality, one way to do criminal complaint to the police.In this study will examine how optimization services a criminal offense criminal from the public by the police, by using descriptive qualitative research method. The results of this study indicate that the service is implemented by the police is not optimal, it is in because there are several dimensions of service quality according to Lovelock and Wright, Zeithaml and Bitner, such as Assurance and Tangibles. Abstract

ABSTRACT Implementation of the regulations of Law No. 24 of 2013 on the Amendment of Law No. 23 Year 2006 concerning Population Administration has been implemented in Denpasar, in particular in North Denpasar District. However, after the handover of authority from the central government to local governments beginning of 2015, there are still obstacles in the implementation of e-ID card at the Department of Population and Civil Registration and record personal data in Denpasar District Office North. Problems that occur due to the limited number of forms provided by the Ministry of the Interior to the Department of Population and Civil Registration Denpasar, so far the implementation of e-ID in the Denpasar District North unresolved. This policy is expected to realize the implementation of the e-ID card program in North Denpasar District optimally. The methodology used in this research is descriptive qualitative research method. To obtain the data, researchers conducted observations of spaciousness to see the phenomenon of direct and conduct interviews to sources associated with the implementation of e-ID card policy at Denpasar District North. The conclusion of this study are the factors which resulted in the completion of e-ID in the Denpasar District North, caused by communication, resources, disposition and bureaucratic structures that are not running optimally.  Keywords : Implementation , Electronic Identity Card (e-ID)

Abstract

ABSTRAK Program OVOP di Desa Pelaga merupakan upaya pemerintah untuk memberdayakan petani dengan pola OVOP melalui koperasi. Tujuan penelitian ini adalah untuk memaparkan evaluasi pelaksanaan Program OVOP di Desa Pelaga dalam pemberdayaan masyarakat dan menelaah kendala yang ada pada pelaksanaan program. Jenis penelitian yaitu deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data meliputi wawancara, dokumentasi dan observasi non partisipan. Sedangkan teknik menganalisis data mulai dari mereduksi data hingga menyimpulkan. Model evaluasi yang digunakan evaluasi CIPP (context, inputs, process, product) dari Stufflebeam dengan informan dari Bidang Bina Usaha Diskoperindag Kabupaten Badung, Koperasi Tani Mertanadi, Kantor Kepala Desa Pelaga dan petani asparagus. Hasil analisis temuan penelitian menunjukkan bahwa Program OVOP yang dilaksanakan di Desa Pelaga dilihat dari keseluruhan aspek sudah berjalan dengan baik. Adapun kendala – kendala yang ditemui dalam pelaksanaan program yaitu sulitnya merubah mindset pola bertani dari tradisional ke modern, pesimistis petani terhadap program baru dan terkait cuaca ekstrem yang mempengaruhi kualitas panen.   Kata Kunci : Evaluasi, Model CIPP, Program OVOP, Pemberdayaan Masyarakat

Abstract

ABSTRAK Berdasarkan isi Perda RTRW, Desa Dalung merupakan kawasan peruntukan pertanian berkelanjutan, namun yang terjadi adalah semakin meningkatnya pembangunan sektor non-pertanian dan alih fungsi lahan sawah, yang menimbulkan tanda tanya besar terkait implementasi dari Perda RTRW bersangkutan. Maka dari itu, penelitian ini akan membahas bagaimana implementasi Perda Kabupaten Badung Nomor 26 Tahun 2013 tentang RTRW Kabupaten Badung Tahun 2013-2033 dalam mengendalikan alih fungsi lahan sawah di Desa Dalung, dengan menggunakan metode deskriptif kualitatif. Implementasi kebijakan tersebut dianalisis melalui beberapa indikator dari teori implementasi kebijakan publik Paul A. Sabatier dan Daniel Mazmanian, teori good governance dan konsep good environmental governance. Hasil penelitian menunjukkan bahwa implementasi Perda RTRW tersebut belum berjalan secara efektif, dengan masih adanya ketidakjelasan akan tujuan kebijakan dan lemahnya supremasi hukum. Kata-Kata Kunci: kawasan pertanian berkelanjutan, alih fungsi lahan sawah implementasi kebijakan Perda RTRW.
