Abstract

Studi ini merupakan analisis neo-institusionalisme terhadap permasalahan politik dinasti dalam kaitannya dengan perwujudan good governance di Kabupaten Tabanan. Sebagaimana diketahui bahwa pasca reformasi, Tabanan dipimpin oleh satu kelompok keluarga yang sama. Dengan berfokus pada sektor pelayanan kesehatan, studi ini akan melihat seberapa jauh politik dinasti memberi dampak terhadap sektor kebijakan publik dan perwujudan good governance. Secara umum, kebijakan pelayanan kesehatan yang ditempuh oleh pemerintah Kabupaten Tabanan adalah kebijakan non-populis. Pemkab Tabanan lebih memilih membangun rumah sakit berstandar internasional dibandingkan dengan menyediakan layanan kesehatan gratis bagi warga miskin. Selama ini studi mengenai politik dinasti dan pengaruhnya terhadap sektor kebijakan publik di Tabanan dilihat sebagai permasalahan politis semata tanpa melihat kepada persoalan deep state structure, yakni fungsi normatif dan budaya di dalamnya. Studi ini menemukan bahwa terdapat pertentangan antara sociological instution, historical institution dengan rational choice institution dibalik kukuhnya politik dinasti dan pergumulan dalam mewujudkan good governance di Kabupaten Tabanan. Kata kunci: Politik dinasti, good governance, neo-instutionalisme, kebijakan publik, Kabupaten Tabanan.

Abstract

Women's development efforts explained that accepting and opening space for women to play an active role in development is reflected in the composition of the management of women's community empowerment institutions with a maximum of 30% (percent) of women. In accordance with the objectives to be achieved, namely the formation of an independent community of women who are able to improve their economy. Then the formation of institutions and women's groups based on the initiative and participation of women themselves. Even though this has been regulated in the Regional Regulation, but the reluctance that occurs the role of women to date is still very limited, apart from women's participation, the lack of support from stakeholders also contributes to the decline in the role of women in development, especially in the Village.Stakeholders (stakeholders), namely all parties in a community structure, consisting of individuals, or communities who have an interest related to an issue in this case, for example the PKK group which is a forum or community of women in the village. Stakeholders are an important element in bringing about changes in women's movements in development. In an effort to support the development of women's roles in village-based development, it is necessary to consider various approaches, both sectoral and territorial approaches and involve active participation from various Stakeholders in Dawan Village, Klungkung Regency. In the framework of increasing synergy, synchronization and integration of all potentials in Dawan Village, Klungkung Regency, a capacity building activity is needed for all Stakeholders in order to contribute to the implementation of women's Empowerment at the regional level.Therefore, this dedication is expected to be a role model for efforts to increase stakeholder quality in the context of women's development at the regional level in Klungkung Regency.

Abstract

The rapid development of tourism in Badung Regency has caused it provision of tourism accommodation has increased particularly in villa accommodation. However, there are villas that are already operating but do not have business legality, therefore it is necessary to carry out strict supervision to prevent violations. The purpose of this study was to determine the performance of the Tourism Office in Supervising of Villa Tourism Accommodation in Badung Regency. The theory used is Mahsun's Theory of Performance which includes Input, Process, Output, Outcome, Benefit, and Impact. This research uses descriptive qualitative method with data collection techniques in the form of observation, interviews and documentation study. The results showed that the Performance of the Tourism Office in Supervision of Villa Tourism Accommodation has been running well but has not been optimal because there are still obstacles, namely limited human resources, narrow monitoring targets and the absence of strict sanctions given.

Abstract

Klungkung Regency as one of the regencies in Bali that has land and islands, the problem faced is the low coverage of ownership documents. Therefore, the Klungkung Regency Population and Civil Registry Service implements the Program to Accelerate Increasing Scope of Population Document Ownership, the policy being an innovative step in overcoming population services in Klungkung Regency. Based on these problems, in this study we want to analyze community perceptions of service performance in the P3CKDK in Klungkung Regency. The method used in this study is the mix methods, namely using quantitative methods in public perception then proceed with qualitative methods to explore existing data. Based on the results of the analysis show that the service performance that gets the highest public response (tends to strongly agree) is the empathy index. While other indices in service performance also received a positive response from the public. Furthermore, public perceptions related to program performance from various indices tended to strongly agree. The index that gets the highest rating is the program access index. Correlation between service performance and program performance results in a positive correlation which means that if one indicator increases the associated indicator will also increase. Based on the tests conducted, it shows that service responsiveness with program performance produces the highest correlation, while the lowest correlation is assurance with program performance.

Abstract

The aim of aplication online attendance (Face Detector) at the BKPSDM Bali Province is to increase the discipline of employees, both PNS and non-PNS employees. However, in its implementation, there are still some problems, such as application that still often crashes, employee absences that are often rejected, and employee abilities that are not evenly distributed. This study uses indicators of effectiveness based on Duncan in Kharisma (2017) which consist of three indicators of goal achievement, integration, and adaptation. The results of the study show the effectiveness of implementing online attendance (Face Detector) at the BKPSDM Bali Province.
