Abstract

The 1998 political reform was the gateway to Indonesia towards a new history in the dynamics of national politics, which could go hand in hand with bureaucratic reform. Great changes are expected in the design of life in the community, nation, and state, concerning dimensions of political, social, economic and cultural life. In order to implement the acceleration in the implementation of reforms in Indonesia well, the government implemented nine programs to reach 8 regions which were the objectives of implementing the grand design of bureaucratic reform. One form of bureaucracy reform is innovation, like e-government which has a positive impact on good governance. The journey of bureaucratic reform in Indonesia is not without dignity, facts show, a government that is still full of nuances of Corruption, collusion, and nepotism. This paper describes opportunities and obstacles to bureaucratic reform in Indonesia.

Abstract

Public services are all forms of service, which are the responsibility and are carried out by the central government and regional governments. One form of innovation in health services is known as the Social Security Organizing Agency (BPJS). BPJS has the goal of realizing the provision of adequate health insurance for each participant and his family members to fulfill the health needs of the Indonesian population. Innovation in health services through the BPJS program shows data on participant health satisfaction levels and satisfaction levels of partner health facilities describing the level of satisfaction of both participants and health facilities have increased. In 2017 the participant satisfaction index was 79.5 percent, while the health facility satisfaction index of 89.5 percent increased compared to 2016 with participant satisfaction at 78.6 percent and health facilities 76.2 percent, strategies to improve the quality of BPJS services through increased collaboration of health facilities, performance-based payments, optimization of roles and functions, developing e-claim management, and enhancing strategic partnerships with stakeholders. Innovations can be started from simplifying regulations, bureaucracy, arranging permits for issuing products that can be a solution for citizens.

Abstract

This study aims to identify the implementation of bureaucratic reforms, as well as to offer several solutions for the improvement of licensing administration services. This study used a qualitative approach with the type of instrumental case study research. The location of the research was conducted at Integrated Licensing Service Agency (BP2T) in Kabupaten Bone.Teknik data collection used, namely: in-depth interviews, document studies and observation. Data are analyzed through data reduction stages, data presentation, conclusion and verification. The results showed that the implementation of bureaucratic reform in the administration of licensing services, from the Institutional aspect that the licensing service of Bone Regency has been in the form of One Stop Service; Human Resources aspects that the existing employee qualifications are not in accordance with organizational needs, discipline and responsibilities of employees is still relatively low; aspects of the System and Procedures that generally permits are completed beyond the prescribed timeframe, the existence of discrimination and inconsistency. Through this research, verification of several concepts and theories, namely formalism as one of the characteristics of prismatic society proposed by Fred W Riggs on justified in this study, which in the phenomenon the author calls it by the term "Regulation of the Tongue.

Abstract

Bureaucratic reform is an effort to renew the system of governance. One form of bureaucratic reform is health services as an effort to maintain and improve health. The type of research used was qualitative, the research location in Parepare City, informants in the study were eight people, namely four service users and four service providers, data explaining techniques with observation, interviews, and documentation. The results of the 112 Call Center program in Parepare City show that the implementation of the application has well implemented, innovation in the process of providing integrated health services to the community offers new ways of service, easy access to services by calling directly to number 112 with 24-hour service for seven days. The concept in this program has touched the people of Parepare City with continuous health services and is easily accessible to all levels of society

Abstract

Stunting (short) is a linear growth disorder caused by malnutrition of chronic nutrient intake or chronicor recurrent infectious diseases indicated by a z-score of height by age (TB/U) of less than -2 elementaryschool. The purpose of this study is to find out the analysis of risk factors that affect stunting in Sub-DistrictHealth Center Galesong Takalar Regency. The types of research used in this study are stunting case studiesin toddlers as dependent variables whereas the independent variables studied are birth weight, energy intake,protein intake, age and gender of toddlers, maternal education, number of household members, residentialareas and family economic status. The sample is a baby that has complete data according to the researchvariables (nothing is missing). As recorded in Sub-District Health Center Galesong Takalar Regency 2019using Lemesshow formula N = 298. The results showed that psychosocial stimulation affects stuntingproblems with a risk of 33.84 times. These results showed that the four free variables tested found nocorrelation with each other, so they were declared free of multicollinearity.

Abstract

Concerning the importance of collective partnership, to encourage a Safe and Balanced Way of Life,PKH Facilitators in Bone District, South Sulawesi, carry out the Clean Friday Campaign initiative as acollective partnership in enforcing a sanitation or cleaning program for the village by including all KPMPKH. This paper explains what the Clean Friday Campaign is, how PKH facilitators inspire KPM PKH Thestudy site was situated in the Bone Regency, South Sulawesi Province of the Cina District. Interviews andfindings, and documentation were carried out as data collection procedures, which were then analyzed byMiles and Huberman using research theory. The study’s findings show that every Friday morning, the CleanFriday Campaign is carried out every week towards public facilities guided by the collaboration of PKHFacilitators with village and sub-district governments to increase the self-awareness of KPM in ensuring asafe atmosphere for a safe and stable existence.

Abstract

A country can be called upholding the values of democracy if, in that country, there is a guarantee in freedom of thought and opinion. And, of all of that, one of them was realized by the existence of elections. As a country that adheres to the principle of democracy, it is important for Indonesians to have a process for selecting people to fill certain political positions. 2019 Election becomes a new chapter for Indonesia in holding general elections, more than 187 million voters both domestically and abroad for the first time will elect simultaneously legislative and vice-presidential candidates. This study illustrates political reform in elections in Indonesia, In the 2019 Election, the competition of political parties to qualify for the House of Representatives was increasingly difficult. The parliamentary threshold that must be achieved by political parties to place their cadres in the House of Representatives rose to 4 percent in the 2019 Election. That number rose 0.5 percent compared to the 2014 legislative elections of 3.5 percent.

Abstract

Reformasi birokrasi adalah upaya untuk memperbarui sistem pemerintahan. Salah satu bentuk reformasi birokrasi adalah layanan kesehatan sebagai upaya menjaga dan meningkatkan kesehatan. Jenis penelitian yang digunakan adalah kualitatif, lokasi penelitian di Kota Pare-pare, informan dalam penelitian ini adalah delapan orang, yaitu empat pengguna layanan dan empat penyedia layanan, dengan observasi, wawancara, dan dokumentasi. Hasil dari program Call Center 112 di Kota Pare-pare menunjukkan bahwa implementasi program telah diimplementasikan dengan baik, inovasi dalam proses menyediakan layanan kesehatan terintegrasi kepada masyarakat menawarkan cara layanan baru, akses mudah ke layanan dengan menelepon langsung ke nomor 112 dengan layanan 24 jam selama tujuh hari. Konsep dalam program ini telah menyentuh masyarakat Kota Pare-pare dengan layanan kesehatan berkelanjutan dan mudah diakses oleh semua lapisan masyarakat.
