Abstract

Waste management issues is the primary concern of the Kendari City Government, considering to become a liveable city namely the sustainable development of Kendari City. This study discusses the challenges of implementing a waste management policy based sustainable development in Kendari City. One of the goals of sustainable development on the 2030 agenda is to reduce the impact of the urban environment with the percentage of municipal reliable waste handling indicators. The purpose of this study is to determine the implementation of waste management policies using the concept of policy implementation by Edwards III and to link it to the concept of sustainable development and the 2030 agenda of Sustainable Development Goals (SDGs). This study used a qualitative method, in which data was collected through interviews and documentation, the findings in this study that the implementation of waste management policies in Kendari City was quite excellent in the aspects of communication, resources, disposition, and bureaucratic structure. However, various challenges were also present in every aspect of policy implementation. Overall, the implementation of waste management policies also takes into account sustainable development in economic, social and environmental aspects and was by efforts to achieve SDGs Goal 11, where 73.30 per cent of urban waste has been handled.

Abstract

Industri kreatif saat ini dituntut untuk lebih kreatif dan inovatif didalam persaingan bisnis tidak terkecuali industri kreatif bengkel modifikasi Custom Culture. Penelitian ini adalah penelitian mengenai tinjauan kreativitas dan inovasi yang di terapkan pada industri kreatif bengkel modifikasi Custom Culture yang ada di Kota Kendari baik kreativitas dan inovasi proses, maupun kreativitas dan inovasi produk. Jenis penelitian yang digunakan adalah mix method dengan pendekatan komparatif. Pemilihan terhadap jenis penelitian ini didasari keinginan memahami kreativitas dan inovasi apa yang dilakukan pada objek atau subjek penelitian. Lokasi penelitian ini dilaksanakan pada dua industri kreatif bengkel modifikasi Custom Culture di Kota Kendari Provinsi Sulawesi Tenggara yakni yang pertama, bengkel modifikasi ARIL MOTOR PAINT dan yang kedua, BENGKEL CAFFE, Custom Culture modification dan Kafe yang juga menjadi populasi dalam penelitian ini. Tehnik penarikan informan dalam penelitian ini dengan menggunakan purposive sampling. Adapun informan dalam penelitian ini dibagi menjadi 2 yakni, 1. Owner 2. Mekanik dan selanjutnya untuk responden penelitian ini adalah Konsumen pengguna jasa bengkel modifikasi tersebut dengan tahapan pertama melakukan observasi awal penelitian, pengambilan data wawancara, studi pustaka, dan dokumentasi guna mendukung kelengkapan data. Hasil penelitian ini menemukan bahwa Aril Motor Paint dan bengkel kaffe merupakan industri kreatif Custom Culture yang bergerak di bidang modifikasi kendaraan roda dua yang sudah melaksanakan kegiatan kreatif dan inovatif yang baik. Industri kreatif Custom Culture di Kota Kendari merupakan industri yang memiliki karakter tersendiri dalam penciptaaan kreativitas sehingga dapat membentuk sebuah model kreativitas mereka sendiri baik secara proses maupun produk. Inovasi yang dilakukan juga sudah dilakukan yang terbagi dalam inovasi proses dan produk. Dalam hal kepuasan pelanggan penelitian ini menemukan bahwa berada pada kategori puas sehingga industri kreatif ini dianggap layak untuk terus dijalankan.

Abstract

Good corporate governance is one of concepts which becomes solution for the deterioration of employee performance in Indonesia. The contributions such as participation, transparency, responsbility, and fairness are essential factors which affect employee performance. The good organizational commitment could be used as the measurement for the implementation of proper good corporate governance. The objective of this study is to know the impact of good coporate governance and employee performance which is moderated by organizational commitment in State Hospital of Konawe Regency. The population was 214 civil servants who work inState Hospital of Konawe Regency. The sample was 68 respondents which used Proporsioal Sampling technique. The analysis used structural equation modeling with Partial Least Square (PLS) alternative method. The result shows that: (1) Participation gives positive and significant impact on improving employee performance. It means that if participation improves so that employee performance also improves. (2) Transparency gives positive and unsignificant impact on employee performance. It means that it has correlation, but low transparency doesn’t improve employee performance. (3) Accountability gives positive and unsignificant impact onemployee performance. It means that it has correlation but low accountability doesn’t improve employee performance. (4) Fairness gives postive impact in improving employee performance. (5) Organizational commitment gives positive result, but it doesn’t give impact on moderating the participation influence toward employee performance in improving employee performance. It means that the correlation of organizational commitment moderation doesn’t strengthen the correlation of participation toward employee performance. (6) Transparency gives negative andsignificant impact in improving employee performance which is moderated by organaizational commitment. It means that the decreasing of transparency affects the improvement of employee performance. Accordingly, it gives implication in decreasing employee performance which has been moderated by high organizational commitment. (7) Accountability gives positive and significant impact in improving employee performance which is moderated by organaizational commitment. It means that the improvement of accountability affects the improvement of employee performance after it is moderated by high organizational commitment. (8) Fairnessgives positive and significant impact in improving employee performance which is moderated by organizational commitment. It means that high fairness affects in improving employee performance and it is strengthened by high organizational commitment.Key words: Good Corporate Governance, employee performance, and organizationalcommitment.

Abstract

Attractive learning media has become a necessity for teachers at all levels of education. For this reason, educators need to improve their competence in making good learning media. However, there are still many teachers who are not familiar with using technology to support their teaching and learning activities. As felt by MI and MTs AL-Mu'minin Kendari teachers who still find it difficult to make interesting and creative learning media. This service activity aims to improve the ability of teachers to create interesting media using the Canva application. The stages carried out in this activity are (1) coordinating with the school and identifying the needs of the target audience; (2) carry out community service activities with lecture, question and answer methods, and guided practice; and (3) evaluate and assign independent assignments. The results of this program showed an increase in teacher skills in making interesting learning media as seen from the independent assignments that were collected.

Abstract

Rumah Sakit Umum Daerah Kota Kendari, Sulawesi Tenggara mengalami krisis oksigen medis saat pandemi Covid-19. Selain karena lambannya antisipasi pemerintah daerah, ada faktor manajerial dalam penyediaan oksigen medis tersebut. Penelitian ini bertujuan untuk mengetahui aspek perencanaan, pengorganisasian, pengarahan, dan pengendalian dalam penyediaan oksigen selama pandemi Covid-19 di Rumah Sakit Umum Daerah Kota Kendari. Masalah dalam penelitian ini diurai dengan pendekatan kualitatif. Penelitian dilaksanakan pada Juli-Agustus 2022 di Kendari. Informan berjumlah tujuh orang dan ditetapkan secara purpossive sampling, yaitu mewakili manajemen Rumah Sakit Umum Daerah Kota Kendari, penyedia oksigen medis di Kendari, anggota DPRD Kota Kendari dan Ombudsman selaku pengawas layanan publik, serta informan yang berasal dari masyarakat. Observasi dan pemberitaan media massa melengkapi keterangan informan. Hasil penelitian menunjukkan jika penyediaan oksigen selama pandemi di Rumah Sakit Umum Daerah Kota Kendari telah dilaksanakan secara maksimal, walaupun masih terdapat beberapa catatan. Dari aspek perencanaan, terdapat Standar Prosedur Operasional (SPO) sebagai panduan. Dari aspek pengorganisasian, terdapat pembagian kerja yang proporsional, namun belum ditunjang dengan perangkat teknologi informasi yang memungkinkan pekerjaan berlangsung efektif dan efisien. Pada aspek pengarahan, motivasi ditunjukkan pimpinan dalam bentuk keteladanan. Sedangkan aspek pengendalian, yaitu pengawasan dilakukan sekadarnya oleh direktur lantaran kepercayaan yang diberikan sepenuhnya kepada penanggung jawab penyedia oksigen.

Abstract

Penelitian ini mengambil fokus kajian pada peranan pemerintah daerah Kota Kendari dalam penguatan kreativitas dan inovasi pengusaha yang berada dalam bidang industri kreatif pada sub sektor kuliner. Fenomena masalah yang sangat klasik dalam perkembangan industri kreatif adalah sumber daya manusia dianggap belum optimal dalam mengkreasikan usahanya. Pelaku usaha kuliner masih mengelola usaha yang umum sudah ada dan terkesan menjadi follower. Penelitian ini merupakan jenis penelitian deskriptif dengan pendekatan kualitatif .Tujuan penelitian ini untuk mengetahui bagaimana peranan pemerintah daerah dalam menstimulus pengembangan kreativitas inovasi para enterpreneur khususnya pada industri kreatif subsektor kuliner di Kota Kendari. Populasi dalam penelitian ini adalah semua aktor yang terlibat dalam penyelengaraan industri kreatif yang berpusat di Kota Kendari Provinsi Sulawesi Tenggara baik dari pemerintah daerah maupun dari industri kreatif sub sektor kuliner. Sampel dalam penelitian ini adalah dipilih informan dan responden yang dianggap representatif dalam penelitian ini, yakni perwakilan dari pemerintah daerah Prov/Kota, Pengusaha Industri Kreatif sub sektor kuliner, dan Masyarakat lain yang dianggap perlu. Dalam penelitian ini pengumpulan data bersifat triangulasi yang bersumber dari Observasi, Wawancara, Studi pustaka, dan Dokumentasi yang bertujuan dapat mengungkap dan menemukan formulasi kebijakan yang tepat dalam penanganan industri kreatif di Kota kendari. Hasil dari penelitian ini menemukan bahwa Kota Kendari merupakan kota yang sedang mengupayakan Industri Kreatif sub sektor kuliner yang kuat yang dimana jumlah sub sektor kuliner di Kota Kendari cukup besar dan potensial. Selanjutnya peran pemerintah daerah sebagai katalisator atau aktor yang mendorong percepatan pengembangan industri kreatif telah terlaksana dengan baik. Namun peran pemerintah daerah sebagai regulator, konsumen, investor, dan entrepreneuer belum optimal pelaksanaannya, sehingga masih perlu pembenahan secara mendalam guna tercapainya tujuan industri kreatif sub sektor kuliner yang unggul dan berdaya saing.
