Abstract

Penelitian ini bertujuan untuk mengetahui kondisi ekosistem hutan di kawasan Tuwanwowi guna mendukung jasa ekosistem sebagai penyedia air dan sumber pangan bagi kehidupan masyarakat disekitarnya. Metode yang digunakan yaitu metode kuantitatif dan teknik wawancara guna menghimpun informasi. Analisis ketersediaan air dilakukan dengan menggunakan metode koefisien limpasan, sementara identifikasi status daya dukung lahan dilakukan dengan membandingkan SL dan DL dari hasil perhitungan. Hasil penelitian memperlihatkan bahwa ketersediaan lahan (SL) sebesar 1.568,8 ha sedangkan nilai kebutuhan lahan (DL) adalah 35,442 ha yang berarti nilai SL < DL dan daya dukung lahan dinyatakan surplus atau melimpah. ketersediaan air (SA) yang tersimpan mencapai 48.621.821,78 m3/tahun dan kebutuhan air (DA) sebesar 7.241,8 jiwa m3/tahun yang mana mengindikasikan bahwa kebutuhan akan lahan di kampung Somi dan Wasai lebih kecil dari ketersediaan lahan.

Abstract

Tujuan dari penelitian ini ialah untuk mengetahui potensi kali Waremdi dan menentukan kelayakan untuk dijadikan sebagai ODTW (obyek dan daya tarik wisata) serta menggali persepsi masyarakat Pyefuri terhadap kali Waremdi di Kabupaten Biak Numfor. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan teknik observasi lapangan dan wawancara. Data yang diperoleh selanjutnya diolah dan dianalisis dengan menggunakan tabel kriteria penelitian dan kemudian diklasifikasikan berdasarkan hasil selang kategori. Hasil penelitian menunjukkan bahwa kali Waremdi memiliki potensi untuk dinikmati yang didukung oleh potensi keindahan alam sekitar, air kali yang jenih dan beberapa jenis flora dan fauna yang unik disekitar kali Waremdi. Dari hasil penilain potensi, kali Waremdi memiliki hasil skor 3.100, yang berarti bahwa kali Waremdi berada pada selang kategori sedang yang bisa dikatakan layak untuk dikembangkan. Dari aspek persepsi masyarakat sekitar sangat mendukung untuk pembukaan kali Waremdi serta pengembangannya sebagai obyek wisata.

Abstract

The Kuri ethnic group is one of the largest tribes in the Teluk Wondama Regency which is now a group minority even though in the past they had vast forests and well-organized levels of civilization. The local knowledge of the Kuri ethnic group which is passed on to the next generation does not hold well. This can be proven by the fact that there are many people who no longer use forest functions in their entirety. Utilization of Trees by the Kuri Ethnic Community in Teluk Wondama Regency was carried out in 3 villages of Wombu, Werianggi and Dusner. Wombu Village Naekere District has 75 types, Werianggi Village Nikiwar District has 62 types, Dusner Village Kuri Wamesa District has 45 types. There are 9 (nine) forms of utilization of trees by the Kuri ethnic community in the villages of Wombu, Werianggi and Dusner, namely: building materials / houses, home furnishings, food, medicine, magic, crafts and arts, economy, customs and hunting / transportation tools. The average use of most forms for the needs of tools / hunting 25.33 species of trees. The most used trees are; Matoa trees (pometia sp), Genemo (Gnetum gnemon), langsat (lansium domestucum) and Albisia (paraseriantes falcataria). Species similarity was determined using the Jaccard community similarity index, the results showed there were differences in tree species in the three villages, Wombu-Dusner 16.4%, Wombu-Werianggi 8.62%, Dusner-Werianggi 58.51%. The part of the tree that is utilized is the root, trunk, bark, sap, fruit and leaves. The part that is mostly utilized by the Kuri Ethnic in three locations is the trunk of 49 species of trees for Wombu village, 36 species in Werianggi village and 35 species in Dusner village. Community knowledge is grouped into two young generations (15-25) years and older generations (60 years and older) and research locations. The research data is cascaded with a tiered scale starting from ever heard of, never seen and never used. The results of the study show that never heard of 36.35 and have seen 40.83 in the moderate category, never used 29.36 in the small category. Knowledge difference between generations is done by U-test. The results showed that in Wombu village there were no differences in knowledge between young and old groups. In the villages of Werianggi and Dusner there are differences in knowledge between old and young age. Kuri ethnic local wisdom as a form of conservation in the form of religious values ​​and social values, the existence of binding traditional rules such as sasi and places of pamali must be maintained and is a joint responsibility of both the government, NGOs and the community so that the availability of species that have economic value for the Kuri ethnic community is always available.

Abstract

Kompensasi di Provinsi Papua Barat merupakan upaya pemerintah menekan konflik pemanfaatan kayu dari hutan produksi antara korporasi dan masyarakat adat. Hanya saja dalam implementasinya sering timbul ketidakpuasaan terhadap aliran manfaat yang diterima. Penelitian ini bertujuan mengevaluasi sistem kompensasi kayu yang dipungut dari hak ulayat Suku Sougb berdasarkan: aliran manfaat, nilai WTP dan WTA, mekanisme, dan isi kebijakan kompensasi. Penelitian ini dilakukan di wilayah  Kabupaten Teluk Bintuni khususnya pada hak ulayat masyarakat Suku Sougb yang berdiam di Kampung Bina Desa, Kampung Lama, Tirasai, Atibo, dan Tihibo. Obyek kajian adalah pemilik hak ulayat Suku Sougb dan pihak perusahaan yang dipilih secara purposif. Pengambilan data dilakukan dengan cara wawancara dengan menggunakan kuisioner. Selanjutnya data yang terkumpul dianalis secara statistik dan disajikan secara deskriptif. Hasil kajian menunjukkan bahwa kompensasi kayu dari hutan produksi yang berada di wilayah hak ulayat Suku Sougb telah memberikan manfaat rata-rata per tahun mencapai Rp. 293.764.482. Nilai WTA masyarakat adat untuk jenis kayu merbau rata-rata total Rp. 729.032,- sedangkan WTP perusahaan Rp. 60.000/m3 sampai Rp. 100.000/m3. Mekanisme kompensasi yang dipraktekkan selama ini dalam pengusahaan hutan produksi di Papua Barat menunjukkan bahwa tidak satupun dari kriteria kunci yang dilaksanakan secara utuh atau lengkap. Terdapat celah kebijakan yang menjadi permasalahan tentang kompensasi baik pada standar pengenaan kompensasi, prosedur dan tata cara pembayaran, serta pembinaan, pengawasan, dan pelaporan. Evaluation of Compensation System of Production Forest in Communal Land Right of Sougb Tribe, Teluk Bintuni Regency, West Papua ProvinceAbstractIn West Papua Province, the compensation program was intended to solve the conflict between local people and logging corporations. Nevertheless, the program has not been implemented effectively. Therefore, the goal of this study was to evaluate the compensation of communal land right of Sougb Tribe in term of benefit flow, WTP, WTA, the mechanism as well as the compensation policy. This research took place in Teluk Bintuni Regency and data were collected in five villages (Kampung Bina Desa, Kampung Lama, Tirasai, Atibo and Tihibo) as communal landowner of Sougb Tribe. Then, the local people and corporation were purposively interviewed using questionnaire. Data were analysed statistically and presented descriptively. The results showed that the compensation of communal land right of Sougb Tribe per year was IDR 293,764,482 on average; WTA of local people for Merbau was IDR 729,032 ; and WTP of logging corporation ranged from IDR 60,000/m3 to IDR 100,000/m3. The mechanism of compensation has been carried out for about couple of years without paying full attention to the key criteria. Consequently, compensation policy has not been enforced fully such as standard payment of compensation, the payment procedures, local community development, controlling and reporting.

Abstract

Komitmen Politik pembentukan Tambrauw sebagai kabupaten konservasi di Papua Barat, mendorong terjadinya perubahan tatakelola pemerintahan konvensional menuju tatakelola konservasi. Dengan demikian kelembagaan sebagai unit yang bertanggungjawab terhadap penyelenggaraan kegiatan kabupaten konservasi perlu dirancang guna mengawal kebijakan kabupaten konservasi dimaksud. Penelitian ini bertujuan untuk merancang model kelembagaan lokal kabupaten Tambrauw Sebagai Kabupaten Konservasi. Proses rancang bangun model kelembagaan lokal dilaksanakan sejak Bulan Juni 2013- Desember 2017 mengikuti metode penelitian dan pengembangan (research and development). Data penelitian diperoleh dari: (1) hasil wawancara Pakar; (2) catatan lapangan, dan (3) data saran perbaikan draf model awal dan hasil observasi observer pada pelaksanaan uji coba (FGD/Konsultasi) dengan skala kecil dan besar. Untuk melihat signifikanis perbandingan model kelembagaan eksis berupa organisasi perangkat daerah (OPD)) dan kelembagaan kabupaten konservasi yang ditawarkan, maka dilakukan Uji-t. Proses rancang bangun kelembagaan lokal kabupaten konservasi dilakukan mengacu pada terhadap 8 prinsip rancangan kunci yang ditawarkan oleh Ostrom tentang kelembagaan pengelolaan yang efektif terhadap sumberdaya alam lokal milik bersama (common property). Hasil penelitian menunjukkan bahwa, kelembagaan kabupaten konservasi layak dikembangkan sebagai unit yang bertanggungjawab terhadap mekanisme kinerja kabupaten konservasi, dimana bersifat non body dan lebih ditekankan pada fungsi koordinasi oleh Bappeda Kabupaten Tambrauw sebagai coordinator perencanaan pembangunan daerah. Local Institution Model of Tambrauw Conservation in West PapuaAbstractPolitical Commitment to establishing Tambrauw as a conservation district in West Papua, has led to changes in conventional governance towards conservation management. Thus the institution as a unit responsible for organizing conservation district activities needs to be designed to oversee the policies of the conservation district concerned. This study aims to design a local institutional model of Tambrauw Regency as a Conservation District. The design process of the local institutional model was carried out from June 2013 to December 2017 following the research and development method. Research data obtained from: (1) the results of expert interviews; (2) field notes, and (3) data suggesting improvements to the initial model draft and observers' observations on the implementation of trials (FGDs / Consultations) on a small and large scale. To see the significance of the comparison of the existing institutional models in the form of regional apparatus organizations (OPD) and the conservation district institutions offered, a t-test was conducted. The design process of the conservation district's local institutional building was carried out about the 8 key design principles offered by Ostrom on effective management institutions for common property. The results showed that conservation district institutions should be developed as a unit responsible for the mechanism of conservation district performance, which is non-body and more emphasized on the coordination function by the Agency for Regional Development Tambrauw Regency as coordinator of regional development planning.

Abstract

This study aims to find out the development strategy of Blue Lake Opersnondi Ecotourism in Sepse Village, East Biak District  Biak Numfor Regency.   This study used a descriptive method using data collection techniques with field observations, interviews, and literature studies. The data analysis used in this study is the Strength, Weakness, Opportunity, and Threats (SWOT) analysis. The results of this study show that f Strength actors   are the largest indicators, where the   total weight value is 2,31, the Weakness factor with a total   weight value of 2,21, Opportunity factors with a total weight value of  2,64, and Factor Acaman with a total   weight value of  1,79. From the results of the grand matrix of strategies that have been obtained, the development of the blue lake tourist attraction opersnondi is in kuadran I, which is in the   category of aggressive strategies, which weighs the factor Strength and Opportunity to make up the largest total weight value.  The results of interviews from the sespse village community and also stakeholders related to the development of blue lake tourist attractions strongly agree on the development of blue lake tourist attractions opersnondi and the community are actively involved.
