Abstract

As an implication of the implementation of decentralization in Indonesia, the authority to manage income and spending autonomously by local governments in Indonesia is undeniable. However, the power should be managed and used proportionally. The central government should not lose its control of the local governments, while the local governments maintain the authority to manage its area. This paper examines the proportions of the fiscal authority given by the central government to the local governments in Indonesia. In short, this research finds that in general, the framework of fiscal decentralization in Indonesia is going well. Some research also offers positive findings of fiscal decentralization in Indonesia. However, there are also some serious problems resulting from the implementation of fiscal decentralization in Indonesia, such as vertical fiscal imbalance and corruption. These problems need to be reduced by issuing technical and specific regulations and by ensuring that those regulations are both monitored and implemented.

Abstract

Elections are a way of changing leadership carried out by democratic countries. In Indonesia there are election management institutions including the KPU, Bawaslu and DKPP. Each of these institutions has their own duties and functions and makes it possible to cooperate with each other. Not long ago, Indonesia held a Simultaneous Election held in 2019 which has more complexity than the previous election. With the complexity of the problem, demanding that the election organizers act more effectively so that the election administration runs well. This paper describes the strategic steps in carrying out the functions of the institution through relations between institutions and stakeholders. The conclusion of this paper shows that the Indonesian Election Supervisory Body as one of the organizing institutions in carrying out its supervisory functions conduct relationships between institutions which are categorized into four subjects, namely: (1) Government Institutions, (2) Non Government Organizations (NGOs), (3) Universities, and (4) Media.

Abstract

Abstract: The Implementation of Growth Control and Population Improvement Policy in Tulungagung Based on Brinkerhoff and Crosby Theory. The main issues of the Indonesian population is population explosion and high level of poverty. To overcome this, the government issued Law No. 52 of 2009 on Population and Family Development which  established the National Population and Family Planning, hereinafter abbreviated BKKBN (Article 53 of Law PKPK). The purpose of this studyis to describe, and analyze growth control policy implementation and population quality improvement in Tulungagung seeing from Brinkerhoof and Crosby Theory. Implementation of growth control policy and population quality improvement can be seen from (a) Formulation legitimization, where vertically, Law PKPK is not used as legal based for the local regulation. (b) Constituency building is well done already. (c) Resource accumulation of available resources, where the human resources is not enough yet comparable to the SOP. (d) Organizational design has been modify by the date. (e) Resource mobilization is not maximum yet. (f) Monitoring impact is well done already. Keywords: Population growth, Quality improvement, Brinkerhoff and Crosby theory Abstrak: Implementasi Kebijakan Pengendalian Pertumbuhan dan Peningkatan Kualitas Penduduk Di Tulungagung Ditinjau Dari Teori Brinkerhoff dan Crosby Permasalahan utama kependudukan adalah ledakan penduduk  dan tingginya tingkat kemiskinan. Untuk mengatasi hal tersebut, pemerintah mengesahkan Undang-Undang Nomor 52 Tahun 2009 tentang Perkembangan Kependudukan dan Pembangunan Keluarga yang mengamanatkan terbentuknya Badan Kependudukan dan Keluarga Berencana Nasional yang selanjutnya disingkat BKKBN (Pasal 53 UU PKPK). Tujuan penelitian ini untuk, mendeskripsikan, dan menganalisis implementasi kebijakan pengendalian pertumbuhan dan peningkatan kualitas penduduk di Tulungagung ditinjau dari teori Brinkerhoff dan Crosby. Implementasi kebijakan pengendalian pertumbuhan dan peningkatan kualitas penduduk dapat dilihat dari (a) Legitimasi kebijakan, secara vertikal UU PKPK belum dijadikan konsideran dalam Peraturan Bupati Kabupaten Tulungagung Nomor 54 Tahun 2011 tentang Tugas, Fungsi dan Tata Kerja Badan Pemberdayaan perempuan, Perlindungan Anak dan Keluarga Berencana Kabupaten Tulungagung. (b) Pengembangan konstituen telah terlaksana dengan baik. (c) Akumulasi sumberdaya yang tersedia, dimana sumber daya manusia belum memenuhi SOP dari segi jumlah. Abstract

Since 2011 Indonesia has joined as a member of Open Government Partnership, which is an international platform for countries committed to making their government more open, accountable, and responsive to citizens. However, the implementation of open government in Indonesia is criticized by some researchers because of the simplification of meaning. Open government is often described as uploading all government information into the official government website.Therefore, alternative policies are needed to ensure the openness of the government. This study offers the idea of ​​creating an online petition system officially administered by the House of Representatives as an alternative forum. The petition system offered is different from the conventional online petition system, because the conventional system does not have clear legal umbrella and is managed by Non-Governmental Organizations. By comparing the advantages and disadvantages of the addition of the authority to the Parliament, it is expected that the system will strengthen the oversight function by the Parliament. Nevertheless, the alternative solution offered in this study is highly dependent on the political will of the government and the House of Representatives in making clear and legal rules.

Abstract

The development of the palm oil industry (CPO) in Indonesia is often confronted by challenges coming from the international community, one of which is the rejection of Indonesian CPO exports declared by the European Union on the grounds of deforestation and land clearing, specifically forest burning, that are aimed to convert the forest areas to oil palm estates. In an attempt to clean such a bad name in palm oil industries in the world and to avert the label ‘unsustainable’ given by European Union, President Joko Widodo issued Presidential Instruction Number 8/2018. However, the implementation of the Presidential Instruction is not without hurdles like the absence of specific guidelines to help to implement the policy at the regional level and the lack of opportunities to involve civilians to guard this policy. Juridical analysis of the policy aimed to improve palm oil management and to hamper deforestation is, thus, required. With the normative-juridical method, this research is aimed to recommend the government to grow the potential of CPO-based biofuel in Indonesia and the application of a one-map policy over the potential of oil palm estates to allow the implementation of transparency principle in the structure of good governance. All these recommendations are mainly aimed to give more opportunities to the members of the public to have meaningful participation as well as sustainable and enviro-friendly in improving the management of palm oil cultivation.

Abstract

Corruption is one of the illnesses of the government bodies that are still being combated in some countries, especially Indonesia. In order to reduce corruption cases, there are several reforms to be implemented, for example decentralisation. Decentralisation is expected to solve the problem since the policy narrows the gap between government and citizens. However, decentralisation does not eventually reduce corruption cases. Indonesia, for example, based on Corruption Perception Index has relatively stagnant ranking of  combating corruption. Furthermore, there are few researches on the impact of decentralisation on corruption. Based on the explanation, this paper examines the drawbacks and benefits of the implementation of decentralisation on public sector corruption in Indonesia. Interestingly, this research finds that the implementation of decentralisation in Indonesia seems to have diverse impacts to eradicate corruption cases. For example, although Indonesia still has unsatisfied rank in combating corruption, the successfulness of KPK in arresting several local leaders indicates that decentralisation helps the enforcement institution in recognising the responsible actors on corruption acts. Therefore, this research is expected to fill the research gap on the impact of decentralisation on corruption in Indonesia.

Abstract

Penelitian ini bertujuan untuk mengetahui pelaksanaan program English Massive (E-Mas) dalam upaya peningkatan kapasitas masyarakat di Kota Kediri tahun 2017-2019 dengan teori Evaluasi model CIPP menurut Stufflebeam diantaranya: Context; Input, Process, Product. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Subjek penelitian diantaranya penyelenggara program, partisipan, tutor dengan menggunakan teknik purposive. Hasil Penelitian menunjukkan evaluasi program English Massive berdasarkan: Context, latar belakang dan tujuan ialah ingin memberdayakan masyarakat melalui pembelajaran Bahasa Inggris supaya meningkatkan daya saing dan kapasitas masyarakat kota Kediri; syarat E-Mas mudah dan target sasaran seluruh warga Kota Kediri. Input, kesesuaian partisipan telah sesuai namun hanya kategori children memiliki jumlah partisipan tiggi; Tutor disediakan oleh Dinas Pendidikan dan sesuai dengan kriteria namun jumlah tutor menurun; materi yang diberikan sesuai dengan silabus dan kemampuan partisipan dengan fokus conversation dan speaking; anggaran telah mencukupi untuk kebutuhan dan operasional program; sarana dan prasarana sudah cukup memadai karena dikelola oleh masyarakat sendiri; informasi sudah jelas diberikan melalui sosialisasi, media sosial dan internet. Process, penjadwalan telah sesuai sebab jadwal direncanakan oleh partisipan dan tutor; proses pembelajaran cukup efektif melalui diskusi dan fun game; aktivitas selain pembelajaran yaitu outing class, COIN EMAS, outbond dan sebagainya; hambatan yaitu kesadaran masyarakat kurang, adanya kesibukan, spot kurang kondusif, jarak yang jauh antara spot dengan tempat tinggal tutor, honor tidak cair tiap bulan, modul tidak dibagikan ke partisipan. Product, dampak yang dirasakan partisipan adanya peningkatan kemampuan partisipan dalam berbahasa inggris; meningkatkan IPM Kota Kediri.This study aims to investigate the implementation of the English Massive (E-Mas) program as an effort to improve social capacity in Kediri City, year 2017-2019 by utilising Stufflebeams’s theory of evaluation. This research uses descriptive qualitative research methods. Research subjects include program organizers, participants, tutors by using purposive techniques. The results of the study show that the background and purpose of the English Massive program based on the first indicator in which Context is to empower the society through learning English in order to improve the competitiveness and capacity of the Kediri’s citizens; E-Mas requirements are easy and target for all residents of Kediri City. Based on Input Indicator, participants are arguably fit with the standar but only the children category has a high number of participants; Tutors were provided by the Education Office (Dinas Pendidikan); the material provided is in accordance with the syllabus and the ability of participants focusing on conversation and speaking. The budget is sufficient for program’s expenses and operations; facilities and infrastructure are good enough because they are managed and provided also by the society itself; information has clearly been provided through outreach, social media and the internet. Based on Process Indicator, scheduling is appropriate because the schedule is planned by participants and tutors; the learning process is quite effective through discussion and fun games; activities other than learning, namely outing class, COIN EMAS, outbound and so on; the obstacles are lack of public awareness, busyness, less conducive spot, long distance between spot and tutor's residence, monthly non-payment of honorarium, modules are not distributed to participants. Product Indicator, the impact felt by the participants is an increase in the ability of participants in speaking English as well as improving the HDI of Kediri City.

Abstract

COVID-19 seriously hitting most countries worldwide is an alarming issue affecting the mindset of the Indonesian government. Many studies have revealed that the outbreak has forced the government to make some adjustments by seeking smart solutions that are effective and efficient for public services, which has brought the government to the concept of a smart city. Departing from this background, this research aims to investigate how Blitar City is struggling to adapt to the situation by adjusting to the Smart City implementation. This research found that, guided by qualitative research methodology and the Smart City theoretical framework, the desire for changes in terms of public services from citizens is relatively high. However, the lack of a legal basis for the smart city in Blitar City seems to hinder the objective. Furthermore, there is a vague understanding of the concept that is hampered by some local agencies (Dinas) and civil servants. Therefore, local regulation relating to the concept is required to ensure the implementation of smart cities in Blitar City. The Readiness of all actors in Blitar City also needs upgrading in order to maintain the long-term Smart City implementation at a local level.
