Abstract

Garbage is the residue of human daily activities and/or natural processes in solid form. Waste can come from various activities such as household waste, agricultural waste, building waste, trade and office waste, and industrial waste. The amount of waste stockpiles in Payakumbuh City until June 2023 is 100,386 tons per day. With details (1) Waste transported to the Final Processing Site (TPA) every day is 83,862 tons without segregation, (2) Waste processed at TPS3R is 0.252 tons with 6 units of equipmen, (3) Management at the unit waste bank 0.041 tons, (4) management at the main waste bank 7 tons, (5) Informal sector/ lapak as much as 7.4 tons, (6) Magot as much as 0.31 tons, (7) A total of 1.52 tons of waste has not been managed properly. Of the total amount of waste disposed of at the Temporary Final Processing Site (TPAS), 60 percent is organic waste. This study uses a qualitative technique with a grounded theory approach. The author conducted direct interviews with internal parties (Bappeda Payakumbuh City) and external parties (Tool Manufacturers, Equipment Users and the Environment Agency) to determine the impact of using a mobile organic waste counter machine in reducing the amount of organic waste in Payakumbuh City. Based on the research results, it was found that the coding scheme consisted of 41 codes that formed 9 categories and gave rise to 4 themes with a total score of 41. The highest score in coding was 23 on the theme of technology use. So it can be concluded that the use of technology greatly affects the reduction of organic waste in Payakumbuh City.

Abstract

“Puber Anak Melania” is a Program of the Payakumbuh City Government, in this case the Population and Civil Registration Office as a new innovation in providing convenience in obtaining family cards, birth certificates and baby identity cards for the people of Payakumbuh City. It is an acronym for "Pulang Bersalin Anak mendapat Akta Lahir dan Identitas Anak". This innovation program is a collaborative program with the Payakumbuh City Population and Civil Registration Office with RSKIA, Community Health Centers and independent practicing midwives throughout Payakumbuh City for mothers who give birth in health facilities in Payakumbuh City. The purpose of this study was to determine the effectiveness of Puber Anak Melania service innovation program in accelerating birth certificate ownership in Payakumbuh City, the inhibiting factors and to find out the efforts made by the Payakumbuh Population and Civil Registration Office using a grounded theory approach. Based on the research results, the authors concluded that the implementation of Puber Anak Melania Service innovation was quite effective. Even though there were obstacles such as the parents had not prepared the documents and requirements for issuing a birth certificate, the parents' data and documents had not been valid, and the baby's name had not been prepared by the parents so that the issuance of the birth certificate could not be processed. The purpose of this study was to determine the supporting and inhibiting factors for Melania's Child Development service innovation program in accelerating birth certificate ownership in Payakumbuh City using a grounded theory approach. Based on the research results, the authors conclude that the implementation of the service innovation "Melania Childhood Puberty" has been going well but the results have not been optimal, namely there are obstacles such as documents and requirements for issuing birth certificates that have not been prepared by parents, data and documents of parents are not yet valid, and names the parents had not prepared the baby so that the issuance of the birth certificate could not be processed.

Abstract

The policy of bureaucracy simplification through the transfer of structural positions (level IV) to specific functional positions designated by the Central Government, which is applied comprehensively to both the Central and Regional Governments, has significant impacts on Civil Servants (PNS) who undergo such position transfers. The Regional Development Agency (Bappeda) of Kota Payakumbuh is one of the Local Government Institutions that has implemented the transfer of positions from structural to functional. This study uses SWOT analysis with the grounded theory method to understand the impacts of this transfer on the career, position, income, quality, and competence of individuals, as well as the work motivation of Civil Servants in Bappeda Kota Payakumbuh after the implementation of this policy. The research findings show that the positive impact of transferring positions from structural to functional includes the opportunity for faster career advancement, which is supported by several factors such as professional recognition, a strong organizational structure, clear job evaluations, and a well-defined job map

Abstract

This study aims to determine the appropriate strategy used by Bappeda in implementing regional development planning services. The method used in this study is a qualitative research method with a grounded theory approach as a research model. Data collection was carried out by researchers by conducting semi-structured interviews, field observations, document analysis and literature studies. By conducting a SWOT analysis and a grounded theory approach, an explanation was found regarding the strategies needed to provide the best service for the implementation of regional development planning. Based on the results of the study, 14 coding forms 11 categories and simplified into 3 themes with a total score of 25. The highest score for coding is the service theme. It takes the right strategy in implementing regional development planning services in order to produce quality plans. From this grounded theory approach a new understanding can be found that "To produce quality planning documents, Bappeda needs to provide services in terms of planning to Regional Apparatuses related to equalization of perceptions in carrying out each planning process", because this creates opportunities and strengths from the Bappeda organization that is utilized to carry out regional development planning services in order to produce higher quality plans
