Abstract

Open Government Data (OGD) is a database produced by the government that can be freely accessed, used or modified, therefore, this is a support to increase transparency and public participation. This article aims to analyze the effectively optimizing Open Government Data on the Jogja Go Open Data “JAGO DATA” in Yogyakarta Municipality. Furthermore, the methodology of this article uses qualitative research with in-depth interviews and literature, moreover, the variables of this research are focused on legal guidelines and frameworks (crosstab query is 47.5%), the ability of web portal system (crosstab query is 27.5%), and human resource in government and its attitude (crosstab query is 25%), therefore, its data findings were analyzed with Nvivo 12 plus software. The result of this article shows that the Yogyakarta city government successfully implemented JAGO DATA to support transparency, accountability, and encourage public participation, moreover, it is has implemented directives regarding Open Data regulation and its innovation designed with a collaborative among regional-level work units (SKPD). Therefore, the JAGO DATA portal is rated as user-friendly with the model used at the information stage and its maturity of a web portal is still in the pre-adoption level.

Abstract

Corruption case is related to re-permitting the export of lobster seeds as regulated in the Minister of Marine Affairs and Fisheries Regulation no. 12 of 2020 concerning the Management of Lobster, Crab, and Crab, underlie the research topic, namely the evaluation of fry export policies and evaluating the phenomenon of corruption. The results of this study are expected to be an input for the evaluation of public policies that should be able to solve problems, not even provide opportunities to harm the state and society. The purpose of this study is to examine the lobster management policies listed in Permen KP no. 12 of 2020. This research was conducted from November 2020-January 2021. The research method is descriptive qualitative by using literature studies in the form of literature reviews, theoretical studies, secondary data from pages of related agencies and mass communication media including online media such as the news portal and social media such as youtube. The analysis results are processed using the Nvivo 12 Plus application to help data accuracy. There have been several irregularities since the enactment of Permen KP No. 12 of 2020 concerning the Management of Lobster, Crab, and Crab starting May 4, 2020. Until 6 months after the enactment of the regulation, the Minister of Maritime Affairs and Fisheries Edhy Prabowo's Hand Catching Operation occurred in the case of bribery for lobster seed exports. as well as the abuse of power possessed by monopolizing policies to achieve what is desired, namely reaping benefits in the control of strategic potentials and investment opportunities for several actors.

Abstract

Penutupan lokalisasi bukanlah perkara mudah, sehingga memerlukan upaya yang berkesinambungan yang memadukan sinergitas berbagai lembaga pemerintah, masyarakat dan juga Non Government Organization. Kajian ini bertujuan untuk mengupas teknis penutupan lokalisasi kedung banteng, yang menjadi lokalisasi ke 46 yang secara resmi ditutup, bagaimanakah langkah – langkah strategisnya. Kajian ini menggunakan metode penelitian diskriptif, dengan menganalisis data primer dan sekunder, berupa observasi, dokumentasi, dan hasil wawancara. Proses penutupan dilakukan setelah terbit beberapa aturan hukum. Secara umum proses penutupan telah selesai, namun kemudian muncul beberapa persoalan terkait keberadaan eks pekerja seks komersial yang sulit untuk dikendalikan, karena beberapa program dianggap tidak efektif. fakta di lapangan banyak sekali persoalaan yang belum selesai, terkait dana kompensasi yang diberikan kepada eks – pekerja seks komersial selain jumlahnya yang tidak sama, para pekerja tersebut merasa dana yang diberikan sangat minim, walaupun demikian proses penutupan lokalisasi sudah berhasil dilaksanakan. Secara sosiologis kebijakan tersebut berpengaruh terhadap masyarakaat sekitar dan juga para eks pekerja komersil yang memulai hidup & usaha baru demi kelangsungan hidupnya.

Abstract

Kajian ini berfokus pada bagaimana pemenuhan 30% kota perempuan dalam aktifitas politik bisa terwujud, karena selama ini masih banyak persoalan struktural dan kultural yang membentuk streotip bahwa perempuan merupakan masyarakat kelas 2 (dua) dalam kehidupan masyarakat Indonesia, walaupun sudah terpenuhi  kuota 30%  pada partai Gerindra, PAN dan Golkar pada pemilihan legislatif pada tahun 2014 di Kabupaten Ponorogo, namun partai politik mengaku jika kader perempuan yang dimiliki banyak yang tidak mau menjadi calon legislatif, akan tetapi partai politik tetap mendaftarkannya supaya lolos persyaratan pemilihan legislatif.

Abstract

Dengue Hemorrhagic Fever (DHF) is one of the public health problems that occurs in Indonesia with the number of sufferers that continues to increase and the wider spread in line with increasing mobility and population density. Dengue Hemorrhagic Fever (DHF) is an infectious disease caused by dengue virus and spread by mosquitoes, especially the Aedes Aegypti mosquito species. In 2016 Dengue Hemorrhagic Fever (DHF) is still a problem in Ponorogo Regency. Besides having the potential to cause Extraordinary Events (KLB), for the past nine years, Ponorogo Regency has become an Endemic District. According to data from the recapitulation of dengue cases in the Department of Health The high number of dengue cases in Ponorogo in 2019 were 17 sub-districts affected by dengue, with a total of 973 patients and 9 deaths. The high number of dengue fever is caused by an unstable climate and quite a lot of rainfall in the rainy season which is a potential breeding facility for Aedes aegypti mosquitoes. Besides that, it is also supported by the non-maximum activities in eradicating mosquito nests (PSN) in the community, causing an Extraordinary Event (KLB). Issues regarding how the implementation of the Ponorogo Regency government policy in determining the status of Extraordinary Events (KLB) outbreaks of Dengue Hemorrhagic Fever (DHF). Research on the implementation of the Ponorogo district government policy in determining the status of Extraordinary Events (KLB) outbreaks of Dengue Hemorrhagic Fever (DHF) in Ponorogo Regency using descriptive qualitative research methods with purposive sampling technique. The implementation of the policy in determining the DBD KLB so far can be said to be going well, this can be seen from the implementation in the field and the officers who are always on alert with the case.

Abstract

This research aims to analyze the City Branding model “Pemalang pusere Jawa” in Pemalang Regency, which focuses on the strategy of the Government to develop a new brand of Pemalang. “Pemalang pusere Jawa” has shown an impact on increasing tourism in Pemalang, Central Java, Indonesia. The Government supports the success of the City Branding program, and the people involved in the program, stakeholders, and culture, to boost tourism, which will have an impact on the economic sector and increase tourism significantly. Data were analyzed using the Exploratory Data Analysis (EDA) approach in qualitative research that defines and explains distribution characteristics. The data were collected through interviews with six key informants who were selected using a purposive sampling technique. Document studies were also conducted to support data analysis. This research uses the NVivo 12 Plus application to analyze data consisting of Concept Maps, Group Analysis, and Cluster Analysis. There are three points found in this study, consisting of 1) Program; the program is based on Pemalang Regent Regulation Number 27/2017 Article 7 concerning Utilization and Implementation of the City Branding Logo. The branding “Pemalang pusere Jawa” was launched in 2016 and the Visit Pemalang application is used to assist tourists in exploring tourism in Pemalang or known as a tour guide application. A Visit Pemalang application makes users easier to find tourism sites in Pemalang Regency by displaying the distance from the users’ location to the destination. 2) Partnership; this program is supported by infrastructure stakeholders consisting of the Planalogy Team, the Architect Team, and the Economic Development Expert Team. Program implementation involves the Government and the Community. 3) Culture; various annual events are held as an effort to preserve culture in Pemalang such as “Festival Wong Gunung” and other annual events. Community involvement in the implementation of City Branding is one of the success factors of the program.

Abstract

Perceraian di masa kini seolah menjadi sebuah fenomena yang biasa dan dapat terjadi pada seluruh kalangan mana pun. Fenomena perceraian merupakan pemutusan hubungan maupun status yang dilakukan antara kedua belah pihak, baik laki-kali maupun perempuan yang sama-sama ingin berpisah secara resmi melalui mediator (pengadilan). Dalam penelitian ini, fenomena perceraian difokuskan pada kalangan PNS di Ponorogo yang tentunya prosesnya tidak sama dengna masyarakat umum. Karena harus melalui tahapan tertentu dari mulai tingkat unit kerja masing-masing, hingga tingkat BKPSDM ataupun Inspektorat. Pada dasarnya, hubungan yang harmonis adalah dambaan dari setiap insan. Namun terkadang ada saja permasalaahan yang timbul dan menjadi masalah bagi sebagian orang, karena kurang pandai dalam melakukan manajemen maupun menahan ego masing-masing akibat ketidakcocokan yang dirasakan. Tujuan dari penelitian ini adalah untuk membahas tentang fenomena perceraian yang melibatkan beberapa kalangan PNS di lingkungan Pemkab Ponorogo. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik wawancara secara tidak langsung sebagai sumber data sekunder (data media online).

Abstract

This study attempts to know of policy the village administration concerning the arrangement traditional markets and obstacles in implementation of policy. Design research used in this research is research descriptive qualitative. A subject in this study is the village head Pakis Baru, and traders and the village around new market. Data collection was carried out by means of observation, interview, and documentation. Data analysis model according to use interaction milles huberman reduction, and the data presentation of data, and withdrawals conclusion. Technique using a technique of the validity of data triangulation. The research results show that the implementation of the management of the policy traditional markets do not to walk to work optimally, this can be seen from : 1). The absence of village regulations as a guideline in manages the markets , as well as ignorance and the organizer of market management activities do not participate renovation village. 2). Not unification sources is required from producers to consumers. 3). Complex causality happened relations, 4). The implementation of a policy which is not in accordance with the initial concept, 5). The absence of understanding to the purpose, communication, coordination, the deployment of the duties of correctly, 6). The misuse of authority the market like a parking lot.

Abstract

The aims of this study is to determine whether there are differences impacts and perception on the construction dams in the Ngindeng Village, Sawoo District, Ponorogo Regency and in Karanggede Village, Arjosari District, Pacitan Regenc. The dam construction sites are the location where they live before receiving relocation or compensation in the form of money. In addition, the researchers also looked for differences or similarities related to the socio-economic impacts for community in two different locations. This study used quantitative research methods. The total sample population taken in this study was 29 respondents from each place with a total sample of 58 respondents. Based on research conducted by researchers, it can be concluded that there are differences in perceptions between the people of Ngindeng Village and Karanggede Village, where in the instrument, Ho's perception was accepted and Ha was rejected. While indicators of the impact of development based on socio-economic instruments have the same answer between the people of Ngindeng Village and the people of Karanggede Village, where Ha is accepted and Ho is rejected.

Abstract

Pelaksanaan pembangunan partisipasi masyarakat sangat berperan penting. Hal ini dikarenakan bahwa dalam merealisasikan proyek pembangunan mudah mengalami ancaman kegagalan sepanjang tidak memberdayakan penduduk terkait dalam semua proses yang berhubungan dengan perencanaan, pelaksanaan, pemanfaatan hasil dan pengawasan pembangunan. Program Pembangunan Infrastruktur Perdesaan (PPIP) adalah program pembangunan berbasis pemberdayaan masyarakat. dimana masyarakat harus terjun langsung dalam pembangunan desa, terutama pembangunan fisik. Tujuan penelitian ini adalah untuk mengetahui bagaimana partisipasi masyarakat dalam Program Pembangunan Infrastruktur Perdesaan (PPIP) di Desa Ngranget Kecamatan Dagangan Kabupaten Madiun.  Jenis penelitian ini adalah deskriptif kualitatif. Dalam penelitian ini yang menjadi populasi adalah jumlah Kepala Keluarga yang terlibat dalam pelaksanaan pembangunan rabat beton di Desa Ngranget yang berjumlah 95 KK. Jumlah informan dalam penelitian ini adalah 12 Orang. Penelitian ini menggunakan metode pengumpulan data yaitu wawancara dan dokumentasi.Teknik analisa data yakni mendeskripsikan hasil penelitian atau data dengan wujud apa yang didapatkan penulis baik itu hasil wawancara, atau hasil dokumentasi baik secara lisan maupun tulisan kemudian diteliti dan dipelajari dan diambil kesimpulan.  Hasil penelitian ini bahwa tingkat partisipasi masyarakat dalam pembangunan rabat beton di Desa Ngranget berupa pikiran (perencanaan) tergolong rendah, partisipasi berupa tenaga tergolong tinggi, partisipasi berupa keahlian tergolong cukup rendah, dalam bentuk barang tergolong rendah, dan partisipasi bentuk uang tergolong sangat rendah.
