Abstract

Penulis mengaji Revitalisasi Ekosistem Tesso Nilo (RETN) di Provinsi Riau untuk mengatasi persoalan pelanggaran penggunaan dan pemanfaatan kawasan hutan yang telah terjadi puluhan tahun lalu. Hasil identifikasi arena aksi yang terjadi selama 3 tahun terakhir menunjukkan adanya inovasi-inovasi penyelesaian masalah, keterbukaan pengambilan keputusan serta fleksibilitas tindakan sesuai dengan kondisi di lapangan. Namun prakarsa ini nampak mulai terkendala atas semakin lemahnya dukungan politik, sehingga berpotensi melonggarkan ikatan-ikatan modal sosial yang sudah mulai tumbuh di wilayah itu. Pembelajaran yang dapat diambil mencakup urgensi terhadap beberapa hal seperti pemetaan sosial untuk memprioritaskan kekuatan lokal, pentingnya membangun trust, penguasaan arena aksi, pertimbangan sejarah dan budaya untuk menghindari kecemburuan atas pilihan kelompok masyarakat dari proses administratif, orientasi pada outcome bukan hanya capaian administrasi, adanya kebutuhan pendekatan ekologi politik, skala ekosistem, maupun keterbukaan informasi.

Abstract

Hutan Tanaman Rakyat (HTR) is a plantation forest in production forest built by community groups to improve the potency and quality of production by applying silvicultural systems to ensure sustainability of forest resources. Since the issuance of this policy in 2007, the development of policy implementation is not showing progress according to plan. Forest area in 2014 is targeted to reach 5.4 million ha, but until mid-2013 the Ministry of Forestry Indonesia HTR new reserve areas covering 679 400 ha and the new can assign permits covering 174 111 ha. Based on this background, it should be conducted policy research aimed to know and analyze the process of policy implementation HTR in Muna District. This research applies qualitative research methods. The method used to facilitate researchers when facing a new reality in the field. The type of data used are primary data and secondary data. Qualitative data collection was done by using a gradual-depth interviews and participatory observation. The results showed Communications, Resource, Disposition, and Structure of Bureaucracy is the deciding factor the successful implementation of the policy has not run with the maximum, so that policy implementation HTR in Muna District inhibited. The conclusion of this study, such as: 1) Understanding the policy implementers and policy subjects (Society) related HTR in Muna District is still low; 2) The resources involved for successful policy implementation HTR in Muna District both the number and qualifications are inadequate; 3) The lack of response to the policy implementers HTR in Muna District (Regent, the staff of Department of Forestry, Forestry Extension and Community policies that are the subject HTR).Key words: HTR, Communication, Resources, Disposition, Bureaucratic Structure

Abstract

The policy on forest rehabilitation and reclamation have been implemented since 1950, but not effective decrease the extend of the critical forest and land yet. The objective of this research was to formulate option of effectiveness enhancement of forest rehabilitation and reclamation policy implementation. This research applied the theory that developed by Edward III and IDS’s policy process. The policy text (rule in form) of forest rehabilitation and reclamation has not been used effectively to solve the solve the problem on the ground because the lack of sufficient regulation on the pre-condition, maintenance and responsibility in regards to the asset lost, participation, empowerment and transparency. There is divergent in the implementation of forest rehabilitation and reclamation policy. The implementation of policy requires high transaction cost with limited participation and did not legitimate due to ineffective communication, structure of birocracy, disposition/attitude and resources. To increase the effectiveness implementation of policy and institution on forest rehabilitation and reclamation, the goverment have to improve the effectiveness of communication, structure of birocracy, disposition/attitude, and resources. Furthermore, the result of this research also recommends the importance of network development through social movement by using mass-media and social media, which will be usefull to provide pressure on the policy development process by addressing the counter policy narative.Key words: efectiveness, implementation, policy, rehabilitation, reclamation

Abstract

Private forest at Kuningan district, West Java province, has shown increasing coverage at average of 5,86% during 2003-2009. The forest has served as protection area beside state protection forest in Kuningan district. The forestland status is private property whereas forthe owner has served as production forest. The aim of this research was to assess performance of that private forest management, using set of criteria and indicators for sustainable community-based forest management developed by the Indonesian Ecolabelling Institute/LEI (2002). The result shows that management practiced fail to fulfill the standard. Nevertheless private property rights of the forest land enabled the owner to invest in forest development for economic benefit, which public perceived having a positive impact in the form of environmental services. Lack of technical and institutional capacity in forest management need to be improved to enable the owner gain economic benefit while provide environmental services for public. Key words: private forest, sustainable forest management, protection area, institution

Abstract

Indonesia has a peat area of around 14.91 million hectares and has become the fourth largest owner of peat reserves in the world after Canada, Russia and the United States. Peatlands play a major role as carbon sinks and maintain a hydrological system. The destructive and oxidized characteristics of peat make the International and Indonesian Governments pay high attention to the management and protection of peat ecosystems. Through the Advocacy Coalition Framework (ACF) approach, this study found that there are a variety of actors and stakeholders who influence the dynamics of peat management and cultivation policy formulation in Indonesia. The actors and stakeholders formed a coalition by carrying out the logic of their respective belief systems, namely: Coalition A which has a belief system that peat land is a potential resource developed for cultivation and Coalition B which has a belief system that views peat ecosystems as vulnerable ecosystems that must be protected and rehabilitated. The results of this study are expected to be able to provide recommendations needed in realizing sustainable management of peat ecosystems.

Abstract

Penelitian ini bertujuan untuk merancang sebuah rezim hak kepemilikan tanah dan hak terhadap akses pengelolaan yang mendukung lembaga konservasi penyu yang efektif. Penelitian ini dilakukan di Ujung Genteng - Pangumbahan, Kabupaten Sukabumi sebagai daerah pesisir yang terkait dengan upaya konservasi penyu mulai dari bulan Desember 2009 sampai Maret 2012. Data yang dikumpulkan dianalisis dengan menggunakan metode analisis spasial dan analisis deskriptif. Hasil penelitian dengan menggunakan analisis spasial pada wilayah seluas 1.334,70 hektar menunjukkan bahwa antara tahun 2001 - 2010, luas lahan pertanian meningkat sebesar 31% dan daerah pengembangannya (28,78%) memanjang ke arah pantai. Pola perubahan penggunaan lahan dipicu oleh transisi dari tanah terlantar menjadi pemukiman dan pembangunan fasilitas wisata bahari. Berdasarkan dinamika perubahan penggunaan sumber daya lahan sangat diperlukan perubahan kelembagaan untuk menjamin kepastian pemanfaatan sumberdaya lahan di wilayah pesisir sejalan dengan tujuan konservasi penyu. Pemerintah pusat mendelegasikan otoritas kewenangannya ke tingkat desa dan pemerintah desa menjadi pemilik dan pengelola di instansi yang bersangkutan Title: Property Rights And Access Rights of Land For Turtle Conservation Institutions EffectivenessThis research aims to design a regime of rights ownership of land and management access rights that supports the institution of effective sea turtle conservation. This study was conducted at the Ujung Genteng - Pangumbahan, Sukabumi district as coastal areas associated with the sea turtle conservationefforts, startied from the month of December 2009 to March 2012. Data were analyzed using methods of spatial analysis and descriptive analysis. Results of the spatial analysis research area covering of 1,334.70 hectares showed that between the years 2001 to 2010 the agricultural land area increased by 31% bywhich it’s area development has been (28.78%) extended towards the coast. Patterns of land use changes were triggered by the transition from land abandoned to seitlement and development of marine tourism facilities. Due to the dynamic change of land utilization, is necessary to change institutional setting in order to ensure the certainty of land resources utilization in the coastal region in line with the ultimate goal of turtle conservation. Central government should delegate his authority to the village level and the villagers are pleased to become the owner and manager in the institution autority.

Abstract

The arrangement of self-governance institutions is the main obstacle to achieving sustainability for ecosystems and local livelihoods. The aim of this study was to describe the institutional sustainability of Community Conservation Agreement (CCA) in Lore Lindu National Park (LLNP), located in Central Sulawesi Province, Indonesia. This study applied a descriptive method by identifying and analyzing the relationship between characteristics of the community and nearby resources, as well as the regulations and rules (formal and local rules arranged in CCA), behavior and performance of institutional CCA, and the interests and power of stakeholders. The research demonstrates that high institutional sustainability of CCA is not only determined by the relations among the community, but that it is also motivated by the common interests to preserve water in the LLNP area as a means for avoiding disaster. However, principles of collective-choice arrangements, minimal recognition of rights to organize, and nested enterprises in CCA were not running well. Strategies to improve the institutional sustainability of CCA include unifying landscape zones that describe property rights of local communities within a conservation area that is recognized by all stakeholders and should be supported by formal legal rules.
