Abstract

One of government interventions to encourage the improvement of agriculture sector output is through fiscal policy in the form of government spending. Total government expenditure in provincial aggregate is used as government spending. The availability of fiscal decentralization policy provides an opportunity for the provincial government to manage the government expenditure allocation. This research aims to discover the influence of fiscal policy in Java by using the government expenditure variable and to find the influence of foreign investment, domestic investment and agricultural labor absorption toward GRDP of agriculture subsectors. This research used regression analysis of cross section SUR fixed effect panel data. The results indicate the total expenditure having significant positive effect towards GRDP of agriculture subsectors are the subsectors of food crops, plantation, livestock and fishery. Forestry subsector cannot be analyzed further because the error is not normally distributed. The absorption of labor in agriculture sector has significant negative effect towards plantation and livestock subsectors. The foreign investment has significant positive effect towards livestock subsector and domestic investment has negative significant influence towards GRDP of food crops subsector. The provincial government needs to support agriculture subsectors by allocating expenditure that will increase GRDP of agriculture subsectors and increasing foreign direct investment and domestic investment to agriculture subsectors.

Abstract

Trade statistics of Indonesian cut flower indicates the potential of Indonesia as an exporting country. The international market becomes more attractive as the increasing trend of demand and the rising cost for producing cut flowers shows the various challenges for emerging countries. This study investigates whether the analytical gravity model fixed effect, common effect or random effect model is proper and what determinants have significant effects to the exports of Indonesian cut flower to partner countries. The data encompasses the period of 2008 to 2017 as the series data and the seven destination export countries from Indonesia as the cross-sectional data, using the panel regression with the basic gravity model. The estimation results show the fixed effects model is the proper model to explain the determinants of bilateral export on cut flower. The estimates imply the corroborate signs with GDP per capita of Indonesia, GDP per capita of partner countries and exchange rate while those variables with the opposite sign are distance and trade openness. Thus, the export promotion, quality improvement and technology development are required in the development of export of cut flower industries.

Abstract

The negative impacts of climate change caused many losses for farmers. One solution to minimize losses is to implement a climate change adaptation strategy. The Indonesian government established a program called the Program Kampung Iklim/Proklim in 2012 which aims to increase awareness of climate change and the capacity to implement community adaptation strategies. This study aimed to determine the effect of the Proklim on the implementation of climate change adaptation strategy by farmers. The study was conducted  in Proklim and non-Proklim locations. By implementing the simple random sampling method, it was obtained 112 samples divided into 56 farmers from each Proklim and non-Proklim location. The results showed that farming experience, land area, membership in farmers group, access to weather information, awareness towards climate change and perceptions towards climate change risks are associated with more practice of adaptation strategy. The results also showed that the implementation of adaptation strategy was influenced by the Proklim location, so that the farmers involved in the program locations applied more climate change adaptation strategy than the farmers in non-program locations.  The authors recommend that Proklim needs to be applied in many locations, especially areas that are vulnerable to climate change, so farmers can improve the implementation of climate change adaptation strategies.

Abstract

GRDP (Gross Regional Domestic Product) growth is one indicator of economic growth in a region. This indicator should not only rise but must also be evenly distributed in the surrounding area. This study aims to (1) further investigate the contribution of the agricultural sector in the GRDP in DIY, and (2) determine the role of the agricultural sector in dealing with economic disparity in DIY. This study used secondary data covering several variables from 2010-2018. The analytical tool used was table description analysis, calculated Williamson index, paired t-test, and simple OLS regression. The results of the study reveal that the agricultural sector has a declining contribution to the GRDP in DIY. There is an increase in regional income gaps or economic growth between districts/cities in DIY. The agricultural sector is significantly proven to have an impact on the decline in the Williamson Index, which means that the higher the contribution of the agricultural sector to the district/city GRDP, the economic growth between regions in DIY is more evenly distributed. In other cases, the agricultural sector can reduce economic disparities between districts/cities in DIY.

Abstract

Many Nucleus Estate-Small holding (NES) coo-partnerships often experience dynamics and leave several problems for both parties engaged in the partnership, and in serious way, it may threaten the sustainability of the partnership. This research’s objectives are 1) to determine the level of willingness to sustain the NES coo-partnership, and 2) to analyze the determinant factors of the willingness to sustain the NES coo-partnership. Location of the research comprises two villages namely Kaliboja and Kaliombo, located in Paninggaran sub-district, Pekalongan regency. Ninety tea farmers selected by using convenience sampling method are involved and interviewed. Descriptive method and ordered logistic regression are employed to answer the objectives of the research. The result shows that most farmers are willing to sustain the NES coo-partnership. Moreover, the determinant factors of the willingness to sustain partnerships are the age of farmer, farmer’s tea production, and partnership effectiveness.

Abstract

The Indonesian Farmer Cards is a government policy that aims to improve the distribution pattern of subsidized fertilizers. This study aims to determine the factors that influence farmers' perceptions of implementing the farmer card policy in the Klaten Regency. Klaten Regency was selected purposively as the research site because since the inception of Farmer Card policy, Klaten Regency has been designated as a pilot location for implementing the program. The data was collected by conducting surveys and interviews by using questionnaires. Moreover, ninety-two respondents were chosen by using a simple random sampling method. Data analysis employed the Likert scale to measure farmers' perceptions of the Farmer Card Policy. Farmers’ perceptions constituted two categories based on the weighting from the Likert scale. The first category refers to farmers that have a positive perception of the application of the Farmer Card and the second category represents farmers who have negative perceptions of the program implementation. The Likert scale in this study used to determine farmers' perceptions of the application of subsidized urea fertilizer distribution policies using farmer cards in Klaten Regency. Furthermore, logistic regression determined the factors influencing farmers' perceptions. The results showed that most farmers had positive perceptions. Four variables (experience, land area, time & convenience risk, and psychological risk) positively impact the farmers' perceptions of the Farmer Card. The other variables (urea allocation) negatively affect the farmers' perception of the Farmer Card Policy.

Abstract

Food security of the Indonesian population is threatened because climate change has the potential to reduce technical efficiency of rice production. To adapt and reduce these negative impacts, farmers implement climate change adaptation strategies. This study aims to determine how the effect of climate change adaptation on the technical efficiency of rice farming. Research data was collected through interviews with 112 rice farmers in Sleman Regency. We carried out two stages of analysis, namely stochastic frontier analysis to determine the production function and efficiency level, and tobit regression to determine the effect of adaptation strategy on technical efficiency. The findings indicate that most farmers use short-lived varieties and apply two types of adaptation strategies in one growing season. By increasing the number of adaptation strategies, the technical efficiency of rice farming will increase. These results have important policy implications for increasing the adoption of adaptation strategies by farmers. The government and farmers should collaborate to formulate adaptation strategy policies to provide farmers with a choice of adaptation strategies.
