Abstract

The implementation of regional government affairs since decentralization politics is felt to be a big responsibility for the regions in creating welfare for their people. In the performance of functions that are the regions' responsibility, not all of them can be carried out by the Regent himself. Therefore, part of the Regent's authority duties, especially public service duties, need to be delegated to regional apparatus, one of which is the sub-district. The delegation of part of the Regent's authority to the sub-district head was administrative. The regional instrument in this sub-district was unable to provide optimal public services to the community. This condition's impact is that the community as citizens will not receive the benefits they are entitled to. This research is intended to look at the delegation of part of the Sidoarjo Regent's authority and the potential for the discretion of regional apparatus in the sub-district in administering public services. This research was conducted in Waru District and Sedati District, Sidoarjo Regency. Data collection was carried out using observation techniques and in-depth interviews (in-depth-interview) with key informants. The research results were analyzed qualitatively. The results of this study indicate that: a) The Head of District (Camat) discretion to exercise part of the Regent's authority in administering licensing services cannot be exercised. b) Implementation of licensing services runs as is; c) Community rights in obtaining service products are still stagnant.

Abstract

The purpose of this study is to analyze the accountability, transparency, and participation of village fund management by the village government which starts from the planning, implementation, administration, reporting, and accountability stages. This study bases literature and Minister of Home Affairs Regulation No. 113 of 2014 as an indicator in the management of village funds. This study was conducted in Pejambon Village, Sumberrejo District, Bojonegoro Regency, through primary and secondary data collection. Analyzes were performed with an interactive model from Miles and Huberman (2014). The results showed the accountability of village fund management had been applied following the specified principles. At every stage in the process of managing village funds, it has been carried out transparently by actively involving the community. Administration and reporting are done through the standard mechanism, although a bit late. While the accountability has been done through various media both online and offline.

Abstract

The complex problems faced by fishing communities are social, economic and educational issues. The community empowerment strategy will increase both personal and group capacity as it enhances the ability and the potency of coastal women to become more independent. The main problem faced by women in fisherman community of Segoro Tambak Village in producing floss made from Milkfish spines that is: 1) The limited knowledge and skill of women fisherman technique in the production of milkfish spine floss, 2) limited access of the bussiness group to the market). These problems require third parties to help improve production capability and support the success of marketing, so this community service activity aims to: 1) Assist the business group of fishermen in improving technical skill of production of milkfish spines floss, 2) Helping to overcome the problem of limited market access for business group of women fishermen. The methods employed to help solve this problem are 1) Conducting counseling and practice of making milkfish spine floss in accordance with the concept of better taste with good quality, 2 counseling and marketing practices related to selling and marketing techniques, 3) Monitoring and mentoring after counseling . The expected outcomes in this activity are: 1) the concept of taste of milkfish dumplings good quality, 2) The model of development of marketing network of abon industry of milkfish fish, 3) Scientific articles in the form of proceedings.

Abstract

Internet with the development of communication technology is increasingly increasing, closer and increasingly pamper its users with various information. A lot of the variety of information on the internet can be a benefit too can be a problem. The Internet can be very difficult to avoid, especially when the blank spot area is running low. This study illustrates how internet usage among students in relation with internet media literacy to the understanding of whether students are critical with media content used or consumed. The Campus of UPN Veteran of East Java as State Defense College course in implementation is to identify AGHT information which is not inevitable anymore. Student UPN Veteran of East Java as Surabaya citizen who recently proclaimed as Cyber City certainly have to clean up in this case. Cyber City brings the consequences of more complete internet network in this city. Collecting data through participatory observation, in-depth interviews, focus group discussions and literature to explore more deeply how the use of the Internet among students UPN Veteran of East Java.

Abstract

Empowerment is a process that emphasizes specific strategies to empower women to become more independent. Coastal communities as farmers, processors, and traders of fish and shellfish, have complex problems. The priority problems faced by fishermen in Segoro Tambak Village in producing shredded are 1) limited knowledge and skills in shredded scallops production techniques, 2) financial management skills, and 3) limited market access for business groups (marketing). This certainly requires a third party to help improve skills in shredded scallops production techniques, financial management capabilities, and support marketing success. Based on the problems of partners, this community service activity aims to: 1) Help improve skills in shredded scallops production techniques, 2) simple bookkeeping skills for women's business groups, 3) Help overcome the problem of limited market access for business groups (marketing). The method used to help solve this problem is 1) Conducting counseling and practice of making shredded shells with the concept of high-quality and high-quality dough, 2) Simple bookkeeping training for women's business groups, 3) Counseling and practices related to selling and marketing techniques. The resulting outputs are: 1) the concept of shredded flavors with good quality, 2) the development model of the home marketing network of shredded scallops fish industry, 3) training of financial recording of small businesses using simple accounting with an individual approach carried out at the time of practice in the form of recording transactions until on the preparation of financial statements.

Abstract

One of the breakthroughs in improving information services for village governments is to use a web-based information system, which is useful to support the transparency of village financial management accountability systems so that village development supervision will be more clear and targeted, increasing community participation in village development and strengthening the quality of public services the village is better, then a web-based information system is needed. This study aims to find out: 1) Conceptual specification of web-based village government information system, for village government in Sidoarjo Regency, 2) Model of web-based village government information system implementation for village government in Sidoarjo Regency and 3) Guidelines for using village government information system web-based for village government in Sidoarjo Regency.The research location is the village administration in Sidoarjo regency. Data collection method is done by using interviews, focused groups and discussions. Data analysis was performed using qualitative analysis. This study found that there are dynamics in village financial management. Segoro Tambak Village has implemented village financial management in accordance with the principles of transparency and accountability. In contrast, Desa Tambak Oso has not yet realized village financial management in a transparent and accountable manner; and not yet in accordance with the regulations. Some of the obstacles faced by Tambak Oso village, including the ineffective guidance of village officials, lack of supervision, lack of personnel, and lack of understanding of the village apparatus with the applicable regulations.

Abstract

Problems with health services for users of Jaminan Kesehatan Nasional (JKN) are still common, people still do not get the quality of service that meets expectations, convoluted services, and timeliness of services related to inconsistent time and procedures, and there are still unprofessional employees. in carrying out their duties. The purpose of this study was to determine the service quality of Badan Penyelenggara Jaminan Sosial (BPJS) at Syarifah Ambami Rato Ebu Hospital, Bangkalan Regency so that the community was satisfied with the services provided. The approach method used in this research is descriptive qualitative, primary, secondary data, literature study, observation, and interviews are the data sources used to explore the data. The informants in this study were the Head of Nursing Services and the Supervision and Control Section of Nursing Services and the community or patients who had used BPJS health services as their health facilities. Based on field research through interviews, it shows Badan Penyelenggara Jaminan Sosial (BPJS) Syarifah Ambami Rato Ebu Hospital, Bangkalan Regency has not been implemented properly due to 5 dimensions, namely direct (tangible), security (reliability), responsiveness (responsiveness), guarantee (assurance), and empathy (empathy). The dimensions of service quality that can be implemented satisfactorily are only reliability, assurance, and empathy. Meanwhile, for tangible and responsiveness, people are not satisfied with this dimension.

Abstract

The quality of public services is very important for the community, as a result of the interaction of aspects, service systems, human resources of service providers, strategies, and customers. The government issued a regulation concerning Peraturan Menteri Dalam Negeri Nomor 4 Tahun 2010 about Integrated District Administration Services (PATEN), as a policy for service delivery at the sub-district level, covering the fields of licensing and non-licensing starting from the application stage to the issuance of documents in one place. This was followed up with the issuance of the Peraturan Bupati Sidoarjo Nomor 78 Tahun 2008 concerning Delegation of Part of the Authority of the Sidoarjo Regent to the Camat, and Peraturan Bupati Sidoarjo Nomor 18 Tahun 2009 concerning. Technical Guidelines for the Implementation of Part of the Regent's authority delegated to the Camat. Then it is also supported by the Peraturan Bupati Sidoarjo Nomor 7 Tahun 2014 concerning Details of Duties, Functions, and Work Procedures of the District in Sidoarjo Regency. To support the government in providing quality public services, several local governments in Indonesia have built e-government systems, built and developed with large budgets and have been successfully implemented, but the level of user acceptance of the system and the level of service quality produced is still low. less than optimal. The purpose of the study was to determine the implementation of a web-based sub-district integrated administration service quality evaluation model (PATEN). The research used is descriptive and qualitative. Data collection is based on interviews and focuses on group discussions. Qualitative data analysis from Miles and Huberman (2014) to analyze the data, consisting of data collection, data condensation, data presentation, and concluding. The results of research in the field prove that the implementation of a web-based integrated service quality evaluation model (PATEN) in the Sukodono Regency Government of Sidoarjo Regency is developing well, adapting according to environmental conditions and changes as well as technology.
