Abstract

The existence of government programs and the existence of a government corporation appointed by the government to provide water to the community is still not enough to meet the needs of clean water. Areas that have been served are still experiencing water access problems. Areas that have not adapted to use other sources using groundwater for personal needs or business, however, it cannot be used forever, so someday they have to switch to water sources provided by the government. On the other hand, lower-middle-income communities are vulnerable to access to water, which concentrated in densely populated and coastal areas, which is difficult for the government to provide access to water services. Therefore, this study wants to show access to water services provided by the government and groundwater supply providers, and how access is received by each community group. The location of this study is in Kemijen Village which the majority consists of the customers of water sources provided by the government and Kampung Tambak Lorok which majority consists of customers of groundwater sources. The results show that groundwater providers provide better access, where lower-middle-class people get lower access than upper-middle-class people.

Abstract

Along with the increasing density of the city that shifts green space, urban parks ultimately become the only place for urban communities to feel the connection to nature. Therefore, it is important to have a good quality city park. City residents' opinions about the factors that encourage visitors to visit city parks are also important as input and evaluation for city park providers. On the other hand, there is potentially given by city parks other than just as a place for recreation and relaxation. Therefore, this study wants to show how the quality of city parks, the factors which make visitors come to city parks, and what kind of potential can be achieved from city parks. This research was conducted and presented in a descriptive-qualitative form to provide a complete picture of the phenomena that occur in city parks. The results obtained are that TIK has a good quality park, able to attract visitors, and has the potential for creative tourism.

Abstract

Urbanization in small and medium-sized cities in Java is marked by an urban expansion process to the surrounding areas, forming the growing small towns in their peripheries. Using the case of the extended urban areas of Tegal, Pekalongan and Magelang in Central Java, this study examined small-town growth and development in peri-urban areas of small and medium cities. It first looked at the growth of small towns in the peri-urban areas of these small cities and then identified various factors and mechanisms that contribute to the formation, growth and expansion of small towns. The study further looked into the challenges and implications of the trend toward policies for managing such processes more sustainably. The growth of urbanized villages in some kabupatens (non-urban districts or regencies) surrounding these small cities, as documented by the national statistical board  from 1990 to 2017, was used as the basis for analyzing these factors. This paper concludes with a discussion on the challenges and policy implications for growing small towns. The findings of this study can be useful for formulating a better approach to managing urbanization processes in the future.   Abstrak. Urbanisasi kota-kota kecil dan menengah di Jawa ditandai dengan proses perluasan kota ke wilayah sekitarnya, membentuk kota-kota kecil yang berkembang di pinggirannya. Dengan menggunakan kasus perluasan wilayah Tegal, Pekalongan dan Magelang di Jawa Tengah, penelitian ini mengkaji pertumbuhan dan perkembangan kota kecil di wilayah pinggiran kota kecil dan menengah. Ini pertama-tama melihat pertumbuhan kota-kota kecil di daerah pinggiran kota-kota kecil ini dan kemudian mengidentifikasi berbagai faktor dan mekanisme yang berkontribusi pada pembentukan, pertumbuhan, dan perluasan kota-kota kecil. Studi ini lebih jauh melihat tantangan dan implikasi dari tren terhadap kebijakan untuk mengelola proses tersebut secara lebih berkelanjutan. Pertumbuhan desa urban di beberapa kabupaten (kabupaten atau kabupaten non-urban) di sekitar kota-kota kecil tersebut, sebagaimana didokumentasikan oleh BPS (Badan Pusat Statistik) dari tahun 1990 hingga 2017, digunakan sebagai dasar untuk menganalisis faktor-faktor tersebut. Makalah ini diakhiri dengan diskusi tentang tantangan dan implikasi kebijakan untuk pertumbuhan kota-kota kecil. Temuan studi ini dapat berguna untuk merumuskan pendekatan yang lebih baik untuk mengelola proses urbanisasi di masa depan.   Kata kunci. Jawa Tengah, kota kecil, urbanisasi, ekspansi kota.

Abstract

To reduce slum areas, the government of Semarang City has issued a decree of determination of slum areas in 2014 and initiated some slum upgrading activities from the central and local government. Kaligawe, as one of the areas close to the industrial estate and has many residents, is included in a slum area that must be handled. The slum area in Kaligawe consists of 7.35 hectares from RW 1 – RW 4. In addition to the description of the slum characteristics, residents' assessment is also needed regarding the neighborhood condition. This study aims to analyze residents’ assessment in Kaligawe as one of the slum areas in Semarang. This study applied a questionnaire survey that was distributed to 90 residents of Kelurahan Kaligawe slum area randomly from RW 1 – RW 4 and NUAP Kaligawe 2017 document review as the data collection source. The findings indicated that although Kaligawe has a low socioeconomic level, the residents’ assessment of Kaligawe’s neighborhood is overall good. It is because they are already used to live with recent neighborhood conditions, and also significant improvement resulted due to slum upgrading program in Kaligawe area.

Abstract

Lampung Timur Regency is one kabupaten in the Province of Lampung that has created in 1999, just beforethe implementation of decentralization era in Indonesia. The regency has been a split from its “mother district”,the Regency of Lampung Tengah, as to have more efficient and effective services as well as more equaldevelopment among its region. This paper will evaluate the educational services, involving elementary schools,middle and high schools during decentralization era since 2000 to 2015. Using the time serial statistical datagathered from the district’s monographs, and also the standard set by the National Standard, this paper willcompare the availability of the services in two ways comparison: inter-time and inter-regional comparisons andthe combination of both of them. The result shows that local government is more focused on improving middleschool than elementary and high school services in decentralization era.

Abstract

The availability of regional road network, as an infrastructure for accommodating activities and interregional interactions has made the areas of Demak Regency divided into several areas according to the differences in dynamics of their development process. All areas in Demak Regency have transformed gradually with some different level dynamics in each area. It is important to understand the transformation process in the district including in each area. This study aims to examine the regional transformation process in each area in Demak Regency and find out which areas are undergoing rapid transformation or development than others. Land use transformation is analyzed by using the Maximum Likelihood and Calculate Area analysis techniques in Arcgis. Population transformation analyzed using quantitative descriptive analysis techniques and economic transformation analyzed using LQ analysis techniques and descriptive analysis. The result shows that the south-west and north-west areas, which are bordering to the Metropolitan City of Semarang and traversed by regional road network tend to have a more dynamic transformation than other areas that are more far from the city. There are some factors that bring some areas of Demak Regency to develop rapidly, such as the proximity to the metropolitan city, the availability of regional road networks, and the development of activities in the area. It is also found that the formulation of the RTRW for Demak Regency has not taken the different dynamics of development of areas in the district into account. So, there are some areas that need more attention from the Government of Demak Regency, like the east-north and central areas whose development is still under the level directed in the RTRW, so that their development needs to be encouraged. as a result of the formulation that has not paid attention different dynamics in each areas.

Abstract

Urbanization has brought rapid changes and transformations in many aspects of urban processes of many developing countries, including in spatial aspect, in the form of extended spatial formation of the cities into the surroundings, in order to meet the needs of economic and productive processes as well as those of social and consumption processes. Using the case of the growth of Surakarta Metropolitan, this paper aims to deepen understanding on the spatial process of urban population growth in the peripheries of secondary metropolitan that based on medium city size in Java, which is considered as one of the most densest populated in the world. The article will show the process of metropolitanization in Surakarta Metropolitan, in which influenced of its limitness of the administrative jurisdiction of the core area, the the growth extends into the surrounding areas. The analysis employs a time serial analysis by utilizing the national censuses population data from 1990 to 2010, The result shows that the urbanization process in Surakarta leads into a extended spatial form which also characterized by a fragmented phenomena. The spatial urban formation formed by such a process consist of a combination of some extensions of the previous urban areas and the formation of new urban centers that approached and merged one to each other in the long run. This process need to be understood as urbanization process is also a major contributors that shape the resource allocation and consumption of resources in the metropolitan and the surrounding areas. For Indonesia, the understanding of these processes will be very beneficial for the formulation of regional collaboration strategies in developing sustainable urbanization in the future.

Abstract

Many small urban areas experience rapid population growth that create significant challenges in providing infrastructure and urban services. Especially in Java, Indonesia, many small urban centers are formed, grown and developed in the urbanization process of many kabupaten (non-urban districts), so made them have many urban areas in their territory. Using the case of Kabupaten Sleman in Yoogyakarta, this study is aimed to analyzes and to comprehend the growth and development of urban areas in kabupaten’s territory. The research employs a quantitative method that uses statistical data gathered from podes (villages monograph) data, monograph of the kecammatan or sub-districts, and monograph of the kabupaten or non-urban districts.The analysis observes the growth of urban areas in the kabupaten during 1990 to 2010, and the growth and development of the urban areas is observed in twoaspects, namely the observation to the expansion of the urban areas by using the development of their urban villages and the growth of their population. The research reveals that Kabupaten Sleman experiences rapid urban growth in its territory, which is also characterized by urban population explosion, especially after 2000. The growth of urban areas occurs in both internally as well as the expansion of the urban areas into surrounding (externally), which is also influenced by the expansion of the area of the capital of the kabupaten, as well as by the implications of its location adjacent to a big city, the Municiality of Yogyakarta.

Abstract

This study examines the impact of agricultural land use change into a petroleum mining area to farmers’ socioeconomic conditions around petroleum mining project area in Gayam District of Kabupaten Bojonegoro. The analyses used a mix method, using both quantitative and qualitative approaches. The quantitative approach is used to determine the impact of agricultural land use change on the social and economic aspects with the respondent farmers were supported with a scoring method to determine the condition of socioeconomic vulnerability of farmers, while the qualitative approach carried out through in-depth interviews to some informants who have been affected by the project. The results shows that the presence of the petroleum mining industry has not had a positive impact yet on the farmers’ socioeconomic conditions. By the 700 hectares of agricultural land conversion, the agricultural production capacity of the area tends to decrease, including by the decreasing of the productivity of some agricultural land in a radius of 500 m from the fenceof the mining area as they are affected by the fence’s spotlight. The farmers' income also tends to decrease because of the decreasing of their working hours as the big loss of agricultural land in the area. As a result, many farmers should work outside of the area to search replacement of the arable land. These situations lead to a moderate condition of social and economic vulnerability for the farmers, especially for those who still have sufficient assets to meet the needs of their economic.

Abstract

The need to settle is a basic need of people that must be fulfilled. The weakness of law enforcement and public awareness on the spatial planning implicate the emergence of settlement areas in various locations that are less suitable for its allocation. The settlements in Semarang are growing very fast and tending to be unfocused. The increase of built area especially in residential areas indicates reduced of green open space and the catchment area. This phenomenon begins to appear in the outskirts of Semarang. This study aims to examine the development of settlements that occurred during the period of 10 years in the outskirts of the city of Semarang. It includes 10 districts, further, this study used descriptive quantitative and spatial analysis. The results showed that the completeness of the factor is the most influential factor on the development of settlements. Settlements tend to develop regularly with a regular pattern. The residential development areas also occur in the catchment area and in locations that are not suitable for allotment, so that limitation efforts should be made on the development of settlements. There are still some locations that are possible for the construction of settlements in the outskirts of Semarang. The government needs to follow up this issue by providing information to the community, so that the development of settlement is in accordance with the direction of urban development
