Abstract

This study will take a focus on target area son the establishment of organization apparatus that is able torespon and expand the ability of the public. Issues examined include how the condition of the field of organizationapparatus in Pekalongan and how efforts to improve the performance of field organization in Pekalongan. Theresults showed that the Pekalongan government efforts, among others, by realizing an effective and efficientgovernment, in achieving good governance by improving the responsiveness of the public organization. Toimprove performance organization apparatus needs to be donesuch asa maximize professional values withimplementing laws that exist to achieve organization performance by providing clear targets regarding theminimum that should be done by the employee each day, as an effort to the task at hand.

Abstract

ABSTRACT Pati Regency is included in the Java Sea fisheries management area which is currently in an over-exploited condition. The cantrang fishing gear prohibition policy is important to be implemented as an effort to maintain the sustainability of fish resources and ensure the survival of fishermen in Pati Regency. The cantrang fishing gear prohibition policy nowadays is facing implementation delay in Pati Regency. This research aims to analyse the delay implementation of cantrang fishing gear prohibition policy and identify the inhibiting factors of the policy implementation. This research uses a qualitative method with a descriptive approach. The results showed that the implementation of cantrang ban policy in Pati district had been delayed several times, the form of the postponement of the policy are re-verify the size of the cantrang vessel and the issuance of a sailing permit for Cantrang fisherman. The factors that inhibit the policy implememtation are the scope of target group behavior change is difficult to reach, the limited social and economic conditions of target group, low level of apparatus commitmentand the low support from target group. Suggestions that can be given from the results of this research are optimizing the role of the Working Group replacement of tools fishing gear are prohibited to operate, increase the commitment and integrity of the competent personnel by acting strictly on the policy renewal time, granting remission of ship bussiness credit for cantrang fisherman and optimizing the role of POKMASWAS (supervisor community).

Abstract

ABSTRACT The rapid growth of population in Semarang City is the main target of entrepreneurs to promote goods and services by using billboard as a promotional media. The problem of organizing billboards in Semarang City is the number of billboards installed illegally, thus damaging the visual quality of the city. One of the efforts is the implementation of supervision in billboard arrangement conduct by the Departement of Spatial Planning (Distaru) Semarang City. The purpose of this research is to describe how the implementation of supervision carried out by the implementers based on the regulations, then to identifying the factors that affect the implementation of supervision policies in billboards arrangement. This research uses descriptive qualitative research method with data collecting technique through interview, observation, and documentation. The results showed that Dinas Spatial Planning Semarang City had tried to implement the policy, even supervision of the implementation of the billboards as an effort to arrangement the billboards had been carried out according to the procedure, but the criteria for the location of the billboard placement stipulating that the billboards could only be posted on private land were considered difficult for the billboard organizers. In this implementation of arrangement billboard policy, there are still many obstacles, such as: 1) Lack of human and financial resources; 2) Lack of public awareness; 3)Lack of coordinating between the implementing agencies with the target group; and 4) Lack of socialization. Suggestions that can be given are to increase the amount of human and financial resources, improve coordinating between implementing agencies and the target group, and reinforce sanctions against violators in organizing billboards.

Abstract

Act No. 22 of 2009 is a regulation that regulates the Traffic and Road Transportation which aims to realize the service of Traffic and Road Transportation which are convenient, secure, safe, orderly, smooth and integrated with other transportation modes to boost the national economy. Perum DAMRI is an organizer and a service provider bus-based public transportation which stipulating standardized electronic based service system that can improve the efficiency and effectiveness, so that it can be a superior transportation mode and is able to compete. This study aimed to describe and analyze how the Government and Perum DAMRI Semarang implement Act No. 22 of 2009 Article 213 on the build and developing facility and infrastructure of eco friendly Traffic and Road Transportation (LLAJ). The analysis techniques used to obtain the data were through the interview result with informants, observation, and supporting documents. This study used the theory of Merilee S. Grindlet which argues that the implementation motivating factor has three main factors, namely the policy content and policy environment, then the results of the implementation can be seen from the impact of the change in society. The result of this study indicates that the Implementation of Public Transport Policy in Semarang with Perum DAMRI Case Study is non optimal, with a decrease in performance and the level of provided service, resulting in a decrease in the interest of the passengers each year. Change that people want refers to the comfort, safety, and punctuality that currently have not been given yet by Perum DAMRI maximally. Recommendations that can be given are improving the performance and quality of service and doing innovation in order to provide the facility and infrastructure in accordance with the expectation of society.

Abstract

Information and Communication Technology/IC become very important in the globalization era. At this time begin to grow electronic government (e-gov) as the implementation of information and communication technology using in the Local and Province Government. One of the E-gov applications in the Government Organization, namely regional or provincial government websites. As do with the cultural and tourism agency in Central Java Province implementing government website as the simplest measure to see e-government, its contents still general formation that is needed by the community as the information seekers. The problem is how to manage e-Gov Government-to-Citizen (G2C) model web based in The Culture And Tourism Agency in Central Java Province. This research aim to explain management functions related to e-Gov implementation and to analyze the factors that become an obstacle in the e-Gov management web in The Culture and Tourism Agency in Central Java Province. To answer this problem is by using management function from G.R. Terry. This study used a qualitative exploratory design research. The results of this research showed that e-Gov management based on the web model G2C in The Culture and Tourism Agency in Central Java Province located in the second stages, namely ripening. This condition can be seen from the planning, organizing, actuating and controlling in the culture and tourism Agency in Central Java Province. The management obstacle of e-Gov management based on the web model G2C in The Culture and Tourism Agency in Central Java Province Agency is seen from the process of planning, organizing, actuating, controlling is not yet reached the maximum in overall. Human resources have not been fullest, lack of socialization for the community, sectoral ego in several government local agencies, and lack of budgets from the local governments. There are some improvement and change management in some aspect of planning, organizing, actuating, and controlling. Improving socialization for the community, the existence of a good budget planning, and improving the capabilities of employees is the suggestions to improve.

Abstract

Parking tax is the implementation of a parking lot otside the road, providing both concerned with a staple effort,including providing daycare motor vehicles. While park is a condition of a car who are not moving and temporary. The tax rate determined is 25% from the base tax. The basis for imposing tax is income from tax payers every month. The methodology is using qualitative approach descriptive to technique data collection the observation, interview and study documents. Informants for the research is the field of local taxes DPKAD of Semarang City. The result showed that the election parking tax of Semarang City using sell assesment and official assesment. Self assesment is a system who to vote tally number of parking tax rates totax payers an official assesment is a system to examination during 3 months. The parking tax rate determined 25% from the base tax. The parking taxdone by meanas of the total revenues tax payesr every month multiplied by 25%. But found obstacles in the system that the DPKAD of Semarang City didn’t know the reality of the total revenues from every tax payers every months. Recommendations can be done to improve the election about the mall parking taxis by tapping box machine, as they installed the box in every parking lot. That is the way if DPKAD want to know in reality the total revunue of tax payers every months.

Abstract

Penelitian ini bertujuan untuk mencari alternatif strategi bagi pengembangan pariwisata di Kabupaten Pati. Proses penelitian ini dimulai dengan medentifikasi dan menganalisis nilai-nilai strategis, lingkungan internal dan eksternal serta faktor-faktor pendukung dan penghambat. Proses selanjutnya yaitu menetapkan isu-isu strategis menggunakan teknik analisis SWOT dan merumuskan strategi pengembangan.Penelitian ini bersifat deskriptif kualitatif. Peneliti akan menggambarkan tentang keadaan di lapangan dan mengajukan sebuah strategi pengembangan sebagai bahan rekomendasi bagi Pemerintah Daerah. Teknik yang diambil dalam penelitian ini adalah metodologi purposive sampling yaitu teknik pengambilan sampel dengan cara mengambil beberapa obyek wisata, kemudian memasukkan unsur-unsur tertentu sehingga dapat memperoleh informasi yang benar dan mendalam. Teknik pengumpulan data yang dipergunakan adalah wawancara dan dokumentasi. Penentuan informan juga diperoleh dengan teknik purposive sampling, seperti wawancara kepada Kepala bidang pariwisata Disbudparpora, staf pengembangan dan staf promosi pariwisata, kemudian stakeholder dan pengunjung obyek wisata.Strategi pengembangan wisata yang diperoleh dari hasil analisis SWOT yang terbagi dalam 3 tahapan yaitu rencana jangka pendek, menengah dan panjang. Pada rencana jangka pendek diperoleh beberapa strategi pengembangan yaitu: peningkatan kualitas SDM, peningkatan kerjasama dengan investor, pembenahan obyek wisata, peningkatan dan memperbanyak event-event wisata, merintis paguyuban kelompok sadar wisata dan menjalin kerjasama dengan pengusaha kuliner. Pada rencana jangka menengah yaitu: peningkatan fasilitas sarana dan prasarana obyek wisata, peningkatan SDM kepariwisataan, promosi dan pemasaran pariwisata melalui pengembangan jaringan. Pada rencana jangka panjang yaitu: peningkatan kelompok berdasarkan cakupan kewilayahan dan peningkatan kelompok pengembangan pariwisata berdasarkan jenis wisata.

Abstract

  Batik adalah salah satu kekayaan budaya Indonesia yang patut dilestarikan  merupakan salah satu produk tekstil yang besar terdapat di beberapa kabupaten dan kota Jawa Tengah, namun Kejayaan Batik Semarang di kancah dunia perbatikan  sempat memudar, dan Terbakarnya Kampung Batik di kawasan Bubakan pada zaman pendudukan Jepang ikut andil terhadap tenggelamnya Batik Semarang.Pemerintah telah melaksanakan strategi pembangunan baik fisik maupun non fisik untuk menghidupkan kembali Batik Semarang dan Kampung Batik seperti mengadakan pelatihan,aktif mengikuti pameran, serta melakukan studi banding ke beberapa kota Batik, namun strategi yang dilakukan pemerintah kurang terpadu sehinggaHasilnya pun tidak memuaskan. Masalah-masalah yang muncul adalah Bagaimana strategi kinerja yang dilakukan oleh Dekranasda dalam pengembangan Industri Batik Semarang?; Apa yang menjadi isu-isu strategis yang dihadapi oleh Pemerintah Kota dalam mengembangkan Industri Batik Semarang ?dan Bagaimana strategi yang baik untuk mengelola isu-isu tersebut? Tujuan Penelitian ini adalah untuk mengetahui strategi Pemerintah Kota Semarang,serta kendala-kendala nya juga memberikan strategi yang baik untuk mengelola kendala-kendala tersebut. Penelitian ini merupakan penelitian deskriptif kualitatif yang menggunakan metode manajemen strategik untuk mengungkapkan isu-isu strategis secara intensif , mendalam dan komprehensif dalam penanganan Optimalisasi Kampung Batik Semarang. Melalui Analisis SWOT dan Uji Litmus sebagai instrumen untuk mengukur lingkungan dan mendapatkan strategi yang diperlukan dalam Optimalisasi Kampung Batik Semarang. Hasil penelitian menunjukkan bahwa dalam Optimalisasi Kampung Batik  di Kota Semarang belum dapat dikatakan optimal, sehingga dibutuhkan strategi untuk meminimalisir kondisi tersebut. Strategi yang disarankan adalahPeningkatan kerjasama berbagai sektor usaha dan  pelibatan masyarakat dalam pengembangan Kampung Batik serta meningkatkan  sarana dan prasarana penunjang dalam Optimalisasi Kampung Batik

Abstract

Program of street children handling in Semarang city is based on the mayor’s decree no. 462/133 of 2002 which is about the formation of the coordinating social problem’s team. Street children handling program in this research through cooperation with Pelangi shelter. The purpose of the program is to preventing the child to stop doing the activity in the street. The evaluation models are used is the Single Program After-Only by Finterbusch and Motz. Evaluation of this program to see the result on street children handling programs will be viewed using criteria-criteria evaluation of policies according to Dunn are: effectiveness, efficiency, sufficiency, alignment, responsiveness, and accuracy. The barriers program that is viewed with achievement of each program according to the evaluation criteria of the policy by Dunn. Street children handling program result by Social, Youth and Sport Services of Semarang City through Pelangi shelter where in this criteria evaluation, there are still five criterias judged not good, based on the effectiveness, efficiency, sufficiency, alignment, and responsiveness. On the accuracy activities is considered good. Barriers to programs such as lack of commitment from the Social, Youth and Sport Services of Semarang city and the Pelangi shelter making activity stalled in the middle of the road. Lack of mentoring and controlling is also a barrier to factor in this program.Overall many judgment that haven’t been good on these evaluation criteria, then program which have run not been expressed successfully. Recommendations of this program, such as strengthening strategy and commitment of program implementor, assessment in detail on the balance between the time required and the volume of the service recipient, and continued assistance who receive benefits from the program.

Abstract

Di dalam meningkatkan kualitas SDM diklat mempunyai peran pentinguntuk membantu mengembangkan kemampuan peserta diklat. Sumber DayaManusia memiliki posisi sangat strategis dalam organisasi, artinya manusiamemegang peranan penting dalam melakukan aktivitas untuk mencapai tujuan dankondisi yang lebih baik.Penelitian yang digunakan adalah deskriptif kualitatif, sehinggamenggunakan fenomena dimana didalamnya terdapat pokok-pokok wawancara.Fenomena yang dijadikan acuan adalah profesional, disiplin, dan kerja sama.Fenomena tersebut yang kemudian dijadikan acuan untuk mengetahui peran diklatdan faktor pendorong dan penghambat dalam meningkatkan kualitas SDM.Wawancara dilakukan kepada 6 orang yang semua adalah pegawai BadanKepegawaian Daerah Provinsi Jawa Tengah.Berdasarkan hasil wawancara yang telah dilakukan dapat diketahui bahwadi dalam peningkatan kualitas SDM. Peran diklat sangat dibutuhkan terutamapada saat setelah peserta diklat mengikuti diklat, karena untuk mengetahuiperkembangan dari pegawai dibutuhkan evaluasi yang bekelanjutan agar terpatauperkembangannya. Profesional dan disiplin pegawai dijadikan pendorong pegawaiuntuk meningkatkan kualitas SDM dan kerja sama dijadiakan faktor penghambat,karena setiap perubahan dimulai dari diri sendiri.
