Abstract

Open Green Space is an important component needed by citizen to do outdoor daily activity. A district has ideally 20% Public Open Green Space of total area. Semarang Timur District has not accomplished 20% public open green space yet because the area tends to flooding that causes the green plants not to grow well. Open Green Space arranging implementation in the Semarang Timur District refers to Local Regulation of Semarang No. 7 of 2010 about Open Green Space Arrangement. Research method uses descriptively qualitative approach with observation, interview, and literary review as the data collecting technique. The interviewees are Landscape Gardening Division Head of Hygiene and Landscaping Gardening Department of Semarang, Developing Section Chief of Eastern Semarang District, and people of the district. The research results that Open Green Space arranging implementation in the Semarang Timur District is not fully accomplished, proven by lack of Public Open Green Space especially Public Park that is supposed to be 8.95 ha, the work has just accomplished 1.7 ha. However, the people have felt the park Public Park Open Green Space benefit as the place to get along for adults and to play around for children. The research states that people participation in the Public Park Open Green Space care is still not enough, proven that Rejomulyo Park in the Semarang Timur District is lack of handling. Recommendation to properly implement for Public Park Open Green Space arrangement in the Eastern Semarang District is to issue a regulation that requires every sub-district to develop Public Park.

Abstract

Organization need resources to achieve their purpose. Human resources is one of important component in organization. How the human resources work will determine how the organization can achieve their purpose and how the organization's activities are carried out. The problem in this research is how the influence of motivation and organizational culture on employee performance in Badan Penanaman Modal dan Pelayanan Perizinan Terpadu Kabupaten Jepara. The purpose of this study is to determine how much influence the motivation and organizational culture on employee performance.This research is a quantitative research and the respondents are employees of Badan Penanaman Modal dan Pelayanan Perizinan Terpadu Kabupaten Jepara. Data collection methods use questionnaires. Data analysis techniques that used to answer the research objectives is Kendall Tau.Based on this research, it is known that employee performance and organizational culture in category “baik”. While the motivation in the category “cukup baik”. Correlation test showed that motivation does not have a relationship and does not affect employee performance, organizational culture has a relationship and affect employee performance, while simultaneously motivation and organizational culture have a positive and significant relationship and effect on employee performance.

Abstract

Penataan pedagang kaki lima merupakan upaya yang dilakukan untuk menata dan menertibkan pedagang kaki lima. Tujuan dari penataan pedagang kaki lima ini adalah untuk menciptakan keindahan kota sesuai dengan peraturan daerah.Penelitian ini menggunakan metode deskriptif kualitatif. Dengan menggunakan sumber data primer dan sekunder yang melalui wawancara secara langsung (interview guide) dengan narasumber yaitu Kepala Dinas Perindustrian dan Perdagangan Kabupaten Tegal, Satpol PP Kabupaten Tegal, pedagang kaki lima dan pedagang kaki lima yang telah direlokasi.Pada proses pelaksanaannya, program penataan pedagang kaki lima menghasilkan dampak positif yang lebih dirasakan oleh pihak pemerintah daerah setempat dan dampak negatif yang dirasakan oleh pedagang kaki lima. Muncul berbagai hambatan dalam pelaksanaan program penataan, seperti penolakan dari kelompok sasaran yaitu pedagang kaki lima sampai belum adanya tempat relokasi yang memenuhi keinginan dari pedagang kaki lima yaitu tempat yang strategis dan banyak pembeli. Berbagai hambatan yang ada perlu mendapat perhatian lebih dari instansi yang berwenang dalam pelaksanan program agar menjadi lebih baik untuk pelaksanaan selanjutnya.

Abstract

The existence of traditional markets declined with the rapid development of modern markets. The presence of professionally managed modern markets is claimed to have discredited the existence of traditional markets. The development of market revitalization that has been proclaimed by the government is an effort to maintain the existence of traditional market itself, this effort to increase market competitiveness to modern market. This study aims to identify the problem of market development policy of Feathers based on Local Regulation No. 9 of 2013 on Traditional Market Setup and formulate alternative of market development of Feathers based on Noomor 9 Year 2013 Regulation on Traditional Market Setting. The research method used in this research is descriptive qualitative method. The theory used is the theory of brigman and Davis which mentions there are five stages of policy analysis are among others (1) Formulate policy formulation; (2) Determining Policy Objectives (3) Identifying Policy Parameters; (4) finding policy alternatives; (5) Decide on alternative policy. The parameters in this policy analysis use parameters from Patton and Sawicky which state there are four criteria in assessing policy alternatives: technical feasibility, economic and financial possibilities, political feasibility and administrative feasibility. The results of the research indicate that the policy alternatives found in the implementation of the Bulu market development policy are (1) to improve the market management of Feathers covering the availability and maintenance of market facilities, the arrangement of market zoning, the availability of market security and the empowerment of market traders; (2) Increasing compliance of market traders Furs (3) increasing acceptance of market levies Feathers (4) enhancing market competitiveness Feathers. The chosen alternative is to improve the market management of Feathers by stating that the research findings of the researcher is an elite model in the policy-making model

Abstract

Flooding in the City of Semarang derived from two sources that is from the sea and from the top of semarang. Regional Semarang over are prioritized for this flood catchment area is established building houses, simple and elite houses. One of the effort from the City Government Semarang by the application of Local Regulation no. 14 years 2011 about spatial plans and the areas of the City of Semarang. This research was conducted in DKTP Semarang as officer of Semarang’s Government. Section of Regional planing and supervision as stakeholder of the Implementation Of The Local Regulation No 14 2011. This Research is based on the rise of the construction of housing in the area of the City of Semarang over especially in Kecamatan Tembalang is not in reflect with RTRW of Semarang City. The purpose of this research is described and analyze Implementation Of Regulation No 14 2011 and analyze what factors which influence the Implementation Of Regulation No 14 2011 the City of Semarang. The results of the study showed that in its implementation there are a number of things can restrickting the implementation of this local regulations. This is due to a lack of human resources , obscurity standards and target of this policy and the less participation of the community and private sectors caused by social and economic conditions. Recommendations from this research are to recruit of human resources to handling the problem , the implementation of RDRTK as a continuity of Semarang’s RTRW , and listen to public aspiration.

Abstract

The Government of Semarang through Local Regulation Number 4 of 2008 about poverty reduction in Semarang City which is an acceleration in poverty reduction efforts. The strategy called Gerdu Kempling (Integrated Health, Economy, Education, Infrastructure, and Environment ) and one of the program that is New Entrepreneur Program by Dinas Tenaga Kerja dan Transmigrasi Kota Semarang. This research was meant to find out how the implementation of New Entrepreneur Program by Dinas Tenaga Kerja Dan Transmigrasi that supports Gerdu Kempling Kota Semarang in 2014 and knowing the influence factors of this implementation. New Entrepreneur Program has been part of Gerdu Kempling starting in 2011. There are three locations in this research: Village of Bulusan, Ngadirgo and Padangsari. This research using qualitative descriptive research methods. The subject in this study consisted of eight (8) informants. The results showed that the implementation of New Entrepreneur Program are still less effective that is seen from the precision implementation aspects. The factors that influence the implementation such as the goals and basic of policy, resource policy, communication and implementation activities, the implementing agency characteristics, external conditions as well as the disposition of the implementor are still less optimal too. Based on these conclusions, the researcher recommend to the implementation agency and target of this program need high commitment and take maximal advantages for sustainable in order to achieve the purpose of this program.

The high use of private vehicles and public transportation causing congestion on most roads in the city of Semarang . To reduce the congestion Semarang city government provide an alternative solution , namely policy Trans Bus Rapid ( BRT ) . However , in practice there are few facilities of BRT are not running optimally .

Abstract

Pajak merupakan salah satu sumber penerimaan dalam negeri yangmemberi kontribusi cukup besar. Kepengurusan pajak berada di bawahnaungan Kantor Direktorat Jenderal Pajak yang secara struktural berada dibawah Departemen Keuangan. Seperti kita ketahui bahwa beberapa saatyang lalu kinerja pegawai pajak menjadi sorotan banyak pihak, karenabanyaknya anggapan bahwa kinerja pegawai pajak banyak melakukanpenyelewengan.Hal ini diperkuat dengan banyaknya pandangan negatif daripengamat perpajakan, masyarakat umum dan Wajib Pajak terhadapburuknya kinerja pegawai Ditjen Pajak (intranet Ditjen Pajak, 2005). Halini ditegaskan pula dari hasil jajak pendapat Fokus Kompas yang dimuatpada harian Kompas tanggal 26 November 2005, berdasarkan pernyataanresponden sebanyak 55% yang menilai buruknya citra pegawai pajak,hanya 27,7% responden yang menilai positif terhadap citra pegawai pajakdalam menjalankan tugasnya (intranet Ditjen Pajak, 2006). Hasil jajakpendapat Kompas yang diselenggarakan pada 18-20 November 2009memperlihatkan, lebih dari separuh responden (66,8 persen) menyatakanbahwa citra aparat birokrasi pemerintah saat ini secara umum masih buruk.Dari data di atas tampak bahwa Direktorat Jenderal Pajak perlumerumuskan kebijakan dalam rangka memperbaiki citra mereka.KPP Pratama Semarang Gayamsari yang menjadi subjek dalampenelitian ini, sebelum tahun 2008 bergabung dengan KPP PratamaSemarang Timur dan KPP Pratama Demak. Namun, pada akhir tahun2007, seiring dengan berjalannya modernisasi perpajakan ketiganya pecahdan berdiri sendiri-sendiri. Perbedaan KPP yang sekarang sangat kontrasdibandingkan dengan KPP konvensional (lama) yang belum mendapatsentuhan modernisasi. Perbedaan itu, misalnya, tampilan gedung kantoryang dirancang dan didesain dengan konsep kantor modern (walaupunbelum semua KPP di Indonesia), front office yang standar di TempatPelayanan Terpadu (TPT) sebagai aplikasi “one stop service” perpajakan,tersedianya alat-alat bantu di lobby atau di TPT, seperti help desk yangsiap melayani informasi dan konsultasi perpajakan yang bersifat umum,media informasi perpajakan dengan touch screen, dan lain sebagainya.Meskipun demikian, timbul pula gejala kurang optimalnya fungsipengadaan sarana ini. Hal ini terlihat dari jarang sekali Wajib Pajak yangmencari informasi perpajakan di media touch screen tersebut. Banyaknyaaktivitas pelayanan yang ada di Kantor Pelayanan Pajak (KPP) PratamaSemarang Gayamsari membuat banyak pelanggan harus menunggu,sementara fasilitas pelayanan tidak bertambah.

Abstract

The dengue hemorrhagic fever control program (DBD) in Tembalang District, Semarang City is constrained by the lack of public awareness in conducting dengue fever control programs (DHF) such as eradicating mosquito nests (PSN) and routine larvae checks (PJR). This study aims to determine the impact of dengue hemorrhagic fever control programs (DHF) and the obstacles faced. The method used is a qualitative method with data collection techniques of observation, interviews, and documentation. Determination of the subject using purposive sampling technique, the validity of the data using data triangulation techniques. The results showed that RW 2, Rowosari and RW 7, Sendangguwo, in 2019, were the highest cases of dengue hemorrhagic fever (DBD). However, RW 7 in Sendangguwo Urban Village is faster in handling dengue hemorrhagic fever (DHF) cases, shown by the community who are diligent in conducting PSN, routine larvae checks (PJR) are carried out every week at each homestead (Dawis), increase in larval free rate (ABJ). The problem is the lack of health surveillance personnel (gasurkes), the community does not yet have the awareness to conduct PSN, there is no routine schedule of routine larvae inspection (PJR) activities in the community, the low rate of larval free (ABJ). Suggestions to increase the number of health surveillance personnel (gasurkes), increase public awareness to carry out dengue fever control programs (DHF), increase the routine of the community doing routine larvae (PJR) activities once a week.
