Abstract

Rokan Hulu Regency is famous for its religious tourism with the construction of Madani Islamic Center Mosque which is visited by thousands of visitors from different regions every week. To support the characteristic of this religious tourism area, it was planned to cultivate the date palms which was inspired by the Holy Qur'an to increase the income and welfare of the community of Babussalam Village. In relation to the introduction of relatively new date fruit cultivation in Indonesia, socialization and counseling on the potential of date palms and village rules concepts in line with green constitution were necessary. This counseling aimed to provide guidance to the community of Babussalam Village Rokan Hulu District Rokan Hulu as a village that has a program of cultivation of date palms through village regulations and to improve the living standards of villagers in Babussalam as well as a pilot village of dates cultivation. Based on the five indicators (increase of participant's knowledge, the activity of the participants, the suitability of the training materials to the needs of the participants, the impact of future activity implementation and the participation rate based on the number of participants), the activity is considered successful and can improve knowledge, motivation and  of community and the apparatus of Babussalam village in implementing date palm cultivation as a trade mark for Rokan Hulu Regency as a religious tourism destination in the future.

Abstract

Underage marriages are marriages that occur where a man or woman who has not reached the age required by applicable law, that is, if the male has reached the age of 19 and the woman has reached the age of 16. The purpose of community service activities is to provide socialization and understanding to the public about the impact of early marriage in terms of legal, health and education aspects. This activity can also improve knowledge competence, skills, community motivation, and play a role in the formation of a prosperous family village development team. Data collection techniques carried out by interview, observation and document analysis. The results of this community service show the enthusiasm of the community to attend a series of activities, and the active role of the community is quite good. Improved understanding of the community is divided into 3 categories, namely, the village prosperous village development team, health development and Education development. Activities carried out continuously and continuously have a positive impact on community growth and development.

Abstract

There are several problems in the community with children in the fields of Education, Law and Health. There are still children under 18 years of age who are exploited as commercial sexual workers; children in conflict with the law, children aged 10-18 Years work in the informal sector, children who leave primary school before graduating or do not continue to the next level due to access and economy; adoption cases are carried out outside the standard population administration procedures; the discovery of stunted children. So, it is necessary to increase public understanding regarding child protection. One of those who have the responsibility of providing protection to children is the parent, the service program is carried out by providing material related to the role of parents and society in providing protection to children. The delivery of this material aims to provide an understanding of child protection in terms of education, law and health so that the public can understand the importance of protecting children. This service activity in Tambun Village can be said to be successful. There was a request from the participants to continue this activity. The people of Tambun Village hope that for further activities, further training is given regarding the skills needed by parents and the community. To increase community understanding, the WA Group was also created, whose members are parents who have participated in the Socialization program, this group aims to be a forum for communication between the Service Team and the local community.

Abstract

As we know, the life of the people of Tanjung Pauh Hamlet, Tanjung Belit Village, Rokan Hulu Regency is still fairly traditional. The problem discussed in this research is concerned with the sugar palm farmers in Tanjung Pauh hamlet. The palm sugar produced is very popular with consumers because of its pure taste without a mixture of preservatives or chemicals, and because the manufacturing process prioritizes quality. It's just that due to a shortage of sap water, the production of palm sugar in Tanjung Pauh hamlet can be said to be very little to meet the needs of the community itself. Therefore, we tried to do research by conducting a survey of the location of the palm trees, the location of the palm sugar making, and collecting data on the needs of the palm farmers in Tanjung Pauh hamlet. This study aims to provide guidance to the community of Tanjung Pauh hamlet as a hamlet that has the potential to develop income through improving the quality and marketing of palm sugar. We gave a little idea to the palm farmers in Tanjung Pauh hamlet to produce palm sugar, which is palm sugar which is usually in the form of blocks, which is now being innovated into the form of ant sugar, in order to attract consumers' attention to love palm sugar in Tanjung Pauh hamlet.

Abstract

With the increasing number of Covid-19 cases in Indonesia, including in Riau Province, it is necessary to implement Large-Scale Social Restrictions (PSBB). PSBB is one way to reduce the impact of Covid-19. PSBB has currently been implemented in 10 regions in Indonesia as part of efforts to prevent the corona virus. The Central Government through the Ministry of Health has approved Pekanbaru to implement the PSBB. The main reason for implementing PSBB in dealing with the Covid-19 corona virus is because physical distancing, which has been carried out so far, is ineffective in the community. On that basis, the government strengthened the policy of physical restrictions for the community by implementing PSBB in the regions. It is necessary to do the socialization of PSBB and this Perwako, so that the public knows the Rules about PSBB. The service activity aims to provide guidance to the people of Pekanbaru City regarding Corona and PSBB, because Pekanbaru City is one of the cities that is a transit point. The implementation of activities to increase public knowledge about PSBB and Perwako was successful. This can be seen from changes in the behavior of people who were previously reluctant to wear masks, then have started wearing masks when they go out, as can be seen from the behavior of people who have avoided people's hassles and tried to keep their distance. The community also complies with large-scale social restrictions set by the government, this can be seen from the minimum community activity at night outside the home.

Abstract

The legal principles of mining management in Law no. 4 of 2009 concerning mineral and coal mining based on the principles of benefit, fairness, and balance; siding with the interests of the nation; participatory, transparency, and accountability; sustainable and environmentally sound. The concept of sustainable development is not only a balance between economic, social and environmental in an effort to carry out existing development, but also emphasizes efforts to accommodate the principle of justice between generations. The purpose of this paper is to find out the direction of mining policy for sustainable development (a case study of rock mining business licensing after Law number 23 of 2004 in Rokan Hulu Regency, Riau), so that what happened in Rokan Hulu Regency experienced a buildup of Mining Business Permits with the transition of management The permission. From this writing, it is hoped that the Mining Business Permit policy can be carried out properly so that mining for sustainable development can be realized

Abstract

Pembentukan Holding BUMN, termasuk Holding Perkebunan Nusantara merupakan upaya dalam rangka meningkatkan nilai tambah BUMN. Terbentuknya Holding Perkebunan Nusantara mengakibatkan terjadinya perubahan status badan hukum BUMN, khususnya dalam hal ini terhadap PT Perkebunan Nusantara V. Ketentuan terkait pembentukan Holding Company pada BUMN belum diatur secara jelas dan spesifik dalam bentuk Undang-Undang.Pasca terbentuknya Holding Perkebunan Nusantara, mengakibatkan hilangnya status BUMN Persero di PTPN V dan kedudukannya menjadi anak perusahaan BUMN, yang ditandai dengan terjadinya restrukturisasi organisasi perusahaan, perubahan komposisi dan jenis saham, yaitu menjadi 90% saham dimiliki oleh PTPN III (Persero) dan 10% saham dimiliki oleh negara, dengan  klasifikasi kepemilikan saham istimewa atau dwiwarna. Adanya pengendalian induk terhadap anak perusahaan dalam konstruksi perusahaan grup mengakibatkan dualitas pada anak perusahaan, yaitu selaku badan hukum mandiri dan badan usaha yang tunduk di bawah pengendalian induk perusahaan.Namun, masih terdapat multitafsir atau perbedaan pendapat terkait dengan kedudukan dari keuangan BUMN, apakah keuangan BUMN termasuk dalam lingkup keuangan negara, atau sebaliknya keuangan BUMN bukan merupakan keuangan negara. Disharmonisasi hukum ini antara lain ditandai dengan adanya perbedaan dalam ketentuan perundang-undangan, pandangan atau pendapat para ahli, dan putusan pengadilan. Berdasarkan prinsip Separate Legal Entity dan transformasi kekayaan negara, pada hakikatnya telah terjadi perubahan status hukum kekayaan negara menjadi kekayaan BUMN ataupun anak perusahaan Holding BUMN yang terpisah dari pemegang sahamnya, namun masih tetap mempunyai hubungan dengan negara dikarenakan status negara selaku pemegang saham dengan hak istimewa. Jenis penelitian yang digunakan dalam tulisan ini adalah penelitian hukum yuridis normatif, yaitu deskriptif analitis. Menggunakan data sekunder meliputi bahan hukum primer, sekunder, tersier yang dikumpulkan dengan penelitian kepustakaan, dan selanjutnya dianalisis dengan metode kualitatif. Penelitian ini dilakukan di PT Perkebunan Nusantara V yang berlokasi di Kota Pekanbaru, Provinsi Riau.

Abstract

This research focuses on strategies to increase the marketing efforts of fish from the cultivation of floating net cages through the use of social media "Facebook" as a medium to promote fish production in floating net cages in Kampung Panjang Village, North Kampar District. The purpose of this study is to increase the potential of Kampung Panjang Village through marketing fish farming products on the Floating Net Cage (KJA) by providing knowledge and practice to Village-Owned Enterprises (BUMDes) so that they are able to reach as many customers as possible effectively and efficiently. The method used is a discussion and practice method consisting of two stages, namely the preparation stage and the implementation stage of activities. The results of the research are expected that business actors will be able to be skilled in marketing fish from the cultivation of floating net cages in Kampung Panjang Village through the use of "Facebook" and get convenience in the marketing process and can continue to develop their business in the midst of intense competition in the current digitalization era.

Abstract

Several factors cause it, one of which is that there are residents whose land does not want to be certified. Bandar Laksmana Subdistrict is a targeted area in this land registration activity. The Head of Sepahat Village hopes to give an understanding to the residents of his community related to this Land Registration. This activity aims to provide an understanding to the community about the urgency of land registration and land registration procedures. This activity is carried out by counseling the community then assisting community groups who will register land. Counseling is carried out by the Lecture and Question and Answer Method. Assistance is carried out by creating small groups of communities that will register land. The results of the Service Activity in Sepahat Village are successful; this can be seen from the results of the question and answer at the end of the activity. The community is also very enthusiastic about conducting discussions.  From the questionnaire given, as many as 80% of the community understands the urgency of land registration, as many as 85% of the community already understands the land registration procedure, and 88% of the community is motivated to register land. The people of Sepahat Village hope the next activity will be further socialization with practitioners related to the technicality of land registration. For the follow-up of this activity, a WA Group of village officials and communities who have participated in the Socialization program was created as a forum for communication between the Service Team and the local community. ---   Menurut data dari Badan Pertanahan Nasional Kabupaten Bengkalis dari total 16.500 bidang tanah  hanya 15.100 bidang tanah saja yang dapat dilakukan proses sertifikasi. Ada beberapa faktor penyebabnya salah satunya adalah disebabkan adanya warga yang memang tidak mau untuk sertifikasi tanah. Kecamatan Bandar Laksmana merupakan salah satu daerah yang menjadi sasaran dalam kegiatan pendaftaran tanah ini. Kepala Desa Sepahat  berharap dapat diberikan pemahaman kepada warga masyarakatnya terkait dengan Pendaftaran Tanah ini. Kegiatan ini bertujuan memberikan pemahaman kepada masyarakat tentang urgensi pendaftaran tanah serta tata cara pendaftaran tanah. Kegiatan ini dilakukan dengan memberikan penyuluhan kepada masyarakat, selanjutnya dilakukan pendampingan kepada kelompok masyarakat yang akan melakukan pendaftaran tanah. Penyuluhan dilakukan dengan metode ceramah dan tanya jawab. Pendampingan dilakukan dengan pembuatan kelompok kecil masyarakat yang akan melakukan pendaftaran tanah. Hasil dari kegiatan pengabdian di Desa Sepahat ini dapat dikatakan berhasil, hal ini terlihat dari hasil tanya jawab pada akhir kegiatan. Masyarakat juga sangat antusias dalam melakukan diskusi.  Dari kuisioner yang telah diberikan sebanyak 80 % masyarakat memahami urgensi pendaftaran tanah sebanyak 85% masyarakat sudah memahami prosedur pendaftaran tanah dan 88% masyarakat termotivasi untuk melakukan pendaftaran tanah. Masyarakat Desa Sepahat berharap untuk kegiatan selanjutnya diberikan sosialisasi lanjutan bersama dengan pihak praktisi terkait teknis pendaftaran tanah. Untuk tindaklanjut kegiatan ini dibuat WA Grup para perangkat desa serta masyarakat yang telah mengikuti program sosialisasi, sebagai wadah komunikasi antara tim pengabdian dengan masyarakat setempat.
