Abstract

Cerita Baru Centre (CBC) and Riau Creative Centre (RCC) is a program created by the Riau Province Tourism Office with the aim of promoting leading tourism potential which has been the main attraction of Riau tourism in the hope of increasing the number of domestic and foreign tourists visiting. The purpose of this study was to find out how the promotion of tourism sector innovation in Riau Province as well as what were the inhibiting factors of the promotion of innovation through the CBC program and the RCC program. The theoretical concept used in this study is the promotion of innovation by Kotler and Keller which consists of: advertising, sales promotion, events, publicity, and media. This research is a qualitative study with a case study approach. The selection of informants used purposive sampling technique. The technique of collecting data through observation, interviews and documentation. The results of this study indicate that the promotion of innovation in tourism in Riau Province through the CBC program and the RCC program has been carried out but has not run optimally. This is due to the existence of factors that inhibit the promotion of innovation which include: budget, and human resources. Should, tourism office of Riau Province responsible for RCC program can pay more attention goals and objectives program already predetermined and review the program that have been carried out.Keywords: E-Promotion, Tourism, CBC Program, RCC Program

Abstract

This study aims to determine: 1) the effectiveness of the work of Regional Office XII of the Pekanbaru State Civil Service. 2) factors that hinder the effectiveness of the work of Regional Office XII of the Pekanbaru State Personnel Agency. This study uses the theory of effectiveness, Mahmudi (2015) explains that effectiveness is the relationship between output and the purpose of the large contribution (donation) of output to achieving goals, the more effective the organization with input, process, output and outcome indicators. The research method in this study is a qualitative method with data collection through interviews, observation and documentation. Informants in this study were the selection committee from Kanreg XII BKN, proposing agencies and CPNS applicants. The results of the study show that the effectiveness of the Regional Office XII of the Pekanbaru State Personnel Agency has been effective, this is proven by the fulfillment of several indicators in accordance with the effectiveness assessment indicators. This is proven by competent human resources, supporting facilities such as adequate facilities and infrastructure. Although, there were still participants who complained that there were deficiencies and that they were not fully optimal because there were several things that needed attention to be improved. The inhibiting factors in this research are inconsistent provisions or rules set by the committee, as well as the limitations of internet network facilities and backup electricity.Keywords: Effectiveness, Computer Assisted Test (CAT), Procurement, Candidates for Civil Servants (CPNS)

Abstract

This research was carried out at the Dumai City Environmental Agency. With the aim of measuring the influence of leadership and management of human resources on performance in the Department of Environment of Dumai City. The sample in this study were all employees of the Department of Environment of Dumai City, amounting to 64 people taken using the census method. Data is taken from the questionnaire on the object under study and other reports. Processing data in this study uses a multiple linear regression analysis test with the SPSS program. Based on the results of statistical tests, several conclusions can be drawn, namely that leadership in the Department of Environment of Dumai City is quite good with an average score of 207 which is in the range of 168-219 with a fairly good category, human resource management in the Dumai City Environmental Service relatively good with an average score of 208 which is in the scale range 168-219 with a fairly good category and the performance in the Department of Environment of Dumai City is quite good with an average score of 209 located in the scale range 168-219 with the category pretty good. Leadership and management of human resources have a significant effect on the performance of the Department of Environment in Dumai City with the degree of closeness of the relationship in the very strong category. Based on the test results simultaneously, F count (329,074)> F table (3,15) with Sig. (0,000) <0.05. The meaning is that the independent variables (leadership and management of human resources) together have a significant effect on the dependent variable (performance). Then H0 is rejected and Ha is accepted. Based on the partial test results, the most influential variable on performance is the leadership variable with t count (8.121)> t table (1,999) with Sig. 0,000 <0,05. This means that leadership variables have a significant effect on performance.Keywords: Leadership, Management of Human Resources, Performance

Abstract

Village development is one of the programs that has a big impact on the life of the community in the village, especially in the environmental, economic and social sectors. With the village development program, it is hoped that it can provide support for improving the quality of the environment, improving the economy and social community in the village. However, in reality the development program that has been carried out has not fully been able to have a maximum impact on the lives of the people in Muara Mais Village, both on the environment, economy and society. This study aims to find the impact of village development on community life both on the environment, economy and social of rural communities and to find the inhibiting factors of this development. The theory used in this research is to see the impact of a program or activity (Samudera Wibawa, 1994: 4-5) by using indicators of environmental impact, economic impact and social impact. This type of research is qualitative research with a case study approach. The results of this study found that the impact of the village development program on the environment, economy and social society in Muara Mais Village was good, because there were more positive impacts than negative side effects, although there were still factors inhibiting the development program. that is, limited land for development and human resources that are not responsive to development. Abstract

Waste control is an action taken in establishing rules relating to activities to assess or correct errors that occur, especially in waste management. This temporary waste management is seen as the sole responsibility of the government. The community plays a more role only as the party being served, because they feel that it is enough just to pay the garbage retribution fee so that further handling is the responsibility of the government. Government management efforts in planning, implementing and monitoring so that programs / activities related to waste can achieve cleanliness and beauty in Pekanbaru City, but these efforts have not been supported by the availability of facilities and infrastructure related to the waste transportation unit, causing the problem of accumulating waste. The purpose of this study is to analyze the supervision of the garbage disposal system in Pekanbaru City and its obstacles. This type of research is qualitative research with a phenomenological approach. The informants in this study were the Head of Pekanbaru City Waste Handling and Final Processing Section, Supervisors, Foremen and Muara Fajar TPA Workforce. Data collection techniques are interviews, observation and documentation. This study concludes that the implementation of monitoring the garbage disposal system in Pekanbaru City has not been optimally implemented. It is known from the existence of problems related to the waste that is disposed of in the Muara Fajar TPA which cannot be processed directly, so that the waste accumulates and cannot be processed effectively anymore. The occurrence of this problem is also from the lack of direct supervision by the relevant agencies to find out the problems that occur at the TPA. Inhibiting factors in the implementation of the garbage processing system at Muara Fajar's final disposal site (TPA) in Pekanbaru City is the lack of inadequate human resources in terms of quantity and quality, then infrastructure that is not supported by maintenance and repair activities of equipment, so that processing garbage at the Muara Fajar TPA, Pekanbaru City is hampered due to the condition of damaged equipment.  Keywords: Implementation, Supervision, Final Processing Place

Abstract

The process of adopting animal waste innovation into compost and biogas can improve the economy and welfare of the people of Kampung Olak. Through the Corporate Social Responsibility Program of PT. RAPP Estate Mandau seeks to assist the community in the process of adopting animal waste innovation so as to produce compost and biogas. With the presence of the adoption process of livestock waste innovation as a form of implementing the pillars of the mission of Siak Regency in Pillar 1 Creating the quality of human resources that are healthy, intelligent, moral, faithful and pious. The purpose of this study was to determine how the adoption of livestock waste innovation through the Corporate Social Responsibility (CSR) Program in Siak Regency and to determine the inhibiting factors for the adoption of livestock waste innovation through the Corporate Social Responsibility (CSR) program in Siak Regency. This research uses purposive sampling technique with qualitative research type using descriptive approach and the required data both primary and secondary data obtained through observation, interviews, and documentation then analyzed based on the research problem. The results of this study indicate that: first, the process of adopting the innovation of livestock waste through the Corporate Social Responsibility (CSR) program in Siak Regency in this study is the process of adopting the innovation of livestock waste running well. Abstract

Waste production is increasing every day as population increases and people's consumption patterns. The complexity of the waste management problem certainly cannot be solved by the government itself because it takes a relationship or cooperation from all parties in overcoming the waste problem. The thing that must be done to implement waste management to reduce waste is to play a good role for each actor in household waste management in Pekanbaru City. The purpose of this study was to determine and analyze the role of actors in household waste management in Pekanbaru City and to know and analyze what factors are hampering the role of actors in household waste management in Pekanbaru City. The concept of the theory used in this study is the theory of Husnul Yakin. The research method used is the type of qualitative research with case study methods with data collection techniques through interviews, observation, and documentation. The selection of research informants used purposive sampling techniques. The results showed that the role of actors in waste management in Pekanbaru City had not yet run to the maximum there were still many people who littered and disobeyed the rules and the ineffectiveness of each actor carrying out his role. The inhibiting factors of the role of household waste management actors in Pekanbaru City are the role of the community to participate in managing household waste in Pekanbaru City is still lacking, there are still many people who do not care about environmental cleanliness and there are still many who do not want to participate in banks waste, and the lack of socialization given by the public about the importance of waste management and the importance of participating in waste management. Keywords: Actor, Policy and Waste Management

Abstract

Sarang Island is an island in the Hinterland region of Batam City.  The phenomenon that arises in education on the Sarang Island is the government budget for boat fuel money to take children to school less, the mindset of parents of students lacking on the importance of children's education, low economy, and the ability of teachers not yet qualified.  The purpose of this study was to determine the development of education on the island of the city of Batam.  The concept that can be used in this study is that there are three factors that can influence the success of implementation according to Ripley and Franklin, namely Compliance, Routine Activity, and Policy Performance.  The selection of informants in this study used a purposive sampling technique.  The results showed that the Batam City Education Office had not been maximized in the development of education in the Hinterland region especially the Sarang Island.  Inhibited mindset of parents in education so that school teachers try to change the mindset of parents towards their children's education.  The inhibiting factors of the development of the education sector on the island of the Sarang is the profession of parents is a fisherman and a low economy and information that is difficult to enter into the island environment. Keywords: Policy, Policy implementation, Development of education

Abstract

Honor teachers are non ASN teachers (State Civil Apparatus) whose welfare is not guaranteed. To realize the welfare of honorarium teachers, Batang Peranap District is inseparable from the amount of compensation provided to it. The purpose of this study was to find out, analyze and measure the effect of compensation for improving the performance of Elementary School honorarium teachers in Batang Peranap District, Indragiri Hulu Regency. This research is a quantitative study with a survey method carried out in elementary schools in Batang Peranap District. The population and sample in this study were equal to 78 respondents consisting of UPTD Education staff and Elementary School honor teachers. Data collection is done through questionnaires. After the collected data is analyzed using statistical tests through the SPSS program. The results of the study with the correlation test obtained the value of (r) count 0.754> (r) table 0.223 with a significant level of 5%. Because (r) count is greater than (r) table, it can be concluded that Ha is accepted and Ho is rejected. So there is an influence between providing compensation for improving the performance of Elementary School honorarium teachers in Batang Peranap District, Indragiri Hulu Regency. The percentage effect of variables (X) on variables (Y) is 56.9% while the remaining 43.1% is influenced by other variables. Giving compensation has a close relationship with increased performance, closeness of relations is in the range of 0.600 - 0.799 which is in the strong category.Keywords: Compensation, Performance and Honor Teachers

Abstract

Micro, Small and Medium Enterprises (MSMEs) itself is the development of four main economic activities which are the driving forces for Indonesia's development, namely: Manufacturing Industry, Agribusiness, Marine Business and Human Resources. In addition, MSMEs can also be interpreted as the development of reliable areas to accelerate economic recovery to accommodate priority programs and development of various sectors and potentials. Meanwhile, small businesses are an increase in various community empowerment efforts. The purpose of this research is to find out how to empower MSMEs PT. Indah Kiat Pulp and Paper Tbk. Perawang, as well as what are the supporting factors for UMKM PT. Indah Kiat Pulp and Paper Tbk. Perawang. This research uses qualitative research with a case study approach, which is descriptive analysis. The qualitative research process involves important efforts, such as asking questions and proposing procedures, gathering specific data from participants, analyzing data inductively from specific themes to general themes, and interpreting the meaning of the data. The results of this study indicate that: first, community empowerment through the PT. UMKM program. Indah Kiat Pulp and Paper Tbk. Perawang shows pretty good results, this can be seen from the changes felt by the community, especially as evidenced by the increase in community economic results. Second, the supporting factors for the empowerment of MSMEs PT. Indah Kiat Perawang is the existence of stages which are carried out sequentially, namely, the stages of awareness, capacitance and awareness. Keywords: Community empowerment, UMKM Program
