Abstract

The mobile community okay service (LOMAK) is a sub-district integrated administration service that is deployed to serve administration in the midst of community settlements. LOMAK's innovation is contained in the Decree of the Rumbai Sub-district of Pekanbaru City Number: Kpts/21.1/KR/VII/2019 concerning the Innovation of the Mobile Community Okay Service (LOMAK). The word LOMAK in Malay is usually interpreted as delicious, the Rumbai sub-district government hopes that this innovation is as the name suggests, good for the community and good for the government. Rumbai District. The purpose of this study is to find out how to innovate public services through the mobile community okay service and to find out the supporting and inhibiting factors for the success of mobile community okay service innovation. This study uses a purposive sampling technique with qualitative research using a descriptive approach and the required data, both primary and secondary data obtained through observation, interviews, and documentation, are then analyzed based on the research problem. The results of this study indicate that: first, the innovation of public services through the mobile community okay service in the Rumbai sub-district, Pekanbaru city has not run optimally. Second, the factors that support the success of mobile community service innovation are motivation and increased community participation. The inhibiting factors are the Covid-19 pandemic, and the change in the name and number of villages in the West Rumbai sub-district.  Keywords :Innovation, Public Service

Abstract

The development and population growth in Pekanbaru City over time also increases every year and causes various problems in the health sector, one of which is the increase in cases of HIV/AIDS in Pekanbaru City that can threaten public health. With these several causes, the AIDS prevention commission (KPA) must be extra in prevention and prevention efforts. So that the goals of the response to HIV/AIDS in the city of Pekanbaru can be overcome and slowly decline. Based on Pekanbaru Mayor Regulation Number 32 Year 2013 Concerning HIV and AIDS Prevention and Management in Pekanbaru City. The purpose of this study was to determine and analyze the function of the AIDS prevention commission (KPA) and to determine the inhibiting factors of the function of the AIDS prevention commission (KPA) in the prevention of HIV/AIDS in Pekanbaru City. The concept of theory used is the theory of organizational functions from Wursanto, (2002: 268), namely: Activities of planning, Organizing, Motivating, Controling, and Decision making. This study uses a qualitative method with a case study approach, with data collection techniques including: observation, interviews and documentation. The results of this study found that the function of the AIDS prevention commission (KPA) in the response to HIV/AIDS in Pekanbaru City was not yet optimal. The inhibiting factors in the response are communication, facilities and infrastructure, human resources, and budget. As well as community participation and stigma that still thinks to know ODHA, so that HIV/AIDS prevention is not yet realized. Keywords: Organization, Organization Function, and HIV/AIDS Control

Abstract

The phenomenon of low fishermen income, the Nipah River, IV Jurai Subdistrict which has the potential to cultivate grouper fish but limited human resources in managing the existing marine potential makes researchers interested in researching Community Empowerment through Grouper Cultivation Business in Pesisir Selatan Regency (Case Study). Fisherman Group of District IV Jurai). The purpose of this study was to determine community empowerment in grouper cultivation in Pesisir Selatan Regency and to determine the factors that hinder community empowerment through grouper cultivation in Pesisir Selatan Regency. This study uses a qualitative method where the data collection techniques used are interviews, observation and documentation. Data analysis techniques in this study are data reduction, data presentation and conclusions. The results of this study can be seen that community empowerment through grouper cultivation in Pesisir Selatan Regency on enabling indicators has been successful, but on empowering and protecting indicators it is still not successful, because there are several inhibiting factors, namely the lack of quality seed assistance from the Fisheries and Food Service. Pesisir Selatan Regency, the inability of some fishermen to manage capital, and the consumptive nature of fishermen. It is hoped that in the future the Fisheries and Food Service of Pesisir Selatan Regency will optimize the quality of the seed assistance provided, and also fishermen in IV Jurai District will be better at managing capital and eliminating consumptive nature.

Abstract

Effectiveness can be said as the result or output of a process that is pursued through the goals to be achieved, strategies, policies, careful planning, program preparation and of course requires infrastructure and continuous monitoring.The purpose of this study is to see whether this application has been effective in serving the Pekanbaru District Court, and also to find out what the inhibiting factors are. The type of research used in this research is qualitative with a descriptive approach. Qualitative research using a descriptive approach and the data required are primary data and secondary data derived from observations, interviews and documentation analyzed by researchers so as to obtain accurate and clear data regarding the effectiveness of e-court application services at the Pekanbaru District Court. The results of this study indicate that the effectiveness of the e-court application service at the Pekanbaru District Court in accordance with the regulations contained in Perma No. 1 of 2019 concerning case administration and court trials electronically has been going quite well.In terms of objectives, strategies, programs and facilities and infrastructure it can be said to be good so that these things make this application can be used in services in the District Court for people who need services in the judiciary. However, there are still inhibiting factors such as network-related problems that often disrupt the service in this application. Apart from that, there is still a lack of information and socialization to the public regarding this application, so that people still do not know about this application. Abstract

Rokan Hulu district received the "Healthy District" award in 2019. This Healthy District assessment consists of 9 areas, one of which is an Independent Healthy Community Area. The Padapa Sehat area is very potential to be developed, because of the strategic location of Rokan Hulu. However, in reality, problems are still found in the development and implementation to create an Independent Healthy Community Area in Rokan Hulu. This study aims to determine the implementation of the Strategy for Developing Healthy Community Areas that are Independent in Rokan Hulu Regency, the supporting factors in the Implementation of the Strategy in developing the Healthy City/District Program through Independent Healthy Community Areas in Rokan Hulu Regency. The method used is descriptive qualitative method. Research information is determined by purposive sampling technique. Collecting data through observation, interviews and documentation as well as data analysis using descriptive qualitative methods. The results of this study indicate that the implementation of the Rokan Hulu Regency Program Development Strategy has been going well despite experiencing a few obstacles. Supporting factors for the Implementation of the Healthy City Program Development Strategy in Rokan Hulu are increasing public awareness of a healthy lifestyle, the role of community health cadres, cross-sectoral roles and budget support. Abstract

Service innovation provided by the Regional Government through the Population and Civil Registration Service are breakthroughts in public services which are creative idea and modification that are able to provide benefits to the community. Through Disdukcapil, the government provides population administration services in recording e-KTP to the public. One of the Disdukcapil that provides population administration services is Pekanbaru City Disdukcapil through the Sipintar Innovation (Service System to Complete the Identity of Displaced Persons). The purpose of this study was to determine the implementation of Sipintar innovation in Pekanbaru City Disdukcapil and identify factors that hinder the implementation of Sipintar innovation. This research uses bugge's theory of innovation success attributes in Winda (2021), where there are six indicators, namely: Governance and Innovation, Sources of the Ideas for Innovation, Innovation Culture, Capabilities and Tools, Objectives, Outcomes, Expense and Obstacles, Collecting Innovation Data for Single Innovation. This type of research is qualitative research with a phenomenological approach. The collection of necessary data, both primary and secondary data, is collected through interviews, observations, documentation, then analyzed so that conclusions can be drawn from existing research problems. The result of this study is that the existing innovations have not been optimally implemented because there are still inhibiting factors in its implementation, namely the low socialization of face-to-face / direct innovations, the limitations of e-KTP recording devices, and also network disruptions when recording e-KTP.
