Abstract

PAMSIMAS (Penyediaan Air Minum dan sanitasi Berbasis Masyarakat)merupakan salah satu program Pemerintah yang bertujuan menciptakanmasyarakat hidup bersih dan sehat dengan meningkatkan akses air minum dansanitasi yang berkelanjutan serta melibatkan masyarakat secara aktif melalui;sosialisasi program, pembangunan sarana air bersih berupa sumur sedalam 100m,pelaksanaan perilaku Hidup Bersih dan Sehat (PHBS), pembentukan badanpengelola, pemeliharaan dan pengelolaan sarana, dan kesinambungan program.Dalam mengevaluasi program PAMSIMAS, peneliti menggunakan desainmetode campuran sejajar/bersamaan, dimana data kualitatif dan kuantitatifdikumpulkan dalam waktu yang sama untuk saling melengkapi. Melaluipenerapan Teknik Two Stage Cluster Sampling, ditemukan sampel empatkelurahan di Kecamatan Tembalang dengan jumlah partisipan 108 KK. KeempatKelurahan tersebut belum mendapatkan pelayanan air bersih dari PDAM, danhanya mengandalkan air sungai serta sumur dangkal sebagai sumber air bersihsehingga pada musim kemarau warga mengalami kekurangan air karena sumberair mulai mengering selain itu air sumur dangkal juga tidak layak konsumsi.Penelitian ini bertujuan untuk mengetahui dampak yang ditimbulkan olehprogram PAMSIMAS bagi masyarakat dengan analisis data menggunakankategorisasi dan proses prioritas (modus) dalam tabel distribusi frekuensikualitatif tanpa menghilangkan hasil wawancara yang penting. Diketahui bahwasetelah penerapan PAMSIMAS, masyarakat mendapatkan dampak seperti;kemudahan dalam mengakses air dengan harga Rp 1000/m3, terpenuhinyakebutuhan air bersih dimana debit air tidak dipengaruhi oleh cuaca, stop BABsembarangan sebagai bentuk pelaksanaan PHBS, serta terbangunnya partisipasimasyarakat sebagai bentuk rasa kepemilikan atas sarana yang terbangun.Melalui evaluasi yang dilakukan pada masing-masing fenomena dapatdisimpulkan bahwa program PAMSIMAS memberikan dampak positif bagimasyarakat Kecamatan Tembalang.

Abstract

Tourism is one of the national industry which have not thoroughly developed in Indonesia yet. In the efforts to developing Indonesia’s tourism which also related with increasing nation foreign exchange, the government establishing a tourism developing programme based on community empowerment called Kelompok Sadar Wisata (Pokdarwis). One of the oldest Pokdarwis in Semarang is Pokdarwis Pandanaran located in Kelurahan Kandri, Kecamatan Gunungpati, Kota Semarang which also the only Pokdarwis that can survive since established in 1993, so it’s interesting to see about how is the development process of the programme implementation and what is the not only motivating but also limiting factors in this implementation process. The purpose of this study is to learn about the programme implementation especially in Kelurahan Kandri including the motivating and limiting factors so the result can help to improve not only Pokdarwis Pandanaran but also other Pokdarwis. This study used a qualitative descriptive research method by using observation and interview to get the data. The result of the study itself is there are a linkage between the position, role and potency of the Kelurahan Kandri community with the improved quality of the programme implementation. The community are not an object of the implementation, but a subject, in that way, the community will feel the urge to participate to the programme because its correspond with their life, their consideration. Furthermore, the phenomenon of implementation from Van Meter and Van Horn theory, which is statutory goals and objective, programme’s environment and programme’s resources is included in the motivating and limiting factors to the implementation of Pokdarwis.

Abstract

Gerdu Kempling is a poverty reduction program in the Semarang city. Various problems such as lack of assistance on an ongoing basis to the recipient, not arranged organizational structure that handles the Gerdu Kempling program clearly and weak supervision in the implementation of the Gerdu Kempling program into the background in this study. Necessary institutional capacity building to enhance the ability of people, organizations, or systems in achieving the stated goals effectively and efficiently with the look of the variables of leadership, doctrine, programs, resources, and internal structure. This study aims to analyze the institutional of capacity building to program Gerdu Kempling in the Pedurungan district and to investigate the factors that support the institutional of capacity building. This research uses descriptive qualitative method. The results showed that the institutional of capacity building to Gerdu Kempling program in the Pedurungan district not run at max. The availability of resources is not accompanied by maximum utilization, sustainable professionals not accompany the recipient, the procedure does not run as expected, none specifically organizational structure to handle Gerdu Kempling program. Institutional capacity building will work well if done well supporting factors, which include participation, innovation, access to information, and accountability. Based on these conclusions, the researchers recommend the Pedurungan district organization can optimally enhance its ability to be a coordinator, facilitator, and implementing monitoring and evaluation, so as to achieve the set objectives effectively and efficiently.

Abstract

The Program of Coastal Society Economic Empowerment Manguharjo District, Tugu Sub – District, Semarang City is due to by the still high number of poverty in coastal Mangunharjo District. Therefore, the Marine and Fisheries Agency of the city of Semarang was trying to improve the economy of coastalsociety by digging and empowering potential Mangunharjo District. The Program is grounded by a decision of the Minister of Marine and Fisheries No. 18 of 2004 concerning the implementation of the General guidelines for economic Coastal Society Economic Empowerment Program.The purpose of this research is to investigate the implementation process and the factors that affect Coastal Society Economic Empowerment Program. The purpose of this program can be achieved if the implementation of Coastal Society Economic Empowerment Program follow Riant Nugroho criteria that Policy Accuracy, Precision of execution, the target accuracy, precision and accuracy of the process environment. Implementation of Coastal Society Economic Empowerment can not be separated from the factors supporting and inhibiting factors. Based on the theory of George C. Edwards III, factors supporting and inhibiting factors is communication, bereaucratic structure, resources and disposition.The results of this study indicate that the Departement of Marine and Fisheries Semarang City was ready to implement the Coastal Society Economic Empowerment Program in District Mangunharjo. Implementation of Coastal Society Economic Empowerment has been implemented properly. Factors thainfluence is (1) a good implementor ability to deliver information, (2) clarity of information recevied by the public, (3) good impementor commitment in implementing the program, (4) the use of the authority vested in implementor the fullest.

Abstract

Purpose of this study ato determine whether there is communication or relationship between the government and the public on the implementing of law number 22 of 2009 on the application of SNI helmet standards in the city of Semarang. Used theory is the theory of Merilee S. Grindle, the study was designed and analyzed qualitatively deksriptif. Data collection was done by library research, observation, and in-depth interviews with a number of informants. Analysis used is deductive analysis, because the analysis of the data ini the study of the standard helmet SNI is taken based on the phenomenon that is being seen.The result of this study indicate a lack of socialization is intensified by Satlantas Polrestabes to the community in the implementing of Semarang city law number 22 of 2009 on the application of ISO-Standards helmets in the city of Semarang. Implementing of the application program needs to aa a more effective from of activity in the socialization process. So that people can understand the purpose of the policy, and shape its program of activities must be done continuously.It can be concluded that the standard helmet SNI policy implementing in the city of Semarang was considered quite good. But to get maximum result in its implementing, should be stepped up Satlantas Polrestabes continous dissemination to all the people in the city of Semarang.

Abstract

Permasalahan sosial yang terjadi di sebagian besar daerah perkotaan, salah satu di antaranya yaitu masalah kemiskinan. Kemiskinan merupakan salah satu faktor penyebab anak-anak beresiko turun di jalan. Keberadaan anak jalanan di kota-kota besar, termasuk kota Semarang menjadi persoalan yang cukup serius untuk ditangani oleh pemerintah kota Semarang.Angka keberadaan anak jalanan di Kota Semarang yang cukup tinggi menjadi salah satu permasalahan sosial di dalam masyarakat. Pemerintah Kota Semarang bukannya tanpa usaha dalam mengentaskan anak jalanan di kota Semarang. Salah satu upaya pemerintah kota Semarang yaitu pemberian modal usaha. Sampai saat ini belum ada Peraturan Pemerintah (PP) dan Peraturan Daerah (Perda) di kota Semarang yang mengatur pengentasan anak jalanan.Kedudukan Dinas Sosial, Pemuda, dan Olahraga di Kota Semarang adalah sebagai instansi atau organisasi publik yang melaksanakan tugas urusan pemerintah daerah di bidang sosial, pemuda, dan olahraga berdasarkan asas otonomi dan tugas pembantuan. Bidang Penyandang Masalah Kesejahteraan Sosial (PMKS) merupakan bidang yang menangani masalah anak jalanan di kota Semarang.Kinerja Dinsospora khususnya bidang Penyandang Masalah Kesejahteraan Sosial (PMKS) dideskripsikan melalui indikator produktivitas, kualitas layanan, responsivitas, responsibilitas, dan akuntabilitas. Kurangnya SDM di Bidang PMKS menyebabkan belum maksimalnya penanganan anak jalanan.

Abstract

Coastal society is a society which life in coastal district with huge potent of fishery resources but ironically this society is still near with image of poverty. For that reason, they need an establish step to empower the coastal society so they can use the fishery resources that they have optimally.Micro Industries development through Fish Processing is one of the solution .Through this effort, exploitation of fishery potent is done with adding economic value using various processing technique. Desa Bendar as a model of coastal district is developed micro industries fish processing where there are The Koperasi Wanita Nelayan that have a big role on it. But so far, the development still can not be done maximal way because of some trouble. An effective strategy is needed to surpass it.The goal of this research is to recommend strategy for developing coastal society micro industry through The Koperasi Wanita Nelayan Mina Melati in Desa Bendar.. The strategy is given by analyzed the condition of micro industries development and analysis of internal and external environment of Koperasi as the actor of development through SWOT analysis. After that step is done, the next step is identification of strategies issues and tested it using Litmus Test to determine strategically existing development issue. In this qualitative research is using Snowball Sampling. The methods of collecting data in this research is in-depth interview and chose the informant used purposive system.From this research is obtained development strategy interconnected with institutional development and Koperasi organization and strategy about optimality the role of koperasi as main facilitator to cooperate with another stakeholder especially the government in develop access capability in adding capital.

Abstract

In coastal resource management is the key issue is still very large number of coastal communities whose income is below the average standard specified and is still dealing with health issues, lack of clean water, abrasion. The decline in environmental quality and carrying capacity. Limited facilities and infrastructure, as well as accessibility and the level of funding available include programs for sustainable resource management. Implementation of coordination or cooperation and optimizing the utilization of existing coastal resources is a solution to the problem of coastal community empowerment. However, until now the condition of the community empowerment can not be run with the maximum. The purpose of this study is to analyze the conditions of empowerment, analyzing environmental strategies, identify constraints, identify the enabling and inhibiting factors, identify key success factors, and provide a recommendation strategy for empowerment of coastal communities in Mangunharjo empowerment by analyzing the condition of coastal communities with environmental strategic SWOT analysis . Were then carried out the identification of strategic issues which further tested the Litmus Test as a way to define strategic issues existing empowerment of coastal communities. In this qualitative study using snowball sampling technique (snowball sampling). Method of data collection used in this study is the in-depth interview techniques and selecting the speakers with a purposive system. From the results obtained, the conclusions obtained are the condition of coastal resources that exist in the Village Mangunharjo constantly increasing. A key success factor for coordination and cooperation strategies for the empowerment of coastal communities, namely the implementation of coordination or cooperation fatherly mentoring and development of processed marine and administrative training includes training on the operation of the network use the Internet, as well as preparing the budget allocation for the program to be executed

Abstract

Analysis databases must address satisfying service, analysis of the level of interest of the elements of the service received, and identify elements of the service is a priority to improve service quality in Central Java Museum Ranggawarsita is absolutely necessary for the improvement of the quality of existing services in Central Java Museum Ranggawarsita. There are 22 indicators used to assess quality of care, 22 indicators were then analyzed using Cartesian diagram. So as to know the map indicator/dimension level of service between the level of service performance and the level of interest in Java Ranggawarsita Museum visitors.

Abstract

In this era of globalization and reform, the demands of society and the business community to improve the quality of service is getting stronger. The provision of public services to the community at this time it is still a weakness. It is characterized by the presence of a variety of complaints from the public. Given that the primary function of government is to serve the public, then the government needs to improve the quality of service. In improving the quality of care Population Administration in the Department of Population and Civil Registration vBulletin necessary to measure public satisfaction index. Because it makes the authors analyze the quality of care by referring Kemenpan 25 of 2004 on Guidelines for arranging General Public Satisfaction Index and the suitability of the analysis of performance levels and interests through Cartesian diagram.Based on results of this study is that the value of the overall index value of 3.096 and a value of 77.4 IKM so in general it can be seen that the quality of service in the department population and civil registration is GOOD. From 14 elements of the service there are several elements that go very well in the category that is, elements of service personnel discipline (3.35 element value, suitability 97.29%), ministry of justice element (element value of 3.55, the suitability of 107%) and the elements of the charge services (element value of 3.26, the suitability of 100%). However, there are three elements that were considered less important when considered by the community that is the element of service procedures (3,1 element value, suitability 87.24%), speed of service elements (element values 2.69, 78.56% suitability) and elements of courtesy and hospitality workers (element value of 2.97, the suitability of 87.11%) so it should be a priority in order to achieve improved community satisfaction.
