Abstract

The implementation of the Regional Head General Election amid the COVID-19 Pandemic has become a challenge for regional election organizers, namely the General Election Commission, one of which is in the City of Medan. Starting from the change in the timing of the Pilkada, to the obligation to ensure a smooth democratic party by implementing health protocols, presents several challenges, especially in the implementation of the Medan City Election. In this study, the author will conduct a descriptive qualitative research type to conduct in-depth research related to the implementation of regional head elections in Medan City. The results of this study found that the implementation of PKPU policy no. 6 of 2020 at the Medan City KPU has been good with few findings, namely in the aspect of resources, the implementation of PKPU No. 6 of 2020 had experienced problems due to an increase in the budget forfulfilmentlment of health protocols that had not been previly planned. In addition, the KPU an actor is the main actor who has a significant role in the implementation of the Pilkada in Medan City. In terms of adjustments made in the 2020 Medan City election, it is related to the limitation of the number of people and the imposition of sanctions for candidate pairs if they present a crowd at each stage of the Pilkada.

Abstract

Analisis Praktik Good Governance Dalam Reformasi Manajemen Pelayanan Pertanahan dilatarbelakangi oleh adanya permasalahan di Kantor Pertanahan Kota Semarang terkait pelayanan pertanahan berupa penundaan berlarut dan pungutan liar (pungli). Tujuan dari penelitian ini adalah menganalisis praktik good governance dalam reformasi manajemen pelayanan pertanahan di Kantor Pertanahan Kota Semarang dan menganalisis faktor pendorong dan faktor penghambat pelaksanaan untuk mencapai reformasi manajemen pelayanan publik yang berkualitas di Kantor Pertanahan Kota Semarang. Penelitian ini menggunakan metode deskriptif kualitatif dengan proses pengumpulan data melalui wawancara secara mendalam terhadap informan, observasi, studi pustaka, dan dokumentasi. Teknik pemilihan informan dilakukan dengan menggunakan purposive sampling. Penelitian ini menggunakan teori prinsip good governance menurut Sedarmayanti, yaitu transparansi, partisipasi, supremasi hukum, dan akuntabilitas. Faktor pendorong menggunakan teori Suprihatmi dan faktor penghambat mengunakan teori Amin. Hasil penelitian menunjukkan praktik good governance dalam reformasi manajemen pelayanan pertanahan belum optimal, pada indikator transparansi mengenai waktu penyelesaian pelayanan pertanahan masih mengalami kendala karena keterbatasan sumber daya manusia. Realisasi pada indikator supremasi hukum, partisipasi, dan akuntabilitas sudah sesuai dengan yang diharapkan. Faktor penghambat dalam pelaksanaannya adalah keengganan pegawai untuk melakukan perubahan. Ada beberapa pegawai yang tingkat untuk majunya rendah dan belum siap menghadapi perkembangan teknologi, serta kualitas server pelayanan pertanahan yang kurang baik. Kesimpulan dari penelitian ini adalah praktik good governance dalam reformasi manajemen pelayanan pertanahan belum optimal dalam transparansinya dan terdapat faktor pendukung serta penghambat dalam pelaksanaan untuk mencapai reformasi manajemen pelayanan publik yang berkualitas.

Abstract

Community empowerment places the community as a subject not an object so as to create an independent society. This study aims to find out about the Stages of Community Empowerment through Tourism Village Development in Kaligono Village, Kaligesing District, Purworejo Regency. This research is a qualitative descriptive research with data collection through observation, interviews, documentation, and literature study. This study uses purposive and accidental techniques. This study uses the theory of stages of community empowerment to examine and identify supporting and inhibiting aspects of community empowerment through the development of a tourist village in Kaligono Village. The results of this study indicate that the process of community empowerment through the development of a tourist village goes through 4 stages, namely the location/region selection stage, the socialization stage, the program implementation stage, and the evaluation stage. The results of the research show that in the selection stage of the location/area of community empowerment and the socialization stage there were no obstacles, but there were obstacles in the program implementation stage and the evaluation stage so that community empowerment through the development of a tourist village in Kaligono Village was not optimal which can be seen from the lack of maintenance of tourist object facilities and environmental conditions of tourist objects that are less clean due to limited funds to carry out maintenance of tourist objects, the level of participation of the community who are members of the management of POKDARWIS and BPDW has decreased both in number and activity, promotions carried out have not been maximized, community activities for entrepreneurship are still low, and there is no follow-up of the evaluation results and the absence of innovations made to encourage the development of the Kaligono Tourism Village. The suggestions recommended by the researchers are to allocate village funds for tourism object maintenance activities, carry out activities that can encourage the community to increase entrepreneurial activity, regenerate POKDARWIS and BPDW management, follow up on evaluation results and carry out innovations to support the development of the Kaligono Tourism Village.

Abstract

The Child-Friendly City Movement (KLA) was started in 2006 in Surakarta City, to realize children's rights. Child-Friendly City has 24 comprehensive indicators to measure its success, one of which is a Smoking Free Area. A smoke-free area is a place that prohibits visitors from smoking, both from producing, promoting, and marketing tobacco products. Researchers analyzed the implementation of the No-Smoking Area policy in Surakarta using the Cluster of Children's Rights and Van Meter and Van Horn's theory (1975). This study used a descriptive qualitative research method with data sources obtained through interviews, observation and literature study. The research results show that the implementation of the No-Smoking Area Policy in an effort to fulfill children's rights in the City of Surakarta, through the Peraturan Daerah Kota Surakarta Nomor 9 Tahun 2019 tentang Kawasan Tanpa Rokok, has not been fully optimal. In the Civil Rights and Freedoms Cluster, there are still many Child-Friendly Information Points (ILA) found in Cigarette Advertisements, Promotions and Sponsorships (IPS) which are scattered in areas frequently accessed by children. Then, the Cluster of Basic Health and Welfare Rights is also not aligned with existing policy objectives. This is evidenced by the fact that there are still many portraits of the public and OPD smoking in areas that have been legalized as No-Smoking Areas. So, the advice that can be given is to immediately carry out monitoring and evaluation of regional regulations by the Health Office and DP3AP2KB of Surakarta City and enforcement of sanctions as a deterrent effect for the community and OP who violate regional regulations.

Abstract

This research aims to analyze the effectiveness of the “Tuka-Tuku Purbalingga” program in developing MSMEs in Purbalingga district and describe the supporting factors and obstacles that affect the program’s effectiveness. This research uses a model of Sutrisno's effectiveness measurement theory (2007) and a concept by Richard M. Steers (1985) about the supporting factors of effectiveness with qualitative descriptive method. The findings of this research shows that the understanding of the program, the achievement of goals, and real changes in the “Tuka Tuku Purbalingga” program are quite effective in developing MSMEs for business actors. Meanwhile, in the aspect of target accuracy and punctuality, it cannot be considered effective because the target has not yet hit all Purbalingga MSME actors and there is a delay in implementing the program. The supporting factors that help the effectiveness of Tuka Tuku program are characteristic of organization and characteristic of worker, while factors that inhibit program effectiveness include characteristic of environmental and policy & program management practices that are still not optimal. The conclusion of this research is the implementation of the “Tuka Tuku Purbalingga” program is quite effective in developing the MSME actors involved. However, it still needs improvement because there is an obstacle to the program effectiveness. Based on this research, recommendations are given to the implementation of socialization which more intensively, management of Tuka Tuku’s ecommerce which more optimally, and the selection of Tuka Tuku’s outlet location which more strategically.

Abstract

Perbaikan kualitas penyelenggaraan pelayanan publik tidak terlepas kritik dan saran masyarakat. Kota Semarang kota dengan tingkat aduan masyarakat cukup tinggi. Kurang efektifnya penanganan aduan masyarakat berdampak pada indeks kepuasan masyarakat dengan nilai B. Dinas Pekerjaan Umum Kota Semarang instansi dengan pengaduan paling tinggi dalam dua tahun terakhir. Tingginya tingkat aduan Dinas Pekerjaan Umum Kota Semarang mendorong adanya evaluasi sebagai bentuk perbaikan kualitas pelayanan publik. Artikel ini bertujuan untuk mengevaluasi responsivitas sistem penanganan pengaduan masyarakat, dan mengidentifikasi faktor pendorong dan penghambat sistem penanganan pengaduan masyarakat Dinas Pekerjaan Umum Kota Semarang. Penelitian ini menggunakan metode deskriptif kualitatif dengan metode pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian menunjukan evaluasi responsivitas sistem penanganan pengaduan melalui teori evaluasi model CIPP yang terdiri dari Context penanganan pengaduan masyarakat, Input sumber daya organisasi,Process alur mekanisme dan efektivitas dan Product dari output dan outcome. Faktor pendukung terdiri dari komunikasi dan koordinasi, sikap pelaksana dan pembagian wewenang. Sedangkan faktor penghambat terdiri dari standar operating procedure, sumber daya manusia,sarana dan prasarana, ranah kewenangan, anggaran atau dana, keterbatasan informasi dan keterbatasan website Lapor Hendi. Rekomendasi yang diberikan adalah pemberian pelatihan teknis, perbaikan dan pemahaman standar operating procedure, permohonan dana, pemahaman masyarakat, perawatan sarana prasarana, pengembangan website.

Abstract

Dewan Pimpinan Wilayah (DPW) Partai Aceh (Aceh Party) West Aceh Regency is one of the large organizations that is very influential and plays a strategic role in West Aceh Regency, so this makes the DPW-PA West Aceh Regency play a role in poverty alleviation and improving people's welfare in West Aceh Regency. The high level of poverty percentage in West Aceh Regency in 2021 is 18.81% so that it is in seventh position out of 23 Regencies/Cities in Aceh Province. This is influenced by several factors, so that the poverty rate that occurs in West Aceh Regency increases by 0.47% in 2021. This study aims to describe and determine the role and supporting and inhibiting factors of the West Aceh Regency DPW-PA in poverty alleviation in West Aceh Regency. This study uses qualitative methods, data collection techniques by interviews and observation and documentation, data sources using primary and secondary data. The results showed that the West Aceh Regency DPW-PA played a very good role as a coordinator, facilitator, accelerator, policy creator and implementer in poverty alleviation in West Aceh Regency. However, there were several factors inhibiting the role, namely internal problems and gaps between members.

Abstract

The participation of the community in the Village Development Planning Meeting plays an important role in integrating the interests of the community, ensuring that the community's interests are included in village development, and ensuring accountability in the management of village funds so that the funds are used effectively and efficiently in accordance with the agreed-upon village development plan. This study aims to determine the level of community participation in the planning meeting and to identify the supporting and inhibiting factors of participation. The study uses a descriptive qualitative method. The results of interviews, observations, and review of documents related to Analysis of Community Participation Levels in Village Development Planning Meetings in Cikura Village, Bojong District, Tegal Regency will be identified using the concept of participation level according to Sherry Asrnstein (in Gates & Stout, 2000: 2)., namely there are eight levels of community participation. which is then subdivided into three degrees of participation, the first is Non Participation, the second is the Degree of Tokenism, then the third degree is Citizen Power.The results of this study indicate that the level of community participation in the village development planning meeting in Cikura Village reached the sixth step, which is Placation or the degree of tokenism. Factors that influence community participation include awareness, level of education, financial resources, occupation, socialization, and infrastructure.

Abstract

Tourism villages are one of the applications of community-based and sustainable tourism development. It is hoped that through the development of the tourism village there can be equity in accordance with the concept of sustainable tourism development. Nganjat Village is a tourism village located in Polanharjo District, Klaten Regency. The tourism development process in Nganjat Village has not yet seen significant progress. The role of stakeholders in the implemented training system has not gone well. This study used qualitative research methods. The purpose of this study is to analyze the process of collaboration in the management of tourist villages and their driving and inhibiting factors. The theory used is the collaborative process theory according to Ansell and Gash. The result of the research is that the process of implementing the laser is still not going well because of less effective communication and less optimal roles between stakeholders. Factors driving collaboration are community empowerment, job creation, moments to unite village communities, and providing a platform for Karang Taruna to participate in supporting village progress. The inhibiting factors are the unstable condition of Karang Taruna, ineffective communication, the absence of Bumdes, and the lack of stakeholders who are experts in managing sustainable tourism. The researcher recommends collaborating with academics who are experts in the field of sustainable tourism management and improving aspects of communication between stakeholders.

Abstract

Pekerja anak merupakan permasalahan yang serius di Indonesia dan dapat mengancam terpenuhinya hak anak. Pekerja anak dapat mengakibatkan anak putus sekolah, bahkan membahayakan dirinya sendiri, dengan dampak yang kurang optimal bagi tumbuh kembang anak. Menanggapi kondisi tersebut, maka perlu adanya kebijakan yang mengatur terkait pekerja anak, yakni melalui Program Pengurangan Pekerja Anak-Program Keluarga Harapan (PPA-PKH). Kabupaten Magelang melalui arahan Keputusan Menteri Tenaga Kerja RI No 125 Tahun 2015 melaksanakan Program Pengurangan Pekerja Anak-Program Keluarga Harapan (PPA-PKH) untuk mengurangi jumlah pekerja anak dan mengembalikan anak ke dunia pendidikan. Tujuan dari penelitian ini adalah untuk menganalisis implementasi Program Pengurangan Pekerja Anak-Program Keluarga Harapan (PPA-PKH) di Kabupaten Magelang berdasarkan arahan Keputusan Menteri Tenaga Kerja RI No 125 Tahun 2015 serta mengidentifikasi paktor pendukung dan faktor penghambat Program Pengurangan Pekerja Anak-Program Keluarga Harapan (PPA-PKH) di Kabupaten Magelang berdasarkan Teori Van Metter dan Van Horn. Metode penelitian yang digunakan adalah deskriptif kualitatif. Hasil penelitian menunjukkan Program PPA-PKH di Kabupaten Magelang sudah dapat dikatakan berjalan dengan baik meskipun masih terdapat beberapa kendala seperti anggaran belum sesuai, kurangnya pemahaman program, dan kurangnya koordinasi antar berbagai pihak.
