Abstract

Based on the Regulation of Republic of Indonesia Government No. 18 of 2003 concerning the Transfer of the Capital of North Aceh Regency from Lhokseumawe to Lhoksukon, thus it need to be moved immediately. However, the transfer of the administrative center of North Aceh Regency from Lhokseumawe to Lhoksukon was not optimal and had a negative impact on the slow access to public services, negative development of economic growth, and hindered development of North Aceh Regency itself. This study aims to determine and explain the cause of the delay in moving the Administrative Center of North Aceh Regency from Lhokseumawe City to Lhoksukon City. Method in this research uses a qualitative study with descriptive approach. The data were obtained from the results of field research based on observations, interviews with relevant informants, documentation, and literature. The theory used in this research is the theory of public administration and public service. The results showed the delay in moving the Government Administrative Center of North Aceh Regency due to the absence of supporting tools for public services, limited budget allocations, and the political reasons for controlling the assets of North Aceh Regency in Lhokseumawe City. Then the process of implementing the transfer of the Regional Work Unit (RWU) to date from 26 RWU, only 6 RWU which have been moved to Lhoksukon, and this has resulted in the inefficiency of services provision. It is recommended that the North Aceh government in providing public services to the community must prioritize good public service standards in accordance with the principles of good and right public services. In providing services, the government as the service provider must prioritize the public interest and not make the excuse that there is no means of supporting public services as an obstacle to the ongoing process of public service. Then it is expected that regional governments increase budget allocations to meet the needs of moving the administrative center of North Aceh Regency. As well as immediately transferring assets so that Government Regulation No. 18 of 2003 can be fulfilled

Abstract

Sejumlah program dan kebijakan telah dikerahkan oleh pemerintah Aceh dalam menanggulangi bencana global COVID-19, namun saat ini belum ada tanda-tanda bahwasanya masyarakat sudah sepenuhnya bisa bernafas lega dan mengucapkan selamat tinggal pada Corona. Penelitian ini bertujuan untuk melihat persepsi masyarakat terhadap kebijakan ataupun program dari pemerintah dalam penanganan COVID-19 di Provinsi Aceh. Metode penelitian yang digunakan untuk menjawab pertanyaan penelitian di sini adalah pendekatan mixed-methods, yaitu kuantitatif melalui metode survei dan kualitatif melalui studi literatur. Hasil penelitian menunjukkan bahwa protokol Kesehatan 4M (Memakai Masker, Menjaga Jarak, Mencuci Tangan, Menghindari Kerumunan) dianggap sebagai kebijakan yang paling ampuh dalam meredam penyebaran virus COVID-19 menurut persepsi masyarakat Aceh. Sementara itu, pemberlakuaan jam malam di era pandemi dianggap sebagai program yang sangat tidak popular di mata masyarakat Aceh. Terlepas dari pro-kontra masyarakat Aceh terhadap sejumlah paket kebijakan dalam penanganan pandemi sejak 2020, pemerintah sudah mencoba memaksimalkan kinerja mereka dalam penanggulangan COVID-19 ini. Maka dari itu, untuk tercapainya tujuan pemerintah dalam menyelesaikan permasalahan COVID-19 dari bumi Aceh, dibutuhkan kerja sama antara pemerintah dan masyarakat untuk saling mendukung dalam memerangi virus tersebut. Diharapkan agar pemerintah untuk terus konsisten dalam menjaga masyarakat dari bahaya COVID-19, dan diharapkan juga untuk menerbitkan sejumlah kebijakan maupun program yang dapat mengakhiri pandemi dengan tepat dan cepat.

Abstract

A political party is a political organization that adheres to and is based on a certain ideology or can also be interpreted as an organization that accommodates the interests and voices of the people who want their interests to be heard by the authorities. Political marketing and political strategy are the most important part of selling and getting a positive response from the community so that people support certain parties or certain candidates. The research method with a qualitative approach, this strategy or method of winning has been thought out and also planned long before the election day arrives, but this strategy is also inseparable from the cooperation and contribution of the political parties it carries in achieving common goals. there are several ways and strategies carried out by the PDI-P party in the 2019-2024 period and it became one of the extraordinary events so that the PDI-P party won with the most votes. The strategy carried out by the PDI-P party in Central Aceh Regency is the collaboration between legislative candidates and the community. Cooperation carried out by the PDI-P party legislative candidates is one very good way to do it, so that work plans through the voice of the community can be carried out easily because of this collaboration. The next strategy is to improve good communication with the community, increase socialization, and have a competition event held by the PDI-P party to the community. With the competition event held by the PDI-P party legislative candidates to the community, so that people know more about the nature, character, behavior and know more about who the legislative candidates are. As well as improving the system and the way the PDI-P party's legislative candidates campaign openly and privately

Abstract

Penetapan Kota Batam sebagai kawasan perdagangan bebas dan pelabuhan bebas sangat strategis untuk masuknya barang elektronik dimana Batam terletak di jalur pelayaran internasional Selat Malaka dan Selat Singapura, sehingga mendorong dilaksanakannya pengawasan lalu lintas barang yang dilakukan oleh bea cukai Batam untuk mencegah terjadinya penyelundupan barang dari luar sebagai bentuk tugas dan tanggung jawabnya. Hal ini sesuai dengan Peraturan Direktur Jenderal Bea Dan Cukai Nomor P-53/BC/2010 Tentang Tatalaksana Pengawasan. Namun, dalam pelaksanaannya masih terjadi penyelundupan barang elektronik di Batam dan pengawasan yang dilakukan oleh bea cukai Batam masih belum berjalan dengan efektif dan masih adanya celah bagi penyelundup untuk melakukan penyelundupan. Penelitian ini bertujuan untuk mengetahui dan menjelaskan Pelaksanaan Pengawasan Lalu Lintas Barang Elektronik oleh Bea cukai di pelabuhan bebas kota Batam serta hambatan yang dihadapi bea cukai dalam pelaksanaan pengawasan lalu lintas barang elektronik. Metode dalam penelitian ini adalah Kualitatif dengan pendekatan deskriptif. Teori yang digunakan dalam penelitian ini yaitu teori pengawasan dan teori kelembagaan. Data yang diperlukan dalam penelitian diperoleh dengan Teknik observasi, wawancara, dokumentasi dan literatur. Hasil penelitian menunjukkan Pelaksanaan Pengawasan Lalu Lintas Barang Elektronik oleh Bea cukai Batam berjalan kurang efektif. Hal ini disebabkan pertama, masih adanya tindak penyelundupan yang terjadi di batam disebabkan oleh kurangnya sumber daya manusia dan sarana operasi pendukung saat melakukan pengawasan. Selain itu,masih banyaknya penyebaran pelabuhan ilegal di Kota batam juga menjadi hambatan dalam pelaksanaan pengawasan yang dilakukan sehingga sulit ditentukan pemusatan pengawasan yang strategis. Kedua, terjadinya penyerangan terhadap kapal patroli bea cukai Batam juga menjadi salah satu hal yang menghambat efektifnya pelaksanaan pengawasan yang dilakukan oleh bea cukai Batam. oleh sebab itu, diharapkan kepada bea cukai Batam dan pemerintah Batam untuk lebih memberikan perhatian dan perbaikan terhadap hambatan yang terjadi dalam pelaksanaan pengawasan lalu lintas barang elektronik ini.Kata Kunci : Pengawasan, Barang Elektronik, Bea Cukai Batam

Abstract

Aplikasi Sigolabang merupakan aplikasi yang digunakan untuk mengelola barang milik daerah secara efektif dan efesien dalam rangka mendukung terjalannya e- government. Pengelolaan barang milik daerah sudah sesuai dengan qanun Nomor 7 tahun 2018 tentang pengelolaan barang milik daerah Kota Banda Aceh. Namun dalam pelaksanaannya masih timbul masalah dalam proses pengelolaan barang milik daerah pada suatu SKPK yang disebabkan oleh pengalaman dan kemampuan para petugas yang terbatas sehingga mengalami penyimpangan dari prosedur yang ditetapkan oleh pemerintah daerah, Atau yang disebut dengan kelemahan sumberdaya manusia, infrastruktur dan pemanfaatan asset daerah menjadi lebih produkif. Tujuan penelitian ini adalah untuk mengetahui dan menjelaskan analisis pengelolaan barang milik daerah kota banda aceh dalam menggunakan aplikasi sigolabang. Dan kendala yang dihadapi oleh pemerintah kota Banda Aceh dalam melakukan pengelolaan barang milik daerah. Dalam penelitian ini menggunakan Metode Kualitatif deskriptif, penelitian ini dilakukan di SKPK pemerintah kota Banda Aceh, pengumpulan data melalui data primer dan data sekunder yaitu melalui observasi,dokumentasi dan wawancara. Hasil penelitian ini menunjukkan bahwa pengelolaan barang milik daerah kota Banda Aceh sudah sesuai dengan teori dalam praktisnya sehingga penerapan sigolabang ini sangat efektif dalam mengelola asset pemerintah kota Banda Aceh dan dapat berdampak positif terhadap kinerja pemerintah kota dalam rangka mendonkrak pertumbuhan pendapatan asli daerah, kedua, faktor penghambat dalam pelaksanaan aplikasi ini adalah kelengkapan alat pendukung sarana dan prasarana infrastruktur fasilitas internet serta kemampuan petugas yang belum begitu mahir menggunakan aplikasi sigolabang ini, diharapkan kepada pemerintah kota Banda Aceh untuk memberikan perhatian lebih kepada instansi yang mengelola barang milik daerah supaya bisa melaksanakan tugas yang lebih baik dan terciptanya pemerintah yang baik Good Governance.

Abstract

Penelitian ini ingin menjawab bagaimana pelaksanaan otonomi khusus dibawah kekuasaan partai politik lokal di Aceh. Partai local memiliki suara mayoritas baik diparlemen maupun di eksekutif, secara politik segala bentuk kebijakan yang bermuara kepada kesejahteraan masyarakat akan terealisasi dengan mudah. Namun harapan masyarakat tidak sesuai dengan ekpektasi bahkan pelaksanaan otonomi khusus di Aceh belum efektif dan efesien pengelolaannya. Tujuan penelitian ini adalah untuk mengkaji lebih mendalam mengenai pelaksanaan otonomi khusus dibawah kekuasaan partai politik lokal di Aceh. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian kualitatif. Tekhnik pengumpulan data yang digunakan adalah wawancara, dan dokumen. temuan dalam penelitian ini bahwa secara kelembagaan pemerintah Aceh dibawah kekuasaan partai local berhasil mengeluarkan kebijakan yang mendukung pelaksaan otsus sesuai dengan Amanah UUPA. Disisi yang lain ketika partai local berkuasa juga gagal dalam pelaksana otsus sesuai dengan aspirasi masyarakat Aceh. kedua;pengaruh sistem demokrasi local sudah memecahkan aktor parlok sehingga tidak ada dukungan organisasi dalam melaksanakan otsus. Ketiga, Kualitas kinerja birokrasi belum mampu mewujudkan Good Governance dalam pengelolaan pemerintahan  mengakibatkan kebijakan yang dihasilkan tidak efektif dan efisiensi.Kata Kunci : Otonomi Khusus, Partai Lokal, Aceh

Abstract

The Aceh government has deployed several programs and policies in tackling the global disaster of COVID-19. Still, there is currently no sign that the community can fully breathe a sigh of relief and say goodbye to Corona. This study aims to look at people's perception of policies or programs from the government in handling COVID-19 in Aceh Province. The research method used to answer research questions here is a mixed-methods approach, i.e., quantitative through survey and qualitative through literature studies. The results showed that the 4M Health protocol (Wearing Masks, Maintaining Distance, Washing Hands, Avoiding Crowds) is considered the most effective policy in reducing the spread of the COVID-19 virus according to the people's perception of Aceh. Meanwhile, the implementation of curfews in the pandemic era is considered a very unpopular program in the eyes of the people of Aceh. Apart from the pros and cons of the Acehnese people against several policy packages in handling the pandemic since 2020, the government has tried to maximize their performance in tackling COVID-19. Therefore, to achieve the government's goal in solving the COVID-19 problem from the earth of Aceh, cooperation between the government and the community is needed to support each other in fighting the virus. It is expected that the government will continue to be consistent in protecting the community from the dangers of COVID-19, and it is also expected to publish several policies and programs that can end the pandemic appropriately and quickly.

Abstract

Although the majority of Aceh's population is Muslim, the rules formulated in the form of Islamic Sharia Qanun cannot be separated from social interaction with non-Muslims as a minority community. This study wants to reveal the position of non-Muslims in Qanun (Sharia rules) for the application of Islamic law in Aceh, with the aim of analyzing how Islamic Sharia Qanun is made and their problems with diverse views on the equality of identity in Aceh. This is based on several facts which show that the paradigm of equality of diverse identities in Aceh has not been a major concern among religious communities. This research is library research using secondary data. Data collection techniques are carried out by reviewing the literature and related documents, namely analyzing 13 Qanun (Sharia Rules) of the application of Islamic Sharia and one Aceh Special Region Regulation, as well as other valid and credible sources. The findings in this library research are the rules formulated in Aceh's Jinayat Qanun giving freedom to the choice of punishment for non-Muslims. This freedom is granted through the principle of surrender, which is regulated in article 129 of Law Number 11 concerning the Government of Aceh and Article 5 of the Aceh Qanun Number 6 of 2014 concerning Jinayat Law.

Abstract

ABSTRACT. Money politics conducted by political actors has inadvertently harmed the order of democratic civilization, which seeks to produce exemplary leaders with competence and morality. The practice of money politics is still prevalent in the local community of Singkil Regency, where it is considered pervasive. This is evident in every political contest for the Pileg and Pilkada, where candidates distribute cash, goods, and basic necessities. Observations on the ground indicate that there is a strong suspicion that the people there are extremely pragmatic in their political choices; they do not see the potential figures of the candidates but rather candidates who can give money to the people they favor. For the analysis of the aforementioned issues, a qualitative method involving observation, interviews, and documentation was employed. The study’s conclusion demonstrates that money politics is a form of buying and selling votes, which is one of the issues that must be addressed in general elections. However, state election supervisors in the regions, such as Panwaslih, continue to have limited manpower, time, and resources to oversee the practice of money politics during elections. As a result, the establishment of Gampông Politik as a socio-political institution is an important strategy for eradicating money politics by instilling democratic values, providing political education, and enforcing the law.
