Abstract

Southeast Asia is a region that is vulnerable to terrorism. Of the total terrorism cases that occurred in the world, 50 percents occurred in this region. Mindanao is one of the regions in Southeast Asia that since a long time ago has been the basis of world-class terrorism. This situation is getting worse due to the presence of terrorist groups with a strong tradition of maritime piracy. The nexus between terrorism and piracy makes the issue of maritime terrorism in Southeast Asia a regional security concern. Abu Sayyaf Group is a terrorist group in the Southern Philippines that is very well-known but difficult to map. This makes the Abu Sayyaf a source of prolonged tension in the Southern Philippines in particular and in the Southeast Asia region in general. This study is a field observation that uses descriptive analysis to reveal the details of the Abu Sayyaf and the issue of terrorism in Mindanao.

Abstract

Pada momentum pemilu tahun 2019, tidak satu pun calon anggota legislatif yang berasal dari Desa Rias berhasil terpilih padahal Desa Rias memiliki Daftar Pemilih Tetap (DPT) yang besar. Pada Pemilu 2019 DPT Desa Rias berjumlah 5.493 jiwa dan yang menggunakan hak pilih sebesar 4.807 jiwa, namun 4 calon legislatif dari Desa Rias menuai kegagalan. Oleh karena itu penelitian ini  bertujuan untuk memahami dinamika sosial politik masyarakat Desa Rias terkait kontestasi politik pemilihan legislatif tahun 2019, khususnya faktor-faktor yang mempengaruhi kegagalan Calon Legislatif dari Desa Rias. Penelitian ini menggunakan Metode Kualitatif model deskriptif dengan teknik pengumpulan data berupa wawancara, observasi dan dokumentasi. Validitasi data dalam penelitian ini dilakukan dengan metode triangulasi sumber dan triangulasi teknik yang merujuk pada analisis interaktif model Mills dan Huberman. Penelitian ini menemukan bahwa terdapat beberapa hal dan kondisi yang saling berkaitan yang melatarbelakangi kegagalan calon legislatif dari Desa Rias, yaitu;  (1) Konstelasi politik masyarakat.  (2) Perilaku politik masyarakat yang bersikap kritis kepada caleg dari dalam desa tetapi tidak kritis terhadap caleg dari luar desa. (3) Figur caleg dari dalam desa yang mendapatkan stigma negatif ketika mendekati pemilihan. (4) Tim sukses/relawan caleg yang tidak solid, tidak berpengalaman, hanya memanfaatkan uang para caleg dan tidak fokus memenangkan caleg dari dalam desa, dan terakhir (5) Biaya atau cost politik caleg yang kecil.

Abstract

The process of administrative services is also less obtained by the community today due to a lack of understanding of technical services by the apparatus in gampong government offices. Service patterns that have not been well organized coupled with the unsanciplined service pattern add dull to the face of service in Gampong Jrat Manyang. This service presents several problem points that arise from partners, namely Gampong Administrative Services that have not been efficient so that basic training of administrative services is needed.. The method of implementation of pre-implementation of activities requires observation of the location of the devotion so that the criteria are obtained that become the basis of community assessment of services such as Tangible. The results showed the core apparatus was very large reaching 60 percent of the total 100 percent. So this percentage shows the interest of gampong government administrators Keude Jrat Manyang as trainees and they are aware that the administrative services carried out so far from efficient. Abstract

Participation rate of men in the use of contraceptionon in Banda Sakti district Kota Lhokseumawe is still very low, at only 0,005%, it’s under the national target of 5%. The purpose of this study was to determine the factors associated with men's participation in family planning in the working area of Banda Sakti District. This type of research was observational with a cross-sectional approach in 20 juli 2020 - 8 Agustus 2020, using a questionnaire on 66 respondents.This research was using simple random sampling technic.The result showed that there were 27,3% of respondents who participated in family planning (25,8% condoms and 1,5% vasectomy) and 72,7% of respondents not participated in family planning. Based on the result of this research, there was significant correlation between quality of service (p value = 0,003, OR = 11,200), knowledge (p value = 0,009, OR =14,385) and social culture (p = 0,000, RO= 13,300) with male participation in family planning. there was no correlation between Sosio Demografi (Education, Income and Number Children ) and  Access to Family Planning services with male participation in family planning.It is recommended for managers of family planning program in district Banda Sakti to able to provide more intensive counseling, increasing socialization of equality, so the participation of men in the Family Planning Program is no longer considered something which is taboo or embarrassing and improving cooperation across sector.ABSTRAKPartisipasi pria dalam program keluarga berencana khususnya penggunaan kontrasepsi di Kecamatan Banda Sakti Kota Lhokseumawe masih sangat rendah yaitu 0,005%, hal ini masih jauh dari target nasional sebesar 5%. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi partisipasi pria dalam mengikuti Keluarga Berencana (akseptor kondom dan MOP) di Kecamatan Banda Sakti Kota Lhokseumawe. Jenis penelitian ini berupa observasional dengan metode pendekatan cross-sectional yang dilaksanakan tanggal 20 juli 2020 sampai 8 Agustus 2020, menggunakan kuesioner pada 66 responden, dengan teknik simple random sampling. Hasil penelitian ini menunjukkkan bahwa ada 27,3% responden yang ikutserta dalam keluarga Berencana dimana 25,8% menggunakan kontrasepsi kondom dan 1,5% menggunakan kontrasepsi vasektomi/MOP, sedangkan responden yang tidak menggunakan kontrasepsi sebanyak 72,7%, serta adanya hubungan yang bermakna antara faktor kualitas pelayanan (p value = 0,003, OR = 11,200), pengetahuan (p value = 0,009, OR =14,385) dan budaya (p = 0,000, RO= 13,300) dengan keikutsertaan pria dalam keluarga berencana. Tidak ada hubungan bermakna antara sosio demografi (pendidikan, pendapatan dan jumlah anak ) dan akses pelayanan dengan keikutsertaan pria dalam ber-KB di Kecamatan Banda Sakti Kota lhokseumawe.Disarankan untuk pengelola KB di Kecamatan Banda Sakti Kota Lhokseumawe untuk memberikan penyuluhan yang lebih intensif, meningkatkan sosialisasi tentang kesetaraan, sehingga keikutsertaan laki-laki dalam Program KB  tidak lagi dianggap sebagai sesuatu yang tabu atau memalukan dan meningkatkan kerjasama lintas sektor

Abstract

Pantai Pulau Baguk merupakan salah satu destinasi bahari yang cukup tua  di Kecamatan Pulau Banyak di Kabupaten Aceh Singkil yang merupakan salah satu unggulan yang arus di kelola dengan baik. Akan tetapi masih banyak permasalahan yang arus di selesaikan oleh Pemerintah Daerah seperti kuranganya faasilitas yang bisa membuat para wisatawan lokal dan wisatawan asing kurang menikmati suasanya disaat berada dilokasi pantai. Dari penelilitian ini dilakukan untuk menganalisis Implementasi Kebijakan Pemda Kabupaten Aceh Singkil dalam pengembangan fasillitas objek wisata di Pantai Pulau Baguk Kecamatan Pulau Banyak di Kabupaten Aceh Singkil penelitian ini menggunakan kualitatif dengan tipe penelitian deskriptif, teknik pengumpulan data dilakukan observasi, wawncara dan dekomentasi. Data yang diperoleh dianalisis dengan model analisis kualitatif. Hasil penelitian menunjukan bahwa Implementasi Pengembangan Pariwisata di Pantai Pulau Baguk Kecamatan Pulau Banyak di Kabupaten Aceh Singkil masih banyak pariwisata di Pantai Pulau Baguk kekurang dana untuk melakukan pengembangan pariwisata dan juga sumber daya manusia yang terbatas dalam melakukan pengembangan pariwisata kemudian pihak dari pemerintah setempat kurang merespon keluhan dan masukan yang diberikan oleh dari pihak pengurus pariwisata di Pantai Pulau Baguk. Oleh karena itu pengembangan yang dilakukan oleh dari Pantai Pulau Baguk hanya memanfaatkan Dana Desa sebagai proses pengembangan pariwisata di Pantai Pulau Baguk Kecamaan Pulau Banyak. Untuk menjadikan wisata Pulau Baguk sebagai wisata yang maju dan terfavorit bagi para pengunjung baik itu pengunjung lokal maupun pengunjung luar pemerintah setempat harus mendukung penuh dan memberikan masukkan serta dana atau anggaran ke Pantai Pulau Baguk supaya proses pengembangannya lebih cepat dan baik serta fasilitas dan sarana prasana di panti itu akan lebih baik dan lebih manarik sehingga membuat para pengunjung lebih nyaaman dan tenang di saat melakukan liburan ke Pantai Pulau Baguk  kemudian Pantai Pulau Baguk lebih indan dan lebih mempersona.

Abstract

This study examines the provision of rewards and punishments to ASN. The research objective was to understand how the process and impact of reward and punishment for ASN in Satpol PP and WH Bener Meriah Regency. The theoretical perspective used is the theory of public organizations, reward, and punishment, and the state civil apparatus. The research method used is qualitative. The results showed that the process of giving rewards and punishments was carried out in three stages: ASN inventory, priority scale creation, and decision making. The positive impact of giving rewards and punishments for ASNs in the Satpol PP and WH Office of Bener Meriah Regency is to increase work motivation and can help develop careers for ASNs. Whereas punishment has a positive impact on ASNs as a deterrent effect from repeating violations of duty and can improve their behavior at work which is then able to improve their performance in the future. The negative impact did not change the attitude/behavior of ASNs who were given punishment because they were annoyed at getting punished, or it could be said that ASN was not deterred by the actions of giving punishment by the leaders of Satpol PP and WH in Bener Meriah Regency.

Abstract

The purpose of this study is to explain how the role of Imum Mukim in Paya Bakong Sub-District in carrying out duties according to Law No. 11 of 2006 on The Government of Aceh and Qanun Aceh Number 04 of 2003 concerning Mukim government the Acehnese traditional governmental institution. It describes the Role of Imum Mukim in Gampong (Village) governance. The method used is descriptive qualitative. The data were collected through interviews, observations, literature studies, documentation, and field studies. The findings of the study showed that Mukim in Paya Bakong subdistrict has a role to play in the governance of Gampong but it has not been effectively carried out as stipulated in the Laws. The roles of Imum Mukim covers not only fostering people's lives in carrying out Islamic sharia, socialization of Islamic sharia, but also formulating policies concerning Gampong’s affaires. Withstanding that, theser role have not been carried out effectively, due to several reasons. Firstly, is the line of coordination between the Keuchik (Head of the Village) on the Gampong governance has not been authoriotatively imposed on the latter by the laws. For there is a sub district government that directly coordinated with the Keuchik based on Indonesian Governmental Laws. This has made the Mukim lost its political influence and implicitly implied that the Mukim is merely an accommodation of cultural valued, which is politically has no authority in the Gampong political and developmental affairs. Consequently, the Keuchik and its apparatus often left them uninform about the political and development of the Gampong.

Abstract

This study examines the effectiveness of the development planning of the state civil apparatus in increasing competence. The research objective is to understand how the planning for the development of the state civil apparatus in increasing competence by the Bener Meriah District Education and Training Personnel Board. The theoretical perspectives used are public administration theory, planning effectiveness theory, state civil servant resource management theory, and competency development. The research method used is qualitative. The results showed that planning for the development of the state civil apparatus in increasing competence by BKPP Bener Meriah Regency is still not effective, this can be seen from the indicators of planning effectiveness according to Cambel JP, including program success, target success, satisfaction with the program, levels of input and output and achievement of goals. all of which are still ineffective. Internal obstacles are due to the lack of budget for the education and training program so that they cannot provide competency development training for ASNs, and external obstacles are due to the lack of interest in ASNs to improve competence due to high training costs and lack of commitment from SKPK leaders in Bener Meriah Regency in motivating ASNs to improve their competence.

Abstract

This study aims to determine the strategy of the Local Government of Bener Meriah Regency, in this case, what the Tourism Office has done in building halal tourism in Bener Meriah Regency. This research is a descriptive study with the support of qualitative data. Data collection techniques were obtained through in-depth interviews and documentation studies. The determination of informants was obtained by purposive sampling technique. From the research results, it was found that the Regional Government in building halal tourism in Bener Meriah Regency has not been optimal and is fixing everything related to the concept of halal tourism. Qanun Number 06 of 2018 concerning the Medium-Term Regional Government Plan for 2017-2022 through the first mission of the Regent of Bener Meriah Regency has set the policy direction for the development of the concept of halal tourism in Bener Meriah Regency. The sector that is carried out related to the concept of halal tourism has not touched anything in Bener Meriah Regency. The stakeholder understanding of the concept of halal tourism in local government policies is still limited to building tourism objects in Bener Meriah Regency so that in the future there will be evaluations related to policy directions regarding the concept of tourism halal in Bener Meriah Regency.

Abstract

Abstract. This article aims to describe the economy of oil palm smallholders in post-conflict Aceh. The data for this study were gathered through observation, interviews, and a review of the relevant literature. This study found that oil palm plantations were one of the industries that helped the people of North Aceh get back on their feet economically after the conflict. The peaceful conditions in post-conflict Aceh propelled the former GAM combatants to plunge into the oil palm plantation sector because the potential for land was quite wide. The success of the oil palm plantation activities by former GAM combatants encouraged the community to participate in planting oil palm so that the area of oil palm plantations continued to increase in North Aceh, and then the community's economy also increased. These conditions strengthened peace because GAM combatants successfully switched from conflict-related activities to economic ones.
