Abstract

Pandemi covid-19 merupakan bencana yang penanganannya merupakan pekerjaan rumah bersama. Setiap kebijakan penanggulangan dan pencegahan penyebaran serta dampak pandemi covid-19 di Indonesia selain melihat dari substasi dan struktur, juga penting untuk melihat budaya hukum yang mempengaruhi akan membahas hubungan Goverment Control dan Social Control dalam mempengaruhi budaya hukum taat kebijakan penanggulangan covid-19 di Indonesia. Serta membahas kausalitas ksadaran dan budaya hukum dalam membentuk kepatuhan hukum kebijakan penanggulangan covid-19 di Indonesia. Dalam pembahasan ditemukan, bahwa harus terdapat sinergisitas antara Goverment Control dan Social Control dalam menciptakan kepatuhan, ketaatan hukum. Sedangkan kepatuhan hukum nyatanya sangat dipengaruhi dengan budaya hukum masyarakat, yakni memperlihatkan kesadaran hukum yang baik.

Abstract

The nation's generation is a pillar or pillar of the country's future development. Ensuring the education of the nation's generation means seeking superior seed breeding for future development. Early childhood or Kindergarten age is an age group that in terms of education is easy to form. Early age is a golden age, where at this time children's brain development develops very rapidly. This period is also critical in the development of children. This event occurs once in a human's lifetime. Therefore, at this time children must be stimulated so that their development becomes optimal, for the sake of their future. One of the ways to provide stimulation is through education. The importance of children's education from an early age is also based on Law no. 20 of 2003 concerning the National Education System, which states that early childhood education is one of the coaching efforts aimed at children from birth to 6 years which is carried out through the provision of educational stimuli to help physical and spiritual growth and development so that children have readiness in entering further education level (Article 1 point 14). With the education of national insight, it is hoped that later the children will grow into generations of nations who love their country and homeland. On the other hand, if children are not equipped with strong national insight values, in the future they will be very vulnerable to being "colonized" by various external factors.

Abstract

The Indonesia Government initiates the SDGs' strengthening focus as realizing the Nawacita notion starting from villages. It aims to develop villages under the principles of sustainability in several sectors, such as Economy, Ecology, and Culture. The fundamental aims of this focus are to support the villages’ welfare and share an equal level of development. In the end, villages will be the threshold of community changes toward the self-governing community ideas. To support this, the Indonesian government through the Ministry of Village, Development of Disadvantaged Regions, and Transmigration regulate the priority for the village's financial focus in Ministerial Decree No.7 the Year 2021. It also regulates some principles to be obeyed by the village government in designing village regulations or policies regarding the issue of village finances, development plans, and supervisory actions. It is arguable as to whether this regulation has affected the villages to escalate their level of Indeks Desa Membangun (IDM). Applying the legal research methods by using laws as the sources of research, combined with an empirical and conceptual approach, this paper discusses the ideal principles of the financial management system which help the villages to raise their IDM level. Three discussion covers 1. The authority owned by villages in managing its fund sources, 2. The principles of the village financial management, and 3. The experience of Jati Village, Tuban, East Java.

Abstract

In terms of handling non-natural disasters, namely the COVID-19 pan-demic, many policies have been issued. The many types of policies that can be taken to prevent, and overcome the impact of the COVID-19 pandemic and its spread, must be properly socialized to the public. The preparation of an android application to socialize the adaptation policy of this new habit, to answer the problems that occurred in Jabung Village, Laren District, Lamongan Regency, namely the lack of public awareness which tends to lead to apathy towards the COVID-19 pandemic and policies that will be taken soon, namely the policy of adopting new habits. This policy must be understood as a normal life policy with the application of strict health protocols, it must be understood by all levels of society in the context of overcoming COVID-19 in Indonesia.

Abstract

Perlindungan lingkungan serta, perkembangan sosial adalah dua hal yang harus ada seiring pertumbuhan ekonomi untuk pencapaian pembangunan berkelanjutan di Indonesia. Sejak 2015, dalam rangka menyambut ambisi Tujuan Pembangunan Berkelanjutan (TPB 2030) Nomor 7 tentang energi, diperlukan kerja sama yang baik antara pemerintah pusat dan daerah dalam kebijakan pemerintah agar sesuai dengan asas pertanggungjawaban negara dan asas otonomi daerah. Pemerintah daerah berwenang untuk berperan mulai dari proses perencanaan, penyusunan strategi, penyusunan kebijakan hingga penerbitan izin. Oleh karenanya, pemerintah daerah memiliki peran penting dalam mewujudkan legislasi hijau regional untuk mencapai TPB 2030 nomor 7. Melalui analisis normatif, tulisan ini menghasilkan bahwa, telah adanya dasar hukum peran dan kewenangan pemerintah daerah berkontribusi dalam legislasi hijau regional.

Abstract

This creative writing mentoring program aims to improve the skills of writing stories with the theme of defending the country through the Storial.co application so that children can better internalize the values ​​of defending the country based on their daily experiences. In addition, this program also seeks to improve literacy skills from an early age, considering literacy skills are not only at the reading level, but also at the writing level. In addition, writing is also useful for developing creativity in children. This community service program collaborates with the Community Reading Park (TBM) RW 2 Pradah Kali Kendal Surabaya as a partner. The implementation method uses the Storial.co application as a medium for writing creative children's stories with the theme of defending the country. The result of this service program is that the children at TBM RW 2 Pradah Kali Kendal are able to produce creative stories with the theme of defending the country in everyday life, such as love for the environment, love for Indonesian culture, and instilling honesty as the initial capital of an anti-corruption attitude. The output of this program is an e-story product published on the Storial.co page. Publication of works on Storial.co allows their works to be read by the wider community so that they participate in socializing the values ​​of defending the country to children their age from an early age.

Abstract

Social forestry has been implemented for decades in Indonesia to escalate society’s welfare. In particular, it is designed to grow the economy of forest-surrounded village societies by utilizing forest natural resources in specific schemes such as Village Forest. Government Regulation No.6/2007 regarding Forest Management and Preparation of Forest Management Plans and Forest Utilization regulated that Village Forest is manageable by villages and exploitable for village welfare. The Job Creation Law (JCL) enactment now recognizes the existence of social forestry under Article 26 para (2) JCL. It is grounded in the notion that social forestry potentially supports the national investment climate and national SDGs Agenda, particularly the scheme of village forest utilization, as village governances contribute to more than 90% of national power. Based on that notion, the government introduced the SDGs Village Agenda, which is expected to contribute to most national targets. Applying normative legal research as the primary method with the empirical and conceptual approach, it is discovered that the well-utilization of village forests has escalated the IDM level, which also represents SDG’s Desa Agenda. The discussion covers the authority of the Village-Owned Enterprises (BUMDes) in utilizing village forest post-JCL, the ways of utilization, and the success story of villages – learning from Labbo Village, Bantaeng. Indeed, using the village forest supports the escalation of IDM Level and SDGS Agenda achievement.

Abstract

The enactment of The Job Creation Law (JCL) affects various national regulations in Indonesia, one of which is forestry regulation. The Social Forestry Program, which was previously governed under a Ministerial Regulation, is now incorporated in the JCL. The JCL amends Indonesian National Forestry Law in its Articles 29 (a) and (b). The integration of the Social Forestry Program is asserted to have provided legal certainty and improvement towards the economy of the Forest Village Community, acknowledging their direct participation in managing the forest. Meanwhile, the alignment of the Social Forestry Program and the materialization of sustainable forest development is diminished. Thus, this paper aims to analyze which law models fit to strengthen the Social Forestry Program and Sustainable Forest Management (SFM) enforcement. This paper is an empirical research juridical research that is participatory. It includes discussions and interviews conducted with several related parties. In the collection of the legal materials, the authors use the method of inventory and documentation which are complemented by interviews and Focus Group Discussion (FGD). This study uses the statutory, conceptual as well as case approaches. This research finds that the ease of conducting investment encouraged by the JCL conflicted of various Indonesian environmental protection goals. For instance, the risk-based approach used in the environmental permit generates another loophole for both the SFM and the Sustainable Development Management (SDM) goals at any level. The discussion in this research is restricted by the national concept of the Social Forestry Program, which is merely regulated at the ministerial level, thus affecting the development of this study. Moreover, the authors pursue discussions with the affected community and relevant regional boards to redress the limited and less-updated supporting data available.

Abstract

Nationalism, national defense education, and eco-awareness are relatable. While nationalism is considered a value instilled in one’s heart, national defense is defined as an attitude of realizing nationalism through activities that share the same objectives - protecting, defending, and growing the nation. One good way to instill the character of nationalism is by utilizing literature, specifically creative children’s literacy, through the digital platform which is inclusively accessible nowadays. It is expected to spread the awareness of nationalism values in children. This study observed the knowledge obtained by children in Taman Baca Masyarakat (Public Library) RW 02 Pradah Kali Kendal, represented in a story writing activity. The value of state defense introduced is limited to three aspects – anticorruption, eco-awareness, and culture-awareness. This study finds that children in Public Library RW 02 Pradah Kali Kendal obtained knowledge about nationalism values and awareness well. The children are also willing to apply a digital platform to spread their values and understanding through children’s literacy. It represents the creative literacy writings written by the children in Public Library RW 02 Pradah Kali Kendal.

Abstract

AbstractSocial forestry has been an instrument of government to escalate community welfare. Forest village in Indonesia is one of the schemes recognized in the national social forestry program since 2007. The economic potential of forest village management is now realized in the Government Regulation in Lieu of Law No.2/2022 regarding Job Creation, specifically designed to accelerate the national economy. The ease offered by the JCL changes nothing to the community perspective in benefiting Village forests through a collaborative scheme between Village-owned enterprises and other groups. Thus, it is essential to portray this collaboration’s potency to provide village community welfare further. This study uses the socio-legal method by applying statutory and conceptual approaches supported by interview’s respond from the governments. This study’s result shows that the village-owned enterprises shall collaborate in benefiting the village forest to escalate the village IDM level which also represents the achievement of Village SDGs. AbstrakPerhutanan sosial telah menjadi instrumen Pemerintah untuk meningkatkan kesejahteraan masyarakat. Hutan desa di Indonesia merupakan salah satu skema yang diakui dalam program perhutanan sosial nasional sejak tahun 2007. Potensi ekonomi pengelolaan desa hutan kini diakui dalam Perpu No.2/2022 tentang Cipta Kerja (Perpu Cipta Kerja) yang dirancang khusus untuk mengakselerasi perekonomian nasional. Kemudahan yang ditawarkan dalam peraaturan tersebut tidak mengubah cara pandang masyarakat dalam memanfaatkan hutan Desa melalui skema kerjasama antara Badan Usaha Milik Desa dengan kelompok lain. Oleh karena itu, penting untuk menggambarkan potensi kerjasama ini yang bertujuan untuk lebih memberikan kesejahteraan masyarakat desa. Penelitian ini menggunakan metode yuridis sosiologis yang didukung oleh hasil wawancara pemerintah terkait. Hasil penelitian menunjukkan bahwa BUMDes dapat berkolaborasi dalam memanfaatkan hutan desa untuk meningkatkan level IDM desa yang juga merupakan pencapaian Tujuan Pembangunan Nasional Desa (TPB Desa). Pada akhirnya, ini berkontribusi pada pencapaian Tujuan Pembangunan Berkelanjutan Nasional (TPB Nasional).Kata Kunci: BUMDes; Indeks Desa Membangun; Tujuan Pembangunan Berkelanjutan; Perhutanan Sosial; Hutan Desa.
