Abstract

Bagi banyak Negara, pengampunan pajak (tax amnesty) seringkali dijadikan alat untuk menghimpun penerimaan Negara dari sektor pajak (tax revenue) secara cepat dalam jangka waktu yang relatif singkat. Program tax amnesty ini dilaksanakan karena semakin parahnya upaya penghindaran pajak. Kebijakan ini dapat memperoleh manfaat perolehan dana, terutama kembalinya dana yang disimpan di luar negeri, dan kebijakan ini dalam jangka panjang dapat berakibat buruk berupa menurunnya kepatuhan sukarela (voluntary compliance) dari wajib pajak patuh, bilamana tax amnesty dilaksanakan dengan program yang tidak tepat. Penelitian ini memberikan gambaran mengenai pelaksanaan tax amnesty di beberapa negara yang relatif lebih berhasil dalam melaksanakan kebijakan pengampunan pajak seperti di Afrika Selatan, Irlandia dan India, dengan maksud untuk mempelajari kebijakan dari masing-masing negara serta menganalisis faktor-faktor yang menyebabkan program ini dapat berhasil dan mencapai target yang ditetapkan, serta perspektifnya bagi pebisnis Indonesia. Kata kunci : tax amnesty, tax revenue, voluntary compliance

Abstract

Building rights on land can have effect on state land, right-of-management land, andproperty-right land. Building rights on land over right-of-management land can beattained through land-use agreement, whose issuance should be under approval of districtland office. Its extension period should be under written approval of the owner ofmanagement right. This research applies legal-research method, particularly normativelawresearch. This means that it examines an issue based on the existing laws, especially the ones related to land issues. And this research embraces both statute and conceptual approaches. The right to build on a pot of right-of-management land is proceeded by mutual land-use agreement between the owner of management rights and the prospective owner of building rights. The former has the full authority whether or not to approve the extension period for the latter. Also, the former has the capacity to decide the compensation rate, the terms and conditions which the prospective owner of building rights must abide by. The detailed articles on the above aspects should be put in written on a notarized deed or on a sub-rosa deed by the two parties.

Abstract

Dalam Hukum Tanah Nasional yang diatur dalam undang-undang No. 5 Tahun1960, secara tersirat ditetapkan bahwa Kewenangan di bidang Pertanahanmerupakan Kewanangan Pemerintah Pusat. Kewenangan tersebut dapatdilimpahkan kepada Pemerintah Daerah dalam PP No. 38 Tahun 2007 ditetapkanbahwa ada 9 kewenangan di bidang Pertanahan yang di serahkan kepadaPemerintah Kabupaten/Kota. Kewenangan di bidang Pendaftaran Tanah tetapdilaksanakan oleh Badan Pertanahan Nasional.

Tenure of land that can be controlled by local government is the Right to Use and Right Management of Land. Local government authority of the land with the status of Right to Use is the use of land for the benefit of its duties. If the land statutes Right Management of Land, the authority is planning designation and land use, land use for the benefit of its operation, and handed the parts of Right Management of Land to third parties and/or work with third parties. Abstract

The purpose of this research is to produce enriched eggs (high concentration in protein, amino acid and β-karoten) but law in lipid and cholesterol content. An experiment was conducted to study the utilization of fermented palm oil sludge (LSF) using neurospora sp for layer. The present study was done based on Randomized Design in which 100 layer were distributed to five treatment group as follow: Layers were fed diet with (0, 5, 10, 15 and 20% LSF). Experimental results showed that LSF significantly (P < 0.05) affected egg mass production, feed comsumption, feed conversion, and HU and highly affected (P < 0.01) yolk colour. The best treatment was with 10% LSF. LSF had no effect on egg weight, shell thickness, albumen index and yolk index (P > 0.05). LSF reduced egg smell, improved taste of egg and yolk colur (P < 0.05). Protein and fat, contents of eggs were significantly reduced (P < 0.05) and cholesterol content of eggs was significantly reduced (P < 0.01). Utilization LSF increased the content of β-karoten yolk (P < 0.01), and modified the composition of amino acid in yolk. In conclusion, utilization of LSF improved egg quality, reduced egg cholesterol dan lipid and modified the composition of amino acid in yolk. Key Words: Palm Oil Sludge, Neorospora sp, Egg Quality

Abstract

Status of reclamation coast land is state land. The status of land rights acquired privately held company is derived from reclamation building right or use right. The status of land rights acquired local governmentis the management right or use right. The status of land rights acquired by privat company that workwith local government is building right or use right of management right. Land right derived from thereclamation acquired through the determination of the government in the from of decree granting right,namely those who do apply. Reclamation land titling state to the head of the national land agency republikof Indonesia. Status tanah hasil reklamasi pantai adalah tanah negara. Status hak atas tanah yang diperoleh perusahaanswasta yang berasal dari reklamasi pantai adalah Hak Guna Bangunan atau Hak Pakai. Status hak atastanah yang diperoleh Pemerintah Kabupaten/Kota adalah Hak Pakai atau Hak Pengelolaan. Status hakatas tanah yang diperoleh perusahaan swasta yang bekerja sama dengan Pemerintah Kabupaten/Kotaadalah Hak Guna Bangunan atau Hak Pakai atas tanah Hak Pengelolaan. Hak atas tanah yang berasal darireklamasi pantai diperoleh melalui Penetapan Pemerintah dalam bentuk Surat Keputusan Pemberian Hakyaitu pihak yang melakukan reklamasi pantai mengajukan permohonan pemberian hak atas tanah negarakepada Kepala Badan Pertanahan Nasional Republik Indonesia.
