Abstract

COMMUNITY EMPOWERMENT IN IMPLEMENTATION OF CORPORATE SOCIAL RESPONSIBILITY PT. SIDO MUNCUL(Studies Review of Herbal Village Program in Semarang District)FUAD SETYO BUDIDEPARTMENT OF POLITIC AND GOVERNMENTFACULTY OF SOCIAL AND POLITICAL SCIENCESDIPONEGORO UNIVERSITYABSTRACKCommunity development in the era of globalization today is no longer the responsibility of government alone. Private parties in this case the company has the same responsibility as well in the development and welfare of society. PT. Sido Muncul as a national company in Indonesia participated in the development of society through corporate social responsibility by making a Herbal Village Program by using the concept of empowerment are implemented in the district of Semarang.Type of this research is descriptive analytical through qualitative approach. Sources are found from primary data that is through interviewing the informant or key person by purposive sampling technique. Meanwhile, the secondary data comes from documents, archieves and other sources which relate to this research. The data was collected through observation, interviews, documentation and literature. Meanwhile analysis technique which is used in this research is qualitative analysis data by analyzing in the form of essay, description and conclusion of indication which is researched.The results of this study found that people are not involved in planning of the program. Public interest in the Herbal Village Program low because social and environmental conditions that are less supportive. Empowerment method used is socialization and training. Community participation in the empowerment initiative shown by the board of making organization of Herbal Village program, composting, participation in the form of cash grants, and participation in the program evaluation. In addition the research also found that in 2016 only two of the six target villages still carrying out development activities that is Gondoriyo village and Bergas Kidul village. The Herbal Village Program is the result of CSR’s PT. Sido Muncul that has defensive characteristics.Keywords: Community Empowerment, Corporate Social Responsibility

Abstract

Bureaucracy reform demands bring information technology to take part in government, especially in public service innovation. Bureaucracy reform is done through E-Government policy, in this case public service innovation is done by online system. Department of Investment and Integrated Services One Door Kabupaten Boyolali has implemented online licensing which is also part of ¬E-Government. However, in its application there are some barriers that is in the citizens participation. Facts found that citizens participation to use online permissions are very low. The research method used in this research is mix method approach with data collection technique through the questionnaire and interview, also document study. Respondents in this study are people who take care of licensing and informants of this study are people who work in Section of Information and Documentation Division of Investment and Integrated Service Department One Door Boyolali District.The result of the research shows that the factors that influence the low of public participation in using the online permission are the knowledge of the society about the low of the socialization in online licensing, the ability of the community to use the supporting facilities / infrastructures which are not yet optimal, the quality of the internet network is inadequate in some areas, Low online services, and awareness of people who want change but not in line with the attitude of people who want to use online licensing.Recommendations that can be given to the implementation of E-Government as an innovation of public services in encouraging licensing services in Boyolali District is the Department of Investment and Integrated Services One Door Boyolali District as the party that implements online permissions in order to give socialization back evenly with methods that are easily accepted by citizens. For the citizens try to support the bureaucratic reform effort in Boyolali District through E-Government especially through online permission and willing to abandon the old way to achieve their needs effectively and efficiently. For the private sector concerned to participate in supporting government policy, especially E-Government by improving equity of supporting facilities such as internet network development to the areas that still unreachable.

Abstract

Pemerintahan Kota Pekalongan mengeluarkan kebijakan Penggabungan Kelurahan melaluiPERDA no 8 Tahun 2013 sebagai bentuk tindak lanjut dari Peraturan Dalam Negeri Nomor 31 Tahun2006. Pemerintah Kota Pekalongan melakukan pengabungan kelurahan untuk mewujudkanefektivitas pelayanan publik dan efisiensi anggaran. Tujuan dari penelitian ini adalah untukmengetahui dan mengevaluasi proses implementasi kebijakan penggabungan kelurahan di KotaPekalongan. Tipe penelitian ini adalah deskriptif analitis melalui pendekatan kualitatif, yang dimaksudkanuntuk menghadirkan gambaran tentang situasi atau fenomena dalam penelitian secara detail. Sumberdata berasal dari data primer maupun data sekunder. Hasil dari penelitian menunjukan bahwa implementasi dari kebijakan penggabungan kelurahanyang diterapkan oleh Pemerintah Kota Pekalongan ini berjalan dengan lancar walaupun ditemukanbeberapa hambatan. Tujuan yang ingin di capai dari kebijakan ini juga sudah ada yang tercapai yaituefisiensi anggaran. Efisiensi yang dimaksud adalah dengan adanya penggabungan Kelurahan makajumlah anggaran operasional dan belanja pegawai kelurahan yang dibutuhkan menjadi lebih sedikitdan sarana prasarana pendukung yang dibutuhkan lebih sedikit.Saran yang diberikan kepada Pemerintah Kota Pekalongan adalah proses pengambilan keputusanyang juga mengikutsertakan hingga elemen paling bawah yaitu masyarakat selaku objek kebijakan,agar kebijakan yang diterapkan dikemudian hari tidak muncul konflik yang membuat pekerjaan barubagi pelaksana maupun perumus kebijakan.

Abstract

ABSTRACTIONThis study aims to analyze the implementation of Mayor Regulation No. 34 of 2017 which has been implemented since mid-2017 until now and the extent to which the implementation can achieve the established goal of realizing the management of public complaints to be more coordinated and provide access to the community to participate actively in submit complaintsType of research used in this research is analytical descriptive research type through qualitative approach. Sources of data used in the form of primary data derived from the results of in-depth interviews of research informants and secondary data in the form of archives and documentation. The technique of selecting informants using purposive sampling.The results of the study found that in the implementation of this Mayor Regulation is effective in increasing the active participation of Semarang City community participation in 2017 in conveying complaints due to the massive socialization conducted by the Semarang City Government. Sources of input reports from the public most use the means of complaints via SMS, Twitter and Web laporhendi. Types of categories of complaints are classified into 3 types of mild, moderate and severe reports after passing the verification and clarification stage of P3M before the report is disposed to the integrated OPD. While some of the obstacles are if there are reports of public complaints involving many WSS and are not included in the planning and budget of the year, and there are still procedures for handling different OPDs.The recommendation that the author gives to the Complaints Management in Semarang City is that Each response answer from the OPD needs to include contact person who can be contacted to facilitate the community who want to ask more questions related to the problem and displays additional image features on the system before and after the results of reporting through images to make it more credible. Abstract

AbstractPublic Service in providing licensing services are now familiar with theattendant bureaucracy which often provide a very complicated procedure. This studywill reveal the performance of public services in providing licensing servicesBuilding Permit (IMB) as an indicator of good governance. This study aimed toanalyze the efforts and the factors that hinder the Semarang city government incombating illegal fees in licensing services Building Permit at the Department ofInvestment and Integrated Services One Stop Semarang. In this study, researchersused a descriptive approach qualitative research methods, the research illustrates aphenomenon that has been going on and analyze the phenomenon through qualitativeresearch procedures. The results of this study in the realization of public servicessuch as service licensing, DPM_PTSP Semarang already provide a good enoughservice. Although in the realization of licensing services still do not meet the serviceof what has been determined in accordance with standards of public service, that isno problem at the speed of service and service schedule certainty. StandardOperating Procedure (SOP) has not run optimally, making it less effective andefficient in completing the work and the resulting deviant behavior extortion andkickbacks to the official community care givers.Keywords: public service, licensing services

Abstract

ABSTRACTPolicy implementation of Bidikmisi scholarship 2010-2014 study research at the Diponegoro University and Semarang State University has the objective to investigate the implementation of the policy at the Diponegoro University and Semarang State University. The implementation is to know Bidikmisi scholarship policy implementation based on the theory of policy implementation by Donald S. Van Meter and Carl E. Van Horn with six indicators, which is standards and policy goals, resources, communications, disposition implementer, characteristics enforcement agencies, and social environment, economic and political.The method of answering the problem in this research is a qualitative deskripstif main data types are the words and actions. Sources of data obtained derived from primary data and secondary data. Search informants with purposive sampling system (making intentional) and accidental sampling (sampling by accident when he met at the study site). Collection techniques using interviews, observation, and documents.Bidikmisi scholarship policy is a policy of the central government through the Ministry of Research, Technology, and Higher Education (formerly the Ministry of Education and Culture) which refers to public and private universities to do the job. This policy has a major goal is to break the chain of poverty by providing opportunities high achieving students who have financial limitations for education in college. This policy has the same guidelines with all rules and regulations. However, in practice, Diponegoro University and Semarang State University had differences in management.Results from this study is expected to provide benefits for the government to regulate clearer to the college so that the principle such as right on target, right number, and timely of these policies can be achieved.Keywords: Implementation of Government Policy, Bidikmisi Scholarship

Abstract

THE GOVERNMENT’S STRATEGIES TO INCREASE INVESTMEN IN THE REGENCY OF CIREBON 2015MEGA DAYANA PUTRI(DEPARTMENT OF GOVERNMENT SCIENCE, FACULTY OF SOSIAL AND POLITICAL SCIENCE, DIPONEGORO UNIVERSITY, SEMARANG)ABSTRACTThis study intends to identify how local governments strategies to increase investments at the Regency of Cirebon in 2015. This research is qualitative-descriptive research, the data have derived from primary sources. To determine informants is executed by snowball sampling method, it intends to determine two types of them. First, the government elements that consists of regent, parliament, BPPT, and BAPPEDA of Cirebon. Second, businessman or investors in Cirebon. For collecting data purposes, the researcher used two method, they are interview and observation method. Data processing techniques consists of data reduction, data presentation, conclusions, and verification, they are executed by a cyclic process.The research result shows that there are four strategies carried out by the Government of Cirebon to attract investments, they are image marketing, attraction marketing, insfrastructure marketing, and people marketing. The four strategies are running smoothly, it is conducted due to social welfare purposes. However, the results have not yet successfuly optimal because none of certainty and clarity rules of the law regarding investment and licensing. This bureaucratic process is considered very complicated. The strategies are only looked at the investment realization, but it does not have significant impact on regional and community development equally.Keywords: regional strategies, local government, investment

Abstract

Micro Small and Medium Enterprises (MSMEs) is one of the prime powers of economic activity in Indonesia. The contribution of the MSME sector to Gross Domestic Product increased from 57.84 percent to 60.34 percent in 2017. By seeing the magnitude of the influence of SMEs, the role of government in the empowerment of SMEs is necessary so that business can still exist and survive in the economic flow. Kudus is the smallest district in Central Java, but the industry in the district is also growing quite rapidly. The industrial sector became the main pillar of the economy of Kudus district with a contribution of 81.09 percent. One of the main buffers of the economy is the sector of MSME where in Kudus there are many SMEs from various sectors such as border, batik, bag, knife and food. Loram Kulon Village as one of the centers of bags also requires the role of government in the empowerment of SMEs. One part of government that has a role in the empowerment of SMEs is the Department of Labor, Industry, Cooperatives and SMEs.This study aims to determine the role of the Department of Labor, Industry, Cooperatives and SMEs in the empowerment of bag business in West Loram Village. In addition, this study also aims to determine the supporting factors and inhibiting factors in the effort of empowerment. This research uses descriptive qualitative method with observation, interview and documentation techniques.            The results of this study indicate that the role of the Department of Labor, Industry, Cooperatives and SMEs in the empowerment of bag business in West Loram Village as a bag-making center has not run optimally. This happens because from the official itself there has been no specific agenda for the village. In addition, one of the factors that become obstacles in empowerment efforts is the absence of organizations or associations that become a container for business players. It is because the bag from the community itself is also difficult to be invited to organize so that the government also has difficulty to channel assistance.Keywords: Role of Government, Empowerment, MSME

Abstract

Indonesia is a country where every law that citizens have rights andobligations which should be protected by law. A right is something that is inherentto the human being, not only a perfect man but also inherent to the human beingless than perfect (disabled). This needed protection which guaranted the rights ofthe disabled to realize equality, independence and disabled priority in KlatenRegency.Regional Regulation of Klaten Regency no. 2 of 2011 on Equality,Independence, and Disabled Prosperity as the basic of law about education,health, employee, social-politics, economy, and culture for the better future ofdisabled in Klaten Regency. This study discuss about the policy study to analyzehow Klaten Regency Government actualize the regional regulation by qualitativedescriptive methode. This study was held in Klaten Regency, Central Java. Bydata collection of interview and documents.Researcher found in Regional Regulation of Klaten Regency no. 2 of 2011on Equality, Independence, and Disabled Prosperity about policy implementationvariabels that influence the implementation performance of Klaten RegencyGovernment effort to create equality and disabled prosperity. At this study,Paguyuban Penyandang Cacat Klaten (PPCK) were been the mediator to regionalregulation implementation. Factors restricting the research is not yet evenlysocialization of local regulations to the disabled and limited budgets in support ofimplementation of the change. Recommendations of the researcher is to saw thefinancial resources and cooperation between the various parties to support theimplementation of local regulations and thorough socialization from Governmentto society in order to identify their contents nor diffable of regional regulationsand created a good relationship between the Government with the disabled.Keywords: Disabled, Implementation, Klaten

Abstract

One of the policies made by the local government of DKI Jakarta in terms of arrangements place and Guidance Micro Street Vendors stipulated in Governor Regulation No.33 of 2010. This policy is to support micro businesses a solution vendors in Jakarta by providing infrastructure and facilities for micro enterprises vendors on possible locations and temporary which aims to provide legal certainty for the businesses vendors on the site. The initial concept of these policies arise from local government of DKI Jakarta which considers that in order to develop micro-enterprise vendors as services trade which quite large to absorb labor as well as to prevent a negative impact on utilization of city infrastructures, social facilities and other public facilities. Therefore these policies is expected to reduce rate of growth vendors and provide legal certainty to micro businesses vendors and can develop the business sector with the guidance provided.This study aims to analyze implementation the Governor Regulation No. 33 of 2010 concerning Setting and Guidance of Micro Street Vendors by local government of DKI Jakarta in guided location Meruya Ilir, West Jakarta.and see the factors inhibiting and supporting policies that affect the success of implementation the Governor Regulation No. 33 of 2010. As for analyzes using ndicators proposed by George C Edward III. The type of this research is evaluation research policy implementation using qualitative and quantitative approaches. The location of this research is in the location Guided Meruya Ilir, West Jakarta. Technique of information sampling is using purposive sampling and data collecting technique use interview and document analysis.The result of this research shows that Implementation of Governor Regulation No. 33 Year 2010 concerning arrangements place and Guidance of Micro Street Vendors in location Meruya Ilir can be said have not been good enough. This is because the implementation of Governor Regulation No. 33 Year 2010 wasn’t optimal. Implementation driving factors of Governor Regulation No. 33 Year 2010 concerning arrangements place and Guidance of Micro Street Vendors in Guided location meruya ilir among others Implementor Communications, Financial Resources and Dispositions. The factors that become an obstacle in this Governor Regulation are Communication implementor of the target group, Human resources, and bureaucratic structure.The writer recommend are: (1) Increase the number of locations or business area allocated the Guided (2) The location management unit should increase energy human resources in order to achieve a consistent coaching and good supervision function (3) Implementor role should be optimized in their communication and dissemination to the target group these policies.
