Abstract

ABSTRACT: Act. 32 of 2004 stated that the village chief has a fundamental duty held government affairs and communitydevelopment. PP. 72 of 2005 explains, is the task of government affairs, among others, community living arrangements inaccordance with the authority of the village. Affairs, among others, is to coordinate the development of participatoryvillage. The purpose of this study was to determine how the village head Nduma performance in governance and ruraldevelopment.This study used a descriptive-qualitative method. Informants of this study as many as 15 peoplewere taken from the employed several elements of village government officials, BPD / MTT, LPM, PKK leaders /community leaders / traditional / religious., And citizens. The main instrument in this study is a researcher himself, whilecollecting data using interview techniques and assisted with the observation danstudi dokmentasi. Data analysis was doneby using qualitative descriptive analysis-interactive model ofMilesand Hubernann.The results of the study provide conclusions: (1) Performance Nduma kampug head in the administration ofgovernment affairs villages (such as lead organization of village administration, village life setting, rulemaking village,the formation of village social institutions, peace and public order pemerliharaan village, village financial management,and services to the public) is not optimal, but generally are good enough; (2) Performance Nduma village heads in theimplementation of rural development / village (ie the coordination and facilitation of development planning,pengkoordinasikan implementation of development programs, and the mobilization and development of communityparticipation in development), also have not been up but has shown good performance.Based on the conclusions, it is recommended suggestion that the performance of the head of the village Ndumain governance and development needs to be improved and enhanced. Abstract

ABSTRACT : Local Taxes are one source of local revenue, which is expected to help defray for implementations the local autonomy, which is able to organize and manage own household well as revenue from the government in the form of subsidy / assistance. The sources of local tex are expected to be a source of financing local governance and development. Specialy of Manado City as a tourism place and business capable captured by tourism businesses are marked by the number of hotels built, well-star hotels or budget hotels. It can see by the growing and increasing of manado city may can showing that potential of hotel tax is the source of local that can be optimal.The method of this research : This research used the descriptive quatitative method that uses secondary data in the form of time series with the sample that hotel tax revenue in 2010 s / d 2014.The result of Researches : based in the target of hotel tax that fixed by the government of manado city. The hotel tax in manado city enough to contribute During the period of 2010 s / d in 2014 amounted to Rp. 66,946,272,913 ie annual average hotel tax provides sumbangsi at 7:58% to PAD Manado.That the hotels in Manado City Tax enough to contribute in the acceptance of the original local revenue.Keywords: Hotel Tax, Local Revenue.

Abstract

ABSTRACT: Influence policy implementation midwife functional benefits to employee performance / midwife in South Minahasa district is intended to improve the quality of health services and prosperity the employees in this case the midwife.This research uses quantitative methods to do sampling for three (3) health centers and one (1) Department of Health Amurang South Minahasa District. Samples taken are all employees of the midwife in 3 health centers and 1 Amurang Health Service who are 40 respondents. Collecting data in statistical analysis using simple linear regression and correlation analysis of simple or product moment correlation.Based on data analysis showed: (1) the regression coefficient influence policy implementation midwife functional benefits to employee performance / midwife is 0.826 scale. (2) to determine the influence of the implementation of functional benefits midwife variable (X) on the performance of employees / midwife (Y), then applied to the calculation of determination by way mengkwadratkan correlation coefficient (r²). The calculation result of determination indicates that the effect of the implementation of the functional benefits of midwives to employee performance obtained by r² = (0.789) ² = 0.623 or 62.3%.Based on these results it can be concluded that the functional benefits of policy implementation midwife positive effect on employee performance or midwife in South Minahasa regency.Keywords: Functional Benefits Policy Implementation Effect on Performance Midwife

Abstract

ABSTRACT : Implementation of good governance is an absolute necessity for the creation of a majorityof the political system of governance that is more aligned to the interests of the people in accordance withthe principles of democracy are universal. The purpose of this study is to investigate the implementationof the principles of good governance in the public service, to determine the factors supporting andhindering the implementation of the principles of good governance in the public service in the District ofWest Southeast Maluku District Kormomolin.The method used in this research is quantitative method. Research was carried by 75 votes kormomolinsub-district government officials and the public. The data used are primary data in the can through aquestionnaire. The analysis technique used to test the hypothesis is simple linear regression analysis.The results of data analysis showed that the variables of good governance and positive significant effect onthe variable public services at the level of 95%. Based on the results of that study concluded that goodgovernance positive and significant impact on public services at Head Office Kormomolin.It is recommended that the implementation of good governance which emphasizes the principles oftransparency and accountability in Head Office Kormomolin should be increased for the realization ofpublic services from the aspect of efficiency and effectiveness.Keywords: good governance, public services

Abstract

ABSTRAK : Sub-district is the district / city that has an important position and role in the framework of theeffectiveness of the regional administration, so it must be able to effectively implement good governance.Accordingly, the study is intended to answer the question "how the implementation of good governance in thesub-district government Pasan Southeast Minahasa regency.From the literature review determined the six principles of good governance are the focus of research, namely:participation, transparency, responsiveness, fairness, of efficiency and effectiveness, and accountability.This study was designed as a descriptive survey research. Sources of data / research informants are allgovernment civil servants districts Pasan many as 22 people, and the citizens of 30 people were taken in fivevillages in the sample, so that the total number of respondents / informants there were 52 people. Primary datacollection using questionnaire techniques and assisted with the interviews. Data analysis was performed usingdescriptive statistical analysis and the percentage frequency distribution analysis.The result showed that the implementation of the principles of good governance (participation,transparency, responsiveness, fairness, efficiency and effectiveness, akuintabilitas) in the sub-district governmentPasan is still at the level of the medium category, but it is good enough.Based on the results of these studies conclude that implementation of good governance can not berealized optimally by Pasan sub-district government, however, has been quite good.Departing from these studies it is necessary to attempt to improve the implementation of goodgovernance in the sub-district government Pasan by doing several things, among others, namely: to increase thenumber of employees, improving employee competence of human resources, adds to the means and facilities tosupport the implementation of tasks, and increase the commitment of forces to realize good governance inoptimal.Key Word : Good Governance

AbstractThe purpose of this study is to know how the coordination of local goverment in road constructionin the District of Salibabu Talaud Islands Regency.This research uses the qualitative method. Data collection by interview technique: while dataanalysis using qualitative analysis techniques interactive model of Miles and Hubernann.Based on research results drawn conclusions: (1) Coordination of district road constructionplanning in sub-districts of Salibabu run orderly and smoothly in accordance with the mechanism that hasbeen set in UU.No.25 Tahun 2004 about The National Development Planning System. Related governmentinstallations (Dinas PUTR, Bappeda, and Camat) coordinate well so that the district road developmentprogram can be set according to the priority scale. Abstract

AbstractIn order to discipline employees, up to SDN 25 Manado has implemented finger print attendance becauseall this time on manual absences (only in the form of attendance books), employees are still found to beabsent, coming and going home from school not according to the specified hours and staff and teacherswhose performance is as the maximum number of teachers does not match what is received in this caseEmployee Perfomance Allowance money (TKD). This research formulation is how the application ofemployee work discipline through finger print attendance in SDN 25 Manado? The purpose of this studywas to describe the application of employee work discipline through finger print attendance at SDN 25Manado. In this tudy the research method used was qualitative with the type of descriptive approach,datacollection techniques used were interviews, observation, documentation. The research results pbtainedwere, schools that had previously used fnger print attendance but there were still employees anda teacherswho could manipulate attendance data because the data was still managed entirely by the scholl. Fingerprint attendance is now able to discipline employees because of the absenteeism data recorded directly intothe Manado City Civil Service Agency.Keywords: Application Of Dicipline, Finger Print Attendance.

Abstract

Kompetensi aparatur masih merupakan persoalan yang perlu mendapat perhatian. Mengingatfungsi kantor kecamatan dalam melaksanakan koordinasi penyelenggaraan pemerintahan, pelayananpublik dan pemberdayaan masyarakat desa, serta melaksanakan pelimpahan tugas urusanpemerintahan daerah dari Bupati. Berdasarkan masalah tersebut tujuan penelitian ini adalah untukmengetahui Pengembangan Kompetensi Aparatur Sipil Negara di Kantor Camat Langowan TimurKabupaten Minahasa.Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif digunakanuntuk peneliti, dimana peneliti sebagai instrument kunci, pengambilan sumber data dilakukan secarapurposive dan snowball, teknik pengumpulan data dengan triangulasi, analisis dan bersifatinduktif/kualitatif, dan hasil penelitian lebih menekankan makna.hasil penelitian menunjukkan bahwa faktor akreditasi badan diklat Kabupaten Minahasa adalah salahsatu faktor yang menyebabkan diklat pengembangan kompetensi aparatur sipil negara tidakdilaksanakannya oleh BKD Kabupaten Minahasa tidak dilaksanakan oleh BKD Kabupaten Minahasatapi dikerjasamakan dengan diklat provinsi yang telah terakreditasi sehingga masih banyak aparatursipil negara yang hingga kini belum mendapat kesempatan untuk mengikuti diklat. Bahwa denganbelum terakreditasinya badan diklat daerah menyebabkan penyelenggaraan diklat yang selama inidilaksanakan oleh badan diklat provinsi menjadi tidak optimal sehingga upaya pengembangankompetensi aparatur sipil negara di kabupaten Minahasa tidak berjalan sebagaimana yang diharapkanyaitu masih banyaknya ASN yang belum mengikuti diklat. Belum adanya acuan analisis kebutuhandiklat oleh tiap – tiap SKPD menyebabkan penyelenggaraan diklat untuk pengembangan kompetensipegawai di Kabupaten Minahasa menjadi efisien dan efektif dilihat dari asas manfaatnya sehinggakapasitas aparatur sipil negara di kabupaten Minahasa tidak dapat ditingkatkan secara signifikan demimemaksimalkan pelayanan publik yang primaKata Kunci : Pengembangan Kompetensi Aparatur Sipil Negara

Abstract

ABSRACT This study aims to determine the implementation of mangrove forest tourism development as a cultural heritage in Parigi Moutong Regency, Central Sulawesi Province. This study used qualitative research methods. Data collection techniques used are observation, interviews and documentation. The results of this study indicate that the implementation of the development of mangrove forest tourism as a cultural heritage in Parigi Moutong Regency has not been carried out optimally. This can be seen from the implementation of the development of mangrove forest tourism that has not gone well due to the lack of funds owned by the local village and the lack of attention from the tourism agency, the facilities (infrastructure) and the economic activities of the people in the tourist area have not been maximized. ABSTRAK Penelitian ini bertujuan untuk mengetahui implementasi pengembangan wisata hutan mangrove sebagai cagar budaya di Kabupaten Parigi Moutong Provinsi Sulawesi Tengah. Penelitian ini menggunakan metode penelitian kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Adapun hasil penelitian ini menunjukan bahwa implementasi pengembangan wisata hutan mangrove sebagai cagar budaya di Kabupaten Parigi Moutong belum terlaksana dengan maksimal. Hal ini dapat dilihat dari pelaksanaan pengembangan wisata hutan mangrove tersebut belum berjalan dengan baik karena kurangnya dana yang dimiliki desa setempat dan kurangnya perhatian dari dinas pariwisata, fasilitas-fasilitas (prasarana) dan kegiatan ekonomi masyarakat di kawasan wisata yang belum maksimal. Kata Kunci : Implementasi, pengembangan, pariwisata
