Abstract

fenomena umum menunjukkan bahwa para kepala desa umumnya tidak mempunyai kompotensi atau kemampuan yang memadai untuk dapat menggerakkan atau meningkatkan partisipasi masyarakat desa yang dipimpinnya dalam pembangunan desa. Tujuan penelitian ini adalah Untuk menganalisis kompetensi kepala desa dalam menggerakkan partisipasi masyarakat dalam pembangunan didesa Ritey Kecamatan Amurang Timur. Penelitian ini dirancang sebagai suatu jenis penelitian deskriptif . Pengambilan informan/responden dalam penelitian  ini menggunakan teknik puposive sampling atau pengambilan sampel bertujuan. demikian jumlah seluruh informan dalam penelitian ini adalah sebanyak 48 orang. Hasil penelitian menunjukkan Kompetensi kepala desa Ritey untuk meningkatkan partisipasi masyarakat dalam pembangunan desa pada umumnya dapat dikatakan cukup tinggi. Kata Kunci : Kompetensi Kepala Desa, Partisipasi Masyarakat, Pembangunan

Abstract

Profesionalism is a reflection of the skills and expertise of the apparatus that can be effective if supported bythe suitability of the level of knowledge on the basis of educational background with the workload that becomesthe responsibility. The success of development will be seen from thr high productivity of the prosperouspopulation and evenly distributed. Abstract

AbstrakPenelitian ini bertujuan menjelaskan mengenai Peranan hukum tua dalam keberhasilanpembangunan di desa kanonang dua . Penelitian ini menggunakan metode deskriptif pendekatankualitatif, dan teknik pengumpulan data yang dilakukan dengan observasi, teknik wawancara dandokumentasi. Jumlah Informan sebanyak 8 orang. Dalam penelitian ini menggunakan teoripembangunan desa di lihat dari segi pembangunan jalan, drainase, pembuatan gapura danpengeboran air, dan hal-hal lainnya yang berhubungan dengan pembangunan desa. Hasil penelitianmenunjukan bahwa pembangunan yang dilaksanakan oleh pemerintah desa sudah berjalan denganbaik dan telah memperoeh keberhasilan. Hal ini dapat di lihat dari perencanaan dan pelaksanaanpembangunan yang dibuat oleh pemeritah desa. Ada beberapa hal yang perlu di perhatikanpemerintah desa dalam penyelenggaraan urusan pemerintahan mengenai pembangunan desa denganmengajak masyarakat berpastisipasi aktif dalam pelaksanaan pembangunan. Agar pembangunan didesa kanonang dua meningkatkan dan dapat memperoleh hasil yang lebih baik, tentunya denganbersama-sama membangun dengan lewat perencanaan yang matang serta pelaksaan pembangunanyang baik sesuai dengan mekanisme dan prosedur yang berlaku sesuai dengan undang-undang desaKata Kunci: Hukum Tua, Pembangunan

Abstract :        The development of the conducive work climate to be a very important to push spirit of  work to increasing  performance remember that government bureaucracy working in the hierarchy environment, bureaucrats, monopoly and bound by the rules set consistently. Based on problem background has been analyzed, then can formulate problem how government policy region Talaud  Islands Regency in to develop work climate of representative office at Manado. Based on problem formulation then direction of research to know how policy implemented by the government of region Talaud Islands Regency in to develop work climate of representative office Talaud Islands Regency at Manado. This research treated and analyzed with use descriptive-analytic technique. Data source or respondent in this research is any civil servants representative office Talaud Islands Regency at Manado, number of civil servants placed in the representative office at Manado there are as many as 21 employees. Result data analysis above to give a conclusion that condition work climate in the representative office Talaud Islands Regency that exist today quite conducive and quite enjoyable and stimulating morale of the employees. ABSTRACT:This research intent to know organisational culture influence to commanding apparatusperformance.. culture organisationaling to constitute one system meaning with which followed bymembered one differentiates an organization with organisational other. Abstract

ABSTRACTThis research there are problems in implementing Good Governance at the village of Sea, have not gone wellaccording law No. 8 of 1999 on the implementation of good governance. The researchers used a qualitative researchmethod. The data was collected starting from the stage of observation, in-depth interviews and documentation. Onthe data collection was completed by using the guidelines of the interview, where there are 10 informantsinterviewed.After being interviewed, the researchers analyzed the results of interviews with several phases. The first of themwith the data collection was done through observation or interviews, then do record keeping and typing and editingas necessary, both the reduction i.e. elections against existing data, sharpen data analysis, summarize and discarddata that is not needed, the third provides data and simplifying data have been obtained in order to facilitate researchin the conclusion, the fourth withdrawal i.e., verify their conclusions with a review the records or data retrieved aswell as analyze causal including brainstorm with friends and supervising professors and take conclusion.The results showed that organizing Good Governance have not applied optimally as expected by law No. 8 in 1999and the theory of Inu Kencana, 1994.The conclusion that can be drawn through the results of this research is that found there are some principles of GoodGovernance that has not gone well. Of which public participation is still very lacking in the process management ofthe KTP & KK, law enforcement has been running fine but for the better should the existence of PERDES,transparency needs to be improved in terms of disclosure for financial management to the community. Responsifitasthe Government is still lacking in terms of service the rice still need for renewing the data community who deservethe rice, RKPdesa village and Profile updates need to be made in accordance with the year 2016, the lack of aGovernment response, information boards, still less to embrace the community in order to make KK and ID CARD.Consensus is already well underway, however, Equality with regard to note what's special in service of rice, theGovernment should give the rights of the underprivileged community, lest not right on target, effectiveness andefficiency can not be rated good because there are problems that have been described above so that the communitycan be felt yet. Accountability has been running good since the village was already running task for reporting to theDistrict about financial management and already inform the community about the program that will be implemented.With this research is expected to be the subject of study of the theory of society and contribute as well as input forthe Government in realizing Good Governance effectively and efficiently.Key Words: Good Governance

Abstract

Abstrack : Peran lurah sangat penting dalam pembangunan di kelurahan, tugas lurah sebagai koordinatorpemerintahan memegang kendali roda pemerintahan. Kemampuan lurah dalam membuat visi misi sekaligusmemberdayakan masyarakat seringkali tidak berjalan dengan baik. Tujuan penelitian ini adalah untukmengetahui bagaimana peran kepemimpinan lurah di Kelurahan Uwuran I, Kecamatan Amurang,Kabupaten Minahasa Selatan. Penelitian ini menggunakan metode kualitatif, yang dimaksudkan denganmetode kualitatif yaitu mengambarkan dan mendeskripsikan atau menjelaskan peristiwa yang sebenarnyapada masa sekarang. menjadi sumber data (informan) dalam penelitian ini di ambil dari unsur yang terkaitdalam masalah yang di teliti yaitu 9 Orang. Hasil penelitian menunjukkan peran pathfinding (membuat visidan misi) sudah baik, sudah sesuai mekanisme dan sesuai dengan kebutuhan masyarakat uwuran I, peranaligning (penyelaras), masih kurang maksimal banyak program tidak terakomodir dalam APBD, Peranpemberdaya dari lurah uwuran 1 belum maksimal. Berdasarkan hasil penelitian, memberdayakanmasyarakat dalam kegiatan pembangunan fisik yang masih mengalami hambatan , selain itu dalampembangunan non fisik seperti pemberdayaan karang taruna, kelompok nelayan dan kelompok-kelompokketerampilan masyarakat belum maksimal.Kata Kunci : Peran Lurah, Kepemimpinan, Pembangunan.

Abstract: Policy Implementation social security organizing body (BPJS) health, is an important in the world of health. Through Policy Implementation BPJS health.Is expected to help people who are less able in the world health, especially in terms of treatment a hospital or puskesmas.success of policy implementation bpjs heatlh, depending on the aspect of communication, resources, disposition, bureaucratic structure. If the four variables support each other, then policy implementation BPJS heatlh can be achieved effectively and on target. The purpose of policy implementation BPJS heatlh is to achieve the degree of the poor or economically weak in the needs of treatment. On of the efforts made by the government is to take health card BPJS program.and by providing facilities and infrastructure at heatlh center for the implementation of health on target. The purpose of this study is to know Policy Implementation BPJS Health At Puskesmas . The benefits of this research are to provide input to the Health Center or stakeholders within Policy Implementation BPJS Health At Puskesmas Patlean, North Maba District, East Halmahera District. The method used is qualitative method, with type of descriptive approach and research location patlean village North Maba District, East Halmahera District. Data collection is done by observation and in-depth interview to informant. Based on the results of the study there are several factors that must be corrected communication, resources, disposition, bureaucratic structure.so inside Policy Implementation BPJS Health At puskesmas goes according to expectations.Based on the results of the study there are several factors that must be corrected : communication, tesources, disposition, and bureaucratic structure. This House Renovation Program is a very important one to pay attention to,this happens because the government is required to carry out this Home Renovation Program righton target that is in accordance with the requirements that have been determined so that the houserenovation program runs well. The purpose of the House Renovation Program is certainly so thatthe poor can get a decent and comfortable life. The Home Renovation Program needs to payattention to requirements. The purpose of this study is to determine the effectiveness of the HouseRenovation Program in the Village of Ranoketang, Toulagai District, Southeast Minahasa Regency.The benefits of this research are expected to be able to provide a good study to the VillageGovernment in determining or establishing and developing this House Renovation Program and thisresearch might be able to provide information or input to the Toulagai District Government ofMinahasa Regency in general and in particular the Government of Ranoketang Village. Theresearch method used is qualitative research. Data collection techniques used are interviews,observation, and documentation. The Subjects of this Research are the Government of the UpperRanoketang Village and Recipients of the House Renovation Program. Based on the results ofresearch conducted by the House Renovation Program has not been implemented properly wherethe relationship or coordination between the Old Law and BPD is still not good and there is a lot ofmiscommunication between the two parties that makes the House Renovation Program run poorly.For this reason, this study was conducted to answer the question, How is the Effectiveness of theHouse Renovation Program in the Village of Ranoketang, Toul Toul District, Southeast MinahasaRegency. Abstract

Abstract: Until recently perceived the public service is not yet running to its full potential, it can even be said to the public servicein Indonesia is still classified as low, due to the absence of consistent and the seriousness of the apparatus of Government inconducting services. It can be seen from the large number of societies that have complained about public services in Indoneisa.With public services that are still lower then required the presence of improved performance to improve the Organization of thepublic service. Similarly, on the issue of settlement also required the existence of a ministry that gives satisfaction to the public.An increase in welfare of society is a major foothold in the determination of policy strategies in regional development. Manadoas the autonomous region is inseparable from social issues that affect the welfare of the community, including increasedpopulation growth in most developing Countires the Central economy often is due to a birth rate high mortality rate followed adecline. Government as scepter should be aware that high birth will affect the various aspects of life in a country or region. Itis to be one of the rationale the Government-backed family planning programs. From the results it can be concluded that theperformance of the Office of Population Control and family planning look at the 5 aspects namely. Productivity, service quality,responsiveness, accountability and corporate responsibility, the success rate is said to have not been able either because thereare still some placement of employees yet keeping with skill or field, and is still the lack of human resources (HRD) everyexisting field. As for the shape of the corporate responsibility of the Office of Population Control and family planning Manadocity in carrying out any work program as well as accountability for any activity carried out by employees of the Department isin compliance with the rules.Keywords: Perfomance, Control Of Population, Family Planning
