Abstract

This study departed from the indication of the low success of rural development, especially in sub district Rainis Talaud Islands. This is presumably related to the low quality of village government officials, so that the research aims: (1) to analyze the relationship between the quality of human resources with the village government official development success. (2) to clarify, whether the success of the development will increase if an increase in the quality of human resources village officials. (3) to determine the influence / contribution of human resource quality village government officials to the success of development in the District Rainis. The results of the analysis of the data showed that: (1) That the average quality village government officials, such as: the level of formal education, skills, health / nutrition and rural development success rates in their respective villages, also is in the category "medium". (2) human resources quality factor Village officials have a significant relationship with the successful development, while, the functional relationship between the quality of human resources personnel with the success of rural development in Sub-linear patterned Rainis sifaknya positive and contributive. Abstract

Based on regulation number 43 of 1999 and Section 34A of Presidential Decreenumber 150 of 2000 that the Regional Employment Board is a device that has the main duty toassist the Regional Employment Development Officer in implementing the Regional Civil Servicemanagement, administrative services including organizing a Regional Civil Servants. The purposeof this study was to determine how the performance Personnel Board and Regional TrainingBolaang East Mongondow in the Civil Service administrative services in the area. This researchuses a qualitative method with the number of informants as many as 12 people consisting ofofficials and employees implementing the Personnel Board and Regional Training Bolaang EastMongondow as many as 6 people by using purposive and civil servants in some sectors in thegovernment environment as much Bolaang East Mongondow 6 people with random techniques.From the results of existing research, the performance Personnel Board and Regional TrainingBolaang East Mongondow in the Civil Service administrative services from the aspects ofeffectiveness, efficiency, responsiveness and transparency can be considered quite good, but itwould be better if it improved again in order to achieve effective and efficient .

Abstract

This study aims to determine the effectiveness of community empowerment programs through the utilization ofvillage funding allocation in the village of South Bulude Essang District of Talaud Islands Regency. Byapplying descriptive and qualitative approaches, the data were collected through observation techniques andinterviews with 10 informants directly related to the village community empowerment program in BuludeSelatan Village, Essang District, Talaud Islands Regency. After the data collected, both in the collection processand after data collection, then analyzed by using interactive method, the results can be put forward as follows:1). The implementation of the community empowerment program by utilizing and ADD in South Bulude Villageruns smoothly according to predetermined plans and achieves the goals or targets of the program. 2). The fivecriteria of program effectiveness can be realized through the implementation of community empowermentprogram in South Bulude Village, although there are some community groups that can not be served throughthe program due to funding / operational cost of activities. Referring to the above conclusions, severalsuggestions can be put forward, such as: Village government capacity needs to be improved through villageapparatus empowerment programs to improve government performance and village development, includingempowerment of village communities. Operational funding of empowerment through the utilization of ADDshould be improved in order to be able to serve community groups who are interested to open productiveeconomic enterprises in various business fields.Keywords: Community empowerment program, village fund allocation

For data analysis done with together with data colletion, the datainterpresti concluded later in the analysis,a description of the national program selfemprowerment(PNPM) rusal counties in the district tobelo halmahera utara.2Showcased in conclusion that the procces implementatin of PNPM mandiri in thedistrict tobelo in 3 of 6 villages that can be said has been running, althogh there arestill many who have not felt the impact of the program goverment can fix mistakes for abetter direction, so that the need of peaple could be served for the better.

Abstract: Small and medium enterprises is one of the important part of the economy of acountry or region, as well as the State of Indonesia. Small and medium businesses have animportant role in its economy of the community. However, in the development of small andmedium enterprises still seems to be hampered by a few things such as lack of capital and also thesoul of entrepreneurship. Abstract

This research aims to find out what caused the implementation of policies help self-help housing stimulantin South Minahasa Regency. This type of research is a qualitative descriptive study. Types of data used inthis research is the primary data and secondary data. The data collected by means of observation,interview and documentation. The analysis of the data used in this study, namely the reduction of data,data presentation, and conclusion. And from the research results show that implementation of the selfhelp housing assistance policy Stimulants in South Minahasa Regency: First, the size and purpose of thepolicy, that policy is very positive impact on the community. But there was a problem of society thatconsiders the system of recruitment of prospective recipients of this assistance are not completely wellunderway, the public assess the prospective recipient of the village is sometimes lost to people who have ahigh income is not that low so you can conclude that its application in the village are not right on target.Second, the policy resource can be judged from the issue of skill and the skill of employees here still needto be on the increase, particularly employees who have the engineering expertise of besic architects andcivil engineering or energy-experts in support the inaugural program help self-help housing stimulant.Third, the characteristics or properties of the agency/implementing agencies at the policy process canalready run by the Agency, Just an interesting question here is the program of assistance in disseminatingthe self-help housing is a stimulant in done by the technical team of the field can not walk properly,because only socializing through the village chief. Fourth, For communication between organizations,coordination with the authorities of the village should also be in more boost. The increase in the numberof recipients of assistance also needs to be carried out by the organisers. Abstract

ABSTRACT :This research is to know the role of the Agency in the implementation of regionalstaffing mutation civil servant in talaud Islands Regency. Talaud Islands Regency Area Staffing Agencyhas an important role in improving the performance of civil servants and is responsible for theimplementation of mutation and mutational effects on the welfare of civil servants. One example is not aseffective as the role of the Agency in the implementation of Regional Staffing i.e., mutation mutation civilservant in the Regency Talaud rated still tend to have political interests as a cornerstone of itsimplementation which we know as the seniority system and spoil system we know together not because ofhis objective based on seniority and family. So the performance of the Agency's Staffing Area in particularin the implementation of the mutation is still not qualified because its implementation is not based on theground of a mutation that we are familiar with the term meryt system or mutations that uses up therunway that is scientific, objective, and outcomes achievement it works.This research uses Qualitative Research Methods by using techniques of data analysis throughinterviews to 10 Informants, observation and document additional instrument-assisted search formguidelines interview with using techniques of data analysis, data presentation, data reduction, andwithdrawal of the conclusion.Based on the research results through data analysis, and performance measurement indicators.The following is the measurement indicators: productivity (effectiveness and efficiency), quality of service,Responsiveness, Accountability, corporate responsibility. Talaud Islands Regency BKD in itsimplementation is still not good, let alone in carrying out duties, functions, and his authority insurveillance, designation, the rules of the mutation. the performance of human resources Staffing Agencyin Areas still not in optimize thoroughly. It was evident from the coordination between subordinates andsuperiors are still unfavourable, liability is still very closed, in addition to Staffing The Agency also doesnot answer the needs of society in General.Referring to the conclusions above, shall recommend in a good cooperation between, civilservants, with Staffing Agencies, Staffing Agencies and Regional Areas and local governments mustfacilitate the work of civil servants by holding trainings – training.Key words: the role of the Agency in the implementation of regional staffing mutations.

Abstract

Abstract: this research was conducted by focusing the discussion on the issue of the implementation of goodgovernance in the process of Staffing of the Agency's employees in the rekruitment area of the city ofManado. This research aims to find out how the implementation of good governance in the process ofrekruitment of the civil State apparatus in manado City area staffing agency.The research was conducted using qualitative research methods to explore and build a preposition or explainthe meaning behind the reality of regional Staffing Agency in Manado city with number of respondents asmuch as 5 employees. The techniques used to conduct the data collection is the observation, interviews, anddocumentation. Technique of data analysis used in qualitative research is a model, Miles and Huberman.Based on research done then it is known that there is a good and clear communication regarding the processof Staffing of the Agency's employees in the rekruitment area of the city of Manado; the availability ofresources that support such as HUMAN RESOURCES and means as well as infrastructure in therekruitment employees; the level of honesty and commitment to employee-owned well enough; as well as thebureaucratic structure that is not such a convoluted process of rekruitment which made online to anticipategoing wild charges, already felt good. Abstract

ABSTRACT: According to law number 52 of 2009 on population development and family development, demography is the particulars relating to the number, structure, growht, distribution, mobility, deployment, quality, and wlfare conditions relating to political, economic, social, cultural, religious, and neighborhood local.From the above data, the government must take action in order to minimize the amount of populaion growht is very high, and one of the efforts that maximize the role of the agenci or agencies competent in dealing whit population growth. Family planning is one of the government’s efforts to reduce the rate of population growth.Basicalli the popolation growth in the distric talaud ilands can still lacking on the run, this research uses descriptive research methods, data sources/respondents were 17 government official, data collection using questionnaries and open interviews, data analysis used was qualitative descriptive statistical analysis.The results showed: 1). The ifluencing factors in the increase in number of people such as marriage at an early age, lack of public awareness in running the government program and the birth rate is very high. This is what should be a task that must be resolved by the famili planning agencies at both central and district in Talaud Island. 2). The limiting factor in overcoming the problem of population growth rates in the talaud island, and the factors that most hamper is a marriage that is done at an early age as well as the proximity of the child’s birth due to lack maximizing government in overcome problem of overcrowding that threatened districts island talaud even when this rate of growth is not too high and still be in control.Of the above results is concluded that the government’s role in controlling the population growth in the distric Talaud Island in the inplementation are still lacking to participate and perform their duties according to predetermined at the center and in the regions.Of the above conclusion, suggested the government scould carry out duties according to their duty at the center and in the regions and the inplementation of field extension can be done on an ongoing basic as well as the addition of personnel so as to reach all areas dufficult to reach.Keywords: Role, Control, and Population.
