Abstract

ABSTRACT : In the public service, government officials are responsible for providing excellentservice to the community in order to create a welfare society. Society has the right to get the bestservice from the government because the public has provided funds in the form of payment of levies.Under these conditions, this study to determine the extent to which the relationship between theempowerment of village officials with the quality of public services in the city of Manado Singkildistricts.This study used a quantitative approach with a descriptive and explanatory methods. This ispossible because on one side of the problem carefully enough at the actual and on the other hand, thisstudy intends to analyze between the two variables. Source of data / research respondents as many as64 people taken from public officials and employees. To analyze the relationship between the twovariables used product moment correlation analysis.Once the analysis is calculated with SPSS version 20 for windows then obtained a coefficient of 0.959.So there is a positive relationship between empowerment of village officials with the quality of publicservices.Based on the results of the data analysis deduced that, after doing the research variablesidentifying the distribution of respondents' answers to the average of all the variables are in the highcategory. Thus, the proposed hypothesis has been tested empirically once enforceability justify theunderlying theories.Keywords: Empowerment of village officials with the quality of service

Abstract

Sam Ratulangi University as one of the major universities are very concerned will be given public service employees, to the competence of the employees is a problem that is considered by the leadership, because without a good employee competence given the public service will not be maximized. The research methodology used is that while the survey is descriptive analytical method. The target population in this study is that there are employees in the Central Office and the University of Sam Ratulangi University Students Sam Ratulangi, with a total sample as many as 113. The data were analyzed by using multiple linear regression statistical correlation. From this study it can be concluded that Altogether employee competence, namely the concept of self (Self Concept), the competence of employees that employee knowledge and competence of the employees that employee skills a positive effect on improving the quality of public services in the Central Office of Sam Ratulangi University. Abstract

The aim of this study "Evaluating Policy Assistance Mina Rural Enterprise Development (PUMP) in South Minahasa Regency". This study used a qualitative approach with descriptive analysis method. Sources of primary data obtained through interviews with a purposive sampling techniques and secondary data from documents, files, internet, and other sources associated with the research. The survey results revealed Implementation Program Direct Community Assistance (BLM) Mina Rural Enterprise Development (PUMP) in South Minahasa Regency has gone well. All processes are carried out in compliance guidelines. All of these mechanisms have been implemented according to their respective authorities ranging from the establishment of a technical team to the receiver group selection. Since the program was rolled in South Minahasa Regency (years 2011-2015), as many as 73 groups have received this assistance and has been used for business development in the field of fisheries, aquaculture, processing and marketing of fishery products. Implementation of this program has had an impact on the implementation of this program. The perceived impact of fish production increased compared to before receiving this assistance. Likewise with income, an increase when compared with the initial conditions before granting aid. Keywords: Evaluation, Policy

Abstract

The aim of this research are to find and analyze the working performance in Library Office Archives and Documentation at North Sulawesi Province. This research used qualitative method, data were collected by interview and library study. There were ten informants. The data collected were about librarian working performance evaluation then they were analyzed through data triangulation and data reduction. The result showed that the working performance evaluation in Library Office Archives and Documentation at North Sulawesi Province did not run maximal. There are rare of the librarians who graduated from librarian institute and information technology. Irrelevant library collection condition to present day, manual circulation and information tracking tool, and librarian less professionalism were the barriers. Abstract

Penelitian ini bertujuan untuk mengetahui penyebab implementasi kebijakan tunjangan daerah khusus di Kecamatan Kepulauan Marore belum berjalan dengan baik dan apa saja solusi yang diambil oleh pemerintah Kabupaten Kepulauan Sangihe untuk mengatasi masalah yang terjadi. Kecamatan Kepulauan Marore merupakan Kawasan perbatasan Negara Indonesia dengan Negara Philipina.Ini menjadikan guru-guru yang ada di Kecamatan Kepulauan Marore berhak untuk menerima Tunjangan Daerah Khusus. Penelitian ini menggunakan desain kualitatif dengan menetapkan fokus penelitian yaitu pada komunikasi, sumberdaya, disposisi, dan struktur birokrasi. Data dikumpulkan dengan cara wawancara kepada delapan informan, observasi, dan menggunakan dokumen terkait. Hasil penelitian yang diperoleh yaitu (1) komunikasi antara implementor kebijakan dan sasaran dari kebijakan tersebut belum berjalan dengan baik.(2) Sumberdaya berupa sumberdaya manusia, sarana prasarana, fasilitas pendukung, dan dana masih sangat kurang, baik kualitas maupun kuantitas. (3) Disposisi berjalan dengan baik anatara pimpinan dan staf pelaksana kebijakan yang dilihat dari berhasilnya mekanisme kerja baru yang dibuat pimpinan dalam rangka proses verifikasi data. (4) Struktur birokrasi dalam penetapan penerima tunjangan daerah khusus harus melalui banyak tahapan dan sudah tidak memakai SK Bupati yang mengakibatkan kesalahan data dalam wilayah Kecamatan Kepulauan Marore. Kesimpulan penelitian ini yaitu implementasi Kebijakan Tunjangan Daerah Khusus di Kecamatan Kepulauan Marore belum maksimal dalam upaya untuk meningkatkan harkat, martabat, dan kesejahteraan bagi guru yang bertugas pada satuan pendidikan yang berlokasi di Kecamatan pada daerah khusus. Saran yang dikemukakan dari hasil penelitian ini adalah (1) dilakukannya sosialisasi terkait tunjangan daerah khusus.(2) Memanfaatkan sosial media dan aplikasi pesan sebagai alat penyampaian informasi. (3) Melakukan perbaikan mekanisme kerja yang bisa diterapkan untuk setiap wilayah. Dan (4) mengkonfirmasi secara langsung kepada Badan Statistik dan Kementerian terkait,perihal posisi Kampung Kawio yang merupakan bagian dari wilayah Kecamatan Kepulauan Marore.Kata kunci : Implementasi Kebijakan, Tunjangan Daerah Khusus

Abstract

Penelitian ini bertujuan untuk mengetahui Pengembangan Sumber Daya Aparatur Pemerintah Desa DiKecamatan Patilanggio Kabupaten Pohuwato. Penelitian ini menggunakan metode Kualitatif pendekatandeskriptif dengan mendefkriptifkan data yang diperoleh dari hasil penelitian mengenai PengembanganSumber Daya Manusia pada aparatur pemerintah desa. Informan penelitian ini sebanyak 9 orang yaituKepala Desa (3 orang), Kepala desa Iloheluma, kepala desa Sukamakmur, dan kepala Desa Manawa danmayarakat desa ada (6 orang), 2 orang masyarakat desa Iloheluma, 2 orang masyarakat Desa Sukamakmurdan 2 orang masyarakat Desa Manawa. Dalam penelitian kualitatif, pengumpulan data dilakukan denganobservasi dan wawancara, teknik analisis data terdiri pengumpulan data, Reduksi Data, Model Data, danPenarikan Kesimpulan. Pengembangan Sumber Daya aparatur Pemerintah Desa di KecamatanPatilanggio Kabupaten Pohuwato Provinsi Gorontalo saat ini belum baik apabila dilihat dari tingkatpendidikan, pengetahuan, dan keterampilan yang dimiliki oleh apparat pemerintah desa karena jika dilihatdari cara apaaratur pemerintah desa memberikan pelayanan pada masyarakat terlihat ada beberapaaparatur pemerintah desa yang kurang mampu dalam memberikan pelayanan. Ada beberapa hal yangdisarankan pada pemerintah desa yaitu perlu adanya peningkatan kapasitas pendidikan dan pelatihan padaapparat pemerintah desa untuk menambah pengetahuan dan keterampilan pemeintah desa dalammemberikan pelayanan pada masyarakat.Kata kunci: Pengembangan;Sumber Daya Manusia, Apparat; Pemerintah Desa.

Abstract

Abstract: urban village head (Lurah) has the duty to execute the authority of the government that delegated bythe mayor to handle as a matter of regional autonomy, one of which is coordination. This research wasconducted with the aim of explaining the ability of urban village head on the coordination of development inKelurahan Banjer, Tikala Sub-district, Manado City. The research design used is qualitative. The researchfindings are the ability of the lurah to coordinate the development in Kelurahan Banjer, Tikala Sub-district,Manado City, in terms of technical capability in the administrative and technical processes work well verticallybut not horizontally. Humanity's ability is very prominent in the implementation of tasks, especially in guidingand directing the work of staff and to the community. Conceptual ability in the field of tasks in administrationand planning goes well.Keywords: Ability of urban village head, Coordination, Development.
