Abstract

ASEAN Community has been officially implemented since early 2016. Although there is a longtime between the idea of ASEAN Community agreed and accepted in 2003 and its implementationin 2015, the understanding of society about ASEAN Community still low. Even though, ASEANCommunity is ready to integrate Southeast Asian society through political-security, economic, andsocio-cultural dimensions. Therefore, it takes a lot of efforts to develop awareness and ASEAN wefeeling, one of them through community service program. This paper describes activities ofcommunity service program to develop ASEAN we feeling in Senior High School DiponegoroTumpang in Malang Regency, East Java. These activities include socialization of ASEANCommunity and ASEAN socio-cultural, decor classes competition with ASEAN-themed, ASEANCorner initiation, and development of ASEAN-oriented schools. These activities are to increasestudents knowledge about ASEAN and ASEAN Community and developed ASEAN we feeling asan ASEAN society.

Abstract

In policy change study, there are at least two main methods used, namely the domestic and international approaches. The classification of approaches is not only based on who the actors are involved in the policy change process or where the source of influence comes from, but more fundamentally each approach emphasizes a different political arena. The domestic approach that is dominant in the study of political science and public policy administration explains policy change as an arena of domestic actors in the fight for their own self-interests. Meanwhile the international approach developed in the study of international relations oversees policy change as an arena for the achievement of the international or transnational actors’ interests who want a policy change either by pressuring for changes or providing preferences that can be selected voluntarily by the governments in the decision-making process. This paper aimed at reviewing the methodology of the two approaches that had existed previously and trying to introduce an alternative approach called intermestic (international domestic). The intermestic approach is useful to analyse the policy change in the globalization era that occurs as if the world is “borderless”. This approach starts with the explanation that the domestic and international categories are no longer relevant. In other words, the intermestic approach emphasizes the one fatal mistake that we did was precisely in the selection of the domestic and international arena in the policy change process because the world was headed for a “one space or global political arena”. However, in the intermestic approach the idea of state sovereignty is an important aspect and the government still has the main role in the policy change process in addition to those influences of other actors. Nevertheless, the role of states becomes ambiguous because the globalization process has redefined the sovereignty rights and political power of the nation state.

Abstract

There are two main objectives in conducting this research, namely: 1) describing how popular culture can be designed into English teaching materials; 2) explaining how to implement English teaching material containing popular culture in the classroom. This study uses qualitative methods using interviews and text or document analysis techniques as research instruments. The informants interviewed were postgraduate students of the English Language Education Department, University of Muhammadiyah Malang, Indonesia. They took the Material Development course. And the documents analyzed were learning devices such as syllabus and teaching plan that had been designed. The research data is in the form of interviews and texts related to popular culture such as pictures, music, food and drinks, sports and books. The results of the study show that popular culture such as images of food and drinks, music, sports and entertainment can be developed into English teaching materials. Informants implemented English teaching material that contained popular culture in the classroom through peer teaching programs.

Abstract

Abstract: This study analysed the modalities and roles of pesantren (Islamic Boarding Schools) to face the issues of terrorism in the region of Malang. Contrary to the notion which stated that pesantren are the headquarters of terrorist groups, this paper discusses the existence of pesantren in the region of Malang with a various ideological background as the strategic and prominent stakeholders to face the issues of terrorism. The methodology was descriptive, with the concept of modality for deradicalisation. The result found that pesantren have modalities in dealing with issues of terrorism, namely, the spiritual modalities, the curriculum modality, the kyai and santri relations modality, and the social modality. Moreover, it is indicated that the pesantren and issues of terrorism are not interrelated. Pesantren have created an education system as the internal and external roles that can overcome the spread of radical movement activities and the issues of terrorism.Abstrak: Modalitas dan Peran Pesantren dalam Mengahadapi Isu Terorisme di Wilayah Malang. Studi ini menganalisa modalitas dan peran pesantren dalam menghadapi isu terorisme di wilayah Malang. Berbeda dengan pemikiran yang menyatakan bahwa pesantren merupakan pusat pengembangan bagi kelompok teroris, paper ini mendiskusikan keberadaan pesantren di Malang dengan latar belakang ideologi yang berbeda sebagai stakeholder yang strategis dan penting untuk menangani isu terorisme. Metodologi yang digunakan adalah diskriptif dengan konsep modalitas deradikalisasi. Adapun hasil yang ditemukan mengindikasikan bahwa pesantren mempunyai beberapa modalitas dalam menangani isu terorisme seperti modalitas spiritual, kurikulum, relasi kiai dan santri, serta modalitas social. Lebih lanjut, terdapat indikasi bahwa pesantren dan isu terorisme tidak terkait satu dengan lainnya. Pesantren sudah membangun sistem pendidikan sebagai bentuk peran internal dan eksternalnya untuk menyelesaikan penyebaran aktivitas gerakan radikal dan isu terorisme.Keywords: pesantren, terrorism, Malang, modality, deradicalisation

Abstract

Surabaya city experienced problems related to waste management, action city officials have not adequately address the problems of garbage generated because the outcome is not maximized. Therefore, Surabaya formed a Sister City partnership with the City of Kitakyushu in Japan to give birth to an implementation of the method proposed by Koji Takakura is THC (Takakura Home Composting). This study aims to describe the implementation of Takakura method as a result of the cooperation of Sister City Surabaya with Kitakyushu City. This research uses a qualitative descrptive research method by using documentation study to systematically study the implementation of Sister City Surabaya and Kitakyushu on waste management. The result is cooperation of Sister City Surabaya and Kitakyushu City a practice that focuses on waste management with one implementation, namely the application of Takakura method in Rungkut Lor, Surabaya. Takakura method be an alternative way for waste management using compost fermentation process. Implementation of this Takakura method succeeded in making the citizens of Surabaya, especially in the area of Rungkut Lor reduce excessive waste production, but it is also a positive impact on the economy to society. The conclusion is practice of paradiplomacy through Sister City partnership is able to create a new innovation to resolve the problem in an area in the field of environment, especially regarding waste management by using the Takakura method.

Abstract

This article aims to find out how the collaborative practices that occur between the Provincial Government of the Special Region of Yogyakarta (DIY) and the Singapore International Foundation (SIF) in the field of education. DIY is a province known as the "City of Education", but in reality, there are still several layers of society that need attention in terms of education, especially since the level of reading literacy is still low. Therefore, it is important to know the cooperation between DIY and SIF in the field of education, which focuses on increasing reading literacy in DIY. This study uses a qualitative descriptive method by taking data from the official websites of SIF and DIY, as well as news websites and related journal articles. The concept of Paradiplomacy is used in this study to describe the cooperation between DIY and SIF and its relation to international relations. The results obtained in this study are Word on Wheels (WoW) is the implementation of paradiplomacy practices between sub-state actors, which is DIY and SIF in the field of education. WoW aims to increase literacy in the community, especially among schoolchildren. During the 3 years this collaboration has been running, it has succeeded in contributing to increasing the Reading Literacy Activity Index (Alibaca) in DIY.

Abstract

Abstrak: Artikel ini mendiskusikan model kolaborasi antara pemerintah dna pesantren dalam penanganan isu terorisme di Indonesia. Topik ini penting karena terorisme telah menjadi masalah kompleks dan solusinya memerlukan kolaborasi yang baik dari berbagai kelompok, pemerintah dan non-pemerintah. Oleh karena itu, penulis mengadakan penelitian kualitatif dengan metode wawancara mendalam, studi pustaka, dan Focus Group Discussion (FGD) sebagai metode pengumpulan data. Para informan dan mereka yang terlibat dalam penelitian ini merupakan perwakilan dari pemerintah dan pimpinan pesantren yang berasal dari berbagai latar belakang. Data yang terkumpul dianalisa dengan menggunakan Nvivo 12 plus. Penulis menemukan bahwa pemerintah dan pesantren telah berkolaborasi dalam menghadapi isu terorisme, tetapi upaya tersebut belum optimal karena beberapa tantangan. Oleh karena itu, model of job sharing dalam pengembangan kolaborasi yang sudah berjalan perlu dilakukan. Kata Kunci: model, kolaborasi, pemerintah, pesantren, terorisme, Indonesia Abstract: This article discusses the collaboration model between the government and pesantren in dealing with the issue of terrorism in Indonesia. This topic is important because terrorism has become a complex issue, and the solution requires good collaboration from all groups, both government and non-government. Therefore, the authors conducted qualitative research using in-depth interviews, literature reviews, and Focus Group Discussions (FGD) as data collection methods. The informants and participants were the representatives of the government officers and the leaders of pesantren with various backgrounds. The data collected were analyzed using Nvivo 12 plus. The authors found that the government and pesantren had collaborated to face the issue of terrorism, but these efforts were not optimal because there were still several challenges. Abstract

Penelitian ini bertujuan untuk melihat adanya fenomena permasalahan sosial anak di Kabupaten Tulungagung yang berada di Provinsi Jawa Timur yakni merupakan salah satu provinsi terpadat di Indonesia. Di era globalisasi ini, pemerintah terus melakukan upaya untuk mengurangi permasalahan sosial anak tersebut, melalui kerja sama dalam skema paradiplomasi yang dilaksanakan oleh Pemerintah Daerah Kabupaten Tulungagung dengan organisasi internasional yang berfokus dibidang kemanusiaan khususnya kesejahteraan anak dan perempuan yaitu UNICEF. Untuk itu, penulis menggunakan pendekatan paradiplomasi dan peran organisasi internasional dalam memandang upaya dan strategi pemerintah menangani fenomena permasalahan sosial anak. Hasilnya ditemukan bahwa melalui kerja sama tersebut menghadirkan beberapa program seperti pembentukan Unit Layanan Terpadu Perlindungan Sosial anak Integratif (ULT PSAI) dan inovasi pengembangan KLA (Kabupaten Layak Anak). Program tersebut menunjukan progress yang positif, hal ini ditunjukan dengan prestasi yang diraih oleh Pemerintah Kabupaten Tulungagung sebagai Pilot Project Pusat Program Pusat Kesejahteraan Sosial Anak Integratif (PKSAI).

Abstract

Penelitian ini bertujuan untuk mengkaji realisasi program dalam kerja sama skema paradiplomasi antara Pemerintah Kabupaten Bondowoso dengan NGO dari Swiss yaitu The Global Alliance for Improved Nutrition (GAIN) terkai penanganan stunting yang ada di Kabupaten Bondowoso, Provinsi Jawa Timur. Penelitian ini menggunakan pendekatan kualitatif deskriptif serta analisa berdasarkan data primer dan sekunder yang berkaitan dengan topik penelitian ini. Berdasarkan hal tersebut, adanyaintervensi GAIN sebagai NGO yang bergerak dalam pengentasan kekurangan gizi diharapkan dapat membantu daerah-daerah di provinsi Jawa Timur, khususnya Kabupaten Bondowoso dalam menekan prevalensi stunting. Untuk itu, penulis menggunakan pendekatan paradiplomasi dan peran organisasi internasional dalam mengkaji kerja sama tersebut. Hasilnya ditemukan bahwa melalui kerja sama tersebut dapat menekan angka stunting di Kabupaten Bondowoso melalui program BADUTA 2.0 dan menginisiasi replikasi program berkelanjutan pasca berakhirnya kerja sama tersebut dalam upaya meningkatkan gizi ibu dan anak yang ada di Kabupaten Bondowoso.

Abstract

Artikel ini bertujuan untuk mengeksplorasi kerja sama Sister City sebagai sebuah paradoks untuk menjalin hubungan internasional di kota Denpasar. Kerja sama Sister City ini diambil dari perspektif interdisipliner dalam studi hukum kerja sama daerah dan hubungan internasional. Artikel ini mencoba menjawab bagaimana kota Denpasar melakukan paradiplomasi melalui Sister City untuk mempromosikan kerja sama internasional. Implementasi tiga level paradiplomasi yang terdiri dari isu ekonomi (tingkat 1), budaya, pendidikan, teknologi dan aspek multidimensi lainnya (tingkat 2) dan pertimbangan politik (tingkat 3). Koridor hukum kerja sama daerah untuk penegakan para-diplomatik dieksplorasi dengan menggunakan data yang dikumpulkan melalui instrumen hukum dan hubungan internasional. Para-diplomatik yang dimaksud adalah pemerintah daerah mengevaluasi kerangka hukum dan kendala yang diperlukan untuk berinteraksi dengan aktor internasional. Artikel ini menggunakan pendekatan empiris kualitatif untuk menghubungkan kedua disiplin ilmu tersebut. Artikel menunjukkan bahwa kerja sama Sister City Denpasar dapat dikaitkan dengan praktik para-diplomatik hanya pada tingkat pertama (ekonomi) dan tingkat kedua (budaya, pendidikan dan teknologi). Pemerintah Denpasar menghadapi beberapa tantangan dalam melaksanakan inisiatif Sister City, antara lain hambatan hukum, kontinuitas kerja sama, keterbatasan sumber daya manusia, redistribusi dana dan keterbatasan partisipasi warga. Pandemi COVID-19 juga mempengaruhi pelaksanaan kerja sama Sister City yang direncanakan
