Abstract

Mangrove is an ecosystem consisting of a collection of trees and grows in the area around the coastline, living in conditions influenced by tides, muddy and sandy sediments. Has an important function in the effort to absorb carbon levels through the photosynthesis process which is better than other forest vegetation. The purpose of this study, namely to identify mangrove species, examine vegetation and determine the value of biomass and estimated carbon stock in Budo Village, Wori District, North Minahasa Regency, North Sulawesi. Data collection in this study used the line transect method with the transect position being on the left, middle and right of the mangrove ecosystem of Budo Village which was pulled along 100 meters per transect, then the quadrants were measured 10 m x 10 m using raffia rope to limit each quadrant with an interval of 10 m. m and the distance between transects is about 50 m. Based on the results of the study, found 4 types of mangroves, namely: Rhizophora mucronata, Rhizophora apiculata, Sonneratia alba, and Bruguiera gymnorrhyza. The highest density values and relative density of species were on transect 3 with a value of 900 trees/ha and 86.53% by Rhizophora apiculata. The species frequency and relative species frequency were highest in each transect owned by Rhizophora apiculata with values of 0.8 and 55.66%, respectively. The highest species cover was Rhizophora apiculata with a value of 2.56 cm/m with a relative species cover of 72.21%. The highest important value index was Rhizophora apiculata on transect 3 with a value of 214.31%. The highest biomass content was on transect 3 with a value of 592.27 tons/ha. The highest carbon content is on transect 3 with a value of 55.67 tons/ha.

Abstract

Abstract The Government of Indonesia has targeted 32.5 million hectares of marine conservation areas or 10% of the total area of ​​Indonesian waters in 2030. The location of the Water Tourism Park Conservation Area of North Minahasa Regency has been reserved by the North Sulawesi Provincial Government through Governor Decree Number 407 of 2018 covering an area of ​​25,838.91 hectares. The purpose of this research is to formulate a strategy for the sustainable development of the Water Tourism Park Conservation Area in North Minahasa Regency. This research was conducted for 6 months starting from June - December 2022. The method used in this research is a descriptive research method with survey techniques, namely by collecting data through interviews with relevant stakeholders as respondents. The results of this study obtained 10 (ten) priority strategies for the sustainable development of Water Tourism Park Conservation Area in North Minahasa Regency which will be recommended to the local government, in this case the Marine and Fisheries Office of North Sulawesi Province and related stakeholders as suggestions and materials that can be proposed in the context of making public policy in the field of marine and fisheries. Key words: Conservation; North Minahasa; Sustainable Development; Strategy; Water Tourism Park Abstrak Pemerintah Indonesia telah menargetkan 32,5 juta hektar kawasan konservasi perairan atau 10% dari luas perairan Indonesia pada tahun 2030. Lokasi Kawasan Konservasi Taman Wisata Perairan Kabupaten Minahasa Utara telah dicadangkan oleh Pemerintah Provinsi Sulawesi Utara melalui Surat Keputusan Gubernur Nomor 407 Tahun 2018 seluas 25.838,91 hektar. Tujuan penelitian ini untuk merumuskan strategi pengembangan berkelanjutan Kawasan Konservasi Taman Wisata Perairan di Kabupaten Minahasa Utara. Penelitian ini dilakukan selama 6 bulan dimulai dari Juni - Desember 2022. Metode yang digunakan dalam penelitian ini adalah metode penelitian deskriptif dengan teknik survey, yaitu dengan cara pengumpulan data melalui wawancara dengan para stakeholders terkait sebagai responden. Hasil dari penelitian ini didapatkan 10 (sepuluh) strategi prioritas untuk pengembangan berkelanjutan Kawasan Konservasi Taman Wisata Perairan di Kabupaten Minahasa Utara yang akan direkomendasikan kepada pemerintah daerah dalam hal ini Dinas Kelautan dan Perikanan Daerah Provinsi Sulawesi Utara beserta stakeholders terkait sebagai saran dan bahan yang dapat dipertimbangkan dalam rangka pembuatan kebijakan publik pada bidang kelautan dan perikanan. Abstract

The objective of this research is to formulate strategies for the sustainable use of the seagrass ecosystem in the coastal area around Borgo Village, Belang District, Southeast Minahasa Regency as a public policy recommendation that can be given to the local regional government. The research method is a survey method with an interview technique using a questionnaire addressed to the heads of relevant agencies as resource persons.  The formulation of priority strategies is analyzed through the following stages: 1) Establishing the vision, mission, and values ​of the organization, 3) Analysis of the strategic environment, 4) Analysis of the final conclusions of internal and external factors, 5) SWOT analysis matrix, and (6) Determining critical success factors through strategic choice analysis. The research results obtained 6 priority strategies, namely: 1) Make academic papers as a data base on: a) coastal and marine resource profiles, b) social, economic and cultural data, and c) legal data and community institutions in the region the coast of Borgo Village and its surroundings; 2) Carry out technical guidance, counseling and outreach to the coastal communities of Borgo Village and its surroundings; 3) Provide guidance to fishermen and input to the government of Southeast Minahasa Regency so that the seagrass ecosystem area on the coast of Borgo Village and its surroundings is not used as a boat mooring location and a location for disposal of marine debris or household waste; 4) Make standard operational procedures on boat moorings, disposal of marine debris, household waste, and marine conservation techniques for the coastal communities of Borgo Village and its surroundings; 5) Empowerment of fishermen or coastal communities in Borgo Village and its surroundings in order to carry out the task of supervising and monitoring coastal and marine resources, as well as fostering the quality and processing of fishery products; and 6) Make a spatial plan for the Minapolitan area in the coastal area of Belang Regency based on Regional Regulation Number 1 of 2017 of North Sulawesi Province. Keywords: Borgo Village, seagrass ecosystem, sustainable use, priority strategy Abstrak Tujuan penelitian adalah merumuskan strategi pemanfaatan berkelanjutan ekosistem padang lamun di pesisir sekitar Desa Borgo, Kecamatan Belang, Kabupaten Minahasa Tenggara sebagai rekomendasi kebijakan publik untuk diberikan kepada Pemerintah Daerah setempat.  Metode penelitian adalah metode survei dengan teknik wawancara menggunakan kuesioner ditujukan kepada pimpinan instansi terkait sebagai narasumber.  Perumusan strategi prioritas dianalisis melalui tahapan: 1) Menetapkan visi, misi dan nilai organisasi, 3) Analisis lingkungan strategis, 4) Analisis kesimpulan akhir faktor internal dan eksternal, 5) Matriks analisis SWOT, dan (6) Menetapkan faktor-faktor kunci keberhasilan melalui analisis pilihan strategis.  Hasil penelitian diperoleh 6 strategi prioritas, yaitu: 1) Membuat naskah akademik sebagai database tentang: a) profil sumber daya pesisir dan laut, b) data sosial, ekonomi dan budaya, dan c) data hukum dan kelembagaan masyarakat di pesisir Desa Borgo dan sekitarnya; 2) Melaksanakan bimbingan teknis, penyuluhan dan sosialisasi kepada masyarakat pesisir Desa Borgo dan sekitarnya; 3) Memberikan pembinaan kepada nelayan dan masukan kepada Pemerintah Kab. Minahasa Tenggara, agar di area ekosistim lamun pesisir Desa Borgo dan sekitarnya tidak dijadikan lokasi penambatan perahu dan tempat pembuangan sampah laut atau limbah rumah tangga; 4) Membuat SOP tentang tambatan perahu, tempat pembuangan sampah laut dan limbah rumah tangga, dan teknis konservasi laut kepada masyarakat pesisir Desa Borgo dan sekitarnya; 5) Memberdayakan nelayan atau masyarakat pesisir Desa Borgo dan sekitarnya dalam rangka melaksanakan tugas pengawasan dan pemantauan sumber daya pesisir dan laut, serta pembinaan mutu dan pengolahan hasil perikanan; dan 6) Membuat perencanaan penataan ruang di kawasan Minapolitan wilayah pesisir Belang berdasarkan Perda No. 1 Tahun 2017 Prov. Abstract

The purpose of this study was to analyze the tourism suitability index and the carrying capacity of the mangrove ecotourism area in Budo Village, Wori District, North Minahasa Regency. The research method used was a cruising survey method using line transects and visual method which were carried out on three transects to obtain mangrove bio-ecological parameter values, namely thickness, species, density, biota objects associated with mangroves, and sea tides. The results showed that the mangrove thickness values ​​on transects 1-3 were 157 m, 138 m, and 135 m respectively, with an average value of 143.3 m; a number of mangrove species, namely 6 species (Rhizophora mucronata, Rhizophora apiculata, Bruguiera gymnorrhiza, Sonneratia alba, Avicennia marina, and Nypa fruticans); mangrove density values ​​on transects 1-3, respectively 10.2 ind/100 m2, 11.8 ind/100 m2 and 6.2 ind/100 m2, with an average value of 9.4 ind/100 m2; mangrove association biota objects in transects 1-3, including fishes, shrimps, crabs, mollusks, birds and reptiles; and the average tidal value is as high as 2 m. The average value of the tourism suitability index was 54.6% with the conditionally appropriate category on all transects; and the carrying capacity of the mangrove tourism area was 116 people/day, with an operational time of 14 hours/day. Further research requires a sustainability analysis to produce efficient and effective programs for the development of mangrove ecotourism in Budo Village. Keywords: Area carrying capacity, Budo Village, Ecotourism, Tourism suitability index, Mangrove Abstrak Tujuan dari penelitian ini untuk menganalisis indeks kesesuaian wisata dan daya dukung kawasan ekowisata mangrove Desa Budo, Kecamatan Wori, Kabupaten Minahasa Utara.  Metode penelitian yang digunakan adalah metode survei jelajah dengan menggunakan line transect dan metode visual pada tiga transek untuk memperoleh nilai-nilai parameter bio-ekologi mangrove, yaitu ketebalan, jenis, kerapatan jenis, objek biota asosiasi mangrove, dan pasang surut air laut. Hasil penelitian menunjukan bahwa nilai ketebalan mangrove pada transek 1-3, masing-masing adalah 157 m, 138 m, dan 135 m, dengan nilai rata-ratanya 143,3 m; jumlah jenis mangrove 6 spesies (Rhizophora mucronata, Rhizophora apiculata, Bruguiera gymnorrhiza, Sonneratia alba, Avicennia marina dan Nypa fruticans); nilai kerapatan mangrove pada transek 1-3, masing-masing adalah 10,2 ind/100 m2, 11,8 ind/100 m2 dan 6,2 ind/100 m2, dengan nilai rata-ratanya 9,4 ind/100 m2; objek biota asosiasi mangrove pada  transek 1-3 meliputi ikan, udang, kepiting, moluska, burung, dan reptil; dan nilai rata-rata pasang surut air laut setinggi 2 m;  nilai rata-rata Indeks kesesuaian wisata sebesar 54,6 % dengan kategori “sesuai bersyarat” pada semua transek; dan daya dukung kawasan wisata mangrove Desa Budo adalah 116 orang/hari dengan waktu operasional 14 jam/hari. Penelitian selanjutnya diperlukan analisis keberlanjutan untuk menghasilkan program-program yang efisien dan efektif dalam rangka pengembangan ekowisata mangrove Desa Budo.
