Konflik nelayan terjadi di Kabupaten Aceh Singkil yang merupakan wilayah perbatasan antara Provinsi Aceh dan Sumatera Utara, terutama antara nelayan Kabupaten Singkil dengan nelayan dari luar daerah. Penelitian ini penting untuk dilakukan dikarenakan selama ini kajian konflik nelayan dengan resolusi konflik dengan pendekatan bottom-up masih minim. Ada tiga tujuan penelitian, yaitu: memetakan wilayah rawan konflik nelayan, mengkaji peran Panglima Laot dalam upaya penyelesaian konflik yang berkeadilan, dan menganalisis dampak penyelesaian konflik nelayan berbasis kearifan lokal terhadap keinklusivan masyarakat. Penelitian ini merupakan penelitian kualitatif dengan menggunakan teori konflik dari Lewis A. Coser. Penelitian dilakukan pada bulan Agustus sampai Oktober 2023. Pengumpulan data primer dilakukan melalui wawancara, focus group discussion (FGD) bersama pemerintah, Panglima Laot, dan masyarakat nelayan. Data sekunder dikumpulkan dari buku, jurnal, berita, aturan adat, dan observasi lapangan juga dilakukan untuk mengamati kondisi perikanan secara langsung . Hasil penelitian menemukan bahwa 1). Konflik nelayan terjadi akibat masuknya nelayan luar Aceh Singkil yang menangkap ikan dengan cara yang dilarang yang menyebabkan rusaknya habitat ikan dan berkurangnya kuantitas tangkapan nelayan lokal; 2). Konflik nelayan yang terjadi membuat lembaga adat semakin kuat dan membaik dengan terbentuknya aturan adat penangkapan ikan beserta sanksinya; dan 3). Primary data was collected through interviews and focus group discussions (FGD) with the government, Panglima Laot, and the fishing community. Secondary data collected from books, journals, news, customary rules, and field observations are also carried out to observe fisheries conditions directly. The results of the study found that 1). Fishermen's conflicts occur due to the entry of fishermen outside Aceh Singkil who catch fish in prohibited ways that cause damage to fish habitats and reduce the number of local fishermen's catches; 2). The conflicts between the fishermen made customary institutions stronger and improved with the formation of customary fishing rules and their sanctions; and 3). Fishermen's conflicts increase the sense of solidarity, integrity, consensus, and increased supervision among fishermen, as well as the existence of enforcement rules against illegal fishing perpetrators.
