Abstract

This article discusses the emergence of Nur Alam as local bossism in Southeast Sulawesi. He started his career as an entrepreneur in the New Order era. Reform era and decentralization brought Nur Alam in political world by becoming the declarator of Amanat National Party (PAN) in Southeast Sulawesi, then lead the party and elected as a governor. After Nur Alam lead PAN in Southeast Sulawesi, this party has significant vote in the legislative elections in 2004, 2009 and 2014; was able to win the governor election in 2007 and 2012; and won 10 of 12 local election which took place in 2010 to 2013. During his leadership in Southeast Sulawesi, the economic growth was increased, the poverty rate was decreased, even the quality of physical infrastructure. His position as the leader of PAN as well as the governor in Southeast Sulawesi makes Nur Alam has big influence. He becomes stronger economically and more powerful politically because of his success in conquering his political opposition as well as his ability to collaborate with other local political elites. He also began to utilize the weakness of decentralization regulation by preparing his family as heir to the throne of his power. Keywords: local bossism, decentralization, Southeast Sulawesi.

Abstract

This research was conducted applying qualitative method for assessing governance in Bali Region. The stage of research began with the collection of primary and secondary data. The second stage was choosing a theory as means of analyzing the data. The third stage analyzed and interpreted the data that had been selected. The fourth stage was to do the writing and construction of research results. The results showed that values of local wisdom of Bali, which is reflected in its democratic models, showed how the government and people of Bali held a governance rule. Strengthening institutional capacity and the capacity of policy was strongly supported by the development of this democratic model. In this context, there is a symmetrical relationship between the accountability and transparency of government who is regarded as Guru Wisesa with the level of public trust in him. It is also supported by the implementation of the five values of local wisdom in giving service (seva) to the public, namely: Sathya (Truth), Dharma (virtue), Shanti (Peace), Prema (love) and Ahimsa (abstinence violence). However, the model of democracy with the values of local wisdom is not enough to produce a democratic political system without the support of the situation, conditions and political institutions. Freedom and equality (equality) as part of the democratic values are still hampered by paternalistic cultures that restrict the freedom of society.

Abstract

AbstrakArtikel ini menguraikan tentang praktek oligarki di Wakatobi. Keunggulan pariwisata yang dimiliki Wakatobi menjadikan daerah ini sebagai lahan bisnis paling menjajikan. Potensi ini menjadi incaran para pengusaha, tidak terkecuali para elit politik. Di era otonomi daerah, para elit politik dan pengusaha adalah pemilik perusahan sektor pariwisata terbesar di Wakatobi dan juga berperan sebagai kelompok yang mengerjakan proyek pemerintah. Di era otonomi daerah, elit politik dan elit ekonomi di Wakatobi merupakan elit penentu, diantara mereka bertransformasi menjadi oligarki predator yang melibatkan diri dalam pertahanan dan peningkatan kekayaan melalui sejumlah bisnis yang mereka kelola. Kehadiran oligarki di Wakatobi menumbuhkan gairah usaha baru, membuka lapangan pekerjaan dan meningkatkan jumlah wisatawan. Namun pada sisi yang lain, kehadiran oligarki memunculkan ketimpangan pendapatan, konflik lahan serta perburuhan antara pemerintah, pengusaha dan warga di Wakatobi. Abstract

The results showed that brand image has a positive relationship with purchasing decisions at PT. Hadji Kalla Kendari Branch. The better the brand image owned by the product, the higher the purchasing decisions by customers at PT. Hadji Kalla Kendari Branch. This is because every dimension used to measure brand image is a factor that can determine purchasing decisions. So if employees show a good brand image, then customers will show increased purchasesABSTRAKHasil penelitian menunjukkan bahwa citra merek memiliki hubungan yang positif dengan keputusan pembelian pada PT. Hadji Kalla Cabang Kendari. Semakin baik citra merek yang dimiliki oleh produk, maka semakin tinggi pula keputusan pembelian oleh pelanggan pada PT. Hadji Kalla Cabang Kendari. Hal ini disebabkan karena setiap dimensi yang digunakan untuk mengukur citra merek merupakan faktor yang dapat menentukan keputusan pembelian. Sehingga apabila pegawai menunjukkan citra merek yang baik, maka pelanggan akan menunjukkan meningkatkan pembelian.

Abstract

This study aims to describe the effect of the reward system on employee performance at the Nana Jaya Supermarket in Kendari. The population in this study were all employees in Supermarkets Nana Jaya Kendari, amounting to 20 employees. Sampling using a total sampling technique by taking the entire population sampled as many as 20 employees and determined informants namely Owner Nana Jaya Kendari Supermarkets, and Managers at Supermarkets Nana Jaya Kendari.Based on the results of the analysis and discussion obtained, it can be concluded that the reward system has a significant effect on employee performance at the Nana Jaya Supermarket in Kendari. The better the reward system provided to employees, the higher the employee's performance at the Kendari Jaya Supermarket, Kendari. Based on the results of this study it appears that in general the Nana Jaya Jaya Supermarket has provided or implemented a good reward system to employees. although there are still some aspects that still need to be improved again such as benefits to employees, as well as in providing bonuses to employees. This will increase employee loyalty to the company, discipline, and employee creativity at workABSTRAK Penelitian ini bertujuan untuk mendeskripsikan pengaruh sistem imbalan terhadap kinerja karyawan pada Swalayan Nana Jaya Kendari. Populasi dalam penelitian ini adalah seluruh karyawan di Swalayan Nana Jaya Kendari yaitu berjumlah 20 karyawan. Penarikan sampel menggunakan teknik total sampling dengan mengambil seluruh populasi yang dijadikan sampel yaitu sebanyak 20 karyawan dan ditetapkan informan yaitu Pemilik Swalayan Nana Jaya Kendari, serta Manajer di Swalayan Nana Jaya Kendari.Berdasarkan hasil analisis dan pembahasan yang diperoleh, maka dapat disimpulkan bahwa sistem imbalan memiliki pengaruh yang signifikan dengan kinerja karyawan pada Swalayan Nana Jaya Kendari. Semakin baik sistem imbalan yang diberikan kepada karyawan, maka semakin tinggi pula kinerja karyawan pada Swalayan Nana Jaya Kendari. Berdasarkan hasil penelitian ini terlihat bahwa pada umumnya Swalayan Nana Jaya Kendari sudah memberikan atau menerapkan sistem imbalan yang baik kepada karyawan. walaupun masih ada beberapa aspek yang masih perlu ditingkatkan  lagi  seperti  tunjangan  kepada  karyawan,  serta  dalam  memberikan  bonus  kepada karyawan. Hal ini akan meningkatkan kesetiaan karyawan terhadap perusahaan, kedisiplinan, dan kreatifitas karyawan dalam bekerja.

Abstract

This article focused to uncover inequalities in natural resource management. The presence of a mining business in a region is dilemmatic. On one hand, it can be a blessing because regions need investment in order to boost regional income because companies can provide royalties to the government that grants permits, both to the regional government, provincial government, and district/city government. This is not to mention various taxes such as land rent, buildings, and other taxes. However, in terms of equality, especially in local community, a mining company discriminates and acts unfairly. The community stated that the mining company had no impact on welfare. The second dilemma is implicated in more inclusive development to reduce inequalities in the context of democracy. So far, studies on mining have been carried out by scientists from various perspectives such as mining, mining and investment governance, social conflicts in the mining sector, the impact of the mining sector on environmental damage, natural wealth in the mining sector, natural resources curse, and political economy of mining sector. Based on various studies above, scientists have not much attention to the dynamic aspects between mining management and the enforcement of citizenship rights. This study found the novelty, that in the context of regional autonomy which gives freedom to the regions and actors to manage natural wealth. By using a public policy perspective, this study found that the importance of policy making so that there is equality of rights. It is hoped that vulnerable and marginal groups can help to reduce inequality, especially on gaps that occur from time to time.

Abstract

This article describes budgetary reform policies in the era of the Covid 19 pandemic and the local government's response. This article aims to answer how the regional budgeting mechanism is in the pandemic era and the response of regional apparatus organizations to budgeting reform. The data sources in the article use the literature study method and documents sourced from the Southeast Sulawesi Provincial government and media coverage. This article finds that the Indonesian government issued a policy of budget refocusing in response to the COVID-19 pandemic. This policy applies to all ministries/agencies, including local governments, where local government responses are divided into two groups. Namely, some do budget refocusing, but local governments also do not refocus their budgets. The Southeast Sulawesi Provincial Government took the attitude of refocusing the budget by issuing Governor Regulation Number 10 of 2020; this shows that the regional government is responding to the direction of the central government. However, this policy of budget refocusing does not appear to have the full support of the Regional Warfare Task Force (SKPD) or the bureaucracy, which is subordinate to the governor. This can be seen from several SKPDs that maintain their budgets so as not to experience a significant reduction. This finding shows that although budgeting reform during the pandemic was carried out quickly, each regional apparatus organization's content, minor, and budget scope did not experience much change.

Abstract

Selama masa Pandemi Covid-19 hampir sebagian besar pelaku usaha mengalami penurunan omset penjualan termasuk pelaku bisnis kuliner di Kota Kendari. Salah satu penyebab penurunan omset tersebut adalah kurangnya pengetahuan pelaku usaha kuliner terkait penerapan adaptasi/kebiasaan baru dalam menjalankan usahanya. Melalui penerapan adaptasi baru dalam menjalankan usaha kuliner maka akan meningkatkan kepercayaan konsumen dari kekwatiran terhadap penyebaran virus Covid-19 pada lingkungan usaha kuliner di Kota Kendari. Minimya pengetahuan pelaku usaha kuiner terkait adaptasi kebiasaan baru mnegakibatkan masih kurang produktifnya usaha kuliner di Kota Kendari. melalui program Pengabdian masyarakat dosen yang terintegrasi Kuliah Kerja Nyata mahasiswa Universitas Halu Oleo, menjadi solusi dalam membantu pelaku usaha kuliner menjadi lebih produktif sehingga adaptasi kebiasaan baru menuju masyarakat produktif dimasa pandemi Covid-19 bagi pelaku bisnis kuliner di Kota Kendari dapat tercapai.

Abstract

Tujuan penelitian ini untuk mengetahui Perilaku Politik Waria Kota Kendari dalam Pemilihan Gubernur Sulawesi Tengara Tahun 2018. Metode penelitian yang digunakan penulis adalah metode penelitian deskriptif  analitis dengan menggunakan teori perilaku politik serta pengumpulan data yang digunakan dalam penelitian ini yaitu wawancara dan dokumentasi. Teknik analisis data yang digunakan penulis adalah teknik analisis data kualitatif yaitu dengan cara mencari dan menyusun secara sistematis data hasil wawancara dan dokumentasi kemudian memilih mana yang penting dan perlu dipelajari serta membuat kesimpulan yang mudah dipahami. Berdasarkan hasil penelitian berupa perilaku politik waria kotakendaridalam pemilihan Gubernur Sulawesi Tenggara tahun 2018 dengan menggunakan teori perilaku politik, penulis melihat perilaku politik waria melalui presepsi, sikap, orientasi,keyakinan dan tindakan politik. Dari hasil  penelitian ini, Penulis mengambil kesimpulan bahwa Perilaku Politik Komunitas Waria Sulawesi Tenggara dalam pemilihan Gubernur Sulawesi Tenggara Tahun 2018 dilihat dari ; Presepsi, masih kurang pemahaman mereka tentang politik. Sikap politik mereka, ada yang bersikap tidak perduli dan ada yang menunjukkan sikap senang. Orientasi politik mereka mayoritas sudah mengetahui dan mengenali calon serta mempunyai pertimbangan dengan melihat visi misinya, hal ini dikarenakan media-media yang menjadi acuan mereka untuk mendapatkan informasi seputar para calon Gubernur yang akan bertarung pada saat pemilihan. Keyakinan politik mereka telah meyakini pilihan politiknya masing-masing, mereka tidak melakukan tindakan apapun setelah pemilihan. siapapun yang terpilih dalam pemilihan tersebut sudah itu yang terbaik bagi seluruh masyarakat Sulawesi Tenggara. Komunitas Waria Sulawesi Tenggara lebih meningkatkan partisipasinya dalam kegiatan politik yang diselenggarakan oleh pemerintah.
