Abstract

This article discusses the emergence of Nur Alam as local bossism in Southeast Sulawesi. He started his career as an entrepreneur in the New Order era. Reform era and decentralization brought Nur Alam in political world by becoming the declarator of Amanat National Party (PAN) in Southeast Sulawesi, then lead the party and elected as a governor. After Nur Alam lead PAN in Southeast Sulawesi, this party has significant vote in the legislative elections in 2004, 2009 and 2014; was able to win the governor election in 2007 and 2012; and won 10 of 12 local election which took place in 2010 to 2013. During his leadership in Southeast Sulawesi, the economic growth was increased, the poverty rate was decreased, even the quality of physical infrastructure. His position as the leader of PAN as well as the governor in Southeast Sulawesi makes Nur Alam has big influence. He becomes stronger economically and more powerful politically because of his success in conquering his political opposition as well as his ability to collaborate with other local political elites. He also began to utilize the weakness of decentralization regulation by preparing his family as heir to the throne of his power. Keywords: local bossism, decentralization, Southeast Sulawesi.

Abstract

AbstrakArtikel ini menguraikan tentang praktek oligarki di Wakatobi. Keunggulan pariwisata yang dimiliki Wakatobi menjadikan daerah ini sebagai lahan bisnis paling menjajikan. Potensi ini menjadi incaran para pengusaha, tidak terkecuali para elit politik. Di era otonomi daerah, para elit politik dan pengusaha adalah pemilik perusahan sektor pariwisata terbesar di Wakatobi dan juga berperan sebagai kelompok yang mengerjakan proyek pemerintah. Di era otonomi daerah, elit politik dan elit ekonomi di Wakatobi merupakan elit penentu, diantara mereka bertransformasi menjadi oligarki predator yang melibatkan diri dalam pertahanan dan peningkatan kekayaan melalui sejumlah bisnis yang mereka kelola. Kehadiran oligarki di Wakatobi menumbuhkan gairah usaha baru, membuka lapangan pekerjaan dan meningkatkan jumlah wisatawan. Namun pada sisi yang lain, kehadiran oligarki memunculkan ketimpangan pendapatan, konflik lahan serta perburuhan antara pemerintah, pengusaha dan warga di Wakatobi. Abstract

This research examined the role of power in increasing the choice of women legislative candidates. Women's electability has increased in the four election periods (2004, 2009, 2014, 2019) in Southeast Sulawesi. The interesting thing on the results of the 2014 election found that eight of the nine elected women legislators are the wives of four active regents, three former regents, and the governor during the election process. They are the 'new face' in the politics and previously have never become a legislative member, except become the Chair of the Dharma Wanita who are accompanying their husbands as regional heads. The reasons for women's electability in the legislative underlie this research. Through a qualitative approach, this study found that the power resources were owned by their families (money and bureaucracy) and personal abilities were also the factors of choice. In the context of Southeast Sulawesi, this study found a change in the vote mobilization strategies. Ethnic mobilization (locality) that characterized the local politics of Southeast Sulawesi had a smaller impact on the election, whereas money politics (economic resource) and bureaucratic politicization (normative) had a strong impact on the voters. This study enriches the findings in the vote mobilization strategies, namely the combination of locality/friends-neighbors (ethnicity), money and bureaucracy as the factors of politicians' electability.

Abstract

Artikel ini mengeksplorasi praktek dinasti politik di Sulawesi Tenggara. Pemilu yang semestinya merupakan kontestasi demokrasi yang sehat, justru menjadi ajang para elit lokal di Sulawesi Tenggara untuk membangun dan memperkuat dinasti politik sejak Pemilu 2014. Para anggota legislatif terpilih pada Pemilu 2019 di Sulawesi Tenggara banyak berasal dari keluarga politik?keluarga bupati, walikota dan ketua partai. Sebanyak sepuluh kepala daerah dari tujuh belas kabupaten/kota di Sulawesi Tenggara, sukses meloloskan keluarga mereka sebagai anggota legislatif mulai dari DPRD Kabupaten/Kota, DPRD Provinsi, hingga DPR dan DPD. Keterpilihan kerabat elit politik lokal ini menjadi ancaman dalam mewujudkan demokrasi yang subtansial, kompetitif dan berkualitas. Pengumpulan data dalam penelitian ini menggunakan studi kepustakaan dan pengamatan. Hasil penelitian ditemukan, dinasti politik berkembang di Sulawesi Tenggara dalam dua model yaitu dinasti yang tumbuh dari keluarga governing elite dan keluarga non governing elite. Keberadaan dinasti politik ini ditopang oleh empat hal: pertama,  pragmatisme dan praktek oligarki partai politik; kedua, tumbuh suburnya politik uang dan politisasi birokrasi; ketiga, lemahnya pengawasaan Bawaslu dan jajarannya; keempat, budaya politik yang kolutif dan paternalistik.

Abstract

This article describes budgetary reform policies in the era of the Covid 19 pandemic and the local government's response. This article aims to answer how the regional budgeting mechanism is in the pandemic era and the response of regional apparatus organizations to budgeting reform. The data sources in the article use the literature study method and documents sourced from the Southeast Sulawesi Provincial government and media coverage. This article finds that the Indonesian government issued a policy of budget refocusing in response to the COVID-19 pandemic. This policy applies to all ministries/agencies, including local governments, where local government responses are divided into two groups. Namely, some do budget refocusing, but local governments also do not refocus their budgets. The Southeast Sulawesi Provincial Government took the attitude of refocusing the budget by issuing Governor Regulation Number 10 of 2020; this shows that the regional government is responding to the direction of the central government. However, this policy of budget refocusing does not appear to have the full support of the Regional Warfare Task Force (SKPD) or the bureaucracy, which is subordinate to the governor. This can be seen from several SKPDs that maintain their budgets so as not to experience a significant reduction. This finding shows that although budgeting reform during the pandemic was carried out quickly, each regional apparatus organization's content, minor, and budget scope did not experience much change.

Abstract

This research aims to find out the evaluation of waste management policiy in Palu City and how to counteract them to be as expected in Regional Regulations. Type of research was qualitative by using descriptive methods. Data collection techniques covered in-depth interviews and observations. The results of research related to the evaluation of waste management policy in Palu city have been carried out but it’s not maximum because there were problems in evaluation criteria such as effectiveness, efficiency, and adequacy. Effectiveness has not been achieved because of the lack of control from the concerned parties and public awareness in waste management. Efficiency has not been achieved because of the behaviour and public awareness of the environment is low. In addition, the specified waste disposal operational time has not been fully adhered to the community, while adequacy criteria have not been able to solve environmental hygiene and health problems due to the presence of TPS, only causing a bad smell in the surrounding environment so that it can indirectly affect the level of cleanliness and public health.

Abstract

Focus articles namely institusionalizationpolitical party with case study PAN Southeast Sulawesi.Although nationally PAN occupy a board the middle , but in Southeast Sulawesi occupy the top.Hegemony PANSoutheast Sulawesi seen in the seats at an election 2004,2009, 2014 and the fight for regional head election (Pilkada) carried out the period 2010-2013.It was just that , hegemony PAN did not come from institusionalization politicalparty but based on the power of personal. The beginning formation of the process ofinstitusionalization in line with onthe track , but in the following development this process is not workingbecause of the emergence of a strong personalize them in the body of internal pan namely Nur Alam.The figure of this is so strong so as to create patronage both in internal party and exit.To create a voter loyalty, then introduced the program BAHTERAMAS which included the types of programmatic goods.As a result, PAN experienced a dilemma because the process institusionalization politicalparty did not function as intended and program design is not sustainable. Strengthening personalize them in the body party because institusionalizationof the weak. This situation should anticipated by the party, if the party rely on the strength of figure, when he has no base material and resources strong , but political parties will also weakened.
