Abstract

This article tells the involvement of humanitarian organizations in the post-war reconstruction process of disaster in the city of Palu, Sigi and Donggala Regencies. The presence of humanitarian organizations is urgently needed to help the process of acceleration of reconstruction. In carrying out its humanitarian mission, it is expected that these institutions are coordinated by the authority of the government/state. Management of Integrated Community Shelter expected able to help the process of reconstruction post disaster apparently also still constrained in the pattern of coordination. Coordination pattern which is less likely to occur in delivering open and funneling aid to victims. this paper found that the existence of the weakness of the State in controlling and embody the humanitarian agency's involvement in the process of reconstructions. Collaborative approach to governance in the management of Integrated Community Shelter appears as an alternative solution in the answer to these problems.

Abstract

Tulisan ini mengkaji tentang tingkat kepercayaan publik terhadap DPRD Sulawesi Tenggara. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskrpitif kuantiatif. Teknik pengumpulan data digunakan melalui metode angket, teknik dokumentasi, teknik wawancara, dan focus group discucssion. Hasil penelitian menujukkan bahwa tingkat kepercayaan publik terhadap DPRD Sulawesi Tenggara berada dalam kategori sedang dengan skor tingkat kepercayaan publik 3,23 skala likert dengan rentang kriteria sebesar 64,47 % . Penelitian ini merekomendasikan strategi meningkatkan kepercayaan publik, meliputi: a). Peningkatan akuntabilitas dan transparansi DPRD; b). Penguatan kelembagaan DPRD; c). Peningkatan pemahaman masyarakat tentang DPRD; d). Meningkatkan dukungan administrasi dan teknis terhadap pelaksanaan fungsi dan tugas DPRD; e). Peningakatan dukungan tenaga ahli/staf ahli; f). Optimalisasi peran Humas DPRD; g). Perwujudan teknologi informasi dan komunikasi yang terintegrasi; h). Pengelolaan website, penggunaan media sosial dan penyediaan TV dan Radio Parlemen serta majalah parlemen.

Abstract

Kota Palu merupakan salah satu kota dengan tingkat rawan bencana yang tinggi. Tidak hanya menimbulkan gempa bumi, namun juga tsunami dan fenomena likuifaksi. Salah satu cara untuk mengurangi dampak bencana adalah dengan melakukan mitigasi bencana. Badan Penanggulangan Bencana Daerah kota Palu merupakan badan yang bertanggung jawab untuk menangani bencana yang terjadi di kota Palu. Tujuan penelitian ini adalah untuk mengetahui bagaimana manajemen mitigasi bencana pada kantor Badan Penanggulangan Bencana Daerah kota Palu serta faktor pendorong dan penghambat manajemen dalam mitigasi bencana. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan fenomenologi. Indikator yang digunakan pada penelitian ini adalah fungsi manajemen dari Luther Gulick yang di kenal POSDCORB (Planning, Organizing, Staffing, Directing, Coordinating, Reporting and Budgeting). Selain itu juga dilihat dari faktor pendorong dan penghambat manajemen organisasi. Hasil penelitian menunjukan bahwa Planning belum maksimal, karena masih terdapat program atau kegiatan yang belum mencapai target. Directing belum sepenuhnya memahami Garis komando, serta masih terdapat ego sektoral sehingga proses penanganan bencana menjadi lambat. Budgeting masih kurang, dimana biaya di padatkan dalam artian melakukan 2 kegiatan dengan satu dana. Faktor yang menghambat manajemen adalah kurangnya SDM yang handal, kekurangan sarana dan prasarana, keterbatasan dana, sedangkan banyaknya dukungan dari pihak luar menjadi pendorong

Abstract

Abstract- WHO has deemed the Covid-19 pandemic to be a regional outbreak, Indonesia is one of the pandemic nations. This paper seeks to see the capacity of the world to cope with the global pandemic and the provision of resources through the supply chain policy. Here, we analyse the supply-chain effects of a set of idealized lockdown scenarios, using the latest global trade modelling framework. We find that supply-chain losses that are related to initial COVID-19 lockdowns are largely dependent on the number of countries imposing restrictions and that losses are more sensitive to the duration of a lockdown than its strictness. There are three essential topics in this paper: 1) the sense of urgency; 2) the national government's legislative and structural supply chain policy’s; and 3) the pandemic regional headquarters. The data collection is carried out through scientific journals, online news, reports, and academic forums with public policy and health experts. The findings of this paper indicate that Indonesia is still in difficulty in coping with a global pandemic in the context of the international crisis. Likewise, at the beginning of the outbreak in Indonesia, the system of contact between central and regional representatives seems to be not well organized.

Abstract

This study aims to determine the process of community empowerment in development in Sakita Village, Bungku Tengah District, Morowali Regency. This study uses descriptive qualitative research type. This study uses theory (Elliot, 1996) to find out the stages in the process of community empowerment, there are 3 aspects that is, the welfare approach, the development approach and the empowerment approach. Data collection techniques are carried out through library research and field research. Which includes interview observation and documentation. There are 3 stages of qualitative data analysis namely data condensation, data presentation and conclusion drawing. Based on the research results obtained, it can be concluded that the quality of the welfare approach, development approach, and community empowerment approach in Sakita village, Bungku Tengah District, Morowali Regency have been implemented well. Although there are still many things that need to be improved by the village government together with the community.

Abstract

Village funds are a form of assistance from the government as a means of supporting and stimulating development and community empowerment in the village. The purpose of this study was to determine the supervision of village funds by the village consultative body in Batumatoru village, Lariang district, Pasangkayu Regency. The research method used is a qualitative research method by adopting escort theory. According to Sondang P Siagian there are two indicators of supervision namely direct supervision and indirect supervision. Data collection techniques are carried out through field research which includes observation, interviews and documentation. Analysis of the data used is data reduction, data presentation, and data verification. By using a purposive technique with a total of 7 informants. The results showed that the implementation of supervision of village funds in Batumatoru Village was still not optimal. Due to lack of supervision in the implementation of the use of village funds, both directly and indirectly. This was heard by complaints from the public regarding the government's performance in implementing the use of village funds.

Abstract

This study discusses transformational leadership, the reference theory used in this study is Yukl (2007), a Professor from the State University of New York, he mapped that transformational leadership basically has four characteristics, namely; (1) ideal influences, (2) inspirational motivation, (3) intellectual stimulation, and (4) individual attention. The concept is then tested to the flagship program of Makassar's mayor elected 2014-2019 namely, Makassar Green and Clean, to make it happen a derivative program that is Makassar No Rantasa (MTR). Through qualitative approach with case study method, the researcher then get the data in more depth. Data collection was done in three ways: interview, observation and documentation study. Based on the results of the research indicates that the level of community satisfaction and government apparatus towards this program has shown positive trend, in the sense that they (the community and government apparatus) have felt the positive impact of this program, that is with the changing of environment condition and citizen mindset for cleanliness and arrangement of beauty hallway. But it can not be denied that this program has not been implemented with the maximum in all corners of Makassar, this is evidenced by the results of research in sub-district locations located on the outskirts of the city seen not getting the maximum attention from the city government.

Abstract

Tujuan penelitian ini dilakukan untuk mengetahui Kinerja Organisasi pada Kantor Badan Penanggulangan Bencana Daerah kota Palu. Tipe penelitian yang digunakan deskriktif kualitatif yaitu memberikan gambaran dan penjelasan lebih rinci dari variabel yang dilakukan melalui teknik penelitian kepustakaan serta penelitian lapangan yang terdiri dari observasi secara langsung ke objek penelitian, wawancara secara langsung kepada informan, dan dokumentasi. Informan dalam penelitian ini ditentukan secara purpossive berjumlah 7 (Tujuh) Orang. Penelitian ini menggunakan Teori Agus Dwiyanto (2015) dimana ada 5 (Lima) Indikator untuk mengukur kinerja organisasi yang meliputi Produktivitas, Kualitas Layanan, Responsivitas, Responsibilitas, Akuntabilitas. Dari hasil penelitian menunjukan bahwa produktifitas pada kantor Badan Penanggulangan Bencana Daerah kota Palu belum berjalan dengan baik, dalam hal ini dilihat dari aspek tingkat kedisiplinan pegawai perlu ditingkatkan lagi, sumber daya manusia yang kurang memadai baik dari segi jumlah maupun kemampuan, kemudian responsivitas pada kantor Badan Penanggulangan Bencana Daerah kota Palu masih perlu diperhatikan terkait dari beberapa program yang dijalankan belum sesuai dengan harapan masyarakat.

Abstract

This article aims to explain the governance of mining permits after the reform of the mining law and the issuance of the law on job creation. The research design used descriptive qualitative. The results of the study found: First, the Ministry of energy and mineral resources is the leading sector in the management of the mining sector at the national level. Meanwhile, at the local government level, the provincial and district/city offices of energy and mineral resources are played. Second, in Central Sulawesi Province mining business permits are issued by the One Stop Service Investment Office. Before the omnibus law, there are at least five stages that are passed in the licensing process, namely the application for a mining business area permit, an application for an exploration mining business permit, an application for a principle permit for the use of national strategic area space, and an application for an Environmental Feasibility Decree and Environmental Permit, as well as an application for a production mining business permit. Third, the issuance of law number 11 of 2020 concerning job creation (omnibus law) reduces the authority of local governments in managing mining permits in Central Sulawesi. In addition, the omnibus law provides convenience in environmental management, where environmental permits are replaced with environmental approvals that are integrated with business permits.
