Abstract

This research aims to analyze power relations between actors in developing local commodities through a cattle farm in the District of West Tasifeto, the Regency of Belu. The author applies descriptive qualitative research methods in disentangling power relations between actors who play their roles in drafting Belu?s Local Regulation (Peraturan Daerah/Perda) No. 6 of 2011. In collecting data, the author employs a qualitative approach, namely observation, and interviews with local farmers, Melus ethnic communities, Belu Regency?s government (Department of Farming Affairs), Local Businessmen, and secondary data from various documents. This study reveals that there are power relations among actors, namely local farmers, local authorities (Department of Farming Affairs, Belu Regency), and local businessmen, which are indicated by three indicators in drafting local regulation, selecting the farming area, and marketing the cattle products. Within these power relations, the actors influence each other at every moment and every connection. A strategy that is employed is not violence. Rather, it is through social relations and regulation system to promote various interests through politics of law, legal drafting, to enact a local regulation (Peraturan Daerah/Perda). Business people?s interests and political interests have been imposed in this process of extending local commodities, which compete with the local farmers? interests that less impacted by the government?s project. Therefore, the expansion of local commodities through a cattle farm in West Tasifeto results in the complexity of power relations interplaying with each other.

Abstract

This study aims to determine the development of research in the big theme of Smart City and Smart Governance in the last nine years. To find out about this, 100 relevant journals about its implementation in government with the previous 9 years issue from 2011 to 2019. This study used a qualitative research method with a literature review or a prior research process. The data used were selected from 9-year journal issues from 2011 to 2019. The journals used were the highest citation-published journals, the journals used were journals relevant to government activities, the application of smart city concepts in local government, and the application of service processes. To the community. The results of this study were obtained by the process of data analysis using the Nvivo 12 application. These results address the use of Technology, Information, and Communication (ICT) as the most dominant factor in the implementation of smart cities in the analysis of previous research. Research Will explain the development of research annually and per continent on the significant themes of Smart City and Smart Governance.

Abstract

One of the characteristics of Indonesian democracy is a mechanism in decision-making through a forum of discussion. The village, that stands as the lowest unit of the governance system, is also required to hold the meeting called Musyawarah Desa (village meeting). The meeting is organized following the standard and provisions in the Regulation of Minister of Village and Transmigration Affairs No. 2 of 2015 on the Procedures and Mechanism in Decision-Making in Village Meeting (Pedoman Tata Tertib dan Mekanis-me Pengambilan Keputusan Musyawarah Desa). This writing is based on the information on the capability of the village government in organizing the effective village meeting. The effectiveness of village meeting can be indicated by the elements of society that are involved in the meeting, the preparation of the meeting, procedures of organizing the village meeting and the mechanism of the meeting, which are all mentioned in the Regulation of Minister of Village and Transmigration Affairs No. 2 of 2015 on the Procedures and Mechanism in Decision-Making in Village Meeting. This research uses qualitative methods. The result shows that the village meeting has been organized effectively, in which all aspects required in the regulation has been followed. Despite being effective, six factors obstruct the process, which the village administration have to be solved to get more quality meeting.

Abstract

Partisipasi pemilih merupakan bagian dalam mengukur keberhasilan penyelenggaraan pemilu. Masyarakat Kota Bandung yang memiliki karakteristik masyarakat urban, tentunya menerima secara terbuka media massa sebagai saluran informasi, serta media internet sebagai bentuk perkembangan teknologi informasi. Secara kuantitas, pemilih muda memiliki potensi suara yang cukup besar dalam Pemilu, sebagaimana jumlah pemilih muda di Kota Bandung sebanyak 29,6% dari DPT (Daftar Pemilih Tetap) pada Pemilihan Walikota dan Wakil Walikota Bandung Tahun 2018. Kehidupan kaum muda sangat erat dengan perkembangan media, oleh sebab itu penulis melakukan penelitian untuk mengetahui apakah terdapat pengaruh yang signifikan antara efek media cetak, media elektronik, dan media internet terhadap tingkat partisipasi pemilih muda Kota Bandung. Artikel ini berdasarkan survei yang dilakukan terhadap 100 orang responden berusia 17 tahun (sudah/ pernah kawin) hingga 30 tahun dan terdaftar dalam DPT pada Pemilihan Walikota dan Wakil Walikota Bandung Tahun 2018. Instrumen penelitian menggunakan skala ordinal dan telah teruji validitas dan reliabilitas. Teknik analisis data menggunakan regresi linier ganda, serta uji t dalam pengujian hipotesis. Hasil penelitian menunjukkan bahwa secara parsial efek media cetak maupun media elektronik tidak memiliki pengaruh yang signifikan terhadap tingkat partisipasi pemilih muda, sedangkan efek media internet memiliki pengaruh yang signifikan terhadap tingkat partisipasi pemilih muda di Kota Bandung.

Abstract

Violation of ethics that involves the General Election Committee members is due to less concern to the process of the development of democracy. Several cases show that the organizers of the election went to the ethics trial of the Honorary Council of Election Management Bodies (Dewan Kehormatan Penyelenggara Pemilu, DKPP). This research analyzes the factors that cause the violation of ethics in the General Election in the Riau Islands province. This study applies qualitative methods and managed some interviews, field visits, and library research to collect data. This study employs the theory of institutional capacity from Christensen and Gazley (2008) to analyze the collected data. The theory views the institution from four dimensions to identify the problems in the violation of ethics, namely, human resources, external factor, infrastructure, and financial. Human resources as the organizers of the general election know less the regulation and manuals that regulate the election, which results in the violation of ethics. This study seeks to know the factors that cause the violation so it can contribute to the general election?s organizers to improve their knowledge and organize the election with integrity.

Abstract

Pengelolaan dana dalam internal partai sangat menentukan eksistensi dan elektabilitas partai dalam perpolitikan. Demi meningkatkan elektabilitas partai serta untuk menjaga kepercayaan anggota partai maupun kepercayaan publik, maka transparansi keuangan partai sangat diperlukan. Transparansi dalam pengelolaan keuangan partai politik masih jauh dari harapan karena sebagai institusi publik partai politik mempunyai peran yang sangat besar dalam menjaga demokrasi dan pemerintahan. Pengelolaan dana dalam internal partai sangat menentukan eksistensi dan elektabilitas partai dalam perpolitikan. DPC PDIP Perjuangan dalam rekapitulasi KPUD Kabupaten Jepara pada pemilukada tahun 2014 memperoleh suara terbanyak kedua, namun dalam transparansi keuangan sangat tertutup. Tujuan penelitian ini untuk mengetahui Pengelolaan keuangan PDIP Perjuangan Kabupaten Jepara terhadap elektabilitas Partai Demokrasi Indonesia Perjuangan (PDIP) Kabupaten Jepara. Metodelogi yang digunakan kuantitatif deskriptif untuk menjelaskan suatu fenomena atau kenyataan sosial. Sampel sebanyak 100 orang total penduduk Kabupaten Jepara yang sudah memiliki hak pilih yang diambil dengan teknik probability sampling. Hasil penelitian menunjukan laporan keuangan, DPC PDIP Kabupaten Jepara dikelola dengan disiplin dan sesuai peraturan perundang-undangan yang berlaku, hal tersebut membuat kepercayaan publik meningkat, dan PDIP dinilai memiliki pengetahuan dalam pelaporan keuangan yang baik.

Abstract

This article aims to discuss the behavior of voters in the City of Sukabumi in the Gubernatorial Election of West Java Province in 2018. This research is motivated by the anomaly of the survey results. A pair of candidates who were unseeded before obtained an increase of votes unpredictably. This research focuses on the pattern of behavior of citizens in determining their choices regarding the election. This research applies the cognitive domain model theory to study the pattern of voting behavior. In collecting data, the author distributed questionnaires to 140 respondents chosen from the official voters? list. The distribution of sample areas uses stratified random sampling techniques. The author analyzes data by using multinomial logistic regression. This study concludes that social image and candidates? images partially become the main consideration in voting behavior. Social image is the only significant factor that influences the voters in deciding their choice. This study concludes that the psychological approach becomes the main basis that underlies the voting behavior of voters and the main identification of the candidate.

Abstract

The gubernatorial election in North Sumatra has been organized in 2008. Two pairs of candidates run in the election, namely Djarot Syaiful Hidayat and Sihar Sitorus (DJOSS), and Edy Rahmayadi and Musa Rajekshah (ERAMAS). Championing the election, several issues have been used to support Edy Rahmayadi and Musa Rajekshah?s victory, such as religious identity politics and the politics of locality, which exploit the identity of so-called ?son of the soil?. This study aims to understand how these factors work and determine the victory of ERAMAS.  It focuses on two political means to find out which factors that contribute more significantly in the triumph of ERAMAS candidate. Using descriptive-qualitative methods, this study collects data through a questionnaire with ?SLOVIN? formula to define population and sample selected through random technique. It applies the theories of identity and political participation with a locus of the research in a purposively-selected district in Medan city, Kecamatan Medan Marelan. This research argues that there are three determining factors that contribute to the ERAMAS? victory in the Gubernatorial Election of North Sumatra in 2018, which are religious identity politics, politics of locality, and the personal influence of the candidates.

Abstract

The Indonesian Province of Aceh holds a special autonomy to have a local political party that is expected to promote the people?s interests in Aceh. In this sense, the privileged autonomy should have to have a good governance performance.  Nevertheless, it has not yet impacted significantly the performance of legislation. After the 2017 local election, two major local political parties dominate Aceh?s provincial government, which discord with each other crucially that results in a divided government. This research aims to observe factors that take effect on the performance of legislation in the province of Aceh in the course of 2014 to 2018. This study employs qualitative methods. It reveals that in the legislation process, there is ineffective communication between the provincial government of Aceh and the local parliament (Dewan Perwakilan Rakyat Aceh/DPRA) to legislate a local regulation called qanun. This phenomenon is also triggered by the dispute over the parliament, which is split between two major local political parties. With ineffective communication between the government and the parliament, they did not work optimally to legislate many bills in every one-year term. Divided government leads to the vacuum or unproductivity of elements of the provincial government.
