<![CDATA[Traditional villages have become the spearhead of community activities, especially in Bali. Regional Regulation (Perda) No.4 of 2019 concerning Traditional Villages is a breath of fresh air for indigenous people in Bali because it has legal legitimacy and recognition. Traditional villages played an important role during the covid-19 pandemic in Bali because they were at the forefront of protecting their territories, from securing the area to distributing social assistance. This study aims to analyze the strategies carried out by the government through customary villages to launch policies during the Covid-19 pandemic. The method used in this research is a literature study, where the data obtained will be compiled, analyzed, and concluded which will lead to conclusions about the literature study of Balinese traditional villages as a strategy in launching policies during the pandemic. This study found that customary villages are a team that embodies effectiveness in efforts to tackle Covid-19 starting from the context, composition, and process in it to solidarity with social groups derived from local wisdom values. The welfare of members of customary villages, especially those assigned to the task force for handling Covid-19, must be considered and the regional government should not use a generic strategy to archive low costs and broad differentiation in implementing policies]]>

<![CDATA[This paper aims to find out the Development of Human Resources Capacity in Public Service at the Pasuruan District Labor Office. The research method using qualitative approach is done scientifically, more descriptive, emphasizing the process rather than the public about improving the human resources of pasuruan community by the Pasuruan District Labor Office. The results showed that the Pasuruan District Employment Office implemented an increase in human resources developed according to the theory of capacity building in minimizing the unemployment rate, and as an effort to improve human resources precisely in the field of placement and expansion of labor (PENTA). The motivation, disciplinary and training is very influential to human resources and minimize the unemployment rate in Pasuruan Regency.]]>

<![CDATA[The performance of government agencies must always be improved because it is in the public spotlight. The public wants a government to have a good performance in carrying out its duties and responsibilities in accordance with applicable laws. Human resources are a very influential factor in carrying out the performance of an agency. Improved performance of government agencies can be influenced by several factors. This study aims to determine employee operational audits and accountability in improving agency performance in Tutur District. The method used in this study is qualitative with descriptive analysis method. The object of this research is the Tutur District Office while the subjects of this study are the employees Tutur district. Data collection techniques in this study using trianguation techniques is observation, interviews and documentation. Data analysis techniques in this study are data collection, data reduction, data presentation and conclusions. The results of this study indicate that the performance of the Tutur District office has decreased, this is due to employee operations that are not appropriate and not in accordance with the conditions so that individual performance can not be maximized and also the value of accountability that does not meet the target.]]>

<![CDATA[This research uses Restu Bakery Bojonegoro as an object of research that sells various cakes and bakeries. The purpose of this study was to determine and analyze marketing strategies in increasing sales turnover during the Covid-19 pandemic at Restu Bakery Bojonegoro. The research method used is descriptive quantitative using SWOT, data collection techniques are carried out by means of observation, documentation, interviews and triangulation related to marketing strategies based on the 7P marketing mix indicators used by researchers in identifying strengths, weaknesses, opportunities and threats with the SWOT method. at Restu Bakery Bojonegoro.From this study, the results of the Internal Factor Analysis Summary showed a strength of 1.76 and a weakness of 1.46. Meanwhile, the results of the External Factor Analysis Summary show that the threat is 1.97 and the opportunity is 1.41. In this case, Restu Bakery Bojonegoro occupies the quadrant point I. In this case, a supporting marketing strategy is an aggressive strategy on the various opportunities and strengths of Restu Bakery Bojonegoro.]]>

<![CDATA[Public transportation services are service facilities that have an important and strategic position in national development. Planning and development of arrangement must be carried out in an integrated system by providing services to the community. The City Government of Mojokerto in supporting the creation of public transportation services, participates in supporting the development of the Damri Bus integrated mode of transportation made by the Surabaya Branch of Perum DAMRI. On March 21, 2020, the City Government of Mojokerto inaugurated the Moda Guide Transport (Damri) for the route of Mojokerto City - Juanda Airport. However, within one year after it was inaugurated, it was discovered that the DAMRI buses were still lacking. The purpose of this study is to empirically answer the authority of the Damri Bus Mode Guide for the Mojokerto-Juanda Airport route as a public transportation service. This research uses the method of observation and direct interviews to the field with a qualitative descriptive approach. And the data that has been obtained is then analyzed, presented in paragraph form, and conclusions. The analysis used in this study is to use the most effective theory which includes: including goals, integration, and adaptation. <![CDATA[The Cash Social Assistance Program (BST) is assistance sourced from the Ministry of Social Affairs of the Republic of Indonesia which will be provided to the community based on Integrated Social Welfare Data (DTKS). The purpose of this research is to find out how the effectiveness of the implementation On Social Cash Assistance program during the Covid-19 pandemic in Pasir Pengaraian Village and to find out what are the factors that hinder the implementation of the BST program. The theory used in this research is the theory of program effectiveness by Budiani using 4 indicators (Accuracy of Target, Program Socialization, Program Objectives, Program Monitoring). To be able to answer these problems the researcher used a qualitative method with a descriptive approach / in this qualitative research the writer used data collection techniques in the form of interviews, observation and documentation then analyzed based on the research problem. The results of this study indicate that the effectiveness of the implementation On Social Cash Assistance program during the Covid-19 pandemic in Pasir Pengaraian Village is seen from 4 indicators (Accuracy of Target, Program Socialization, Program Objectives, Program Monitoring) have not been effective. The inhibiting factors in this study were data validation and programs that were issued suddenly.]]>

<![CDATA[This study discusses the implementation of the Retribution areas of health service in the UPTD Health Center Puspo. The objectives of this study are: 1). To find out the implementation process of Retribution Area of health service in UPTD Health Puspo. 2). To know the factors that influence in its implementation. The method used in this research is qualitative method. With qualitative methods we can describe the regional levy for health services and the factors that influence the implementation of the levy. The results of the study showed that the implementation of regional levy has not been effective. Efforts that need to be made by local governments in order to effectively implement. The effectiveness of service levy in Puskesmas Puspo must be done according to the applicable rules.]]>

<![CDATA[This study aims to analyze public service innovations through the application "E-dukcapil" in making family cards at the Department of Population and Civil Registration, Karawang Regency. The research conducted is qualitative research, in this research is descriptive in nature, namely to describe the reality of the events under study. The focus of this research is using the innovation attribute theory by Rogers, namely: (1) relative advantage, (2) suitability, (3) complexity, (4) possibility of experimentation, (5) ease of observation. Through observation data collection techniques, in-depth interviews and documentation. With the number of informants as many as 3 people. The results showed that the innovation of family card services through the "E-dukcapil" application was not entirely ideal. This is because the application has only been implemented for 3 months, and problems such as server disruptions are still common. Lack of public understanding of the use of information technology and the lack of human resources of the implementing apparatus, namely the number of Civil Servants (PNS) in the Department of Population and Civil Registration of Karawang Regency, which is only equivalent to 40 people.]]>

<![CDATA[Coronavirus disease 2019 is a major disaster for apathy bureaucracy, so the government is required to be able to provide public services in limited interactions. Therefore, the dynamic governance ability shown in this study aims to reveal public expectations in public services during Covid-19 through policy, and to understand the realization of objectives that must be fully understood. As well as how the democratization of public services should be the road to service excellent seen based on the theory of dynamic capabilities that are part of dynamic governance, where able people and agile processes become the benchmark of good implementation of public services, using 3 indicators namely Thinking Ahead, Thinking Again, and Thinking Across. all this is a process towards democratizing public services in Indonesia. This research is a qualitative method with a library study approach. The results stated that Indonesia needs to transform public services using the concept of dynamic capabilities in order to realize the democratization of public services.]]>

<![CDATA[ASEAN is an international organization in Southeast Asia that holds up the principle non-interference and non-alignment, but this principle cannot be maintained in the face of the power competition that occurs between the United States and China in the Indo-Pacific Region. The ten ASEAN member countries have different national interests. Some ASEAN member countries support the United States while some others support China. Having different national interests causes ASEAN member countries to have different views on the power competition that occurs between the United States and China. ASEAN has an interest in safeguarding its region so that's it remains in a stable, safe, and prosperous condition. So that prevents the division of unity among these member countries, ASEAN must have a strategy to maintain regional stability. The theory used in this research is Clive Archer's theory of international organization and the theory of interdependence from Keohane and Joseph S. Nye. The research method used is qualitative, and the data collection technique used in this research is a literature study. The results of this study indicate that ASEAN uses the ASEAN Outlook on the Indo-Pacific (AOIP) strategy which was agreed upon by all member countries at the 34th ASEAN Summit in Bangkok. ASEAN does not take side with one of the major power countries but to the prioritize cooperation in the fields of maritime, connectivity, SDGs, and the economy.]]>
