Abstract

The noken system, particularly related to the model of electoral balloting in Papua Province, has become an eternal topic that has been discussed and debated. The main point of the discussion is at least two aspects, namely the implementation of the noken system which is considered as local wisdom and the manifestation of deliberative democracy and in other parts that the system is considered to violate the principles of freedom and political rights of citizens. This research is a qualitative research with three research objects, namely the electoral system, deliberative democracy and political rights of citizens. This research shows that the implementation of noken in Papua is legitimate in the legal term and culturally the practice of the system is inseparable part of local wisdom and the manifestation of deliberative democracy. This study recommends the need for adjustments between the election noken system and the principles of justice, freedom and political rights of citizens through synchronization and harmonization of legal products regarding the noken system with protection of human rights in addition to the need to make incremental improvements to the system.

Abstract

ASEAN Economic Community (AEC) regulates the Intellectual Property Rights (IPR) in its relation with their economic activities. It was stipulated in the ASEAN Framework Agreement on Intellectual Property Cooperation in 1995. As the ASEAN member states are also the member of World Trade Organization (WTO), the principles of AEC have to be in harmony with the WTO principles. This paper analyzes the compliance of ASEAN IPR laws with the principles of Trade Related to Intellectual Property Rights (TRIPs) of WTO. Second, this paper analyzes the enforcement of those regulations in the member states, finding out whether there is implementation in the region that is different with the international principles or not. It is a part of qualitative research that used secondary data to complete the explanative analysis. Classical liberalism and self-reference criterion becomes theoretical framework of analysis. Classical liberalism promotes laissez-faire economics and private property in the means of production. Meanwhile, self-reference criterion refers to an unconscious reference to one?s own culture, values, knowledge, and experience as a basis for decisions. The result reveals that the ASEAN IPR regulations have different specific and special nature with the TRIPs, affected by the characteristics of the nations.

Abstract

AbstractThis article discusses how the scientific diplomacy efforts undertaken by the German Epistemic Community in promoting Colombian development. The Epistemic Community is the liaison between the two countries in the hope of being able to contribute to a country's policy through science in dealing with various local and global issues and can also contribute to the development of Colombia. By using descriptive qualitative research methods along with the concept of epistemic community and scientific diplomacy, this study produced findings that the Science Diplomacy carried out by the German Epistemic Community in promoting development in Colombia manifested itself in the form of efforts to improve academic collaboration, support the implementation of academic activities within government agencies, and continue recommendations for the development of various aspects of science in the research sector related to development policy.

Abstract

This article describes the impacts given by depression as mental health disorder and suicidal behavior towards Japan?s economy and social productivity. Depression and suicide have become one of the main causes of mortality among other health conditions in Japan. Both depression and suicidal behavior are non-communicable, yet both can influence psychological states of other people near the patient. Depression and suicidal behavior are challenging for countries with high mortality caused by suicide, especially towards those who also have ageing population like Japan. Hence, this article will analyze further costs faced by Japan along with reviewing policies taken to overcome their mental health challenges. This study uses qualitative descriptive design with case study method. This study also uses secondary analysis to answer mentioned challenges. Result shows that Japan faces economic loss to sustain their mental health expenses and psychological expenses for the family left by the victims of depression and suicide, as suicide trend is popular among adults and youths in Japan. Depression and suicidal behavior can also affect individual?s productivity. The authors expect that this can be used to give broader knowledge on non-traditional contemporary global issues.

Abstract

Waste management issues is the primary concern of the Kendari City Government, considering to become a liveable city namely the sustainable development of Kendari City. This study discusses the challenges of implementing a waste management policy based sustainable development in Kendari City. One of the goals of sustainable development on the 2030 agenda is to reduce the impact of the urban environment with the percentage of municipal reliable waste handling indicators. The purpose of this study is to determine the implementation of waste management policies using the concept of policy implementation by Edwards III and to link it to the concept of sustainable development and the 2030 agenda of Sustainable Development Goals (SDGs). This study used a qualitative method, in which data was collected through interviews and documentation, the findings in this study that the implementation of waste management policies in Kendari City was quite excellent in the aspects of communication, resources, disposition, and bureaucratic structure. However, various challenges were also present in every aspect of policy implementation. Overall, the implementation of waste management policies also takes into account sustainable development in economic, social and environmental aspects and was by efforts to achieve SDGs Goal 11, where 73.30 per cent of urban waste has been handled.

Abstract

In the era of president Nicolas Maduro, the Venezuela faced economic crisis. It affects to social and economic decline. The govenment is in the chellenge of public trust and political instablity. The Maduro performance perceived as less effective and repressive that lead to the society questioning about government capacity to solve the problems. Thus, the authors are interested in explaining the efforts of the Venezuelan government in dealing with the crisis. The author uses descriptive qualitative research methods and data collection techniques based on literature study. The data source comes from the literature published by scholars and experts on Venezuelan politics and the Latin American economic crisis. The author notes several actions of the Venezuelan government in dealing with the economic crisis including: (1) economic policies reform; (2) diplomacy of foreign aid to China; (3) food price stabilization: (4) strengthening public health services; and (5) strengthening regional cooperation with organizations in the Latin American region.

Abstract

The purpose of this study is to find out how the affirmative action of political parties in encouraging women?s political participation in Sumenep Regency. This study uses descriptive qualitative research with data collection procedures in the form of interviews, observation and documentation. Data validation techniques used are source triangulation techniques in the form of person and paper. The results show that the efforts made by political parties of Sumenep Regency in building women?s political participation include, 1) parties taking an internal/personal approach; 2) programmatic, structured and continuous development of the political model of female cadres; 3) hold meetings at times that are possible to be attended by female cadres and times that are not too preoccupied with household needs.

Abstract

Qatar is one of the richest countries in the Middle East region. Qatar is able to supply the third largest gas to the world and become the third largest exporter of liquid natural gas. This paper is interested in analyzing the behavior of the Qatari government amid various conflicts and tensions in the Middle East region. Qatar tends to position itself as a mediator of conflict. The Qatari government believes that by being a mediator in this conflict it can be a neutral position.Qatari governance is based on the basic norm structure that is used as a policy platform, and articulates it openly, with integrity, and is measurable. This is known as clean diplomacy. Qatar manages the crisis by remaining consistent with its image as a guardian of regional peace and stability. The image of Qatar as an 'honest broker' country is able to increase Qatar's legitimacy in the international public arena. This paper builds on arguments based on secondary document data, and interprets the data with a qualitative approach to understanding Qatar's foreign policy behavior. The analysis showed that the choice of governance of Qatar's clean diplomacy proved effective in managing the foreign political pressure of neighboring countries in the form of not escalating conflict, and Qatar's political and economic stability.
