Abstract

The purpose of the article is (1) to gather empirical facts about the use of words and terms in Indonesian literatures, (2) understand implicature (aditional message) behind the the dynamic use of words and terms in Indonesian literatures. The fact about awareness of the usage of Indonesian language in literatures is expected to be supporting data in the development of Indonesian language history. The source of the data is Indonesian literatures including novels. The data are collected by reading technique, marking out, and taking notes. The data are analyzed using comparison technique, a technique that use words or terms in certain time and compared to those from another time. The result of this analysis shows that in 1980’s, many Indonesia literatures used vernacular words and terms. This period of time can be used as an alternatif to mark the development of Indonesian language, especially the development of the vocabulary. Besides, the use of words and terms in the speech of Indonesian novel characters are an implication that Indonesian society, particularly the writers are worried that traditional culture will be shifted by national culture. Abstract

Character building is the main focus of Curriculum 2013. However, this effort is almost replaced by the program of mental revolution “relaunched” by Joko Widodo in his campaign and it has been one of his programs today. Arts education is often underestimated; in fact, it has a major role in shaping the character of the nation. Therefore, this research aims to identify problems in character building of Indonesia’s human resource through arts education. Research findings show that teachers’ concept on art education in elementary schools is one of the factors that influence the success of the Cultural Arts learning at the elementary level. Currently, most teachers view that art education includes activities to make students sing, draw, and/or make crafts at early age. This understanding is needed to be revolutionized as Curriculum 2013 mandates changes in concepts and patterns of learning for the good characters of the next generation, such as independent, good natured, and ready to face the future. Furthermore, it describes and identified the problems encountered in learning the art of music in elementary school, which underlies the need for arts education in mental revolution of the young generation as a potential future leaders.Keywords: art education problems, character building, elementary school, Curriculum 2013

Abstract

This study used a descriptive method with qualitative approach by studying the library, (library research), observation, and interviews, as well as using the theory of choreography. The research findings prove THAT seventeen works of Minor Dance students have met the elements of choreography as follows: (a) selecting a theme or idea of arrangements through the initial stimuli, ie stimulus ideas, kinesthetic, auditory and visual. (b) exploration and improvisation, (c) smoothing and composition. Elements of composition has also been described, which include: (1) the structure of arrangements; (2) dancers’ motion and passage; (3) the pattern of the floor; (4) music and lighting; (5) costumes and make-ups.The study also found that the students’ eleven dances have applied the concept of multiculturalism in ethnical and classical themes. Multiculturalism is understood as various ethnic diversity and distinctiveness, reflected in the work of each indibiduals that are limited by the historical and social context, as well as local culture, including ethnic Malay, Minangkabau, Javanese, Sabah and Sarawak, Kelantan, India, and China.Keywords: multiculturalism, dance as Minor Learning, and choreography

Abstract

This study aims to describe: (1) writers’ quotation in Jurnal “Suluah” published by Balai Pelestarian Sejarah dan Nilai Tradisional Padang, (2) characteristics of literatures quoted by writers, and (3) authorship pattern. Quotation analysis method is used to study the relation between quoting documents and the documents quoted. The object of this study is the publications in Jurnal Suluah in 2001-2-12.The research finds that: (1) writers’ quotation pattern based on article contribution and the number of quotations in articles is 155 articles and 1607 quotations. In average, one article quotes ten documents from various forms of sources. (2) Characteristics of literatures quoted by writers based on genre, year, and age of literatures are as follows: (a) the most contributing document in article writing is book, achieving 1316 quotations; (b) the year span of documents quoted is from 1827 to 2010; and (c) the age of the most cited documents is those published in the last ten years (2001-2010) as much as 35%; (c) the pattern of authorship is that the most cited writer is Koentjaraningrat with 37 citations. The rate of collaborations of the author is very low, because 97% of articles are written by a single author and only 3% are multiple authors.Keywords: scientific articles quotation, Minangkabau study, Jurnal Suluah

Abstract

This study aims to explore the feasibility of information about an accelerated program at the Muhammadiyah Sapen elementary school Yogyakarta, to describes empirically as well evaluating the implementation of an accelerated program about. This research can be categorized as an evaluative research with a qualitative approach.Data were collected through interviews, observation and studying documents, then analyzed inductively and constantly through categorization, classification, and reduction. The subjects were the school principals, chief of acceleration program, teachers, parents and participants of the acceleration program. The results showed that the selection of program participants has not fully meet the established criteria. Each student must pass four selections; the selection of objective data, subjective assessment, health requirements, and students readiness and parents support. The four aspects has not been done properly, particularly aspects of objective data assessment. Selection of teachers has not been conducted based on the criteria. Teachers are still determined by the principal and teaching experience is ignored. For the curriculum, funding and infrastructure already fulfill the criteria.Keywords: evaluation, accelerated learning program, elementary school

Abstract

This article discusses the labeling in Minangkabau society, in a society labeling is considered to be part of a local term that can be understood by the local community. The labelling of the society’s behavior is assumed to be different in each village in West Sumatra because of the Minangkabau people have different customs in each region in West Sumatra including the ‘darek’ (plateau) and pasisie (coastal) regions, because the Minangkabau is known for its unique custom ‘adat Salingka nagari'. Minangkabau cultural distinctiveness on the labeling of perpetrators of deviance is very interesting to be elaborated deeper, thus the researcher wrote this article.Keywords: label, committer, social deviation

Abstract

This study describes the competition between traditional and modern transport, the lack of awareness and knowledge of the community about ‘bendi’, bendi was considered harmful to the environment, the location of bendi wainting for passengers is unorganized that it is considered the cause of bottlenecks and constraints faced by the government in preserving bendi.. The research used descriptive qualitative approach. The informants were head of art and culture development in the Department of Tourism and Culture, head of traffic and public transport in the Department of Transportation, Communication and Information, bendi cabmem, bendi caretakers and the public or bendi passengers in Padang. Data were collected through interviews and document study. Data validity is tested using source triangulation techniques. Data was analysed by collection, reduction, data presentation and conclusions. Research findings portray that bendi is still existed in the cultural perspective, is still used in cultural events and serves as a means of cultural tourism in Padang. Bendi’s meaning and function are changed as seen through inhibiting factors that include internal and external factors. In order to overcome this problem, the government attempted to held festivals to provide information to the community or bendi owners and cooperate with the private sector in preserving bendi as cultural property in Padang city.Keywords: bendi, cultural property, transportation

Abstract

The purpose of this study is to comprehend personal characters in Indonesia’s traditional leadership and its correlation with the regional leadership. This study uses descriptive analyses method by library research. The result shows that the regional leaders have low quality of personal characters that may lead to the failure to fulfill community’s welfare. Therefore the regional leaders have to implement the personal characters of Indonesia’s traditional leaders along with the Regional Governance Law No. 12 2008, revised by Law No. 23 2014 in order to increase the people’s income, improve education, guarantee health facilities and housing, as well as reduce poverty and unemployment rate in the region.Keywords: regional leaders, Kampar regency, community welfare, personal characters

Abstract

Performance measurement orientation model is important to be the concern to all heads of organizations, particularly in public sector organizations in providing maximum service to the community. Measurement orientation of the input will be different from those of output and outcome, especially the impacts to the community. This study intends to look at the impact of performance measurement orientation towards transparency of the reporting of local administration. The method used is qualitative by (1) analysis of literatures and some of the laws and regulations that relate to a model of performance measurement that has ever been and is being implemented in Gorontalo and (2) content analysis, by analyzing each performance report both for input oriented as well as output and outcome oriented. The results show that output and outcome oriented performance measurement model is more transparent in presenting information to the public compared to the performance measurement model that have an input orientation.Keywords: performance, performance measurement, performance measurement orientation, transparency

Abstract

In this reformation era, local administrations need to concern about the recognition and protection of human rights. This article proposed research questions; what kind of bylaws is considered violating human rights from juridical normative view and its synchronization with existing human rights instruments? The above question is based on the idea that in every development plan is not free from public awareness/sense of justice, as well as legal benefit and certainty, which may offend human rights instruments. The research used normative juridical research, which is the method of legal research by researching library materials or secondary materials. This is a normative juridical research on issues concerning the synchronization bylaws with human rights. The research findings based on the study on Pesisir Selatan Regency Regulation No. 8 of 2007 on Nagari Administration, it is not compatible with Human Rights Act No. 39 of 1999. This can be seen from the lack of explicit accommodation on cultural identity of Minangkabau ethnic communities such as indigenous customary court, the function of Kerapatan Adat Nagari, and customary symbols as well as customary title that are overlooked in the regulations. Furthermore, when viewed from the perspective of Civil and Political Rights Act No. 11 of 2005, it is reflected that identity of titles such as titles of tribe, clan, and family is not a concern of the nagari administration. Thus it is a violation of the civil rights of indigenous peoples. Likewise, viewed from the ILO Convention 169 of 1990 on Indigeus Peoples (protection against indigenous peoples), the central government to local administrations must accommodate the interests of indigenous peoples in the state and administration.
