Abstract

The increasing population of the elderly people in Indonesia can have adverse impacts if not managed properly. However, only a few local governments are able to create policies that facilitate the health of the elderly. Yogyakarta City Government is able to implement innovative policies to accommodate the elderly through healthy elderly care (rusela). This research explains how the innovation process works in the midst of the lack of local government attention in improving the health of the elderly. This study uses a qualitative approach with research data obtained through secondary data and interviews. The results of this study explain that: first, the researcher found that the initiation of rusela emerged from collaboration between bureaucrats and practitioners, secondly the implementation of rusela could occur due to support from stakeholders, thirdly the promotion of rusela in order to remain sustainably obtained through internal and external promotion.

Abstract

The problem in this research, the Provincial Government of Banten faced on the condition of the regional economy sluggish due to pandemic Covid-19 so it requires a scheme of setting budgetary policy of regions, ranging from setting regional revenue, regional expenditure, up to the setting of local financing. According to the Circular Letter of the Minister of Finance and Minister of internal Affairs, Local Government is obliged to make the mechanism of setting the Budget Revenue and Expenditure through refocusing and reallocation of the budget. The purpose of this study is to determine how the policy of local budgeting in the pandemic Covid-19 study case on Local Government of Banten Province. The method used in this research is descriptive qualitative using Purposive Sampling. The results showed the policy of the management of the regional budget in the pandemic Covid-19 at the Provincial Government of Banten that, the Provincial Government of Banten has been running a budget management in accordance with the directives and policies that have been set by the central government through the mechanism of refocusing and reallocation of the budget revenue, expenditure, and financing the area appropriately.

Abstract

Changes in organizational climate and employee mutation as a consequence of changes in organizational structure are the interesting things for an object of research. This research is directed to explaine the influence of organizational climate and mutation through job satisfaction on employee performance in BKPSDM Subang Regency. This research uses a quantitative approach. Collecting data through distributing questionnaires to employees and interviews. Data were analyzed using Structural Equation Modeling.  The analysis shows that: The influence of organizational climate on job satisfaction is categorized as weak but significant. The influence of mutation on job satisfaction is categorized as weak and insignificant. The influence of organizational climate on employee performance is categorized weak and significant. The effect of mutations on employee performance is categorized weak and it is not significant. The effect of job satisfaction on employee performance is categorized weak but significant. The influence of organizational climate and mutation on job satisfaction is categorized moderate and significant. The influence of organizational climate, mutation and job satisfaction on employee performance categorized as moderate and significant. The efforts that can be made to improve employee performance in BKPSDM Subang Regency are by giving fair rewards to employee performance, carrying out mutations in a planned and periodic manner, and improving communication between work units so as to create synergies to achieve performance targets.

Abstract

The dissolution of government institutions occurred again in the administration of President Joko Widodo in 2020. The policies taken by President Joko Widodo always have a background on budget efficiency and bureaucracy. The same thing also happened in October 2019. In the direction of the President in October 2019 it was stated that there was a need to simplify the bureaucracy. Simplification of the bureaucracy is intended to create a dynamic, agile, and professional bureaucracy that is effective and efficient. To achieve these objectives, it is necessary to change the organizational structure. The need to form an organizational structure is the background of this paper. In order for an organization to run effectively and efficiently, it is necessary to have an organizational structure that suits the needs and conditions of an organization. This paper uses a qualitative design with literature survey techniques and case studies in the Center for Data and Scientific Documentation of the Indonesian Institute of Sciences (PDDI LIPI). The output of this paper is a proposed organizational structure model that is in line with the current conditions of the PDDI LIPI and is considered for implementation in other public sector organizations.

Abstract

The issue of decentralization has become significant in the handling of COVID-19, especially for countries with large island territories and heterogeneous communities such as Indonesia. This paper presents an analysis of the relationship between the center and the local in dealing with the COVID-19 pandemic in Indonesia by conducting literature studies through books, journals, mass media articles, and sources from the internet. Initially, relations between the center and the regions in tackling COVID-19 showed a strong centralization of authority by the central government. In the end, local governments get a proportional role but still make the government conductor in policy orchestration. Synergies between the central and local governments will be the key to success in dealing with COVID-19 in Indonesia. However, cooperation must build within the framework of the unitary state of the Republic of Indonesia.

Abstract

 Quality public service with a high level of community satisfaction are the determinants of the success of local governments in realizing good governance and sustainable development. This paper aims to present empirical data related to public service practices in Jayapura Regency. The purpose of this study is to precisely measure service quality; determine the satisfaction index; and perform a theoretical-conceptual study on the implementation of public service delivery in Jayapura Regency as mandated by Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia No.14 of 2017 on Guidelines of Public Satisfaction Surveys for Public Service. The research method used is descriptive quantitative. Primary data were collected from community satisfaction survey to obtain the Jayapura Regency Community Satisfaction Index (IKM). Based on results of data processing, CSI for Yowari Hospital of Jayapura District is 2,69, while CSI for DPMPTSP of Jayapura District is 2,91, and Dispendukcapil obtained an average CSI value of 2,83. The CSI value of those three RGOs are all categorized as “C”, defined as “Not Good Enough”, which indicates that the need for public service management improvement is crucial, both in terms of infrastructure and employee’s competency in deliviring excellent services.

Abstract

The Covid-19 pandemic prompted the Government to issue instructions for social distancing to cut Coronavirus infection. The social distancing policy for ASN is carried out by limiting working hours and working from home (WFH) while still paying attention to government public services' sustainability. This is a solution to break the chain of the spread of the increasingly widespread Covid-19 outbreak. However, to realize available services are maintained and can run well, it is necessary to carry out HR management in implementing WFH by considering the various obstacles faced. Furthermore, this study aims to identify the barriers and efforts to overcome them in implementing WFH during the Covid-19 emergency. The research was conducted on all 50 employees / ASN Bappeda Gunungkidul Regency. The results of this study indicate that five aspects become the main obstacles in implementing WFH, namely elements of the availability of computers and internet networks, details of the ability to master information technology, factors of HR governance regulations, parts of organizational culture, and aspects of performance appraisal. Meanwhile, efforts that can be made to improve the implementation of WFH can be carried out by implementing one man one computer, conducting IT training and employee mentoring, compiling workbook-based HR governance, work contracts, and SPIP (Government Internal Supervision System), improving culture. Progressive organizations, as well as improving work performance-based employee performance appraisals.

Abstract

The waste bank program is implemented by the Yogyakarta City Environment Agency since 2012. However, the citizen participation to be the waste bank customer is low. The condition shows that people still do not have behavior and habit to manage the domestic waste. Therefore, it is necessary to find the reasons why public participation to become the waste bank customer is still low. This research used the qualitative approach and descriptive research type. The data collection techniques used were literature study; observation; and in-depth interviews. The data will be analyzed descriptively qualitatively. The results showed that only 18,855 heads of households (14.6%) out of 129,252 households in Yogyakarta City became the waste bank costumer. The sub-districts which have the largest proportion of waste bank customer with the number of households are Jetis and Mergangsan. Besides that, the sub-district which have the smallest proportion of the waste bank customer with the number of households is Gedongtengen. Three main obstructing factors cause the low public participation in the waste bank program in Yogyakarta City, namely: the knowledge of the waste management is not optimal; the lack of  individual awareness and motivation to manage the waste; and less varied incentives

Abstract

Covid-19, which has added more victims than is owned, has resulted in life in general, ranging from social, worship, education, to the world of work. Impact on the world of work is the application of Work From Home (WFH). WFH has become a new work culture or “New Normal” in Indonesia. The Ministry of Finance issued the WFH concept by releasing Flexible Work Space (FWS). Increased productivity and organizational performance are expected from FWS. The application of FWS is a challenge that can increase work-life conflict and increase work pressure. Human Resource Management must support the experience of fairness with a very flexible work relationship, and a more definite resolution is needed to avoid misled employees.

Abstract

This research is based on a phenomenon that LIPI, as the largest research institution in Indonesia is also reorganizing fundamentally towards organizational goals, which are lean in structure and rich in functionswith business process based on competency network. This organizational arrangement is based on LIPI Regulation No.1 of 2019 concerning SOTK LIPI. Previously, the organizational structure was still rich in structure, less in function, and had a stratified work pattern. The changes in business process after SOTK LIPI applies have a direct impact on science and technology supporting staff who changes that are fundamentally based on functional and competency, are still require adaptation, especially in the clarity of advancing the career of science and technology supporting staff. This research is conducted to analyze the effect of organizational structuring on the happiness of science and technology supporting staff at LIPI.The research method used in this research is explanatory survey. The data analysis technique used to test the model used is multiple linear regression. The respondents are 200 of civil servants as science and technology supporting staff at LIPI. The results of this study indicate that the happiness of civil servants as science and technology supporting staff at LIPI is simultaneously influenced by organizational rearrangement (reorganization) includes restructuring, technology, physical and people settings.
