Abstract

The purpose of this study is to find out how the public's perception of the implementation of the BPD function in Ambulu Village, Ambulu Village, Jember District and to determine the factors that influence community perceptions of the implementation of the BPD function in Ambulu Village, Ambulu Village, Jember District. This type of research is descriptive qualitative research, describing the characteristics of the variables of data collection, reduction, data presentation to drawing conclusions. The results showed that the function of BPD in Ambulu Village, Ambulu District, Jember Regency was not fully maximized. This is because some of the functions that the BPD does not run optimally, including in the activities of discussing and agreeing on Village Drafts and Regulations with the Village Head, almost never involve the community, this is because it is perceived that BPD members are part of the community itself. Then the benefits of the BPD as a reservoir and channel for the voice of the village people are also still not maximized, because not a few people do not understand the function of the BPD as a legal reservoir for the aspirations of the village community. Then the function of the BPD in supervising the performance of the village government, especially the village head, is quite maximal because the BPD is involved in providing the accountability report of the village head during his tenure.

Abstract

As a series of global agendas, the Sustainable Development Goals (SDGs) aim to become the compass for development throughout the world. Local governments are the spearhead of implementing SDGs at the local level. This study presents possible challenges faced by regional actors in localizing the global agenda to help local governments adapt the implementation of the SDGs. The purpose of this study is to draw lessons from the empirical experiences of actors in the regions in adapting to global goals at the local level without leaving the potential and uniqueness of the region. This study describes the case of local adaptation, especially the attitude of actors towards the SDGs experienced by three local governments in East Java Province, Indonesia, namely: Jember Regency, Bondowoso Regency and Situbondo Regency. The research method used is qualitative through in-depth interviews and literature study. The findings in this study are divided into two, namely a situation description of adaptation and challenges faced by actors in actualizing the SDGs in the local context. This study underlines that the efforts of local actors in adapting the SDGs have been adequate, but at the same time several challenges have been found such as the low understanding of the SDGs values from state apparatus, weak budget, political will of local actors, and local political dynamics.

Abstract

Jatim Puspa is a trading business program that is given to people affected by Covid-19 and this Jatim Puspa program is specifically given to women, so that women can take part in economic recovery amid the Covid-19 pandemic in Sumberkolak Village, Panarukan District, Situbondo Regency. The research method used is descriptive research method with a qualitative approach. By making observations about a natural phenomenon by collecting data using the method of observation, interviews, and documentation. The research location was conducted in Sumberkolak Village, Panarukan District, Situbondo Regency. It can be concluded that Sumberkolak Village, Panarukan District, Situbondo Regency has implemented the Jatim Puspa Program well, but it has not been maximized, especially in terms of conveying information, selecting program recipients and monitoring.

Abstract

This article explains the efforts made by South Korea in building a national image through the film industry. Furthermore, this article explains the lessons that Indonesia can take from South Korea in strengthening nation branding through the development of the Indonesian film industry. This study uses a qualitative descriptive method with secondary data sources obtained through literature studies. This research shows the efforts of government actors by providing financial assistance, promotion, and providing supporting facilities for filmmaking. Meanwhile, the role of South Korean non-government actors is to assist in the entire pre-production process to the promotion of South Korean films. South Korea's success in building a national image through the film industry can be a good example for the Indonesian film industry. Indonesia can strengthen the role of government and non-government to develop the film industry like South Korea. In addition, Indonesia can provide support to its film industry, starting from pre-production activities to promotions.

Abstract

The finishing community is usually identically considered as a layer of society with a low level of welfare. This can be seen from the condition of Indonesian fisherman who are still lacking in meeting the needs of their family life. The work and income of fisherman are highly dependent on the weather and seasons, so that the impact on income is uncertain. In the condition that the husband’s income as a fisherman is relatively low and uncertain, the one who can help maintain the family’s livelihood is the fisherman’s wife. This study aims to determine the relationship between the characteristics of fisherman’s wives with the family income of fisherman in Kenjeran Surabaya. This research was conducted using quantitative methods with a research sample of 20 respondents. Testing the data used in this study is the validity test, reliability test, simple linear regression analysis, F test, and the coefficient of determination using SPSS 25.0 for windows. The result of this study indicate that the characteristics of fisherman’s wives do not have a significant relationship with fisherman’s family income with the value of Fcount (1,317) < Ftable (4,38), and the value of sig. 0,289 > 0,05 then Ho is accepted and Ha is rejected. The results of the coefficient of determination (R2) obtained an effect of 15,8%, while 84,2% of fisherman’s family incomes were influenced by other variables not examined in this study.

Abstract

The purpose of this research is to analyze and propose a suitable business development for Julius's cosmetic business at Pasar Parluasan, Kota Pematang Siantar. This study uses a quantitative descriptive method that examines the state of the object being perceived (the natural environment), where the researcher is the key instrument. The data collection technique was carried out by triangulation (combined) from various sources, according to research results, the internal strengths of Julius's cosmetics business and the utilization of existing opportunities, even though the business has weaknesses and threats. Seeing Julius Cosmetics' position in quadrant 1 (one), this company has the skills and strengths to take advantage of all opportunities.

Abstract

Direct marketing is a marketing method that is commonly applied by some business people because it has an effective effect on increasing product sales. This research uses a qualitative method with a case study at Anna Art Gallery. Researchers used purposive techniques to determine informants. In this study, three informants were selected. Data collection is done through observation, interviews, and documentation. Anna Art Gallery's business is engaged in selling art products and services, including handicrafts for wedding purposes such as wedding dowries, offerings, wedding souvenirs, wall decorations, various bouquets and also various gifts. As an effort to increase product sales, Anna Art Gallery implements direct marketing as its strategy. Some of the direct marketing used includes face-to-face sales, telemarketing, online marketing, and the use of catalogs. This method has succeeded in making the Anna Art Gallery business have good sales, so that the business continues to grow and develop.

Abstract

Employee performance as an asset that can affect the reputation of the university, therefore there is a need for guidance, empowerment and attention to the factors that affect employee performance. The population of this study were employees at the Muhammadiyah University of Jember, and a sample of 67 used a purposive sampling technique. This type of research is quantitative, using multiple linear regression data analysis techniques with the SPSS Version 25 tool. The findings in this study are that transformational leadership influences the performance of permanent employees, competence influences the performance of permanent employees, perceived of organizational support affect the performance of permanent employees, and job satisfaction affects the performance of permanent employees at the Muhammadiyah University of Jember.

Abstract

Bureaucrats in service are obliged to provide fair service to the community. Unfair behavior has an impact on services that are rigid, closed, slow, indifferent, prioritizing what is known, so that there are "underhand" transactions. Unfair implementation of public services causes people to be dissatisfied and reduces the use of service facilities. The difficulty of uncovering the reality of injustice in service is an effect of the silence of society. Injustice continues to take root and grow in public services. The purpose of this study is to describe, analyze, and interpret justice in the implementation of public services in Banyuwangi Regency. This research is based on a qualitative approach according to the constructive and participatory paradigm. Obtain primary data from interviews, secondary data acquisition from literature and regulations that have conformity with the object of research. Data analysis utilized the Atlas Ti application 8.4.23, 2018. The results showed that the implementation of public services in Banyuwangi Regency was related to unfair bureaucrat behavior in serving the community. State oriented based services are considered more important than public oriented bases. Bureaucrats need to internalize the value of justice so that the implementation of quality services upholds human dignity.

Abstract

The Covid-19 pandemic has overhauled all structures of life, be it in the economic, social and cultural aspects. The Covid-19 virus is the government's main focus in preventing and tackling it so it doesn't spread and takes many victims. This study aims to analyze the implementation of policies from both the central and regional governments carried out by the Bali Provincial Health Office. This research is a qualitative research with data collection techniques, namely observation, documentation and interviews with 7 informants from the government, community and policy observers taken using purposive sampling technique and data analyzed by triangulation. The results of this study stated that overall the dimensions of good policy implementation according to Edward III, namely Communication, Resources and Bureaucratic Structure had been carried out well by the Bali Provincial Health Office in carrying out or carrying out regulations or rules regarding handling and preventing the Covid-19 pandemic. From other dimensions, according to Van meter Van horn, namely Standards and Policy Targets as well as Compliance and Executors' Responsiveness, it is considered sufficiently precise and accurate.
